These grants has a community development purpose of community services as the funds used by Casa De Esperanza (“CASA”) and the South Texas Empowerment of Women Center (STEWC) improve the health and well-being of low-and moderate income individuals. The CASA received a grant in the amount of $2,500 and the Center received a grant in the amount of $3,500 from the BBVA Compass Foundation. The CASA intended impact of the grant is to provide a safe, clean, uplifting environment for guests in need of food and fellowship. The Center intended impact of the grant is to reduce incidences of domestic violence, raise awareness of women’s issues and to develop a stronger collaborative community. Making the presentation of the grants to the two entities were Mr. Ruben Ramos, Mr. Sam Lopez, and Mr. Romeo Lopez on behalf of BBVA Compass Bank.

Cuellar Pledges to be Local Community Voice in Washington Congressman Henry Cuellar (D-TX28) was sworn into his seventh term in the United States House of Representatives by Speaker Paul Ryan. The Speaker of the House led today’s traditional swearing-in ceremony on the floor of the U.S. House of Representatives. Congressman Cuellar recited the oath that every Member of Congress has sworn since 1884: “I do solemnly swear that I will support and defend the Constitution of the United States against all enemies, foreign and domestic; that I will bear true faith and allegiance to the same; that I take this obligation freely, without any mental reservation or purpose of evasion; and that I will well and faithfully discharge the duties of the office on which I am about to enter: So help me God.”

Congratulations to Roma High School’s Mariachi Nuevo Santander, which secured it’s fourth national championship title as the Best High School Mariachi in the United States at the Mariachi Vargas Extravaganza Competition in San Antonio, Texas on Dec. 2, 2016. Student winners include Alexa Posas, Julian Fernandez, Aaron Sepulveda, Jesus Saenz, Jackelyn Barrera, Cindy Salinas, Osvaldo Grimaldo, Arely Molina, Luis Donaldo Cantu, Andres Barrientos, Luis Rosalez, Homer Flores, Felipe Hinojosa, Juan Luis Gonzalez, and Hector Zuñiga. “We are tremendously proud of these students who work tirelessly at their musical craft to perfect their skills and ensure they are ready to showcase the talent of Roma at its finest,” expressed Dr. Adrian Guerra, Roma ISD Performing Arts Director. “They come from a long tradition of performing arts excellence and so it is no easy feat to come into this program with that kind of pressure and perform to this caliber of precision every time. As someone who was myself a student musician, I am continually impressed with the dedication and poise of our students and the passion they show. Two Roma High Tennis Players Earn Full Scholarships to Laredo Community College

Roma High School seniors Monika Cantu and Cantal Lozano both know where they will attend college in the fall 2017 semester – Laredo Community College. The pair signed their letters of intent to study and play college tennis for the college starting next fall. “Both ladies earned scholarships and the opportunity to play college tennis for Laredo Community College and I am so proud because not everyone gets this kind of opportunity,” expressed Roma ISD Tennis The Roque Guerra, Jr. Elementary Canned Food Drive was a huge Coach Eduardo Marquez. “They success! The Colt Family donated over 3,000 canned goods and both told me as freshmen that non-perishable food items for those in need. Thank you to all who they had a dream of playing participated! college tennis and I told them it

would take a lot of hard work, determination and focus, but they both stuck it out and here we are today. They kept up with their studies and stayed with the tennis program. I am very proud and they are proof that we continue to have a top-ranking Tennis Program in the Valley and state.” Both students earned full academic scholarships which will cover their tuition and fees while they attend the college. “I’m very happy and excited about earning this scholarship at Laredo Community College,” expressed Monika Cantu. “At had reached by goal of playing first when I found out I was a college tennis and it’s just little scared, but I realized that I awesome. I’ve been playing since I was little and I really liked it and it’s just always been one of my dreams.” “I love playing tennis because of the pressure when we are in the match, but I also like to meet new people, travel and show everyone

my skills on the court – it’s just a fun game and that’s what drive me,” said Cantal Lozano. “This was one of my dreams to play tennis at the college level and it was a lot of hard work during the past four years so this was a dream come true. And during college I plan to study kinesiology to be a trainer so tennis fits right in.”

