Congressman Henry Cuellar attended a ceremonial groundbreaking for South Texas College’s Starr Campus $24 million construction and expansion on Dec. 15. The new construction at the campus includes an expanded Student Services Activities building, a thermal storage plant, and a new 18,000 square foot library that is double the size of the current facility. The current library will be renovated into a cultural arts center. New construction also includes a brand new 55,000 square foot Health Professions Science Center that will house Biology and Chemistry labs, computer facilities as well as simulation and skill labs for health professions. In attendance at the ceremony with STC staff and faculty included State Rep. Ryan Guillen, Starr County Judge Eloy Vera, Rio Grande City Mayor Joel Villarreal and Roma Mayor Roberto A. Salinas.
Wyatt Ranches makes $100,000 gift to San Isidro ISD Wyatt Ranches has made a gift of $100,000 to the San Isidro Independent School District. The gift was made on behalf of the Wyatt Foundation and will support a new swimming pool that will benefit the youth of the community. Construction of the pool will begin in early 2017. “The challenges we face as a small rural school district are many. With the ever changing state funding formulas and the steady decrease in the taxable value of our district, tough decisions must be made in how to best serve our students, staff, and parents. Unfortunately, projects of this type, at times, have to be put on hold,’ said Superintendent Mario Alvarado. “We are proud to step up and help when we are able to do so. I know the school administration will use these funds to build this new swimming pool that will provide healthy activities for the students and citizens of this community,” said Bradford Wyatt, administrator for Wyatt Ranches. Roma ISD School Board, Administration Extend Carlos Gonzalez Best Wishes In New Position as Superintendent at Zapata County ISD The Roma ISD School Board and Administration took the opportunity at the district’s regular December School Board meeting to thank long time teacher, coach, principal and administrator Carlos Gonzalez for all his hard work and dedication to the district before he moves on to take the helm at Zapata County ISD. Gonzalez, who until recently served as the CATE Director at Roma ISD, was named as the lone finalist for the position of Superintendent at Zapata County ISD. Gonzalez, who has served Roma ISD for 25 years in a variety of capacities, will begin his tenure with Zapata CISD in January 2017. “We would like to take this opportunity to sincerely congratulate Carlos Gonzalez on being the sole finalist for the position of Superintendent for Zapata County Independent School District. There is no doubt that Mr. Gonzalez will be missed at Roma ISD because he is a good leader and a hard worker - he came into the position of CATE Director and has made many positive changes already in just a year and a half,” said Roma ISD School Board President Leticia Garza-Galvan. “Thank you so much for everything you have done Mr. Gonzalez. We will miss you, but always know that you have friends just down the road here at Roma ISD. We know that you will continue to shine as a superintendent and we can’t wait to see what you will do! Ms. Maria Ameida Salinas was sworn in as Starr County Tax Assessor and Collector on Monday November 21, 2016 by Judge Ana Lisa Garza. Salinas was accompanied by her family and friends at a swearing in ceremony held in the Historic Starr County Courthouse. Ms. Salinas is no stranger to county government as she was appointed as Justice of Peace Pct. 8 by the Starr County Commissioners’ Court in April 2015 after the position became vacant after Judge Ricardo Pena lost his battle with cancer. Ms. Salinas who had worked at the J.P. Office had the experience necessary to carry on with the duties and responsibilities of that office. Congratulations Ms. Salinas!

On December 5, 2016 Officer Juan Gilberto Perez, Officer Oziel Josue Canales and Officer/ Fire Chief Alfredo Garza were all sworn in to the Roma Police Department. Oath was administered by City of Roma Mayor Roberto A. Salinas. Among the attendees to welcome the Reserve Officers were: City Manager, Crisanto Salinas, City Secretary, Lily Sandoval, Assistant Chief Francisco Garcia, and Lieutenant Rafael Aguirre.
Veterans Middle School 7th Grade Girls “A” Basketball Team Wins Tournament
Congratulations to the Veterans Middle School 7th Grade Girls “A” Basketball team for defeating all three of their opponents in a basketball tournament. They won 1st Place at the tournament by outscoring all 3 opposing teams in some very exciting games. They defeated Ramiro Barrera Middle School with a score of 39-8, Zapata Middle School with a score of 19-9, and Ringgold Middle School with a score of 23-17. VMS is very proud of these athletes and their coach Mr. Edgar Marroquin. Keep up the great work, VMS athletes!

Ringgold Middle School Celebrated a Traditional Mexican Holiday
Ringgold Middle School Library set up an altar to celebrate Dia de los Muertos (Day of the Dead), a Mexican tradition to commemorate the lives of deceased loved ones. Special thanks to Mr. Tomas Rodriguez’s Spanish class who worked on projects that were displayed in the altar and to all who visited the library during this multicultural celebration.

