RGCCISD Secures Geneva “Mika” Camarena to Kick-Off Red Ribbon Campaign Rio Grande City CISD kicksoff their district wide Red Ribbon Campaign with a rally on October 12, 2016 with guest speaker Geneva “Mika” Camarena, the widow of Special Agent Camarena and President of the Enrique S. Camarena Educational Foundation. The Red Ribbon Rally is from 5:30 to 7:00 p.m. at the Joe R. Sanchez Stadium. Ms. Camarena will talk about her
husband’s fight against drugs and how his memory has inspired so many individuals. Ms. Camarena will also focus on encouraging schoolage children to lead a drug-free life. Ms. Geneva “Mika” Camarena has been instrumental in establishing The Enrique S. Camarena Educational Foundation. The foundation was founded to preserve and promote the sacrifices that were made by

Senator Zaffirini Receives Trailblazer Award RGCCISD Child Nutrition Program Veterans Middle School Students For Impact on Hispanics in Central Texas Personnel Received Driver Safety Training of the Month for September 2016 Senator Judith Zaffirini, D-Laredo, on Friday, Sept. 16, received the Dr. Teresa Lozano Long Trailblazer Award from the Hispanic Alliance for promoting entrepreneurship, mentoring and music education for Hispanics in Central Texas. The Hispanic Alliance is a nonprofit organization that creates and supports innovative programs that empower Austin communities through quality education, access to the arts and other resources. Its signature programs are Austin Soundwaves, which provides high-quality music education to underserved youth; Emprendedor U, which offers business classes to Spanish speakers looking to start or grow a business in Central Texas; and OLEH (Organización de Líderes Empresarias Hispanas), which offers free entrepreneurship and personal development education to Hispanic women. “I am grateful to the Hispanic Alliance for this meaningful award and am delighted that it is now named for my friend and ‘sister by choice,’ Terry Long, who certainly is a legend in her own time,” said Senator Zaffirini, the first Hispanic woman elected to the Texas Senate, the second highest-ranking senator and the highest-ranking woman and Hispanic senator. “As a Laredoan whose district of 800,000 persons stretches from the Rio Grande to the Colorado River and to the Valley, the Port of Corpus Christi, and Bexar County, I proudly represent 140,000 persons in southeast Austin,” she added. “To be honored as a South Texan for having a local impact in Central Texas, 240 miles away from home, makes this award even more special.” The award was presented by the 2015 Trailblazer honoree, Texas First Lady Cecilia Abbott.

