Rio Grande City Main Street Pony League Baseball kicks off Beautification Project Registration Ages 3-18

Rio Grande City Main Street is excited to announce the Main Street Beautification Project with the installation of benches and trashcans in the downtown area. The first phase of the project will place six of each along Main Street with plans to extend the project to include 2nd Street. “With the support of our community, RGC Commissioners, the Rio Grande City EDC Board and our Main Street Coordinator, our goal is to work for our community and beautify the downtown area. Our Main Street encompasses 2nd Street as well and is a work in progress,” said Rosa Gonzalez, Main Street Advisory Board Chair. RGC MAIN ST., page 4

Senator Judith Zaffirini Sworn In for New Term, Marks Opening of 85th Texas Legislative Session

SENATOR JUDITH ZAFFIRINI, D-Laredo, and 15 other members of the Texas Senate are sworn-in for new terms on the opening day of the 85th Texas Legislative Session. Senator Zaffirini, the second highest-ranking Texas state senator, was sworn in for a new term representing Senatorial District 21, which includes all or part of 18 counties and stretches from the Rio Grande to the Colorado River and to the Port of Corpus Christi. Constituents and family members participated in the Opening Day Ceremonies that officially marked the start of the 85th Texas Legislative Session. Senator Zaffirini said. “I am grateful to my constituents for another term and look forward to championing the needs and priorities of our large and diverse district. These include jobs; public safety; the environment; higher and public education; and health and human services, especially for the very young, the very old and persons with disabilities.”

The Preparatory for Early College High School Holds National Honor Society Induction Ceremony Congratulations to Roma Middle School’s Victoria Rosa on her first place championship and Francisco Garcia Jr. on his second place award at the Mariachi Vargas Extravaganza Vocal Competition in San Antonio, Texas. Victoria and Francisco competed as an individual vocalist in the Middle School Category. This win places Victoria as the “Best Middle School Mariachi Vocalist in the United States”. They competed against 13 other students in their category from across Texas and as far away as Las Vegas, NV.

The Preparatory for Early College High School was very excited to host their first ever National Honor Society Induction Ceremony. Administration and staff were extremely proud to induct 75 of their 11th grade class into the chapter. Students were led into the ceremony by their administrators and teachers. Tina L. Gorena, Principal, had a very important message for the new inductees and their parents: “Students you have excelled in academics, but this is only a part of the reason you are here. You have a fire, a fire inside that drives you to give of your time, your knowledge, and your energy to those who need help the most. 3 rd Annual Starr County Youth Fair Academic Rodeo Friday, February 17th, 2017

REGISTRATION DEADLINE: FRIDAY, FEBRUARY 10TH The 3rd Annual Starr County Youth Fair Association Academic Rodeo will take place at the Starr County Fair Grounds on Friday, February 17th. The Academic Rodeo will feature three events including an Essay Contest, Spelling Contest, and a Math Contest for children enrolled in Starr County Schools in grades 2nd – 5th. Rules and guidelines for this event can be found on the Starr County Youth Fair Web page, (www.starrcountyyouthfair.com) or they may be picked up at the Starr County Extension Office. Each participant will receive a participation ribbon and a 3-Day bracelet for entry to the fair. Class Champion, Reserve Class Champion and 3rd-7th place ribbons will be awarded as well as a Starr County Youth Fair Premium Check to the Class and Reserve Class Champions. Class Champions will be recognized at the Parade of Champions on Saturday, February 25 th . Registration for the Academic Rodeo opens on January 16th and will take place at the Starr County Extension Office, 500 N. Britton Avenue, Rio Grande City, TX (light brown house on the hill). An entry fee of $10.00 per event is required in the form of a cashier’s check, money order, or check made out to the Starr County 4-H. No cash will be accepted. Registration closes on Friday, February 10th. Please note participation is limited to the first 50 entries per category that have completed the registration process through the Starr County Extension Office. Once an event is full, registration will be closed. Be sure to register early for this exciting event!

Ringgold Middle School staff stepped up to give back to our community. RMS teachers and staff gathered at Rio Grande City South Side Bike Trail to pick up litter and raise awareness about our community’s recreational sites. Congratulations!” The National Honor Society was regarded from its inception as a concrete way to promote high school academic standards, a means of ensuring the continuation of democracy, and an instrument for the betterment of the individual and the school. The Society has flourished; today more than 15,000 chapters are chartered. The national office of the National Honor Society is part of the office of the National Association of Secondary School Principals, based in Chicago

