2016, Mr. Ruben Saenz, former Rio High School Principal donated to the Rio Grande City High School Library a transcript of President Richard Nixon’s speech and a film strip of the events that transcribed that day on September 22, 1972. Mr. Saenz spoke to the government classes about President Nixon’s visit. He showed the students a video that had been converted from a 16mm film strip to today’s modern technology DVD. Mr. Saenz started by asking if anyone knew who President Nixon was and followed by asking if they knew that he had come to speak to the students of RGCCISD. Congratulations to the Roma High School Choir members who were selected as members of the TMEA Region XV District and Region Congratulations to the Veterans Middle School 8th Grade Football team for winning their game on Wednesday, Choirs at the auditions held last month at Nikki Rowe High School. September 28, 2016! They played against Grulla Middle School and won with a score of 16-8. On Wednesday, October 5, 2016, the true meaning of friendship was experienced first-hand by Kendra Trevino at Rio Grande City High School. What was supposed to be a regular cheerleader practice session turned out to be a major surprise for Kendra. October marks the beginning of Breast Cancer Awareness. In keeping with the spirit of bringing attention to this cause, the cheerleaders, together with their sponsor Mrs. Melissa Limas, wanted to take it a step further. In 2012, Kendra was diagnosed with ovarian cancer. Presently she is in remission and is a cancer survivor. Her faith, tenacity, determination, family and friends support has brought her to this milestone. She is indeed a true hero and role model to her peers and community. On Friday night instead of seeing the pink pom-poms and bows, the cheerleaders have honored her and proudly show off their teal colored accessories to promote awareness for ovarian cancer for one of their own. Rio Grande City CISD Counseling Department, Director Ricardo Solis, met with counselors from the district to discuss pertinent information on Friday, September 23, 2016. There were several presentations conducted this morning. Substance & Alcohol Abuse Counselor/Prevention Intervention Specialist, Krystal Garcia, provided counselors with information on the Red Ribbon Rally and activities. Student Services, Joel Saenz, presented Special Education (504) guidelines while Sister Rosalia Fink talked about the South Texas Empowerment for Women. The RGCCISD Counseling Department thanks all the presenters!

The VMS librarian, Cindy Hinojosa, emphasized how they could also grow up to become authors if they pursue that dream. Some of the books featured on the Hispanic Authors Chalupa Bingo cards included Lucha Libre: The Man in the Silver Mask by Xavier Garza from Rio Grande City, The Jumping Tree by Rene Saldana from Penitas, The Tequila Worm by Viola Canales from McAllen, The House on Mango Street by Sandra Cisneros, and many other prominent books by Hispanic authors. VMS students had a great time trying to win with their Loteria cards and yelling out “Bingo”! They can’t wait for the next Hispanic Authors Chalupa Bingo at the VMS library! Roma High Senior Jose Mares was presented at the Roma ISD School Board Meeting on September 29, 2016 for showing heroism when he used the CPR knowledge he gained during his life guarding lessons at Roma High to save the life of his young cousin. “Jose Mares has become a hero to many in the community because of not just that action, but because of the tremendous leadership skills he has shown in his role with the district’s Swim Team and JROTC Program,” said Leticia Garza-Galvan, Roma ISD School Board President. “It was amazing to hear Coach Calvin Syder and Col. Luis Barrera talk about him last night and I have seen him first hand when the
JROTC is drilling. I am so proud that he is part of our school district and it really is an honor to have a student of this caliber counted as a Gladiator. We wanted the other students present to hear his story so they could know that anything is possible and see what true heroism is and that there is no set age of a hero - kids can be heroes too. Sometimes its scary to be alone and standing up by yourself to face a challenge, but Jose didn’t back down. I’m just so proud of him! We all are. He’s amazing; and he’s an inspiration to us all.” Mares received a standing ovation from the entire audience and was given a token of appreciation on behalf of the school district.

