Farm Service Agency County Committee Elections to Begin Farm Service Agency (FSA) Administrator Val Dolcini announced that the U.S. Department of Agriculture (USDA) begin mailing ballots to eligible farmers and ranchers across the country for the 2016 FSA County Committee elections on Monday, Nov. 7, 2016. Producers must return ballots to their local FSA offices by Dec. 5, 2016, to ensure that their vote is counted. “Producers elected to FSA county committees play a vital role in local agricultural decisions,” said Dolcini. “Their contributions are essential to the daily operation of nearly 2,200 offices across the country. It is a valued partnership that helps us better understand the needs of the farmers and ranchers we serve.” Nearly 7,700 FSA County Committee members serve FSA offices nationwide. Each committee has three to 11 elected members who serve three-year terms of office. One-third of county committee seats are up for election each year. County committee members apply their knowledge and judgment to help FSA make important decisions on its commodity support programs, conservation programs, indemnity and disaster programs, and emergency programs and eligibility. Producers must participate or cooperate in an FSA program to be eligible to vote in the county committee election. Approximately 1.5 million producers are currently eligible to vote. Farmers and ranchers who supervise and conduct the farming operations of an entire farm, but are not of legal voting age, also may be eligible to vote. Farmers and ranchers will begin receiving their ballots FSA, page 5

NOVENA “Miraculous Prayer” Dear Sacred Heart of Jesus, in the past I have asked for favors. This time I ask you this very special one (mention favor). Take it, Dear Jesus, and place it within your own heart, where your Father sees it. Then, in your merciful eyes it will become your favor, not mine. Amen. Say this prayer for three days, promise publication and favor will be granted. Never known to fail.

Since 2009, USDA has provided $5.6 billion in disaster relief to farmers and ranchers; expanded risk management tools with products like Whole Farm Revenue Protection; and helped farm businesses grow with $36 billion in farm credit. The Department has engaged its resources to support a strong next generation of farmers and ranchers by improving access to land and capital; building new markets and market opportunities; and extending new conservation opportunities. Our country has been blessed with much wealth and prosperity. It has been a bastion of liberty, especially religious liberty that so many immigrants came here to enjoy as they fled religious persecution in their homelands. During wartime, the United States defeated the foes who threatened our God-given inalienable rights of life, liberty and the pursuit of happiness. The fact that this nation has become the greatest nation in the world couldn’t have happened without the hand of God. I’m convinced that our founding fathers understood that God would be for our country if our country would be for God. Granted, God is not mentioned in the Constitution, but He is mentioned in every major document leading up to the final
wording of the Constitution. Tex Browning wrote an introspective article entitled Was the United States Founded as a Christian Nation? in which he concluded, “To say that this nation was not founded as a Christian nation or that the Constitution was not founded on Christian principles is totally at odds with the facts of history.” Supporting Mr. Browning’s conclusion are a myriad of quotes from our founding fathers relating Divine principles to the governance of our country. For example, Ben Franklin, at the Constitutional Convention, said: “... God governs in the affairs of men. And if a sparrow cannot fall to the ground without His notice, is it probable that an empire can rise without His aid?” John Adams proclaimed, “Our
Constitution was made only for a moral and religious people. It is wholly inadequate to the government of any other.” Mr. Adams’ proclamation was based upon his assertion that “we have no government armed with power capable of contending with human passions unbridled by morality and religion.” Adams’ words were prophetic for Germany, a country that fell into the abyss of evil early last century because their human passions were unbridled by morality and religion. The horrid atrocities that occurred during the height of Nazism and Hitler’s reign are the manifestations of his prophesy. In a book entitled Defeating the Totalitarian Lie: A Former Hitler Youth Warns America, written by former Nazi Hilmar von Campe, the author admitted, “We paid a high price for the moral perversions of a German government, which excluded God and His Commandments from their policies. America must not
continue following the same path to destruction, but instead heed the lessons of history and the warning I am giving.” Like the founding fathers of our nation, the U.S. World War I veterans who founded The American Legion in 1919 must have understood that God would be for our country if our country would be for God. That’s probably why the preamble to the constitution of The American Legion begins, “For God and Country”. This is the overarching purpose of The American Legion. One of the specific purposes of The American Legion is “To uphold and defend the Constitution of the United States of America.” These are some of the main reasons why military veterans join The American Legion, the largest military veterans organization in the country. They feel an obligation to continue serving our country on civilian active duty with the same faith and patriotism that they defended our country on
military active duty. As we celebrate Veterans Day this year, let us thank God that He has been for us. And let us thank all military veterans past and present, who have been and continue to be for God by defending His principles upon which this greatest nation was founded. Also, pray that our government leaders are for God, in the same Spirit that our founding fathers were, because when we are for God, then God is for us and no one can be against us. Otherwise, it would be regarded as one of the worst tragedies in modern history if our active duty military men and women were ordered to defend an ungodly nation. *****************
The 3rd Division is a 58 county region of South Texas. Approximately 20,000 Legionnaires are members of the 147 American Legion Posts in the Division.

