Rio Grande City CISD Youth Coalition is a group of super youths from Rio Grande City High School that dedicate their time and efforts to being advocates. They help spread the word on maintaining a life free of alcohol, tobacco, and other drugs. They are also currently working on a Public Service Announcement with the theme “Don’t Pop the Bottle, Be a Role Model. Alcohol is Not Worth It!” and will soon be available for viewing on Rio Grande City’s Channel 12. The RGCCISD Youth Coalition is a collaboration between RGCCISD Substance and Alcohol Abuse Counselor/Prevention Intervention Specialist- Karina Krystal Garcia, SCAN and Starr County Community Coalition. Note: This banner featuring the RGCCISD Youth Coalition is at the main entrance to the Fort and along the fence on the west side.
Results From RGC Wrestling at the Craig T. Grace CenTex Tournament in Austin, TX Kassidy Ramirez placed first at 95 lbs. Rupert Bautista placed 2nd at 132 lbs. Gracie Toscano placed 3rd at 185 lbs. Elias Sanchez placed 4th at 113 lbs. Karolina Solis (110), Lizbette Lara (119), Jythssel Mascorro (165), Alonso Berrones (145), Jose Alonso (160) all placed 5th. Raul”Bones” Lopez placed 6th at 120 lbs. Overall the boys placed 8th out of 43 teams. Girls brought home 3rd place out of 43 teams. We were the top 5A program on both boys and girls. We did not take a full squad due to injuries and other issues. Other schools that placed ahead of us had full teams. The coaches are very proud of the work these kids put in and how they wrestled. The season is down to the last month and our kids are starting to show major improvement. Looking forward to upcoming district matches and tournaments.

Clarissa began the Physician Assistant program at the University of Texas Rio Grande Valley upon graduation from UTSA, and graduated with her Masters in Physician Assistant studies in December, 2016. The participants were from Ringgold Middle School, Veterans Middle School, and Ac2E Middle School. The science fair is conducted for many reasons: To focus attention on scientific experiences in school. To stimulate interest in scientific investigation beyond routine class work. To recognize and commend youthful scientific talent and hobby pursuits. To offer an opportunity for display of scientific talent through exhibit and demonstration. To stimulate public interest in the scientific abilities of students. During a very cold Saturday morning (January 7), the Respite Center headed by Sister Norma Pimentel, received two truck-loads of clothing that also included different types of shoes, coats, and jackets. The successful clothes drive was initiated by Mr. Roel Smith, owner of Starr Cleaners and Comet Cleaners in Rio Grande City. He is also the radio station manager for KSGS 99.9 LP-FM Good News Catholic Radio in R.G.C. Radio volunteers, Oscar Zepeda Jr., Corina and Tony Vela helped to collect, load, transport, and unload the two truck-loads. The Respite Center volunteers commented that more volunteers were needed at the Center for help in separating and organizing the donated items.

Congratulations to the Roma High School Mighty Gladiator Football Team members chosen as 31-5A Football 2016 All District Football Players! Senior Gerardo Gonzalez was selected as the district’s Defensive Most Valuable Player. Bryan Garcia made 1st Team and Feliz Gomez made Honorable Mention for Running Back. Jesus Zapata was named 2nd Team for Fullback and Raziel Puente received Honorable Mention for Slot Back. Allen Avila made 2nd Team for Center, and Juan Quiroz earned The Rio Grande City High School Student Council would like to thank 1st Team and Albert Escobar the Rio High faculty and staff for their generous monetary donations, was named Honorable Mention canned foods and turkeys. earned 1st Team for Cornerback, “We are very proud of these 22 young men because they worked very hard training and learning their positions to merit these ratings, which are based on the votes of coaches and coordinators from across our very tough district so its clear that we have the respect of our peers,” said Coach Max Habecker. “I also want to say that people forget that in order for them to continue to play football, these young men have to maintain their grades, so while they put in time working on the field and in their physical training, they must also be 100 percent committed to their classroom work and that’s not easy. Fifteen of these AllDistrict selections are seniors so they show not only physical ability, but that they had the smarts to keep up good grades and I know that some of them are graduating high in their class and are going on to college. When these rankings come out and I see these guys headed off beyond the football field and start getting these accolades and their seniors awards, its just validates what we are doing - we are helping them grow as men that will mold our community. What we do is not just about a game - it’s about community, team and pride. I’m very proud of them all and I know they will continue making the Gladiator Nation very proud in the future.”