until 1943, when it relocated to Washington, DC. In 1973 the Association moved to its own building. The NASSP Division of Student Activities’ staff is responsible for the daily operation of the National Honor Society. Students are inducted into the prestigious National Honor Society because of the four criteria inscribed on the organization’s emblem: character, scholarship, leadership, and service. Membership has been earned by the students of the Preparatory for Early College High School. The ECHS chapter advisors are Mrs. Nora Escobedo and Mrs. Veronica Whitworth. Father Roy Snipes Starr County Commissioner Pct. 2 Roy Pena has Addresses Mayor’s been working on clearing drainage channels Men’s Prayer Breakfast Father Roy Snipes, priest at Our Lady of Guadalupe Catholic Church in Mission, Texas, delivered the “Words to Live By” message at the January 10, 2017, Mayor’s Men’s Prayer Breakfast. Over 40 men attended the breakfast. Father Snipes message on “Life’s Journey” was uplifting and inspirational. It resonated with all present. Undoubtedly, it caused the listeners to introspect their own life’s journeys. Father Roy Snipes is no stranger to Starr County. He taught for six years at San Isidro ISD before his ordination into the priesthood. He was appointed priest to Roma’s Catholic Church where he served for 10 years. Afterward, he was appointed to Our Lady of Guadalupe Church in Mission, Texas, where he has served for 25 years. He is noted for his love of dogs. It is not unusual for him to have a dog at his services. Mayor Joel Villarreal shared the city’s involvement with the community during the Christmas Season by distributing toys and goodies to children. Mayor Villarreal has high expectations for the continued progress of the city. The Mayor’s Men’s Prayer Breakfasts are held at the Starr County Campus of STC the second Tuesday of the month and are open to the men of the community. The Prayer Breakfasts provide an opportunity for men of diverse careers and religions to come together to share God’s Word and experience fellowship. Commissioner Roy Pena and his staff have been busy clearing two (2) drainage channels in Fronton, Texas. The channels which were built by USDA decades ago were completely cluttered with debris from recent torrential rains. Pena and his staff have completely cleared all the debris allowing the channels to divert future rain waters towards the river to prevent any type of flooding to the Fronton Community. Commissioner Pena who takes pride in working hard to provide a better quality of life for the residents of Pct. 2 has again lived up to his promises and motto of “Hechos No Promesas” (County of Starr Public Relations Office).

Alto Bonito Elementary administration and staff, hosted an event for the parents and students called “Night Under the Stars.” Parents and students were able to learn about different topics and items that make up space and our planet. Pk-5th grade students were each assigned different topics in which they were asked to create a project on their particular topic. RGC High School Cosmetology Held Roma High School Students Participate General Ricardo Sanchez Elementary the Annual “Battle of the Barbers” in 13th Student Legislative Session Received Dictionaries from Peter Piper Pizza

Rio Grande City High School cosmetology classes have “Battle of the Barbers” at the Rio High Gym. Mrs. Melissa Limas, instructor for the class, organized this event several years ago as a way of getting students involved and motivated to practice for their exams and to just have fun with it. The students always have fun with this event and the outcome is always amazing. The judges for the day were barbers from the community and some were even Mrs. Limas ex-students. The winners were as follows: 1st place – Omar Munoz, 2nd place – Luis Salinas, and 3rd Place – Raymond Guerrero. Congratulations to all the winners and the participants and thank you to the judges for taking time out of your busy schedules to help with our students.

For the first time in several years, Roma High School students attended the 13th Student Legislative Session hosted by State Representative Ryan Guillen. The mock legislative session for students in his district educates high school students about how the legislature process works by allowing them to play a variety of roles within the legislative process throughout the day. The students sat in actual state chambers, and passed some fake bills through the legislative process. They were treated to lunch as well.

The STAAR Exam is just a few months away, and each third grade student at General Ricardo Sanchez Elementary received a dictionary from Peter Piper Pizza. Over 100 dictionaries were given to General Ricardo Sanchez Elementary students to help them for the exam. We would like to thank Peter Piper Pizza for their generous donation to our students.

Meet The South Texas Food Bank Nutrition Education Coordinator, Corina Vidaurri. She was born and raised in Laredo, TX and graduated from United High School in 2001. RGCCISD students took part in the 11th Annual Starr County Kids, Kows & More sponsored by Texas A&M AgriLife Extension Service and Starr County Farm Bureau. Kids & Kows & More in Starr County was a fun, entertaining, educational, learning experience in which 781 4th grade students, their teachers participated and were joined by the Grulla High School FFA Chapter lead by their teacher Sixto Flores. Students learned about various farm related lessons such as a “Dairy Milk Demonstration” where students learned about cows and how they produce milk, watched a live cow being milked and learned how milk is handled from the cow to the milk carton. The “Citrus Industry” where students learned that citrus fruits have long been valued as part of a nutritious and tasty diet. “Farm Safety” every year, hundreds of children are involved in farm equipment related accidents. A very large amount of our students grow up in or around farms where this equipment is accessible by young people. Students gained a greater knowledge base on how to prevent accidents. “Skins & Skulls Wildlife Management” where students learned how local wildlife co-exist with other animals as they compete for food, water, and shelter. Roma ISD Participates in Relay for Life RGCCISD Academy for Academic Enhancement Elementary