Its construction was made possible with a $75,000 grant from Texas Parks and Wildlife and a matching investment from the Rio Grande City EDC. This project is the first of its kind in Rio Grande City. We welcome everyone to enjoy our skate plaza,” said Mayor Joel Villarreal. “We are proud to partner with Rio Grande City on this project. These are the kind of local park projects we look forward to funding. Hearing how the youth of Rio Grande City approached the City and how the City, in turn, brought people together for this project is amazing,” said Lana Daniels, Project Coordinator, Texas Parks and Wildlife. “Several years ago, we were approached about the possibility of building a skate park. Today, young skaters of Rio Grande City have a safe environment to practice their sport,” said Rey Ramirez, Rio Grande City EDC Board President, “I’d like to thank Mr. Omar Perales and the staff at the Rio Grande City Parks and Recreation for overseeing this project and developing skateboarding as another activity in the city’s parks and recreation growing program.” The skate plaza measures over 12,000 square feet and features ramps, bowls, benches and urban elements such as rails and stairs. On hand at the grand opening, were professional skaters from the Corpus Christi area. The Rio Grande City Parks and Recreation provided a special thanks to David Canales, Jameel Joston, Teddy Nickleson, Becca, Ethan Swanson, John Hartman and Ben Janshen for coming out and giving a demonstration of the sport to the local youth. RGCCISD Teachers Hard at Work First Mayor’s Men’s Prayer Breakfast Held
RGCCISD teachers from all grade levels (Elementary – High School) met on Saturday, September 24, 2016 for training on the 5E instructional model. Dr. Paul Michael Doyno was the presenter and showed the teachers how to create a well-developed lesson plan for direct instruction or indirect instruction. Teachers were set up in groups and worked collaboratively creating lesson plans for their specific content area.
The first Mayor ’s Men’s Prayer Breakfast was held on Tuesday, O c t o b e r 11, 6:30 to 7:00 am, at the Starr County Campus of South Texas College. Thirty three (33) persons from the community were in attendance. Joel Villarreal, Rio Grande City Mayor, welcomed the men and expressed how proud he was to be hosting his first Prayer Breakfast. He introduced several city officials and extended a warm welcome to Alberto Perez, our recently employed city manager. The “Words to Live By” message was delivered by Rev. Jon Herrin, Pastor at First United Methodist Church. He used Psalm 1 as his scripture where the psalmist uses the images
of a strong tree with a strong roots foundation, a solid trunk to support the branches and weather whatever storms come its way, as well as receiving nutrients and water from the river close by. The analogy is that when a person’s faith is well rooted in the words of God and constantly seeks God’s guidance, he is able to withstand the adversities of life and provide shelter for others. Several persons shared their own experiences related to the scripture. Refreshments and fellowship were enjoyed by all. The next Mayor’s Men’s Prayer Breakfast will be held on November 8 at the Starr County Campus. Community men are encouraged to attend. RIO GRANDE CITY CISD Rio Grande City CISD students had a special visit from Mrs. Geneva “Mika” Camarena on Wednesday, October 12, 2016 to kick-off Red Ribbon Week that is designated for October 23-31, 2016. She visited all the campuses in the district delivering a special message to our students. She invited the students to the Red Ribbon Rally that took place later that night. Her special message consisted of explaining the dangers of using drugs and how drugs have affected her and her family.

Special Agent Camarena that depicted his life and career. She is extremely passionate about continuing to fight against the use of illegal drugs. She has been instrumental in establishing The Enrique S. Camarena Educational Foundation. The foundation was founded to preserve and promote the sacrifices that were made by Special Agent “Kiki” Camarena and other law enforcement officers who have given their lives in fighting the war against drugs. The foundation promotes many drug-free educational activities and The Drug Abuse Education Scholarship Program in an effort to promote discussions of drug-free lifestyles among the Nation’s youth.