On Wednesday, September 21, 2016, RGCCISD Child Nutrition Program personnel received a driver safety training. Staff reviewed several topics including proper lift operation, procedures for reporting accidents, etc. The CNP recently purchased new vans for the transport of food and supplies throughout the district. They started their research at the VMS Library in early September so that they could find various topics of interest for science fair ideas that may appeal to their inquisitive minds. Loteria Bingo ACE (After School Centers in Education) Program at Grulla High School celebrates Hispanic Heritage Month. The ACE program recently held a Loteria Bingo for all the Community of La Grulla. The Grand Event was held Wednesday September 28, 2016 at the Grulla Middle School Cafeteria from 4:30-6:00 p.m. The welcome was given by Mr. Julio Eguia Principal for GMS. He emphasized to the parents, in the audience present, the importance of students attending school every day, the importance of the STAAR test and the importance of being proud of their Hispanic heritage and passing on their traditions and customs. Parents were engaged sitting and playing the traditional Bingo cards with their children. A synopsis of the ACE program was given by Mrs. Maribel Villarreal- GHS staff member, Mrs. Adelina G. Villarreal- Texas ACE Director and by Mrs. Martha S. Barrera, parent. The Chalupa Cards were called out by Mr. Salvador Hernandez, Jr. The event deemed very successful with over 100 parents in attendance. TWC, TEA partner for $7.8 million grant to expand access to quality prekindergarten across Texas
Early Notice and Public Review of a Proposed Activity in a Wetland/100-Year Floodplain These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Escobares. To: All interested Agencies, Groups and Individuals on 10/5/2016: This is to give notice that the City of Escobares has determined that the following proposed action under the Community Development Block Grant Program contract 7216151 is located in a 100-year floodplain and a wetland, and the City of Escobares will be identifying and evaluating practicable alternatives to locating the action in the floodplain/wetland and the potential impacts on the floodplain/wetland from the proposed action, as required by Executive Order 11988 and 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands. The City of Escobares proposes a Street Improvements project to reconstruct approx. 3,711 LF of street utilizing an 8” flex-base, prime coat asphalt material, 2” HMAC, and all associated appurtenances on Church St from Old US Hwy 83 to US Hwy 83, on Bazan St from Sacred Heart Dr to Lopez St, on Lopez St from Martinez St to US Hwy 83, on Pena St from Eli St to the western terminus, and on Rincon St from US Hwy 83 to the southern terminus. As an alternative, should funding allow, project activities may extended to include approx. 330 LF of Barrera St from Florez Rd to Old US Hwy 83, and approx. 2.16 miles of San Julian Rd from Docker Rd to El Chanito Rd, Escobares, Starr County. The project shall include activities within approximately 1.1 acres of the 100-year floodplain and 0.01 acres of the wetland. There are three primary purposes for this notice: (1) People who may be affected by activities in floodplains/wetlands and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplain/wetland, alternative methods to serve the same project purpose, and methods to minimize and mitigate impacts; (2) An adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains/wetlands can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas; and (3) As a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains/wetlands, it must inform those who may be put at greater or continued risk. The Texas Workforce Commission (TWC) and the Texas Education Agency (TEA) have announced a new prekindergarten planning and implementation grant that will provide school districts with additional capacity to expand quality prekindergarten programs. Through this Prekindergarten Partnership Grant, 4-star Texas Rising Star (TRS) child care providers are eligible to partner with their local independent school districts and charter schools to provide prekindergarten to 3- and 4-year-old children. By partnering with private prekindergarten providers that have demonstrated exemplary performance standards by achieving the highest level TRS quality rating, school systems will have an avenue to provide high quality early childhood education to more Texas children. “This partnership with TEA reflects a strong commitment to
increase the number of Texas children in high quality early learning environments,” said TWC Chairman Andres Alcantar. “These public-private partnerships between ISD’s and 4-star Texas Rising Star providers will generate new school readiness and alignment opportunities for Texas early learners.” TWC has strengthened the quality standards for its Texas Rising Star program, a voluntary, quality-based rating system for TWC’s subsidized child care program. In addition, TWC has provided expanded financial and staff resources to assist an increased number of child care providers in becoming TRS certified or moving toward higher levels of TRS certification across the state of Texas. “This collaboration between TEA and TWC will help expand access to quality prekindergarten programs, strengthening the
future of Texas public education and workforce development,” said Commissioner of Education Mike Morath. TWC will award TEA $7.8 million in Child Care and Development Fund (CCDF) funds for planning and implementation grants for school districts and charters to build partnerships with TRS 4-Star Child Care Providers to expand prekindergarten service capacity. “This partnership provides continued support for small business owners to sustain their business to provide high quality child care in their community,” said TWC Commissioner Representing Employers Ruth R. Ringgold Middle School Holds Parent Meeting On Thursday, September 8, 2016, Ringgold Middle School held a parent meeting at the home of Mrs. Maria Garcia in the Las Lomas area. Ringgold Middle School administration and staff spoke on various topics to inform parents of ongoing a c a d e m i c strategies to help their children succeed in school. Ms. Crystal Garcia, District Substance Abuse Counselor, was a special guest speaker. She explained her role in the district and offered her services to all parents. Mr. Alfredo Garcia, superintendent, was also a special guest and was there to welcome all parents. He encouraged them to get involved in their child’s education and he assured them of his commitment to their children’s academic needs. RMS wishes to thank Mrs. Maria Garcia for her warm hospitality and extend an invitation to all RMS parents to the next parent meeting on October 13, 2016.

Mission Fire Truck To Be Pulled To Benefit Special Olympics Texas Time again to check your Medicare health and drug plans
Law Enforcement Torch Run fundraiser supports more than 5,200 SOTX athletes in the Rio Grande Valley area. Those looking to put their strength to the test are invited to come out to the RGV Fire Truck Pull at the Mission Fire Department (415 W. Tom Landry St.) on Saturday, Oct. 29. This event is put on by the Law Enforcement Torch Run (LETR), SOTX’s largest grassroots fundraiser, as a means to raise funds for Special Olympics Texas programming for children and adults with intellectual disabilities in the Rio Grande Valley. Check-in and registration open at 9:00 a.m. and the first pull is slated for 10:00 a.m. Registration can be completed in advance online.
To accept the challenge, you must have a team of 10 friends, family, or colleagues willing to test their grit and work together to pull a 55,000-lb fire truck 75 feet. Awards will be presented to the fastest teams following the competition. The entry fee is $300 per team or $30 per person. If you have fewer than 10 people on your team, please indicate so that “fillins” can be found. About the Law Enforcement Torch Run (LETR) - The LETR is Special Olympics’ largest grass-roots fundraiser and public awareness vehicle. In Texas, the Law Enforcement Torch Run began in 1985 and had grown to become one of the largest in the nation. In the last decade, Torch Run has contributed over $12 million through the dedication