NGE Longhorn staff and students proudly donned orange clothing to support “Bully-Free Schools” across the United States. According to the National Bullying Prevention Center, one in every four school children will be bullied this year. This is NOT acceptable. 2nd Annual ACE Wellness program for Grulla community sets the goal for pledging to be health and exercise conscious for 2017. Just when the weather turned cold on Thursday December 15, 2016 before breaking out for the Christmas holidays, the ACE program held a walkathon for the community of Grulla, Texas. It was held at the Grulla football field at Grulla high school from 4:45-8:00 pm. The event started with all participants signing in and registration under the ACE wellness program. Participants were given a card that was being checked after every lap. Some participants did 1 mile some up to 12 miles. It was a huge success, at the end of the walkathon all participants were eligible for prizes and all received a healthy fruit snack, water and a backpack with a t-shirt. As entertainment, DJ Pato and his reggae monkey and stilt walking clowns joined and encouraged the crowd towards their goal. The Afterschool programs in education would like to thank Mr. Abel Gonzalez -GHS head football coach and Mrs. Guadalupe Gonzalez GHS principal and Mr. Julio Equia - Grulla middle school principal for fostering the ACE program, it would not have been a success without their cooperation. Special thanks to Mr. Salvador Hernandez, Jr., Mr. Pedro Martinez, and Mrs. Maribel Villarreal.

Located in South and West Texas, Wyatt Ranches has six ranching divisions, with corporate offices in Realitos, Edinburg and Houston. The Wyatt Foundation is headquartered in Realitos, Texas, and their directors include Billy Wells, Don Nelson, Steven Wyatt, and Bradford Wyatt. “Our foundation has made numerous contributions to hospitals, universities, scholarships, and to the cultural arts and our contributions in South Texas have been geared toward governmental entities who need these funds, “said Billy Wells, President of the Wyatt Foundation. “We have supported the purchase of emergency ambulances, fire engines and fire-fighting and law enforcement equipment and canine support.” The San Isidro School district serves more than 250 students in grades pre-kindergarten to 12th grade and is located in northeastern Starr County in the Rio Grande Valley The school district constructed a large swimming pool in the early 1960’s and it served as a community gathering place and as a facility for the physical education teachers to use in the instruction of swimming and water safety. As the pool began to age, it no longer became cost effective to maintain, repair, and operate. The district’s swimming pool has been shut down for the last 7 years, but it has continued to be a dream for the district and community. “The Wyatt Foundation is clearly making a remarkable investment in the youth and community of San Isidro for generations to come, and for that we are forever grateful,” said Alvarado. Starr County Fair Baking Alto Bonito Elementary Rule Changes for 2017 Unity Day Against Bullying The 2017 rules for the Baking Division of the 2017 Starr County Fair have been approved by the Starr County Fair Board of Directors. The entire set of guidelines in a version that has typeable forms is available on our website at StarrCountyFair@ aol.com. Many thanks to Elizabeth Barrera from the extension office, who converted the form. Baking Chairman Mindy Garza announced that only minor changes have been made, as noted below: Recipe registration date and preregistration for baking, arts & crafts, and posters will be Monday, January 16, at RGCHS Room E106, 4:005:30 pm. By club leaders and teachers only. Each leader must submit recipes and forms in a binder by category using dividers. All forms and recipes must be typed. Baking Division: Peewees may now submit brownies and cookies. There will be no Peewee division for Decorated Baking. Cake boards must be covered in plain, silver foil and topped with a white doily. Decorations are not allowed. This includes no cupcake liners for candy. Candy may be sealed in a vacuum sealed bag inside the dome. If using twist ties, they must be white or silver (NO EXCEPTIONS). Texas Department of Public Safety Launches Enhanced Traffic Enforcement for Holidays The Texas Department of Public Safety (DPS) is urging drivers to help make the holidays safer by driving sober and using extra caution. In an effort to protect travelers on our roadways, DPS Troopers, as well as local law enforcement across the state, will conduct traffic patrols throughout the holiday weekends of Dec. 23 – 26 and Dec. 31 – Jan. 1, looking for drunk drivers, speeders, seat belt violators and other dangerous drivers. “Impaired driving or reckless behavior on the road can turn holiday celebrations into tragedies, and these DPS patrols are designed to help save lives by identifying drivers who disregard the law and endanger others,” said DPS Director Steven McCraw. “By always driving sober, obeying traffic laws, and slowing down or moving over a lane when vehicles are stopped on the side of the road, Texans can help make our roads safer for everyone.” During the eight-day Christmas/ New Year holiday enforcement effort last year, DPS troopers made 466 DWI arrests. DPS enforcement efforts also resulted in 9,174 speeding citations, 893 seat belt/child safety seat citations, 320 fugitive arrests and 286 felony arrests during the enforcement period. DPS offers the following additional tips for safe travel during the holidays: •Don’t drink and drive. Designate a driver or take a cab. •Slow down – especially in bad weather, construction areas and heavy traffic. •Eliminate distractions, including the use of mobile devices. •Buckle up everyone in the vehicle – it’s the law. •Slow down or move over for police, fire, EMS and Texas Department of Transportation vehicles and tow trucks that are stopped on the side of the road with emergency lights activated – it’s the law. Also, show the same courtesy to fellow drivers stopped along the road. •Don’t drive fatigued. •Drive defensively, as holiday travel may present additional challenges. •Make sure your vehicle is properly maintained and check the weather forecast before your trip begins.

