Congressman Henry Cuellar (D-TX-28) announced close to $5 million in federal funds for the Rio Water Supply Corporation and the Rio Grande City Economic Development Corporation. The Rio Water Supply Corporation
will receive $4,650,000 million in grants and a loan of $293,000. These funds will be used for improvements needed to stabilize the water distribution system pressures and to ensure an adequate volume of safe drinking water.
Meanwhile, the Rio Grande City 4B Economic Development Corporation will receive a $300,000 grant that will be used to purchase land for redevelopment as an incubator for small businesses. FEDERAL FUNDS, page 6
Roma ISD Celebrates Start of Major Work to Replace High School Roof

The Gator team traveled to Edinburg to participate in the Rio Grande Valley Cross Country Coaches Association Meet of Champions at the Monte Cristo Golf Course Country Club. Over 160 runners from 15 different high schools participated. “We had great teamwork from a team that is on its building stage with several runners missing, including two of my top runners,” stated Coach Ortiz. “Still, we were able to capture first and seventh places overall.” Jesus Rodriguez was named Meet the Champions Champ with his first place finish. Saul Estrada fought through the massive pack to get seventh place. The rest of the team had good improvement but fell short as the pack fiercely fought for the top places. Other team members were: Gilbert Rodriguez, Kevin Villarreal, Abdiel Gonzalez, Jesus Alaffa and Jose Barreiro.
Veterans Middle School Drumline Took 1st Place in Competition
It was a wonderful morning on Oct. 19, 2016 as Roma ISD celebrated the start of the major work to replace the Roma High School Roof. The first phase of the project, which is brick and mortar repair is complete, and it laid the foundation for the heavy work of taking off all the roof tiles and getting down to major infrastructure repair Congratulations to the Veterans Middle School Drumline for earning 1st that can now commence. October is Domestic Violence Awareness Month A Candlelight Vigil was held for victims of Domestic Violence on October 18, 2016 in Roma, Texas and October 20, 2016 in Rio Grande City, Texas. The vigil is an annual event sponsored by the Of�ice of Mr. Victor Canales-County Attorney and his staff who work tirelessly with victims’ and. their families. The vigil serves to remember the lives of the persons who have succumbed due to domestic violence and to promote awareness in the community. 18 silhouettes with the pictures of victims’ from Starr County were placed in the hall to remind everyone that each victim was an important part of a family and the community. Families of victims gather around the silhouette representing their loved one with heavy hearts but glad that they are not forgotten. A 19th silhouette is placed without a name or picture to honor those victims who might be unknown.

Roque Guerra, Jr. Elementary held a staff meeting on September 29, 2016. Presenters from United Way spoke to the staff about how the RGCCISD staff donations serve the Starr County area and how the united way has been very instrumental in helping our students with school supplies for the beginning of the year. RGCCISD District Testing Coordinator, Ms. Elsa Villarreal, presented desegregated data utilizing the Texas Educator Agency Performance Based Monitoring System (PBMAS). In addition, Mrs. Monique Villarreal, Principal, reflected on the campuses 2016 Accountability Summary Report. This helped the staff analyze and support student progress in order to close the performance gaps.

The event is held throughout the State of Texas and Rio Grande City High School kicks off the event for the Rio Grande Valley. This year’s event had approxmitally 50 colleges and universities from the across the United States and Mexico. President Becky Canales presided during the September 19 meeting of Texas Delta Theta Master of Beta Sigma Phi. Diana Pena was hostess for the luncheon meeting, held in the home of Jesse Pena. Mrs. Pena also presented a program on Minnie Mouse, one of the “Sensational Six” in the Disney Universe. This is the 85th year anniversary of Beta Sigma Phi and the 85th year for Minnie Mouse and friends Mickey, Donald Duck, Daisy, Pluto, and Goofy. Escobar Elementary School Buckaroos held a Cancer Awareness Walk to educate students about different types of cancer, to make “cancer” not such a scary word to students because so many in our community are impacted by different cancer diseases, and to help them understand that one of the ways to help fight cancer is physical fitness. Yes, we voters approved the bond that made the monies possible for this project, but let’s face it, everyone in this community owed this day to our students.” Not only did the event mark the start of major work on the roof, but it included the start of interesting projects for Roma High students to preserve the district’s history. The Roma High School Art Department and Art Club will create a permanent art piece using tiles from the roof to represent the schools history and progress moving forward. The shards from the tiles broken at the event will be used in an art project by the Roma High School Art Department students to be permanently displayed at Roma High School as a reminder of the school’s and district’s history. Both pieces will be unveiled later in the school year. Also the club will sell painted art tiles on commission for scholarship money. If you are interested in having a painted art tile from the Roma High School Art Program students, please call 956-849-1333. The cost is $50 and all proceeds go directly to student scholarships.

At the event the students participated in a ribbon cutting alongside school board members and administrators, a tile removal and tile breaking and signed their names to a roof panel that will go into the new roof at the school. “Much like any parent does preparing for any major decision that affects their children and family, this school board has spent a lot of time looking at what the issues were that made the roof so dysfunctional; why it was so poorly constructed when it was first built; what a proper replacement for the roof would be and how we could fund a roof replacement. With your help, the help of the entire Roma ISD community, we have made today possible,” said Roma ISD School Board President Leticia Garza-Galvan. “ This has been a long process, but I can assure you that this roof replacement is the right choice for Roma High School.We carefully looked for qualified and specialized architects with experience in damaged, faulty roofs. The architect firm we hired has studied every inch of our facility, not just the roof, and has identified every area that requires repair.” “And not only will you see a new roof going up at Roma High School, but you will also see vast repairs that have taken place to foundational problems to our building’s brick and mortar, window replacements, total ceiling replacements and more,” she added. “I am so proud to announce that all of this is being done right

