Storm dance team again headed to state in jazz, kick

The Sauk Rapids-Rice dance team was confident in their chances of winning the section with their jazz routine.

The Storm prospects in the kick division, however, came with a few question marks.

That is why when the final results were announced in kick at the Section 4AA championship Feb. 4, the elation the Storm showed after their second-place finish in kick was just as jubilant and heartfelt as when they were announced the first-place winner in the jazz division minutes earlier at Sauk Rapids-Rice High School in Sauk Rapids.

A huge crowd erupted in celebration after each announcement signaled SRR’s return to the Minnesota State High School League Class AA Dance State Tournament in jazz and kick for the second straight year. The jazz division takes the floor Friday, Feb. 17, with kick the following day at Target Center in Minneapolis.

“It feels as good as it does every year,” said senior co-captain Saige Moliga while tightly clutching the kick trophy. “It’s amazing.”

“We basically made a priority list and what we needed to improve on before sections,” said senior co-captain Emma Miller.

“We saw things that looked good but that can still get better. Getting things right for sections was the biggest priority. We just changed what needed to be changed and then now can tweak more before state.”

in jazz, claiming second and third, respectively. Rocori’s kick team and large cheering section went bonkers after being announced section champion, leaving a strong Zimmerman team, which placed fourth, stunned its season had ended. Becker placed third in kick.

by a fairly substantial margin in jazz. The Storm scores were strong across the board, finishing with five rank points – which was 7.5 rank points better than Becker.

and tears. Sevre was an alternate on last year’s team that advanced to the finals in both divisions, and she is ready to experience the bright lights for the first time.

“This year, I get to experience it on the floor and I was a part of the energy all year,” Sevre said. “It felt so good all year being out there.

Before the routine (at sections), I was just trying to get everything bad out of my head. I kept breathing to calm down to make sure I wasn’t super-nervous. I was just more excited than nervous. We’re all going to be so excited once we get to state.”

BENTON COUNTY BOARD OF COMMISSIONERS REGULAR MEETING MINUTES

JANUARY 17, 2023

The Benton County Board of Commissioners met in regular session on January 17, 2023, in the Benton County Board Room in Foley, MN. Call to order by Chair Scott Johnson was at 9:00 AM followed by the Pledge of Allegiance to the flag. A roll call showed Commissioners Scott Johnson, Steve Heinen, Jared Gapinski and Ed Popp present. Commissioner Beth Schlangen was absent. Chair Johnson noted the absence unexcused. Schlangen was present at 9:44 AM.

County Administrator Montgomery Headley requested to amend the agenda to add the discussion authorizing staff to move forward with becoming an authorized AgBMP lender for the purpose of facilitating the upgrade/replacement of the community septic system within Eagle View Commons as the third item under Land Services Director Roxanne Achman at 9:30 AM; add the discussion to consider a Resolution seeking State Capital bonding for the CSAH 1 Mayhew Lake Road Corridor Improvements and the CSAH 29 Beltway Project as the second item under Interim County Engineer Mark Loidolt at 9:45 AM; and to add the discussion obtaining contracted assistance for the CSAH 1 Corridor and CSAH 29 “Beltway” Projects as the third item under Interim County Engineer Mark Loidolt at 9:45 AM. Motion by Gapinski and seconded by Heinen to approve the amended agenda. Motion carried unanimously.

Motion by Heinen and seconded by Gapinski to conduct a closed meeting of the County Board pursuant to Minnesota Statutes §13D.03, Subdivision 1, to consider strategy for labor negotiations at 9:02 AM. Motion carried unanimously.

The Regular Board Meeting reconvened at 9:42 AM.

There was no one present from the public to speak under Open Forum.