The officers met with students who would like to pursue a career in Law Enforcement and provided information on the role of supervisors at a crime scene. The students were invited to participate in mock investigations and were instructed as to the steps to take to secure crime scene evidence and were provided insights on the investigative techniques and how to utilize crime scene tools. Dr. Mario Ramirez Elementary 3rd grade students learned about paper towel gardening. Through the facilitation of their teachers and Mr. Hector Guerra from the Texas A&M Agriculture Extension, they became aware about differentiation in spacing for plants depending on the amount needed for growth. Students learned how to partition a paper towel into sixteenths, eighths, ninths or 1 square foot depending on their plant size. They glued their seeds onto the paper towel then placed them on their assigned garden bed. Students will soon see the growth of their self grown seedlings. Sen. Bettencourt Says Scourge of Inappropriate Additional Locally-Acquired Student-Educator Relationships must be stamped out Zika Case in Cameron County
Files Senate Bill 7 following a flare-up of teacher misconduct in the state Following a dramatic increase in the reported number of cases of teacher misconduct in Texas, Senator Paul Bettencourt (R-Houston) filed Senate Bill 7 to strengthen and enhance educator misconduct laws in Texas. Data shows that the Texas Education Agency opened 222 cases into inappropriate student-educator relationships in Fiscal Year 1516. In the current fiscal year, TEA has already opened 49 cases. This growing problem includes instances in local districts, such as Houston ISD, Cy-Fair ISD, Klein ISD, Katy ISD, and Spring Branch ISD, but the problem is statewide, per testimony at the Senate Education Committee. “Any inappropriate relationships between teachers and students must be stamped out, period,” said Senator Bettencourt. “I was shocked to hear in testimony before the Senate Education Committee that in some cases school districts simply quashed subpoenas and ‘passed the
trash’ rather than protecting the students in their charge. That is unacceptable.” Senate Bill 7 seeks to enact the following changes and apply them to both public and private schools: •Automatic revocation of teaching certificate if offender receives deferred adjudication for an educator misconduct offense or any offense that would require them to register as a sex offender. •Expands reporting requirements to include not only superintendents, but principals as well. Failure to report will be a criminal offense, and intentionally failing to report is a state jail felony. •Expands these rules to apply to improper relationships between students and educators, regardless of school district. •Builds on Texas Education Agency subpoena authority by allowing them to compel the attendance of relevant witnesses. TEA gained initial subpoena authority last session to subpoena relevant documents under SB 1222 (by Bettencourt) which was
later added as an amendment to HB 2205. •Requires school districts to adopt written policies concerning electronic communication between a school employee and a student. •Enacts new continuing education requirements. •Stops “passing the trash” by holding administrators accountable by revoking their certificate if they help a person who has previously engaged in sexual misconduct with a minor and assists them in finding new employment as an educator. “With the prevalence of social media applications such as Facebook, Twitter, Snapchat and others, it is easier than ever to communicate,” continued Senator Bettencourt. “It is time for everyone involved to stop looking the other way and stamp this problem out.” Lt. Governor Dan Patrick has announced that educator misconduct is one of his top 10 legislative priorities for the upcoming 85th Legislative Session.
The Texas Department of State Health Services and Cameron County Department of Health and Human Services have identified an additional Brownsville resident with a locally acquired case of Zika virus disease. It is the sixth local mosquito-transmitted case in Cameron County and Texas but is not thought to be connected to the other cases. Local public health workers have responded to the case by providing testing to members of the patient’s household and going door-to-door in the area around the patient’s home. They’re working to identify and offer testing to anyone with possible Zika symptoms and to all pregnant women in the area with or without symptoms. The Centers for Disease Control and Prevention updated its testing guidance last week to recommend testing all pregnant women living in Brownsville or who have travelled to Brownsville on or after Oct. 29. DSHS continues to urge pregnant women and their health care providers to follow that guidance and the recommendation to test pregnant women who have traveled to places where Zika is being spread, including anywhere
in Mexico. Recent cold temperatures combined with mosquito control efforts have reduced the mosquito population in the area, but warmer weather is forecast, so people should continue avoiding mosquito bites by using mosquito repellent and wearing long sleeves and pants. They should also dump out containers that hold standing water in and around their homes to deny mosquitoes a place to lay their eggs. Zika virus is transmitted to people primarily through the bite of an infected mosquito, though it can also spread by sexual contact. The four most common symptoms are fever, itchy rash, joint pain and eye redness. While symptoms are usually minor, Zika can also cause severe birth defects, including microcephaly, and other poor birth outcomes in some women infected during pregnancy. DSHS recommends pregnant women follow CDC advice to avoid traveling to locations with sustained, local Zika transmission. Pregnant women should also use condoms or avoid sexual contact with partners who have traveled to those areas. More information at TexasZika.org.