Medicare’s open enrollment period runs from Oct. 15 until Dec. 7. Open enrollment is the best time to make sure your health and drug plans still meet your individual needs, especially if you’ve had any changes in your health. By now insurers should have notified you of any adjustments in your health or drug coverage or any changes in your out-ofpocket costs for next year. The average monthly premium for a Medicare Advantage plan will drop by $1.19 to $31.40, while the average monthly premium for a basic drug plan will inch up $1.50 to $34. Medicare Advantage remains a strong alternative for people who prefer to receive care through a private insurer rather than through Medicare’s original feefor-service program. Enrollment in the private Medicare Advantage plans is expected to grow by 1.2 million to 18.5 million people in 2017 – about 32 percent of Medicare beneficiaries. Even if you’ve been satisfied with your health and drug coverage, you may benefit from reviewing all your options.
Shopping around may save you money or improve your coverage. Texans in Medicare’s original fee-for-service program can choose from 23 drug plans with monthly premiums ranging from $17 to $170.50. Ringgold Middle School began celebrating National Hispanic Heritage Month on September 15, 2016 and will continue until October 15, 2016. Through trivia games, books, Hispanic Author Loteria, music and other activities, students and staff are learning about Hispanics who have positively influenced our nation and society. The library has set up an area where students have been displaying posters with their research and other work. Ms. Olivares and Mrs. Guerra, RMS Librarians, would like to thank everyone Texas Delta Theta Master of Beta Sigma Phi celebrated Beginning Day for the new chapter year recently who has been participating in all the activities, especially Mrs. Diana Salinas, Mariachi Director, as well with a meal and meeting at Casa de Adobe Restaurant. Alma Gloria T. Gonzalez served as hostess for as the history and writing teachers who have been helping in celebrating this great event. the occasion, and Josie Guerra was program chairman. Mrs. Guerra distributed the yearbooks to each member, and went through the book to explain each part. Programs and committees were discussed. In keeping with the Beta Sigma Phi anniversary celebration of 85 years, the programs will celebrate Disney’s 85 Years of Laughter by focusing on Disney characters.

While hiking the trails here at the ranch some months ago, I was amazed to see a bush decorated with brilliant red berries. Upon close examination, I discovered that the bush had a vine growing in it, nearly invisible from a distance, which had produced the berries.

Since then I’ve seen the vine on several occasions, sometimes with and, more often, without berries. I have learned through some research that the vine is called globe-berry, deer-berry or balsam gourd, to which the taxonomists have assigned the name Ibervillea lindheimeri. There are two other species of this genus found in Texas but this is the one most likely to be seen in the Valley. Globe-berries belong, not surprisingly to the cucumber or gourd family of plants. It has a turnip like root and a thin, green, vining stem up to four feet long, which is quite straight between the nodes where the leaves are attached. At the nodes it may produce a tendril, a coiling string like structure, which attaches the globe-berry plant to the bush tree or fence on which it is climbing. The leaves are smooth on top and are very bilobed. That is, they have large indentations and these are in turn also indented. The appearance is therefore both interesting and very attractive. The flowers of the globe-berry allow me to introduce you to a concept about types of flowering plants. All flowering plants are
called angiosperms and they have existed for millions of years. As they have evolved, a diversity of floral strategies have appeared. Some plants, such as roses and bluebonnets, have perfect flowers, that is, they have flowers each of which has both male and female parts. Plants such as oaks have separate male and female flowers but both on the same plant. Oaks are therefore called monecious plants. Our globeberry has a still different strategy; it has male flowers and female flowers on separate plants. Globe-berries are therefore called dioecious. You need both a male globe-berry plant and a female globe-berry plant in order to get berries, which of course will only be on the female plant. The plant I first noticed was obviously a female plant. The berries are many seeded, about an inch in diameter, somewhat longer in length and, while beautiful, are not edible. It’s difficult to convey to you how bright the color is. Green at first, they progress to orange and finally to a very clear, saturated, vivid red. The root is shaped somewhat like a flattened turnip; they tolerate a range of soils and prefer to grow in the branches of a shrub or tree.
Some writers on home landscaping for this area suggest the use of globe-berries. The leaves always provide a decorative green pattern and the berries, which last a fairly long time, are an exceptionally attractive feature. You will, of course, have to be certain to plant both male and female vines or you won’t get any berries. Enjoy the fascinating lifeforms of our thorny brush country.