Motion by Heinen and seconded by Gapinski to approve Consent Agenda items 1 - 12: 1) approve the Regular Meeting Minutes of January 3, 2023 and authorize the Chair to sign; 2) approve the Committee of the Whole Meeting Minutes of January 6, 2023 and authorize the Chair to sign; 3) approve the Statement of Work with CliftonLarsonAllen to complete required 1094-C and 1095-C forms for 2022 and authorize the Chair to sign; 4) approve the amended ASA that details PreferredOne’s duties to administer 2022 health insurance claims during the runout period of 1/01/2023 to 6/30/2023 and authorize the Chair to sign; 5) approve the Letter of Support for a Trunk Highway 23 Study and authorize the Chair to sign; 6) approve the appointments to the Mississippi River/St. Cloud One Watershed/One Plan Citizen Advisory Committee; 7) accept and file the Administrator’s monthly financial report through November 30, 2022; 8) approve the County Board Policy Manual and authorize the County Board to sign; 9) approve the 2023 Solid Waste Haulers License Round I and authorize the Chair to sign; 10) accept the donation to the Police Activities League (PAL) program from the Benton County Sheriff’s Office Significant Others group; 11) approve the 2022 Federal Equitable Sharing Agreement and Certification; 12) accept and file the Veterans Service Officer Quarterly Report. Motion carried unanimously.

Next, Chief Deputy Sheriff Neal Jacobson requested the County Board appoint Kristen Tschida as the Benton County Emergency Management Director. Following the retirement of Jim McDermott, a selection committee was assembled to assist in the recruitment of a new Emergency Management Director. The recruitment process culminated in the hiring of Kristen Tschida to serve Benton County as our Emergency Management Director. Minnesota statutes require the County Board to appoint an Emergency Management Director. Motion by Johnson and seconded by Gapinski to appoint Kristen Tschida as the Emergency Management Director for Benton County. Motion carried unanimously.

Next, a retirement award was presented to Social Services Supervisor Bruce DeGrote in appreciation for 37 years of loyal and distinguished service to Benton County. DeGrote’s retirement is effective January 31, 2023.

Next, Headley requested the County Board consider the appointments to Boards and Commissions. The appointments reflect the discussion from the January 6th Committee of the Whole Meeting. Motion by Gapinski and seconded by Popp to approve the appointments to Boards and Commissions. Under discussion, Commissioner Gapinski requested that the appointments to the County’s Criminal Justice Committee be brought back to the next County Board meeting for additional discussion. Motion carried unanimously.

The Regular County Board meeting was recessed at 9:51 AM to conduct a Human Services Board Meeting.

The Regular Board meeting reconvened at 9:52 AM.

Next, Land Services Director Roxanne Achman requested to conduct a public hearing to consider Ordinance #487 Amending Benton County Development Code Ordinance #477. County Staff and the Planning Commission have been discussing changes to the requirements for public utility buildings. Changes include lot size, setbacks and changing the use from a permitted use to a conditional use in the commercial and industrial districts. The Planning Commission first reviewed this ordinance at their regularly scheduled meeting on December 1, 2022. A public hearing was held at the Planning Commission on January 5, 2023. The Planning Commission recommended the ordinance move forward to the County Board for approval as presented. The Public Hearing opened at 9:57 AM. Present to speak was City of Foley Administrator Sarah Brunn, who spoke in favor of the proposed amendment. There were no other members of the public present in-person or virtually to speak at the public hearing. The public hearing closed at 9:59 AM. Achman reported that there were no emails, letters or other communications to be read into the record. The Department had not received any comments or concerns from any State agencies, cities or townships on this agenda item. No official action

was required by an affected Township. Motion by Heinen and seconded by Gapinski to approve Ordinance #487 Amending Benton County Development Code Ordinance #477. Motion carried unanimously.