The annual Miss Starr County Pageant was held on Sunday, November 13, 2016 at the RGCCISD Auditorium. The event was sponsored by the Preceptor Pi Beta chapter of Beta Sigma Phi. Several beautiful and talented young girls and women from our county competed for the title of Tiny Miss, Little Miss, Jr. Miss & Miss Starr County, Little Miss & Miss RGC as well as Miss San Isidro. It is Preceptor Pi Beta’s goal to see this pageant grow and become a character building experience for the contestants. Through these efforts, Preceptor Pi Beta has successfully been able to grant scholarships to graduating seniors for their post high school education.

Congratulations to the Roma ISD Mariachi Program on a stellar showing at the TAME Area Competition on Thursday, January 12, 2017! All three competing Roma ISD mariachi groups from Roma Middle School, Ramiro Barrera Middle School and Roma High School earned straight 1st Division Ratings from all three judges at the competition! The Roma High School group now advances to the state-level competition in San Antonio. “Congratulations to these students, their directors Eloy Garza, Abiel Hinojosa and Dominga Garza, and their proud parents,” said Roma ISD Performing Arts Director Dr. Adrian Guerra. “We are so fortunate to have an awesome team of individuals working together for the success of this program. Dr. Mario Ramirez Elementary hosted a Pre-K Hand-to-Hand Parent Engagement Plan meeting. Parents were provided information on vocabulary development, book and print awareness as well as interactive reading that can help students both at school and home. After the items were discussed parents were able to enjoy some time having a “merienda” with their children.

ADVERTISEMENT STARR COUNTY HAS BEEN AWARDED FEDERAL FUNDS MADE AVAILABLE THROUGH THE DEPARTMENT OF HOMELAND SECURITY (DHS)/FEDERAL EMERGENCY MANAGEMENT AGENCY UNDER THE EMERGENCY FOOD AND SHELTER NATIONAL BOARD PROGRAM. Starr County has been chosen to receive $64,316 to supplement emergency food and shelter programs in the county. The selection was made by a National Board that is chaired by the U.S. Department of Homeland Security’s Federal Emergency Management Agency and consists of representatives from American Red Cross; Catholic Charities, USA; National Council of the Churches of Christ in the USA: The Jewish Federations of North America, The Salvation Army; and, United Way Worldwide. The Local Board was charged to distribute funds appropriated by Congress to help expand the capacity of food and shelter programs in highneed areas around the country. A Local Board made up of Thelma M. Garza, United Way of South Texas; Iris Martinez Juergens, American Red Cross; Captain Luis Melendez, The Salvation Army; Terri Drefke, Food Bank of the Rio Grande Valley; Rabbi Claudio J. Kogan, The Temple Emanuel; Norma Pimentel, Catholic Social Services; Cynthia Fuentes, Starr County; Richard Capello, Homeless Representative; Lucy Fernandez, Su Casa de Esperanza and Elizabeth Zamora, Calvary Baptist Church representative will determine how the funds awarded to STARR County are to be distributed among the emergency food and shelter programs run by local service agencies in the area. The Local Board is responsible for recommending agencies to receive these funds and any additional funds available under this phase of the program. Under the terms of the grant from the National Board, local agencies chosen to receive funds must: 1) be private voluntary non-profits or units of government, 2) be eligible to receive Federal funds, 3) have an accounting system and conduct an annual audit, 4) practice nondiscrimination, 5) have demonstrated the capability to deliver emergency food and/or shelter programs, and 6) if they are a private voluntary organization, have a voluntary board. Qualifying agencies are urged to apply. Starr County has distributed Emergency Food and Shelter funds previously South Texas Food bank and Catholic Social Services This Agency was responsible for providing 32,081 meals and 109 bills paid in utility assistance. Public or private voluntary agencies interested in applying for Emergency Food and Shelter Program funds must contact Amelia Rojas, United Way of South Texas: 113 W. Pecan Blvd. McAllen, TX 78501-9584, or call 686-6331 for an application. The deadline for submitting applications to the United Way of South Texas is Friday, February 3, 2017 by 5:00 p.m.