Mrs. Camarena is the widow of the fallen DEA Agent Enrique “Kiki” Camarena and through his work, he was determined to eradicate the demand for drugs in the United States. His fight against drugs led him on a mission in Mexico. It was there that he was kidnapped and murdered in 1985. The Red Ribbon Week is a national campaign in which many wear a Rio Grande City CISD would like to thank Mrs. Camarena red ribbon in his honor. The red ribbon became their symbol for coming to our district to share her personal story and for prevention in order to reduce the demand of illegal drugs. the significance of Red Ribbon Week. Camarena was the keynote speaker for Rio Grande City CISD Red Ribbon Rally at Joe R. Sanchez Stadium on Wednesday, October 12, 2016. The Texas Department of State Health Services is reminding pregnant women who cross the border with Mexico that Zika testing is available to them and encourages them to discuss testing with their health care providers. Under current Centers for Disease Control and Prevention guidelines, Zika testing is recommended for any pregnant woman who has traveled to a country with ongoing Zika transmission, including those who regularly cross the U.S.Mexico border. DSHS also reminds health care providers to assess their pregnant patients for possible Zika virus exposure at each prenatal care visit. CDC and DSHS recommend testing for Zika antibodies as a part of routine prenatal care during the first and second trimesters in pregnant women with an ongoing risk of Zika exposure. This reminder is especially important for pregnant women with regular, frequent travel to any part of Mexico during the peak mosquito season of August through October or who have a sexual
partner with regular, frequent travel, defined as crossing the border weekly or more often. DSHS is interested in expanding the amount of Zika testing being done in Texas, particularly in communities along the border considered to be at a higher risk of
local transmission because of their geography and history of outbreaks of dengue, a similar virus spread by the same types of mosquitoes. Pregnant women are a particular focus because of the risk of birth defects associated with Zika. They ZIKA, page 14

Congratulations to the Mighty Grulla Gator Band on a job well done at Pre-Pigskin in La Joya on October 1, 2016. We wish the Mighty Gator Band much luck and success in the future! One Band, One Sound, One Everybody Say JUMP- On Thursday, September 22, 2016, North Grammar Elementary students and Family! Go Gator Band! (Thank you Graciela Salinas for your thoughts and photo). staff jammed and jumped to the beat of Jill and DJ Broccoli Rob at a special presentation provided by the RGCCISD Child Nutrition Department, in conjunction with the Texas Department of Agriculture. This program uses music and dance to emphasize the importance of proper nutrition, as well as exercise for a healthy body. Further, Jill and DJ Rob, went on to encourage students to eat Texas Farm Fresh produce as often as possible. In preparation for the live event, the NGE coaching staff covered lessons in proper nutrition and taught some of Jill’s jumping moves throughout the days leading up to the presentation. Ratany deserves close scrutiny
special appreciation for a few plants and animals. A m o n g t h o s e are the Mexican burrowing toad, Audubon’s oriole, Ord’s kangaroo rat, indigo snake, star cactus, Mormon tea, and dung beetles. To that list must be added Calderona ratany. It’s a small shrub easily overlooked but deserving close, careful examination which will reveal its remarkable characteristics. There are several species in the genus Krameria; I’ll describe the one found in the Valley called Krameria ramosissima. Usually under 2 feet tall, it’s a densely branched bush with very thin branches. When I first noticed it some years ago, I thought it was just the remains of a young shrub that had dried up and died. When I took a closer look, I noticed some green along the branches and a few small purplish flowers. What looked dead was actually a thriving and fascinating little shrub. Found primarily in Starr and Hidalgo Counties and down into Mexico, it’s worth getting down on your knees for close observation. Plucking a twig and a flower for
veins and stems. The pistil curves up in the center and there are a couple of what appear to be aromatic glands beneath it. You have to actually see one to fully appreciate its tiny complexity. I’m sure their structure is suited to attracting tiny pollinating insects. When fertilized, they produce small pods which contain only a single seed. In addition to all those amazing characteristics, what really got to me about ratany was the fact that, despite our recent heat and drought, growing without shade under the blazing sun in nutrient poor soil, it thrives! All around it are grasses, and various shrubs, all of which are clearly stressed, but the ratany, seldom noticed by us, just continues to bloom and grow. How’s that for being well adapted to your environment? Look for a patch of ratany next time you hike The little flowers, produced from the thorn scrub and take a very spring through the fall, are under a close look -- scrutinize it! Michelle Vargas Aden Lopez Teacher: Erika Ramirez It’s a fact: People will be hospitalized because of the flu this year, and many — 49,000 based on annual estimates — will die. But taking action now might help prevent that from happening in your community. Getting a flu shot not only helps you avoid the flu, it also protects people around you who are more likely to get sick — and possibly have complications, or even die. Texas Medical Association (TMA) physicians urge everyone over 6 months of age to get vaccinated now to have protection throughout flu season. “When we get vaccinated, we help ourselves and we provide protection to people who are more apt to catch an illness and become sicker because of it,” said Bruno Granwehr, MD, a consultant