Next, Achman requested the County Board approve a Resolution of Support for Sherburne County’s Application for Environmental Protection Agency Grant Dollars: Solid Waste Infrastructure for Recycling (SWIFR). Sherburne County intends to apply for SWIFR grant dollars to sub-award the cost of equipment to a regionally located Source Separated Organic Material Facility (SSOM). The purpose of the dollars is to reduce economical and geographical barriers that are preventing formation of SSOM programs in the regional area. Sherburne County is requesting consideration and adoption of resolutions of support from neighboring counties for the SWIFR grant proposal. The SWIFR grant is a highly competitive grant and obtaining resolutions of support will strengthen the request. Motion by Gapinski and seconded by Popp to approve the Resolution of Support for Sherburne County’s application for Environmental Protection Agency Grant Dollars: SWIFR Grant. Motion carried unanimously.

Next, Achman requested the County Board discuss authorizing staff to move forward with becoming an authorized AgBMP lender for the purpose of facilitating the upgrade/ replacement of the community septic system within Eagle View Commons. On January 10, 2023, Eagle View Commons Homeowners Association held a meeting to discuss the AgBMP loan program with homeowners in the development. They have since obtained agreement from all property owners to participate in this program. Staff is requesting to move forward with requesting that the County Attorney’s Office begin reviewing the Department of Ag’s lender agreement contract, set up a vendor account in the Minnesota Management and Budgeting system to receive the funds and to begin preparing the documents necessary to facilitate the lending and special assessment of the AgBMP loan funds to the homeowners within Eagle View Commons. Achman included a list of signatures from homeowners agreeing to participate in the program. Not all were available in person to sign the document, but they have conveyed their desire to participate in the loan program to the HOA representatives. The list was verified by staff against the County’s database. Achman noted that Benton County would be the first in the state to become an authorized AgBMP lender for the purpose of facilitating the upgrade/replacement of a community septic system. Motion by Gapinski and seconded by Heinen to approve moving forward preparing documents related to the AgBMP Loan Program, to have the County Attorney’s office review the Department of Ag. Lender Agreement Contract, and to set up a vendor account in the Minnesota Management and Budgeting system. Motion carried unanimously.

Next, Loidolt requested the County Board to consider a Resolution seeking State capital bonding for the CSAH 1 Mayhew Lake Road Corridor improvements and the CSAH 29 Beltway Project. The Resolution asks the Minnesota Legislature to include Benton County’s CSAH 1 Mayhew Lake Road Corridor and the CSAH 29 Beltway Project in its 2023 bonding bill. Motion by Gapinski and seconded by Heinen to approve the Resolution seeking State capital bonding for the CSAH 1 Mayhew Lake Road Corridor improvements and the CSAH 29 Beltway Project. Motion carried unanimously.

Next, Loidolt requested discussion obtaining contracted assistance for the CSAH 1 Corridor and CSAH 29 “Beltway” Projects. Headley has received a proposal from Sambatek to provide the County assistance in seeking external funding for the CSAH 1 Corridor and CSAH 29 “Beltway” projects. Also, WSB has proposed its assistance with applying for a federal grant for a portion of the CSAH 1 project. WSB has been the project consultant retained by the St. Cloud APO to complete the CSAH 1 Corridor Study. The primary consultant associated with Sambatek is the County’s former Public Works Director Chris Byrd, who has extensive involvement with both projects. Popp stated he would like to work with one company, but not both firms when obtaining assistance for the “Beltway” projects. WSB has submitted proposals specifically for Rebuilding American Infrastructure with Sustainability and Equity (RAISE) Grants, and Johnson suggested that if we do work solely with Sambatek, that they assist us with applying for the RAISE Grant. Motion by Popp and seconded by Heinen to use Sambatek in obtaining contracted assistance for the CSAH 1 Corridor and CSAH 29 “Beltway” projects; to have Loidolt ask Sambatek with assistance in applying for the RAISE Grant; and to use funds from the Commissioner Contingency Account to pay for Sambatek’s services. Motion carried unanimously.

Next, County Engineer Mark Loidolt provided an Engineer’s Update. This was for informational purposes only.

Next, Board members reported on recent meetings they attended on behalf of Benton County.
