Foreword Starr Commonwealth has a unique history of strong leadership, beginning with our inspirational founder Floyd Starr, who not only led the development of Starr into a nationally respected organization, but helped to transform the entire field of youth development.

In 2015, the Starr Board of Trustees had the honor of appointing Elizabeth Carey as the fifth President in Starr’s 103-year history and the successor to Marty Mitchell, who retired after 46-years’ service to the organization.

The succession process was focused on achieving a balance between the continuity of Starr’s core values and principles, and the transformation required for Starr to meet the needs of children and families in the rapidly changing environments of human services and education.

In Elizabeth Carey, Starr has a passionate, dedicated leader with a rare degree of insight into how organizations like Starr can stay ahead of the curve, ensuring that resources are invested smartly to deliver the best outcomes possible for children and families. The Board of Trustees is unanimous in its belief that Starr’s future is bright under Elizabeth’s stewardship.

The leadership transition has been just one part of a significant year, in which Starr has made bold and positive changes, positioning its programs for long-term success and growth. On behalf of the Board of Trustees, I would like to thank all of Starr’s staff, and our many generous supporters, for another incredible year of creating positive environments where children and families flourish.

Summary To make real change in people’s lives, to truly allow them to reach their full human potential, the focus must be on them; on their hopes and desires. We must respond by meeting people where they are, to build their resilience and enable their success.

And right now, significant changes are happening in the lives of the people Starr serves, as well as in the systems that pay for, support and help us deliver the care they need.

That is why 2015 was such an important year for us at Starr. We have seen the culmination of a multi-year transformation begin to take shape in our delivery of services in education, behavioral health, residential treatment for youth, community-based youth development, and training for professionals who work with children.

In June, I was honored to take on the position of President and CEO of this great organization, and I am pleased that we have been able to make some important changes to how we operate, concentrating resources on service delivery wherever possible.

Starr has some unique assets and strengths that set it apart from many other human service agencies, and we work every day to utilize these. Our 103-year track record of delivering strength-based treatment is rare, and is helping us to expand services that meet children and families where they are – in homes, schools, and communities.

Starr’s in-home behavioral health program is achieving life-improving outcomes for children and adults across Michigan and the Midwest affected by mental health challenges and developmental disabilities, including autism. We expect this impact to grow in the coming year.

Starr’s traditional services in residential treatment for adjudicated youth continued to perform better than many others in the Midwest under the management of our partner Sequel Youth and Family Services. Our Albion campus is serving over 100 young people at any one time and the population is growing, with young boys and girls from across the country coming to Starr for treatment.

Starr Detroit Academy, our open enrollment charter school, increased its student population to 900 K-8, close to the maximum that can be accommodated in the school’s extensive facilities in Harper Woods, Mich. The demand for the Academy’s services reflects the high quality educational environment that has been established since the school’s opening in 2012.

Our positive youth development programs in Detroit continue to ensure that hundreds of young people strengthen their relationships with family, improve their school performance, reduce their illegal behaviors and find their path to greatness.

In addition, Starr is engaging with communities like never before. Not only do we provide direct services in communities but we work with partners to advocate on behalf of children and families. Our 2015 Art of Resilience Starr Summer Youth Festival attracted nearly 500 young artists from 60 youth organizations to entertain over 3000 people in downtown Detroit. We were thrilled to see so many people celebrating the young people in our community.

There is so much progress for us to build on in the years to come, and I would like to thank our staff, supporters, donors, and partners for being part of Starr’s journey as we fully realize our vision of actively engaging with communities worldwide to develop the greatness in every child.

Thank You for Investing in Children and Families Grant delivers improvements to education and behavioral health services A July 2015 grant award of $92,500 from the O.P. and W.E. Edwards Foundation has supported trauma-informed training for teachers and professionals at Starr Detroit Academy through the Starr Global Learning Network (SGLN), as well as capital IT infrastructure that will significantly impact the Starr-PsychSystems Autism Center in Harper Woods, Mich.

As Starr’s first public charter school established by Starr Educational Services, Starr Detroit Academy (SDA) serves 900 students from across the Detroit area. Starr Educational Services utilizes a research-based educational model, which leverages Starr’s 100-year legacy of positive youth development to improve each child’s academic, social, and emotional well-being.

Thanks to the generosity of the O.P. and W.E. Edwards Foundation, SGLN and SDA are establishing a culture of greatness under the Circle of Courage model, in which school staff help to develop the four universal needs of Belonging, Mastery, Independence, and Generosity in every child.

Support from the O.P. and W.E. Edwards Foundation is also providing IT upgrades that will make it possible to keep pace with the growing number of individuals being served at the Starr-PsychSystems Autism Center in Harper Woods.

As a result of funding from the O.P. and W.E. Edwards Foundation, Starr’s Autism Center can be more efficient in managing client data as we support increasing numbers of children and adults through autism and behavioral health services.

Donor spotlight: Joyce Soebbing When you grow up in a family of farming people, you learn at an early age that giving back is a way of life. That is according to Joyce Soebbing, a long-term Starr donor who grew up in a family of people from the farmland in central Illinois, and is very familiar with seeing how farmers in the area help each other out in times of difficulty.

“Our family was brought up to help in any way we could,” she says. “We were raised to look around at what was happening in the community, and see if there was some way to help, either physically or financially.”

When Ms. Soebbing was announced as the Regional Vice President for State Farm, based in Marshall, Mich., the President of Starr at that time, Arlin Ness, made contact.

“Arlin introduced me to the whole Starr philosophy and what could be achieved with such an approach. I met young people in the cottages and learned of their stories. I was amazed at the results. They were so much better than other programs because Starr truly looked at the whole situation of the child and their family, if they had one at all,” she says.

This introduction was the beginning of a long-term relationship between Ms. Soebbing and Starr, which has included Ms. Soebbing’s 10 years of service on Starr’s Board of Trustees, an experience that provided even more insight into the impact of the organization.

Ms. Soebbing has admired the continuity of leadership at Starr, which has had only five presidents in over a century. “Long-term leadership is important. There has been no flip-flopping on the core values and approach of Starr, which I like,” she says.

On why she chooses to donate to Starr, Ms. Soebbing reflects on the emotions she attaches to its mission. “It is a little hard to put into words – it is more of a feeling that I cannot describe. It is so much more positive than other approaches. I fell in love with what they were doing.”