Rio Grande City EDC Announces Job Fair Over 20 employers are looking to fill jobs at the Rio Grande City Employer Expo and Job Fair on Wednesday, January 18. Among them will be Betchel, HEB, Metro PCS, Retama Manor, Stripes and Transport Continental to name a few. The event is open to the public and set for 9 a.m. to noon at the Student Activity Center Building, Building H at South Texas College – Starr County Campus. “Attendees will find a variety of jobs in law enforcement, sales, mechanics, nursing, transportation and more,” said Dalinda Guillen, Executive Director for the Rio Grande City EDC. “Job seekers are encouraged to dress for an interview and bring along copies of their resumes.”

J&O Hinojosa Elementary Won 1st Place in the Spirit Stick Contest at Relay For Life

John & Olive Hinojosa Elementary students and staff raised $800.00 to donate to the American Cancer Society. The J & O Red Diamond Cheerleaders gave an outstanding performance and the school won 1st Place in the Spirit Stick Contest. Principal Ms. Marissa Saldivar would like to thank the students, staff and parents for all their support! The American Cancer Society Relay For Life of Starr County was held at Joe R. Sanchez Stadium at Fort Ringgold. There were over 60 teams in attendance many of which were made up of RGCCISD schools. The American Cancer Society Relay For Life event is a life-changing experience that gives everyone in communities across the globe a chance to Celebrate the lives of people who have battled cancer, Remember loved ones lost, and Fight Back against the disease.

VMS Hosted Veterans Wall of Honor Ceremony

Veterans Middle School saluted and hosted its community Veterans in the RGCCISD Veterans Wall of Honor Ceremony in front of the school’s granite wall of honor. The highlight of the ceremony was the unveiling of the seven newest veterans’ names which were recently inscribed on the granite wall. Merardo Banda US Army, Encarnacion J Rodriguez US Army, Juan Lara US Army, Felicano Macias US Army, Arcadio Reyes + US Army, Ricardo Reyes US Air Force, Alvaro Venecia US Army. Mr. Reymundo Alvarez, Jr., Master of Ceremonies, informed everyone at the ceremony that if there is a veteran from our community whose name is not inscribed on the wall at VMS, please notify Mr. Alvarez or Mr. Mark Olivarez so that a nomination form can be filled out by the veteran or his family. The missing name will then be added to the honor wall at Veterans Middle School. The public is invited to visit the honor wall in front of VMS at their convenience.

The Starr County Retired School Employees Association (S.C.R.S.E.A.) held its monthly meeting on Thursday, Dec. 15th, in the Workforce Building on the STC campus in Rio Grande City. One of the many important agenda items was a very informative presentation by Dr. Jake Margo. Years of working in the Emergency Room setting gave him medically-related ideas that he shared as preventive-medicine advice. The presentation was followed by a Q & A session. The group ended the meeting and joined Christmas-themed refreshments. The next meeting is scheduled for Jan. 19, 2017 at 3 pm. Roque Guerra, Jr. Elementary 3rd grade students from Venessa Guerra’s homeroom joyfully made their holiday donations to the Macy’s Believe Campaign. The Macy’s Believe Campaign donates $1 for every letter to Santa to the Make-A-Wish foundation. Students were excited to donate to an amazing cause, and were also delighted to write a formal letter to Santa Claus. The students were also excited to help the Make-AWish foundation bring hope, strength and moments of joy during the holiday season to children with life-threatening medical conditions.

John & Olive Hinojosa Elementary held their annual Thanksgiving Food Drive and collected at total of over 1,600 food items. The campus was able to make 10 food baskets that were distributed to families in Las Lomas. Five were be given during Thanksgiving and five during Christmas.

Ringgold Middle School Participated in Relay For Life of Starr County

Ringgold Middle School dedicated the 2016 Relay for Life to Kassandra Lopez, RMS student, who passed away on June 9, 2016 after a battle with cancer. A special ceremony was held to celebrate her life and to kick off last year’s Relay for Life activities. The Relay for Life Committee would like to thank everyone who helped raise the $3,000 that were donated to the National Cancer Society and to everyone who participated in the Relay for Life.