Parents had access to a variety of vendors and healthcare providers to find out about free and low cost services available in the surrounding community.
Texas Big Game Awards Set To Kick Off 26th Year John and Olive Hinojosa Elementary hosted a Parent Meeting on Wednesday, September 21, 2016 to give parents specific information on the new drug trends. RGCCISD Police Department, Sergeant Pedro Bermea, and RGCCISD Substance and Alcohol Abuse Counselor/Prevention Intervention Specialist, Ms. Karina Krystal Garcia, conducted the presentation. Sgt. Bermea and Ms. Garcia will continue to raise awareness on drug trends and provide parents information throughout the district.
For 26 years, the Texas Big Game Awards (TBGA), a partnership of Texas Parks and Wildlife Department (TPWD) and the Texas Wildlife Association (TWA), has been the leader in recognizing the contributions that landowners, land managers and responsible hunters make to managing and conserving wildlife and wildlife habitat on Texas’ private lands. The Texas Big Game Awards is a free, certificate based awards program for hunters, landowners, first-time hunters, and youth hunters. Hunters who harvest a white-tailed deer, mule deer, pronghorn, bighorn sheep, or javelina this season meeting the minimum regional scoring requirements may be eligible to receive recognition in the “Scored Entry” category as well as the landowner for where the trophy was taken. The postmarked deadline to enter the Texas Big Game Awards for this hunting season is March 1, 2017. The TBGA boast two eligible categories which are non-scored and non-ranked. The first is the “Youth Division” which is for any youth hunter under 17 years of age when they purchase their hunting license. Also, hunters of any age

Why We Celebrate Red Ribbon Week? Kiki and the History of Red Ribbon Week
Enrique (Kiki) S. Camarena was born on July 26, 1947 in Mexicali, Mexico. He graduated from Calexico High School in Calexico, California in 1966, and in 1968 he joined the U.S. Marine Corps. After serving in the Marine Corps for two years, he joined the Calexico Police Department as a Criminal Investigator in 1970. In May of 1973, Kiki started working as a Narcotics Investigator with the El Centro Police Department. He stayed with the El Centro P.D. until June 28,1974 when he joined the Drug Enforcement Administration (DEA). His first assignment as a Special Agent with DEA was in a familiar place - Calexico, California. In 1977, after three years in Calexico, he was reassigned to the Fresno District Office in Northern California. Four years later, Kiki received transfer orders to Mexico, where he would work out of the Guadalajara Resident Office. For four and one-half years in Mexico, Kiki remained on the trail of the country’s biggest marijuana and cocaine traffickers. And in early 1985, he was extremely close to unlocking a multi-billion dollar drug pipeline. However, before he was able to expose the drug trafficking operations to the public, he was kidnapped on February 7, 1985. On that fateful day, while headed to a luncheon with his wife, Mika, Kiki was surrounded by five armed men who threw him into a car and sped away. That was the last time anyone but his kidnappers would see him alive. It is believed that Special Agent Camarena’s death actually occurred two days later, but his body was not discovered until March 5, 1985. He was 37 years old and was survived by his wife, Mika and their three children, Enrique, Daniel and Erik. During his 11 years with DEA, Kiki received two Sustained Superior Performance Awards, a Special Achievement Award and, posthumously, the Administrator’s Award of Honor, the highest award granted by DEA. Shortly after Kiki’s death, Congressman, Duncan Hunter, and high school friend Henry Lozano launched Camarena Clubs in Kiki’s hometown of Calexico, California. Hundreds of club members including Calexico High School teacher David Dhillon wore red ribbons and pledged to lead drug-free lives to honor the sacrifices made by Kiki Camarena and others on behalf of all Americans. Red Ribbon Week eventually gained momentum throughout California and later the United States. In 1985, club members presented the “Camarena Club Proclamation” to then First Lady Nancy Reagan, bringing it national attention. Later that summer, parent groups in California, Illinois, and Virginia began promoting the wearing of Red Ribbons nationwide during late October. The campaign was then formalized in 1988 with President and Mrs. Reagan serving as honorary chairpersons. Today, the eight-day celebration is sponsored by the National Family Partnership (previously known as the Federation of Parents for Drug Free Youth), and has become the annual catalyst to show intolerance for drugs in our schools, work places, and communities. Each year, during the last week in October, more than 80 million young people and adults show their commitment to a healthy, drug-free life by wearing or displaying the Red Ribbon.