to TMA’s Committee on Infectious Diseases. “In the case of flu, your shot helps you protect your children, grandchildren, your elderly parents or grandparents, your pregnant co-worker, or a cancer patient.” Influenza, or the flu, is a severe illness much worse than a cold that spreads easily and can keep people sick for seven to 10 days. Most who get the flu will have mild symptoms, such as a cough and fever. For others, flu can lead to pneumonia or bronchitis, and potentially a hospital visit. The Centers for Disease Control and Prevention (CDC) says the following groups are most likely to suffer severe complications: •Children under the age of 5 years, but especially those under 2 years; •Adults 65 years of age and older; •Pregnant women (and women up to two weeks after giving birth); •Residents of long-term care facilities and nursing homes; and •People with chronic health conditions, such as diabetes, asthma, or heart disease. “When we look at this list, most of us know someone who fits into one of those categories,” said Dr. Granwehr, an infectious disease physician from Houston. “Cancer patients are another vulnerable group because their bodies have a tougher time fighting off illness during cancer treatment. Your flu shot could protect them, and anyone most vulnerable to flu. Your shot could help a loved one.” Nearly 70 percent of hospitalizations from flu-related
illness are in people who are over age 65. And most (up to 85 percent) flu-related deaths are among the elderly. Yet people 65 years and older had one of the biggest drops in flu vaccination during the last flu season (201516), according to the CDC, down 3.3 percentage points. Children also can be hit hard with flu-related illness. According to the CDC, more than 20,000 U.S. children younger than 5 years of age end up in the hospital each year because of flu complications. And because babies under 6 months of age can’t get vaccinated, they rely on the people around them, including their caretakers, to get vaccinated. Protecting people around us is called “community immunity,” explained Dr. Granwehr. The vulnerability of newborn babies is another argument for pregnant women to get the flu shot. The vaccine protects mom AND her unborn baby. The baby remains protected by the mother’s immunity until about 6 months of age. Plus, flu usually is more severe for pregnant women and can lead to complications, including early labor and delivery. This year, the CDC recommends flu shots for everyone. In addition to the standard flu shot, this year’s options include a highdose shot for people 65 years and older, and an intradermal vaccine that uses a smaller needle injected into the skin instead of muscle. (The nasal spray flu vaccine is not recommended this year because of concerns about its effectiveness, though it was offered in the past.) Physicians suggest people talk with a doctor to choose the best vaccine. The CDC recommends getting a flu shot in October for protection throughout the entire flu season, which can last from now through May. It takes about two weeks for the body to build protection to fight the flu. TMA has produced a flu fact sheet and a flu facts infographic, in English and Spanish. To: All interested Agencies, Groups and Individuals on 10/26/2016: This is to give notice that the City of Escobares has conducted an evaluation as required by Executive Order 11988 and 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Wetlands Protection. The activity is funded under the Community Development Block Grant Program under contract 7216151. The City of Escobares proposes a Street Improvements project to reconstruct approx. 3,711 LF of street utilizing an 8” flex-base, prime coat asphalt material, 2” HMAC, and all associated appurtenances on Church St from Old US Hwy 83 to US Hwy 83, on Bazan St from Sacred Heart Dr to Lopez St, on Lopez St from Martinez St to US Hwy 83, on Pena St from Eli St to the western terminus, and on Rincon St from US Hwy 83 to the southern terminus. As an alternative, should funding allow, project activities may extended to include approx. 330 LF of Barrera St from Florez Rd to Old US Hwy 83, and approx. 2.16 miles of San Julian Rd from Docker Rd to El Chanito Rd, Escobares, Starr County. The project shall include activities within approximately 1.1 acres of the 100-year floodplain and 0.01 acres of wetland. The City of Escobares has considered the following alternatives and mitigation measures to be taken to minimize adverse impacts and to restore and preserve natural and beneficial values: a reduction in scope, alternate locations, and no action. The scope and location of project activities were chosen based on minimum improvements necessary to correct the safety risks existing conditions pose to the human environment. Because the project scope includes only the street segments most in need of repairs, the alternatives considered would preclude correction of these risks. Additionally, there shall be no significant increase to impervious surface, best management practices shall be employed during construction to ensure erosion control and to prevent the unintentional discharge of dredged or fill material into the wetland, and the activity shall comply with state and local floodplain management/ wetlands protection procedures. The City of Escobares has reevaluated the alternatives to building in the floodplain/wetland and has determined that it has no practicable alternative. Environmental files that document compliance with steps 3 through 6 of Executive Order 11988 and 11990 are available for public inspection, review, and copying upon request during regular business hours at the City Hall for receipt of comments. There are three primary purposes for this notice: (1) People who may be affected by activities in floodplains/wetlands and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas; (2) An adequate public notice program can be an important public educational tool.
