On Aug. 12, 2022, after being dispatched for an assault, law enforcement arrived at a Sauk Rapids residence and found a male, Foster’s husband, with multiple gaping wounds across his chest, neck and back. The male also had a laceration to his left forearm and other injuries.

The man told law enforcement Foster picked him up from the airport earlier in the day and asked him to sit in a speci c chair in the couple’s garage while she made him a cup of coffee. When she returned and took a seat across from him, Kane allegedly began stabbing the man from behind.

In a statement to police, Kane indicated Foster allegedly asked him to come to her home to kill her husband, saying her husband was abusive to her. In exchange for her husband’s death, Foster allegedly promised Kane that his wife, Hunt, and their child could live in her home and have her husband’s belongings. Kane admitted to hiding in the garage, waiting for the couple to come home and stabbing the man multiple times from behind.

A separate statement

provided by Foster conrmed Kane’s account. Additionally, Foster told police she used social media to notify Kane and Hunt of when her husband and she would arrive to the residence.

Hunt admitted to knowing of the plot to kill Foster’s husband, receiving directions from Foster via social media and passing the information onto Kane.

60TH WEDDING ANNIVERSARY

Dothan and Diane Aleshire, of rural Rice, will celebrate their 60th wedding anniversary Feb. 25, 2023.

The couple was married Feb. 25, 1963, at the Church of St. John in Lastrup.

The Minnesota State High School League-sponsored Academics, Arts and Athletics Award, known as the Triple ‘A’ Award, honors high school seniors who have a 3.0 or greater GPA and who participate in at least one MSHSL-sponsored athletic and ne arts activity. The students also must comply with the league’s code of conduct.

Each Minnesota school may nominate one boy or girl student for the award, and 32 nalists are invited to participate in a halftime ceremony at the MSHSL Boys Basketball State Tournament in March.

The male and female statewide winners each receive a four-year, $1,000 scholarship.

Grace Roesch was the female selection for SRRHS.

“It is an honor to be considered for the award and to receive it means others thought highly of my accomplishments,” Hinz said. “I know there are a lot of other hard-working students who have achieved much and are deserving of such an award as well. It is more than my achievements. It is what I have gained and learned

from others along the way.”

Hinz said his robotics expertise is likely to serve him well in the future. Hinz remains unsure of where he will attend college but plans on pursuing a career in aerospace engineering or aviation.

“I am fascinated with ight and would like to become a pilot,” Hinz said. “I also love the process involved in building things that y.”

The robotics program at SRRHS features the VEX Robotics and FIRST Robotics teams. Hinz has competed in both but has had the most success and has spent the most time in the VEX program. His robotics team quali ed for the VEX Robotics World Championship in Dallas, Texas, which he said has been a high school highlight. Hinz started robotics in eighth grade at Prince of Peace Lutheran School. His love for the intricacies of constructing complex robots – then seeing the successful end product – has been with him since.

“I saw a kid doing robotics there, and it had always interested me,” Hinz said. “The aspect of starting a project from scratch I thought was interesting, so I gured why not give it a try. Qualifying for worlds was very exciting. Pre-

paring for it the month ahead had many memorable moments, and the experience itself was gratifying.”

Hinz, who is in his third year with the swimming and diving team, will compete in the biggest meet of the season when the Storm take to the pool for the Section 3A Championships that conclude with nals Saturday, Feb. 25, at Willmar High School in Willmar. Hinz spent the week enjoying the taper process, which includes shorter, more-intense swims in practice instead of an emphasis on swimming long distances.

Regardless of the nals times, Hinz said his favorite part of being on the team is hanging out with his buddies.

“My favorite part is the team bonding,” Hinz said. “This team itself is such a brotherhood, and it’s fantastic.

I also like spending time with the guys in practice. It keeps me in shape.”

Hinz said he does not regret his busy schedule and those extracurricular activities have taught him countless lessons he could not have learned inside the classroom.

“Being involved helps round out a person’s high school development,” Hinz said. “The classroom teaches things theoretical and practical but in a very sterile environment. To be in activities outside of this teaches relational skills, time management, teamwork, con ict management, problem-solving and a host of other things in real-time. They are good for the body and the mind as we develop. I have found many of my friendships expand, my social skills grow and my focus on what is important improve.”

BENTON COUNTY BOARD OF COMMISSIONERS REGULAR MEETING MINUTES FEBRUARY 7, 2023

The Benton County Board of Commissioners met in regular session on February 7, 2023, in the Benton County Board Room in Foley, MN. Call to order by Chair Scott Johnson was at 9:00 AM followed by the Pledge of Allegiance to the ag. A roll call showed Commissioners Beth Schlangen Scott Johnson, Steve Heinen, Jared Gapinski and Ed Popp present.