Ringgold Middle School students and staff came together with the RGC Knights of Columbus Council 2597 to give out Thanksgiving baskets to families in our community. Saenz has been providing food for about 700 residents of Pct. 4 every month. Saenz feels that this is a very important project because it puts food on the tables of hard working people who need a little help. Providing essential provisions improves the quality of life for so many residents who struggle to make their hard earned money stretch throughout the month. Great job Commissioner Saenz! Health Care Insurance For Public Region One ESC Announces Board Election School Retirees At Cross-Roads By Ruben Saenz, TRTA District 1 Legislative Chairperson
The Teacher Retirement System Health Care Program provided to public school retirees is facing challenging funding appropriations in the 85th Texas Legislative Session which began on January 10, 2017. In 1985 the Texas Legislature enacted legislation creating a health care program for public school retirees and mandating that such program be administered by the Texas Teacher Retirement System (TRS). The purpose of the program was to keep education retirees from suffering financial disaster due to extremely high medical expenses. The TRS Health Care Insurance was to be funded by state contributions as well as premiums paid by the retirees. Over the years, the TRS Health Care Insurance Program has grown exponentially. Today, approximately 250,000 education retirees participate in the TRS Health Care Insurance Program. The total dollars in claims has become greater than the income provided by all the funding streams, including state contributions, participant premiums, federal government contributions, Medicare and contributions by public school districts and active school employees. Simply stated, the present TRS Health Care Insurance is operating at a huge deficit. In 2015, the 84th Legislative Session made a one-time contribution of $786 million to cover the deficit for the 20162017 biennium. For the past twelve years retirees have not had insurance premium increases and no increase will occur in 2017. It is expected that retirees will incur premium increases for 2018-2019. The deficit of the TRS Health
Care Insurance Program for 2018-2019 is in excess of $1 billion. Obviously, whereas, retirees can expect a reasonable premium increase, it would take an enormous and unaffordable premium increase if retirees are expected to fund the entire $1 billion deficit. The 84th Legislative Session appointed a six member bipartisan committee, composed of three senators and three representatives, to study the TRS Health Care issue. This interim committee rendered its report a month ago. In essence, the interim committee’s recommendation is that the retirees, through premiums increases, reduced benefits, and higher co-pays, should defray the deficit. This recommendation is totally unacceptable to the education retirees and to the over 80,000 members of the Texas Retired Teachers Association (TRTA) whose primary purpose is to protect and improve the interests of its members. Mr. Gutierrez has served on the board since 2010 when he was selected to fill the unexpired term of Mr. Noe R. Sanchez who passed away. Updated Property Tax Information Now Available for Texas Taxpayers Rio Grande City — New and updated property tax information has just been compiled by Starr County Appraisal District and is available now to assist taxpayers. This property tax information is current and covers a wide range of topics, such as taxpayer remedies, exemptions and appraisals, and has information for select groups, such as disabled veterans and persons age 65 or older. “Whether you are a homeowner, business owner, disabled veteran or taxpayer, it’s important you know your rights concerning the property tax laws.” said Rosalva Guerra, Chief Appraiser of the Starr County Appraisal District. “You can contact us about any property tax issues with full confidence that we will provide you the most complete, accurate and up-to-date available information to assist you.” This includes information about the following programs. • Property Tax Exemptions for Disabled Veterans - The law provides partial exemptions for any property owned by veterans who are disabled, surviving spouses and surviving children of deceased disabled veterans. This includes homesteads donated to disabled veterans by charitable organizations at no cost to the disabled veterans and their surviving spouses. The exemption amount is determined according to percentage of service-connected disability. The law also provides a 100 percent homestead exemption for 100 percent disabled veterans and their surviving spouses and for surviving spouses of U.S. armed service members killed in action. • Property Tax Exemptions – Non-profit organizations that meet statutory requirements may seek property tax exemptions and must apply to their county appraisal district by a specific date. Businesses that receive tax abatements granted by taxing units; ship inventory out of Texas that may be eligible for the freeport exemption; store certain goods in transit in warehouses that are moved within 175 days; construct, install or acquire pollution control property; own and operate energy storage systems; convert landfillgenerated gas; or store offshore drilling equipment while not in use may also be eligible for statutory