Several members of the Roma ISD family participated in the annual Starr County Relay for Life event in Rio Grande City. A huge thanks goes to Janie Flores-Alvarez for her work to help secure volunteers, donations and coordinate activities on behalf of Roma ISD. Also, a big thanks to the staff at Y.B. Escobar Elementary School and R.T. Barrera Elementary School for joining some members of the Central Administration Staff in walking at the event. Lastly, thanks to some of the students at F.J. Scott Elementary The Academy for Academic Enhancement Elementary was the recipient of the 2016 Molina Foundation who helped decorate the luminary bags that were lit to honor the survivors and victims of cancer. It was a “Launch Into Learning” Book Grant. The students at Ac2E Elementary were able to receive 700 books to great team effort on behalf of Roma ISD. take home and add to their home library collection. The grant was awarded after a proposal was submitted by Ac2E library resource teacher, Mrs. Belinda N. Peña. The Molina Foundation is set to distribute over Starr County Fair Parade “Country Pride and Family Time” 250,000 books to communities around the Rio Grande Valley and the state of Texas. It is a collective duty. As a community we can see the effects of drug saturation. Let’s not wait until it hits us personally. My wish for the New Year is that we stand up and act on the wrongful doing of the drug reigning culture. From the media to the attitudes we are building in our own community. Why is alcohol still viewed as a rite of passage for many? Despite our findings and views on the drug, we know the problem exists because it remains the number one problem in Texas and our community as well. Our attitudes toward drugs impact our children heavily. Stop and think. How many times have we showed our views and concerns to our children about drugs including alcohol? If it’s just one, that is not enough. Let’s take every opportunity to talk to our youth about staying physically and mentally healthy. Time is precious. Your children need you and your time. Bird-watchers eagerly search for black-throated sparrows When birdwatchers come to the ranch, I expect them to look for A u d u b o n ’s o r i o l e s and scaled quails. They do but, much to my surprise, the bird they’re often most anxious to see is the black-throated sparrow. It’s here year around and, in the summer, is found in much of the southwestern U. S. except along the coast. It prefers semi-arid, grassy areas with sparse brush. During mating/nesting season they’re in pairs. At other times they’re in small flocks. They’re on the ground most of the time searching for seeds, spiders and insects. When they visit my feeders, they prefer the small seeds in hen scratch or wild bird mix and may visit the thistle seed feeder. Some sparrows are difficult to identify and drive some birdwatchers to just call them “little brown jobbies.” That’s not so with the black-throated sparrows. They’re very easy to identify.

lower edge of the eyes is a thin white eye-ring; it’s only half an eye-ring since it’s only beneath the eye. The throat, as the name indicates, is black, like it’s wearing a black bib. If you have binoculars, you may also see that, along the outer edges of the tail, there’s a very narrow white stripe and a touch of white on the outer corners of the tail. Those features aren’t needed to make an identification. As mentioned, black-throated sparrows inhabit semi-arid areas. It’s interesting to note that during some times of the year they don’t need to drink water. They’re adapted to arid climates and get all the liquid they need from the insects and plant materials they eat. Javelinas can do the same thing. The sparrow’s nest is a little cup of grass lined with soft materials built 1 to 3 feet from the ground in a dense bush. The 3 to 4 eggs are white or pale blue.

Black-throated sparrows are usually quite approachable, not particularly shy. I particularly enjoy seeing them because they look like they’re in their best formal wear ready for a gala event. I’m glad these delightful little birds are part of our diverse About 5 1/2 inches in length, thorn-scrub habitat. they have a wing span of 7 to 8 inches. If you know sparrows, you’d call them medium to small sized sparrows. The upper body, head, wings and tail are a brownish gray while the lower body is lighter, being an off-white or light tan. What’s distinctive is the face. It’s blackish. The face has broad white eyebrow stripes and mustachio stripes. On the

EDUCATIONAL POSTER DIVISION Educational poster pre-registration is NOT required. Tuesday, February 21, from 10:00 a.m.-12:00 p.m., acceptance of entries at coliseum.