Grulla High School Counselors along with the Gator Go Center hosted Senior Parent Night on Wednesday, October 5, 2016 at the GHS Library. Mr. Sebastian Dougherty, College and Career Specialist, provided students and parents information on college admission, financial aid, scholarships, SAT/ACT testing, college essays and much more. University representatives were in attendance to provide additional information for their particular university or college. Grulla High School would like to thank the following universities for making this event a huge success; Texas A&M University-Corpus Christi, Sam Houston State University, University of HoustonVictoria, South Texas College, University of Texas Rio Grande Valley, and Texas A&M University.
Sabal palms are our only native palm Let me begin by confessing that I am not a lover of palm trees. They don’t make good shade trees and the old leaves need trimming and can produce quite a mess in one’s yard. That having been admitted, it is true that palms have an exotic appearance and certainly are associated in our minds with the tropics. There is one palm which is especially interesting and well worth our consideration; sabal palm (Sabal mexicana). Taxonomists who classify and name plants have struggled with this one for many years. For awhile it was Sabal texana but has finally come to be Sabal mexicana. It’s the only palm tree native to Texas and is found only along the southern portion of the Rio Grande. With its very large fan shaped leaves, 5 to 7 feet, and sturdy trunk, up to 32 inch diameter and
50 foot height, it’s an imposing and attractive tree. If you want to see some, the palms in the parking lot at STC are Sabals. Also in the brush just south and slightly west from the main entrance to Fort Ringgold is a sizable, magnificent specimen.
As you drive through Rio Grande City, nearly all the palms you see are introduced Washingtonian or perhaps Florida palms. If you want to see a large native grove of Sabals, travel to the Sabal Palm Sanctuary operated by the Audubon Society in the Brownsville area. To identify a Sabal, look at the leaf stem (petiole) to see if it has saw toothed edges. If the leaf stem edges are smooth (entire), chances are you’ve found a Sabal. The wide leaf blade itself is like a ribbed, semi-circular fan with radiating, long, dagger points. If you look closely you’ll discover
that the points are in pairs arising from each of the basal leaf segments. The spring flowers are numerous, tiny, pale yellowish or greenish and found along a 6 to 8 foot branched, hanging stalk. The seeds drop to the ground during the summer and allow us to plant our own Sabal palm forest which will take 25 to 30 years to mature. Gardeners need to be very patient. The pulp of the seeds is sweet and edible. The dead but still hanging leaves of palms are favorites nesting sites for several species of birds and, notably, for southern yellow bats and the rare northern yellow bats. Trunks are often used in building piers and the leaves as thatching for roofs. The fruits, called micharos, are sold in Mexican markets.
In 1852, Arthur Shott, a boundary surveyor noted the extensive groves of Sabal Palms extending from the Gulf upstream for at least 80 miles. Development and agriculture in our area has nearly extirpated the Sabals. They’re now being used more extensively in landscaping and we ought to reintroduce them into our remaining wilderness areas.
