Zero Tolerance For Domestic Violence Proclamation
Starr County Judge Eloy Vera and Starr County Commissioners approve a “ZERO TOLERANCE FOR DOMESTIC VIOLENCE” Proclamation - Starr County. October is designated as Domestic Violence Awareness Month and the proclamation states “Whereas, as County Judge, I personally make the commitment to have a “Zero Tolerance Attitude for Domestic Violence” thus sending the message that all citizens have the basic human right to live violence free” states Judge Eloy Vera. The proclamation al...so states the following: Domestic Violence should never be considered nor treated as socially acceptable behavior, an estimated one (1) woman is battered by her intimate partner every 15 seconds, an average of about four (4) women are murdered due to domestic violence each and every day in the United States, an abuser may try to kill his/her partner if the victim tries to leave, children in homes where domestic violence is occurring are more like to be physically abused or seriously neglected and are more likely to commit crimes against another person or even commit suicide. Starr County Victims of Domestic Violence Assistance Program headed by Starr County Attorney Mr. Victor Canales and his staff will kick off this year’s campaign with a vigil to promote awareness and to honor the lives of victims lost to domestic violence. The Advocates of Victims of Domestic Violence work diligently to inform the community of the effects of these types of crimes and promote awareness to encourage victims to seek assistance. Revive Fort Ringgold gladly accepted $300 donation from Rio Grande City Chili’s manager Omar Hinojosa. This is the proceed from the Friday Football proceeds that Chili’s donated to Revive Fort Ringgold. Donation will be used to establish a fort museum and to make the fort a tourist destination as well as a learning center for our students.
Rio Grande City CISD Kicks-Off the Breast Cancer Awareness Month campaign. This is an annual international health campaign organized by major breast cancer charities every year in the month of October to increase awareness of the disease and to help raise funds for research into its cause, prevention, diagnosis, treatment and cure. The district staff will wear their pink shirts every Wednesday for the month of October in support of this cause.

That was school board policy for the past 18 years. NO job announcements, no selection committees, just appointments to selected jobs. You didn’t mention that. Seeing what people with advanced degrees and PhDs had to do to get an administrative position because they were not part of the IN group was so sad. Sadder was seeing administrators themselves surrendering themselves to this un-professional practice. There is a principal who closes cushy positions until friends become certi�ied then gifts them the position. It’s called political posturing, one
of your political tactics. Mr. Recio makes over $100,000 yearly. Mr. Recio has a mid-management certi�icate. Your wife and your niece also have mid-management certi�icates and also make over $100,000 a year. Most high level administrators in the district with a mid-management certi�icate make over $100,000 a year. You didn’t mention that. By the way, Mr. Recio has �inished his superintendent’s course work.
COMPLAINING ABOUT OVERTIME?
Your wife also got an extra monthly check for extra school activities at the rate of $30 per hour, you didn’t mention that. You didn’t mention your friends in transportation and their overtime. You didn’t mention the two administrators without mid-management certi�icates, which your board approved, or making close to and over $100,000 and your friend the transportation director who is making $80,000, only degreed and not certi�ied. Nice overtime, you opened up the can of worms I didn’t. Complaining about bonuses versus salary raises? With the accountability environment in our state, bonuses are more appropriate and more �inancially sound and less burdensome on our taxpayers. You want to give pay raises to classroom teachers great, we are all for that. Some administrators actually told me the $6,000 raise was embarrassing. Your board left the district saddled with an additional $6,000,000.00 yearly increase in payroll expenditures. You didn’t mention that. Another example of political posturing. Why don’t you give your employees at Grande
Butane a $5000.00 pay raise out of your own pocket? Now you question board spending. Your board drained the School District’s reserve from $28,000,000.00 to $7,000,000.00. You didn’t mention that. As a good friend you should have encouraged our athletic director to get his mid-management certi�icate and maybe we wouldn’t be in this costly legal mess by employing para-professional coaches. Your board hired those coaches in 2014. You didn’t mention that. Mr. Eloy Garza. Never complained about him when he supported you. First you say he endorsed Mr. Victor Canales and then you speculate that Kids Choice paid him for his endorsement. Sounds like sour grapes to me Mr Garza knows when things are not right. You talk about thousands of dollars being taken from our school children, again you failed to mention the $5,183,460.00 and counting, that your board gave to friends and family in contracts. Millions of dollars spent on contracts for friends for work our school maintenance could have done.
Finally, it’s wiser and cheaper to run in a group, if you want to win an election in Starr County. To you it’s all about politics. To us it all about the KIDS and CHOICE, and our TAXPAYERS. It’s your CHOICE people.
In closing, my apologies if I offended anyone, but enough is enough of all these half-truths.