The contest is divided into three divisions: senior division (grades 6-12), junior division (grades 3-5), and peewee division (grades Pre-K through 2nd). Peewee and junior division participants must be students in Starr County schools or members of Starr County 4-H clubs, Jr. FFA, or Jr. FCCLA. Senior division participants should be under the direction of Starr County 4-H Club leaders, FFA, FCCLA or FACS teachers. Entries will be in the following six categories, which are the same for all age divisions: Category 1—Nutrition Category 2—Drugs or Alcohol Prevention Category 3—Health/Personal Hygiene Category 4—Conservation of the Environment Category 5—Citizenship & Patriotism (America or Texas), including Fair theme Category 6—Safety The following information should be on the back of the poster: Name of exhibitor, Name of school, 4-H Club, or FCCLA/FFA Chapter, Town where exhibitor goes to school, Grade exhibitor is in at school, Division (Sr., Jr., Peewee), and Name and Number of Category (one of the six listed above) The student’s name and other information should not appear on the front of the poster. Entries not properly labeled will not be accepted. NO PERISHABLE FOOD (rice, macaroni, beans, etc.) will be allowed on the posters. All entries must be entirely the work of the person entering the exhibit, including Peewee entries. Select age-appropriate projects that the student can do with supervision. If two or more persons make the poster as a team project, only one winner will be named and one prize given. The first name listed will be the one recognized. Schools and 4-H clubs need to have their own poster contest in advance of the contest date. They can award prizes and have their own school display of winners. They should then bring their top ten winners in each of the age divisions to the fairgrounds coliseum between 10:00 a.m. and 12:00 on the day of competition for participation in the Fair. IMPORTANT NOTE: A school with grades spanning two age divisions may bring ten posters for each age division. For example, elementary schools may bring ten from the peewee division (PK-2nd) and ten from the junior division (grades 3-5). Posters must illustrate an idea and deliver a message. Creativity and expression of category are very important. The following criteria will be considered: idea expressed, neatness, heart of the message, balance, color/color scheme, unity, uniqueness, lettering, appropriateness of subject, creativity. Posters should be no bigger than a standard size poster 28” x 22”, but they may be smaller, including half-poster size. Minimum poster size is 8 ½ x 11 inches (construction paper size). If the poster is very heavy, please put a wire hanger on the back for display. Posters will be stapled to the display boards. Bulky or heavy posters may not be able to be displayed. Trifold or bifold display boards are not allowed. All posters must be FLAT, THEY MAY NOT FOLD. They must be able to be displayed flat. Registration of the entries will be done by members of the committee as they are brought to the fairground building. Preregistration of posters with the Homemaking Division is optional. A $10.00 entry fee will be collected for each entry. Entries will be tagged, and entry numbers will be issued to each participant. No entries will be accepted after the designated acceptance hours unless they were already waiting in line. A panel of judges will award a ribbon placing to each poster and will select the top winner and runner-up in each category of each division (Sr., Jr., Peewee). They will then select the Grand Champion (Sr., Jr., & Peewee) from the Top Winners. The Reserve Champion (Sr., Jr., & Peewee) will be selected from the remaining top winners as well as the Runner-up in the Grand Champion’s category. A rosette in each age division will be awarded to the poster best representing the 2017 theme of the Starr County Fair. A rosette in each age division will also be awarded to the craft with the most creative use of recycled materials. Judging will be held on Tuesday afternoon, and some posters from each division will be selected to be displayed throughout the fair. The Educational Poster Committee will decide which posters will be displayed, as space allows. All other posters need to be picked up at 4:00 p.m. on Tuesday. Schools, day care centers, and businesses are encouraged to enter the annual Starr County Fair Parade. It is a Western parade, and all entries should be appropriate for youth. Preregistration is not required, except by floats wishing to be judged. All other entries may register on-site at the end of South Britton Avenue, beginning at 9:00 a.m. The fee of $25 per entry may be paid and an entry card for each vehicle obtained from Parade Chairman Tissa Peterson at the USPS mailbox on South Britton Avenue next to the Compass Drive-In Bank after the vehicle is in line. Park and send a representative.

Floats will be judged on theme, creativity, and workmanship. The theme and the name of the sponsoring organization should be clearly displayed on the float. The parade will once again proceed east on Main to historic Fort Ringgold. The City of Rio Grande City and TXDOT are asking that no vehicles park on Main Street along the parade route so that emergency vehicles may come through if necessary. Parking is on the side streets and parallel streets north and south of Main. The city of Rio Grande City asks that prizes

and candy not be thrown from vehicles. If they are to be distributed, it should be done by persons walking, so children are not tempted to approach vehicles. With floats and vehicles lining up on Water Street, walking groups will line up on the median of South Britton. Only bands, JROTC, and horses will line up on Britton Avenue north of Main Street. There will be rosette ribbons and money prizes for the top floats. Checks will be presented at the Parade of Champions at 3:00 on Saturday, February 25. Out-of-county entries, horses, and marching groups, including bands, are encouraged to participate free of charge.

The Starr County Fair Association has chosen to focus entirely on youth entries. We are very appreciative of the cooperation of the Adult Day Care Centers through the years and hope you will continue to encourage and enable your clients to use their many talents for making crafts that will enrich their lives. Many adults of Starr County will still have booths in the exhibit hall to display and make available for purchase their handcrafted items.