exemptions. • Rendering Taxable Property - If a business owns tangible personal property that is used to produce income, the business must file a rendition with its local county appraisal district by a specified date. Personal property includes inventory and equipment used by a business. Owners do not have to render exempt property such as church property or an agriculture producer’s equipment used for farming. • Appraisal Notices – Normally, taxpayers receive a notice of appraised value from the appropriate local county appraisal district. The city, county, school districts and other local taxing units will use the appraisal district’s value to set property taxes for the coming year. • Property Taxpayer Remedies – This Comptroller publication explains in detail how to protest a property appraisal, what issues the county appraisal review board (ARB) can consider and what to expect during a protest hearing. The publication also discusses the options of taking a taxpayer’s case to district court, the State Office of Administrative Hearings or binding arbitration if the taxpayer is dissatisfied with the outcome of the ARB hearing. • Homestead Exemptions – A homestead is generally defined as the home and land used as the owner’s principal residence on Jan. 1 of the tax year. A homestead exemption reduces the appraised value of the home and, as a result, lowers property taxes. Applications are submitted to the appropriate local county appraisal district. • Productivity Appraisal – Property owners who use land for timber land production, agricultural purposes or wildlife management can be granted property tax relief on their land. They may apply to their local county appraisal district for an agricultural appraisal which may result in a lower appraisal of the land based on how much the taxpayer produces, versus what the land would sell for on the open market. • Residence Homestead Tax Deferral - Texas homeowners may postpone paying the currently delinquent property taxes due on the appreciating value of their homes by filing a tax deferral affidavit at their local county appraisal district. This tax relief allows homeowners to pay the property taxes on 105 percent of the preceding year’s appraised value of their homestead, plus the taxes on any new improvements to the homestead. The remaining taxes are postponed, but not cancelled, with interest accruing at 8 percent per year. • Property Tax Deferral for Persons Age 65 or Older or Disabled Homeowners – Texans who are age 65 or older or disabled, as defined by law, may postpone paying current and delinquent property taxes on their homes by signing a tax deferral affidavit. Once the affidavit is on file, taxes are deferred, but not cancelled, as long as the owner continues to own and live in the home. Interest continues to accrue on unpaid taxes. You may obtain a deferral affidavit at the appraisal district. • Notice of Availability of Electronic Communication – In appraisal districts located in counties with a population of more than 200,000 or that have authorized electronic communications, and that have implemented a system that allows such communications, chief appraisers and ARBs may communicate electronically through email or other media with property owners or their designated representatives. Written agreements are required for notices and other documents to be delivered electronically instead of mailing. • Protesting Property Appraisal Values – Property owners who disagree with the appraisal district’s appraisal of their property for local taxes or for any other action that adversely affects them may protest their property value to the appraisal district’s ARB. HEALTH CARE Continued from page 7 is that the State of Texas finds itself with its own financial deficit. The State Comptroller of Accounts estimates that Texas will have a revenue deficit of approximately $6 billion for the 2018-2019 biennium. This has already prompted the Legislators to look at possible ways and means to reduce state spending in order to balance the budget. This scenario makes it very challenging for the legislators to allocate additional funds to defray the deficit of the TRS Health Care Insurance Program. It is hoped that the Texas Legislators, most of which have been and are staunch supporters of issues concerning education retirees, will eventually support a fair and viable alternative to make health care accessible and affordable for education retirees. The impact that education retirees have on the economy of Starr County is significant. Eight hundred forty three (843) education retirees reside in Starr
County. Their combined yearly retirement annuities total $16.7 million. Undoubtedly, a significant amount of the $16.7 is spent in Starr County, thus helping the economy of the County grow and leads the County towards a more prosperous future. The Starr County Retired School Employees Association (SCRSEA), composed of approximately 80 education retirees, works closely with the Texas Retired Teachers Association to protect and improve the benefit for all retirees in Texas. The Texas Retired Teachers Association and its 252 local units throughout the state is the only voice that education retirees have at the Texas Legislature. Membership in SCRSEA is open to all Starr County education retirees. The SCRSEA meets on the third Thursday of the month at the Workforce Building of the Starr County Campus.