On Thursday, September 15, 2016, North Grammar Elementary held its first PTO meeting to coincide with the first Progress Report Night of the school year. Over 100 parents attended the dual event. At the PTO meeting, NGE Principal, Ms. Nora Rivera, introduced her administration, support staff, and most importantly, teachers from each grade level to all in attendance. Ms. Rivera spoke to parents about student safety, end-of-year incentives, and concluded with the election of PTO officers. Afterwards, parents were invited to visit their child’s/children’s classrooms to pick up progress report and discuss any topics of interest or concern. North Grammar Elementary Administration and Staff would like to THANK Longhorn parents for their continued cooperation and support because they believe that parental involvement and open communication are keys to student success.
On Monday, September 19, 2016, Veterans Middle School Library held its first Hispanic Heritage Daily Trivia Contest. Students answered a daily question which centered around the recent Olympics held in Rio de Janeiro and notable Hispanic gymnast Laurie Hernandez. Three lucky winners who answered correctly were drawn from the basket and received a few treats. The winners were Deyna Flores from Mr. David Pratt’s homeroom, Naomi Elizondo from Mr. David Clarke’s homeroom, and Alitzah Hinojosa from Ms. Melissa Morin’s homeroom. Congratulations to these trivia savvy students and their homeroom teachers! Each generation of teens look for new ways to get “high”, and recent trends indicate they are increasingly turning to prescription or OTC medicines. Starting this week and for the rest of October, Roma ISD buses will sport these Cancer Awareness Ribbons. “Our buses are the first sight from Roma ISD that our students and community members see in the morning and the last thing they
see from us in the evening and we want them to know that we stand with them in solidarity in hope for a cure and in support of whatever circumstance they may be going through because of cancer-related diseases,” said Rick Esparza, the district’s director of transportation “Many of our students and most of our community members have family members impacted by different kinds of cancer and we want them all to know that they are not alone. Friday September 23, 2016, it seemed as if everyone from Starr County was at the Gladiator Arena enjoying some Rattler football. The stands on both sides were full and people were even standing along the fence. Football fever was in the air and the Rio Grande City Rattlers along with the Roma Gladiators were ready and excited to show off their football talents. The game was very close they were tied 3 times, 7 to 7 in the 1st quarter, by the beginning of 3rd quarter it was 14 to 14, then at the 4th quarter 21 to 21 and 5:18 into the 4th quarter the Rattlers kicked a field goal making it Rattlers 24 – Gladiators 21, with the Rattlers winning the game. There was camaraderie throughout the game both teams

USDA Announces Support for Rural Cooperative Businesses and Organizations Agriculture Secretary Tom Vilsack announced that USDA is awarding 29 grants totaling $5.8 million to help rural cooperatives create jobs and support business expansion. The funds are being provided through the Rural Cooperative Development Grant (RCDG) program, which helps fund non-profit groups, such as rural cooperative development centers and higher education institutions. “America’s rural communities have incredible potential to create jobs and expand economic opportunities,” Vilsack said. “Many rural businesses and organizations are succeeding under the cooperative business model, and with access to additional resources, they can boost job creation and create an environment where more products are made in rural
America. The funding USDA is announcing today will provide the critical training and technical assistance rural cooperatives and non-profit groups need to help strengthen America’s ‘Main Street’ businesses.” Development centers can use RCDG funds for feasibility studies, strategic planning, leadership and operations training, and business plan development. Recipients are required to contribute matching funds that equal 25 percent of total project costs. The Texas Rural Cooperative Center (TRCC) at The University of Texas-Rio Grande Valley is receiving a $199,393 grant to help start, expand and improve cooperatives and mutuallyowned businesses in Texas and New Mexico. The Center is located in the South Texas city of Edinburg in Hidalgo County,
one of the poorest in the United States. It serves a 33-county region that contains more than 1 million poor people and the largest number of impoverished rural colonias in the nation. The area receives additional assistance through USDA’s StrikeForce for Rural Growth and Opportunity initiative. Through StrikeForce, USDA staff work with state, local and community officials to increase awareness of USDA programs and help build program participation through intensive community outreach and technical assistance. “USDA Rural Development’s mission is to provide assistance that will increase the economic conditions of rural communities,” said Paco Valentin, USDA Rural Development Texas State Director. “By providing a grant like this one for The University
of Texas-Rio Grande Valley, we increase the technical and educational assistance available to rural cooperatives and other business entities.” This announcement is part of USDA’s observance of National Cooperative Month. Each year in October, the Department highlights the economic impact and innovation of cooperative businesses, particularly in rural communities.