Alto Bonito Elementary 1st Starr County’s Senior Citizens Plant Garden Six Weeks Awards Assembly
Alto Bonito Elementary had its 1st Six Weeks Awards Assembly on October 6, 2016. Twenty-nine students were awarded with the Principal’s Award Medal. These students were chosen from each homeroom based on overall academics, behavior, and daily attendance. As an added treat, they experienced having breakfast with the school principals. Starr County Senior Citizens attending the Nutrition Center in La Casita, Texas will be assisted by the Texas A & M AgriLife Extension Center Staff in planting a vegetable garden in the center’s grounds. The garden will yield an array of vegetables, fruits and herbs. The participants were very excited to work on this project knowing that in a few months they will be able to see the fruits of their labor. A Letter to the Editor Lock Your Meds Campaign: Secure Your Medicine to Prevent Youth Prescription Drug Abuse The Prevention Resource Center (PRC), a program of Behavioral Health Solutions of South Texas, serves as the central data collection repository for region 11 and the developer of a yearly Regional Needs Assessment (RNA), which is available to community members at no cost. PRC would like to highlight The Lock Your Meds® Campaign that targets an often overlooked issue affecting many youths in our community: prescription drug abuse. According to the National Institute on Drug Abuse, more than 6.5 million youths, aged 12 to 17, reported past month nonmedical use of prescription drugs. More than 4,000 children and young adults begin experimenting with prescription drugs every day. Furthermore, 70% of people over 12 years of age who abuse prescription drugs get them from friends and family. The Lock Your Meds® Campaign aims to combat prescription drug abuse among youths by targeting 20-80 yearold adults to keep prescription and over-the-counter drugs away from potential drug abusers. The 2014 Texas School Survey found that for region 11, comprised of 19 counties encompassing South Texas, 3% of students had ever used prescription drugs and 1.4% had used in the past month. Focus groups conducted by PRC 11 with youth in the region have returned strong comments about the continued popularity of “pharm” (pharmaceutical) parties in the region. When asked about the use of prescription pills by her fellow classmates in school one female adolescent stated that, “I have heard my friends talking about going to parties and mixing prescription drugs in a bowl and then spinning a bottle and whoever the bottle lands on has to take a bunch of pills and drink them with alcohol”. The most used prescription medication for the region and Texas is codeine cough syrup, followed by Dextromethorphan, Xanax and Vicodin. The majority of youth who experiment with prescription drugs for the first time obtain these drugs from family members or a friend’s family member without consent, and can initiate use as early as 12 years old. The consequences of prescription drug abuse can include death, illness, violence, crime, health problems, academic failure, and other undesired events. What can you do as a family member to prevent prescription drug abuse? The campaign advises taking the following preventative steps. Texas Size Book Drive School Challenge at Veterans Middle School
Grulla High School Lady Gator Volleyball hosted Future Lady Gator Night on Tuesday, September 27, Students at Veterans Middle School recently participated in the HEB Texas Size Book Drive School 2016. Varsity Players talked to GMS Volleyball girls about what to expect as a high school player. The Challenge. On September 27, 2016, VMS donated new and gently used children’s books that were collected between September 14 and September 27, 2016. These books were dropped off at the HEB store players and Coach Cita Jimenez offered a few words of wisdom and advice for these future Gators! in Rio Grande City. Pictured above are some VMS students from Mrs. Gloria Bazan’s class who donated books for this worthy literacy cause that was coordinated by the VMS library in conjunction with the VMS Student Council.

Io moths have hidden beauty Y e a r s ago, while spending a few days at an RV park in La Rosita, as I approached t h e headquarter’s door one morning, I noticed a couple of moths, each with wings somewhat over 2 inches in length. They were resting on the stucco wall next to a night light. One had a muted golden color and the other was a mottled, drab, tanbrown. Their wings were folded so that the forewings covered the hindwings.
They seemed oblivious to my presence. I picked up a twig and used it to very gently spread the moth’s wings. To my surprise and delight, I discovered that the hindwing had a dazzling, black eye pattern surrounded by concentric curves of gold, black, gold, rusty red and gold. The eye pattern had a bluish-white center. They were Io (ee-oh) moths.
Aside from the probability that the colors are useful in attracting a mate, they also have survival value. With the wings spread, a potential predator would see a pair of menacing eyes looking back at it and might hesitate to attack.
The smaller of the two moths, which had the golden colored forewings, was the male and the slightly larger Io moth with the drab, tan-brown colored forewings was the female. In the animal world the male, which needs to attract females, is usually the more brightly colored and slightly smaller, while the female, which needs protection as it lays and protects eggs, is the duller colored. As with most moths, but not all, Io moths fly at night and can be attracted to lights. Io moths are one of a group of moths called silkworm moths. They’re our most colorful and largest moths and include the luna, cecropia, and polyphemus moths. The “silkworm” name comes from the fact that, when
the caterpillar goes into the pupal stage, it spins a cocoon of “silk.” Despite the classification, our American moths don’t spin silk useful for threads as their oriental relatives do. A single oriental moth cocoon may have a silk strand of a mile or more in length! The cocoon is carefully unwound and several strands then wound together to make a silk thread. It’s not surprising that authentic silk cloth is so expensive. The caterpillar of the Io moth is quite easy to identify because it’s quite large, green, covered on the back with short tufts of stinging spines and has a single stripe of red above white along each side. The sting from the spines causes pain which can last for several minutes so be careful if you find one. The caterpillars feed on elm, oak and willow leaves. There are never enough Io moths to do any significant damage to trees since so many of their c a t e rpillars are eaten by birds and other insect predators. We need to enjoy Io moths on those few occasions when we’re privileged to see them.