Motion by Popp and seconded by Heinen to approve the agenda as written. Motion carried unanimously.

There was no one present from the public to speak under Open Forum.

Headley requested to pull Consent Agenda item # 3 for further explanation. Schlangen requested to pull Consent Agenda item # 2. Motion by Gapinski and seconded by Popp to approve Consent Agenda items 1, 4 and 5: 1) approve the Regular Meeting Minutes of January 17, 2023 and authorize the Chair to sign; 4) approve the Letter of Support to the US Department of Transportation Regarding the County’s RAISE Grant application and authorize the Chair to sign; 5) approve the 2023 Solid Waste Hauler License Round III and authorize the Chair to sign. Motion carried unanimously.

Next, Schlangen requested to pull Consent Agenda item # 2 to correct the day of the Committee of the Whole Meeting from Friday, January 24, 2023 to Tuesday, January 24, 2023. Motion by Schlangen and seconded by Johnson to approve the corrected Committee of the Whole Meeting minutes of January 24, 2023. Motion carried unanimously.

Next, Headley requested to discuss Consent Agenda item # 3 to consider a collective bargaining agreement with Operating Engineers Local 49, representing Property Management employees, for the period of January 1, 2023 to December 31, 2025. Headley noted some key changes which include: 1) a 3% wage increase instead of a 2.5% wage increase; 2) health insurance premium increases were previously split 50/50 by the County and the employee, whereas the contract now states that the County will pay 80% of the single premium and 75% of the family premium; and 3) Headley noted the Memorandum of Agreement placed on the dais today accompanies the collective bargaining agreement and has the effect of adding the June 19th Juneteenth holiday to the listing of of cial holidays. We have been informed by our labor attorney that the legislation establishing the Juneteenth holiday will be effective in August 2023, so the new Juneteenth holiday will be observed rst in 2024. Headley added that the State statute authorizing of cial state holidays says that no public business shall be conducted on state holidays, meaning the County would be closed on the Juneteenth holiday. Motion by Heinen and seconded by Gapinski to approve Consent Agenda item # 3 to approve a collective bargaining agreement with Operating Engineers Local 49, representing Property Management employees, for the period of January 1, 2023 to December 31, 2025. Next, Deputy Auditor Heather Bondhus requested the County Board consider the establishment of Benton County Absentee and Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA) for 2023. Bondhus stated that Benton County is required by Minnesota Statute §203B.23 to establish a UOCAVA ballot board. The absentee and UOCAVA ballot board would consist of a suf cient number of election judges or deputy county auditors trained in the processing and counting of absentee ballots as outlined in Minnesota statutes §203B.121 and §203B.24. Motion by Heinen and seconded by Popp to approve the establishment of Benton County Absentee and UOCAVA for 2023. Motion carried unanimously.

Next, Headley requested to schedule a Public Hearing on the revocation of County Road 50 right-of-way (ROW). Headley recommends scheduling a public hearing for March 15th at 6:30 PM in the Minden Township Hall to take public testimony on the proposed revocation of County Road 50 ROW. This section of ROW is owned in “fee title” by Benton County, having been conveyed by the State of Minnesota to the County after the reconstruction of TH 23 to four lanes. This parcel is needed by the City of Foley as a location for its odor control facility (and part of the new wastewater line connecting Foley to the St. Cloud regional wastewater treatment plant). A public hearing to revoke ROW must occur in the township that the ROW will be revoked to. Once the ROW is revoked to the Township, the City of Foley and Minden Township can negotiate acquisition by the City. The March 15th date is recommended since it falls on the same date as the Township’s regular monthly meeting. Also, the County must provide each Township Board member with no less than a 30-day certi ed mail notice of the intent to revoke the ROW. Motion by Johnson and seconded by Gapinski to set the Public Hearing date on March 15, 2023 at 6:30 PM at the Minden Township Hall to take public testimony on the proposed revocation of County Road 50 ROW to Minden Township. Motion carried unanimously.

Next, Human Services Director Bob Cornelius requested that the County Board consider assigning Application Services Data Manager Brenton Marshik as a member of the TriCap Board. This was in response to Commissioner Johnson’s request to submit a person to serve on the TriCap Board that is a commissioner designee. Marshik was recently re-classi ed to a supervisor grade and Cornelius is assigning appropriate duties to him. Motion by Johnson and seconded by Heinen to assign Marshik as commissioner designee member of the TriCap Board. Motion carried unanimously.