Roma High Building Trades Program Alto Bonito Elementary Students were Students Earn Safety Certifications Awarded with the Principal’s Award Medal

More than 60 students in the Roma High School Building Trades Program completed very important safety training certifications under the instruction of their teacher Mr. Roel Miranda. Alto Bonito Elementary held Career Day at their campus. They had many visitors, including Starr County Memorial Hospital/EMT, Chef Jesse, from Jesse’s Catering, Grulla High School Cosmetology, Medina Electric, Bright Star Therapy, Starr County Ambulance, Starr County Sheriff’s office, Rodeo Dental, Mr. Trevino, Band Director, US Border Patrol, Starr County Juvenile Detention, SCAN, Mr. Rivas, R.G.C.C.I.S.D. Security Guard, La Casita Fire Department, Therapy Academy, and Peter Piper Pizza. The event was a great success! The students enjoyed learning about all the different careers. STC Starr Psych Club- 7th Starr County Mental Health Conference

The Starr County Campus Psychology Club of STC hosted its 7th Starr County Mental Health Awareness Conference at the STC Auditorium in Rio Grande City. Violeta Davila—Prevention Programs Director at Behavioral Health Solutions of South Texas— presented on “Substance Abuse,” where she elaborated on why people use drugs, the effects of drugs on the mind, body and health, and intervention/ prevention recommendations, also provided statistics pertaining to substance abuse/drug use in the entire United States and specifically in Prevention Resource Center PRC 11, which is composed of 19 counties including Hidalgo and Starr. It was a very interactive session with the students in attendance that included a Q & A. This conference was open to all STC students and the community, free of charge. Over 100 people were in attendance. Alex Sarabia, STC Psychology Instructor, served as the Master of Ceremonies. Ms. Davila received a certificate of appreciation for serving as Presenter of this mental health awareness conference on substance abuse.

Rio Grande City High School Hosted The RGCCISD Held Their Monthly Texas HOSA 2016 Fall Leadership Conference Food Pantry Distribution Rio Grande City High School hosted The Texas HOSA (Health Occupation Student Association) 2016 Fall Leadership Conference. The premise for this conference is to prepare students for their future as health professionals. Some of the sessions consisted of clinical laboratory science, emergency medical technician, x-ray imaging, how to write your resume, alternative medicine, I.C.E. Challenge (In case of an emergency), music and memory, suicide prevention and many more related fields in the health professions. Presenters from around the Rio Grande Valley were on hand to answer questions. The event was organized by the Rio Grande City High School HOSA Program. Mr. Ariel Lim and his students along with many people from Rio High helped make the event a huge success. The Health Science and HOSA students and officers, Ms. Melissa Limas and her cosmetology students, who gave the advisors, teachers and presenters pedicures, manicures, massages and haircuts, Joelda Arredondo and her students, Ms Maria Cruz and her students, Ashley Mills, Roque Vera and his students, Ms. Velma Guerrero and library staff, the front office staff, Ms. Celinda Martinez, Ms. Carla Rex, Paz Gonzalez, Sergeant Pena and the Rio High JROTC, Basketball coach Gar, Alex Gonzalez and his students, Robert Aberin, Dr. Anne Gundran and the science department,

The Rio Grande City CISD Migrant Department coordinated with College First to offer students a Mars Journey Camp hosted at Alto Bonito Elementary. This camp was available to 2nd to 5th grade students from Alto Bonito Elementary, Grulla Elementary and La Union Elementary. Students worked on several handson activities and even launched a rocket. All participants received t-shirts that stated “These are the skills you need to Succeed.”

Dr. Mario E. Ramirez Elementary Cheerleaders Dr. David Bowles conducts a writing and publishing Delivered Blankets to the Retama Manor training for Rio Grande City CISD school librarians