USDA Farm Service Agency Expands Bridges to Opportunity Nationwide The U.S. Department of Agriculture’s (USDA) Farm Service Agency (FSA) announced the expansion of a unique service for farmers and ranchers. FSA’s Bridges to Opportunity program provides a one-stop-shop that connects producers with resources, programs and educational services offered across the department, as well as from other USDA partner organizations. Bridges to Opportunity, which currently provides enhanced customer support to more than 150,000 customers in 20 states, will expand to serve customers across the country before the end of the month using fiscal year 2016 funds. “By partnering with numerous local, state, regional and national agricultural organizations, FSA employees now can provide farmers and ranchers with
comprehensive information about resources, grants, courses, events and activities provided throughout USDA and from external partner organizations,” said FSA Administrator Val Dolcini. “Bridges to Opportunity is another example of how USDA is working to reconnect people to their government and provide enhanced services to farmers and ranchers, who, in turn, provide our nation and the world with safe, affordable and reliable food, fuel and fiber.” FSA’s presence in over 2,100 county offices, in nearly every rural county, puts the agency in a unique position to partner with non-governmental organizations to reach thousands of agricultural producers who can benefit from the programs and services. Bridges to Opportunity allows FSA employees to search and
obtain a list of all local, state, regional and national organizations that may be able assist local producers with their specific need. For example, FSA’s Houston County office in Texas partnered with many agricultural organizations to serve producers affected by severe drought. When droughtstricken agricultural producers came to the county office looking for assistance, FSA employees were able to provide traditional services, such as the Livestock Forage Disaster Program (LFP) and the Emergency loan program administered by FSA, as well as connect local farmers with local, regional, and national organizations that provide drought assistance and education. Bridges to Opportunity was developed by FSA to provide producers with a more
comprehensive customer service experience by connecting them with other USDA agencies and nonfederal partners. Through Bridges to Opportunity, FSA county office employees have the tools to connect farmers, ranchers and anyone interested in agriculture with customized expertise on topics ranging including organic production, beginning farmer resources, integrated pest management, disaster assistance, conservation practices, agricultural educational courses, loans, grants and other financial assistance that can start, grow or benefit farming and ranching operations. Starr County’s Got Talent 10 Showcase of Champions RGCCISD High School Cheerleaders Help
The Starr County Campus Psychology Club of South Texas College hosted Starr County’s Got Talent 10 Showcase of Champions at the campus auditorium. It was completely sold out with over 240 people in attendance and over $900 fundraised from admission fees to benefit the annual $1,000 Starr Psych Club Scholarship. The champions from the previous nine editions of Starr County Got Talent shows were invited to showcase their talentsingers, dancers, dance groups, duets, and musicians. There were 15 performances from all over Starr County and each participant/group received a certificate of appreciation for their performance. The judges were: Yolanda De La Cruz (TV/Radio Host), Lily Ollervides (TV/Radio Host), Emilio Santos Zermeno (Singer/ Owner of Mariachi 7 Leguas), Eduardo Alanis (Singer/Vocalist of Super Odisea), Christian Mata (Radio Host of Digital 101.5 FM) and Santiago Rodriguez (General Manager of Estrella 95.1 FM). There were a few opening performances from local renowned singers who have participated in national TV reality shows like La Voz Kids of Telemundo and won national championships (Clyde Guerra, Jacky Barrera, Alexa Posas, Shanty Zumaya, Francisco Garcia Jr.).

Ringgold Middle School held parent meeting at the library. Mr. Jorge Peña, RMS principal also addressed parents about the importance of attendance and grades.