On December, DMR cheerleaders delivered blankets and other items to our local Retama Manor. The cheerleaders sang several Christmas carols to the residents as the items were being distributed. Our cheerleaders worked very hard in preparation for this annual event. On behalf of Dr. Mario E. Ramirez Elementary and Dr. Jorge Guzman, Interim Principal, we would like to thank all who donated blankets, socks, and slippers for our 4th Annual Blanket Drive. We would also like to thank the Retama residents and staff for allowing us to visit during such a special time of the year. The RGCCISD librarians were given an in-service on January 05, 2017, at the Starr County UTRGV adjunct building on the topic, “A Refuge with Mirrors” Selecting and Using Relevant Literature in School Libraries, by acclaimed author and professor at UTRGV Dr. David Bowles. His most recent award was winning the Pura Belpre honor award for his book, “The Smoking Mirror”, the 1st book in the YA feature series, “The Garza Twins”. David also writes a Friday book review column “Top Shelf” for the Monitor. He has published over 10 books about South Texas. A description of the project process may also be attached (optional). Include hours spent on the project, a step-by-step description of the process, sketches, and photos (no faces included in pics, please). Mention if a kit was used and if it was a first attempt at the craft. Limit two pages, enclosed in a sheet protector with both sides showing. Category 6, Scrapbooks, is excluded from Champion/ Reserve Champion status, as photos may give indication of competitor. NOTE: All entries must be entirely the work of the person entering the exhibit, including Peewee entries. Select ageappropriate projects that the

student can do with supervision. No entries that have been entered in any other division of the fair (example: art) may be entered in the Arts and Crafts Division. Items entered must have been made during the past year (since the previous fair) and never before entered. Criteria for judging will be as follows: general appearance, time spent, creativity, and skill mastered. Judging will be done by a panel of judges who will award a blue, red, or white ribbon to each entry. They will also select the top winner and runner-up winner from each category and will choose the Grand Champion and Reserve champion in the senior, junior, and peewee divisions. After the Grand Champion is

chosen from the top winners, the Reserve Champion will be selected from the remaining top winners, as well as the runnerup in the category in which the Grand Champion was entered. All Arts & Crafts judges may deliberate on the selection of the Grand Champions and Reserve Champions. ALL JUDGES’ DECISIONS ARE FINAL, AS ARE THOSE OF THE DIVISION CHAIR. A rosette in each age division will be awarded to the craft best representing the 2017 theme of the Starr County Fair. DPS Advises Texans to Stay LEGAL NOTICE Cautious During Winter Weather Application has been made The Texas Department of Public Safety (DPS) is urging Texans to monitor weather forecasts and take necessary precautions as winter weather and cold temperatures sweep across the state. Drivers are advised to monitor weather conditions before hitting the road, and if possible, avoid unnecessary travel in the impacted areas. “It is important to remember that winter weather threats can emerge quickly, including low temperatures and freezing precipitation, which can endanger Texans if they’re not prepared,” said DPS Director Steven McCraw. “DPS is calling on individuals to monitor weather and take the necessary steps to stay safe and avoid hazardous conditions posed by any possible weather threats throughout this winter season.” Throughout the winter season, the Texas State Operations Center will continually monitor weather conditions and maintain close contact with state agencies and the National Weather Service. DPS offers the following tips for staying safe during possible winter weather this season: •Monitor local weather broadcasts and follow up-tothe-minute weather conditions, at http://www.weather.gov/ •Purchase an all-hazards weather radio for up-to-date warnings, watches, forecasts and other hazard information. •Sign up for your local emergency notification system. •On icy roads, drive slowly, increase distance required for stopping, and avoid using cruise control. •Watch for downed trees and power lines across roads. If power is out, treat all intersections as four-way stops. •Make sure your vehicle is properly maintained before any trip. •Keep your gas tank full. •Avoid traveling when sleet, freezing rain is predicted, and monitor road conditions by visiting www.drivetexas.org or by calling 1-800-452-9292. Winterize your vehicle by checking the battery, windshield wipers (including appropriate freeze resistant-fluid), tire pressure, tire tread, fluid levels,

and lubricate door and trunk locks to prevent freezing. In addition, here is a list of emergency supplies drivers can keep in their vehicle: •Blankets/sleeping bags, extra clothing, gloves and a hat. •Cell phone, radio, flashlight and extra batteries. •First-aid kit and pocket knife. Here are some additional steps to prepare for winter weather: •Insulate outside faucets and pipes near outer walls. •Make sure that furnaces, heaters, fireplaces and wood stoves are clean, well-ventilated and in good working condition. •Make arrangements for proper shelter and an emergency supply of food and water for your pets and livestock. •Stock up on firewood and supplies, including canned goods and bottled water. •If you will be away from home for a long period of time, set your thermostat to 55 degrees or higher and open cabinets under sinks. •Check on friends and family members whose health or age may put them at greater risk from cold weather.
