Starr County Fair Group Volunteer of the Year 2017

Ringgold Middle School Student Wins 1st Place in District Spelling Bee

Congratulations to the Starr County Fair Group Volunteer of the Year for 2017, the Texas A&M Extension Service of Starr County, their agents Yolanda Morado and Omar Montemayor, and their staff! They have always been a strong supporter of the Fair—working behind the scenes year round to keep participants informed, providing forms for validation of projects, and even dispensing projects, from horticulture plants to live rabbits. Extension Agents, Yolanda and Omar, have served on the Starr County Fair Board for many years, and the rest of the staff help with many facets of the fair, including the Pageant, and every event--from educational posters to show animals. We would like to thank you all for your dedicated service to the youth of Starr County!

Rio Grande City CISD held its District Spelling Bee finals on February 3, 2017. Ringgold Middle School Principal Mr. Jorge Peña, UIL Coordinator Mrs. Aida Graciela Gonzalez, and UIL Coach Ms. Dilia S. Villarreal are extremely proud of student Alec Vazquez for placing 1st place. Alec Vazquez will be advancing to The 29th Annual Rio Grande Valley Regional Spelling Bee which will be held in South Texas College in Weslaco on Saturday, March 4, 2017.

11th. Fire Fighters Academy at La Casita La Casita Volunteer Fire Department is currently hosting the 11th Fire Academy for Volunteer Fire Fighters who desire to become certified. At the moment the course being taught is geared at classifying fire types with a rating system to assess risks and operating methods. They are currently being trained in the proper use of portable fire extinguishers and the limitation of each device and the proper use of equipment. This training is mandated for certification by the Texas Commission on Fire Protection. Starr County Fire Fighters continually receive training in all aspects of fire suppression in order to prepare for any emergency that may arise. Volunteer Firefighters are encouraged to attend this training to gain knowledge to assist in emergency situations. (County of Starr Public Relations Office).

Select faculty and staff of the Texas A&M AgriLife Extension Service received the agency’s Superior Service Award during a ceremony at Texas A&M campus in College Station. From across the state, individuals as well as eight teams with a total of 79 members were recognized. AgriLife Extension director Dr. Doug Steele said the award recognized AgriLife Extension personnel who provide outstanding performance in education or other outstanding service to the organization, Texans and especially to their county residents. John & Olive Hinojosa Elementary competed at the District U.I.L. Meet. They are the 2016-2017 U.I.L. Elementary District Champions. John & Olive Hinojosa Elementary has won the 1st Place District Championship Trophy for the last 3 consecutive years. They have also been District Champions for the past 13 out of 15 years. Principal Marissa Saldivar would like to thank the U.I.L. coaches and students for their hard work and dedication. She would also like to thank the parents for their support.

Alto Bonito Elementary U.I.L. students participated at the District U.I.L. event hosted by North Grammar Elementary. This year, our 5th Grade Art Smart team, coached by, Miss Linda Pena, brought home the 1st place trophy. Roma ISD TexPREP Students Visit Austin, Houston Ringgold Middle School Came Together to Rio Grande City CISD and College 1st Help Preserve Our Beloved Fort Ringgold Program Held Health Professions Camp

By: Joe Martinez, Roma ISD Section 504/Testing Director Roma ISD TexPREP (Texas PreEngineering Program) students returned from a trip to Austin and Houston, Texas. They visited several sites over the three-day trip. South Texas College in conjunction with Roma ISD hosted the field trip for eight Roma High School students who successfully completed the consecutive fouryear summer program. One of the main components of the TexPREP Program is promotion and exploration in the STEM fields. The TexPREP Program aims to build on students’ STEM interest by introducing them to courses and activities that are science, technology, engineering and mathematics stimulating. The Roma High School students teamed up with Hidalgo High School TexPREP students and

toured The University of Texas at Austin and even walked the field of Darrel K. Royal Memorial Stadium. Students also visited the Houston Zoo where they were pleasantly surprised by the diversity of animals. The trip was completed with an unforgettable visit to NASA where they saw firsthand where astronauts train and even saw spacecraft that have been in orbit. The students could not have been more gracious to STC and Roma ISD for organizing this memorable trip. The students included Sophie Munoz, Syboney Munoz, Victoria Benitez, Shelly Hernandez, Leonardo Ponce, Rian York, Leo Dan Pena and Monserrath Cantu. Thank you to RHS counselor Cesar Riojas, STC administrators and chaperones who accompanied the students.

Mrs. Mercado’s 7th grade homeroom class, as well as Ringgold Middle School student council officers presented Mr. Alfredo Garcia, RGCCISD Superintendent, with a $400 donation check to help with the Revive Fort Ringgold Project. Students, then took a Bessie III Trolley Tour and explored the back streets, hidden places and points of interest in our historical downtown Rio Grande City. RMS would like to thank everyone who participated in this important project.

Rio Grande City CISD in collaboration with College 1st Program held a Health Professions Camp at the RGCCISD Multi Purpose Center. Students had the opportunity to explore different college careers in the health field. RGCCISD would like to thank College 1st Program for all their help and commitment to the success of our students.

The Rio Grande City CISD Career and Technical Education Program ( CTE ) is dedicated to preparing our young students to manage the dual roles of family members and wage earners and to exit high school with the academic and technical skills necessary to seek and secure high wage, high –skill employment or advanced education opportunities. In Rio Grande City CISD, this is translated by creating a wide array of programs that will embrace all students and increase their opportunities to venture into post-secondary or technical institutions. Currently, RGCCISD offers 13 Career pathways and over 12 choices of industry based endorsements, and 6 dual enrollment classes at its current high schools. Students enrolled in computer maintenance classes & Precision manufacturing, not only get to graduate from their high school but also from South Texas College. The RGCCISD is proud to offer these great career and college opportunities as well as certifications to the district students. These accomplishments can only be done by the great CTE staff.

RGCCISD Helped Raise Funds for Employees’ Medical Expenses

Roma High Swim Team Excels at District Meet

Two maintenance employees were assisted with donations from a fund raiser held on January. The Maintenance department, district administration, and the Rio Grande City CISD board of trustees would like to extend gratitude to all schools for contributing to this endeavor. Rio Grande City High School initiated the fund raiser for one of their employees. This was later extended to assist another maintenance employee from Grulla High School. With support from the Maintenance Department, this proved to be a very successful fundraiser. The money raised will be used by both employees to help pay for medical costs that their families have incurred. The success of this kindhearted undertaking represents the family oriented culture that exists in our district. The recipients humbly wish to thank each individual that assisted in making this a success.

The Pan American Table Met to Honor Starr County Seniors

The Pan American Table met on January, and honored four seniors from Starr County. The Pan American Round Table is an organization that expresses and encourages a mutual understanding, friendship, and promotes education through the knowledge of cultures between the people of the American continent. The four seniors recognized were from Rio High, Grulla High, and Roma High and were acknowledged for their distinctive achievements and future goals.

Comptroller’s Office Encourages Homeowners to Take Advantage of Homestead Exemptions One of the easiest ways a homeowner can lower his or her property tax bill in 2017 is to file a homestead exemption. A homestead is generally the house and land used as the owner’s principal residence on Jan. 1 of the tax year.

The City of Escobares invites all citizens to a public hearing at 5:30 p.m. on February 27, 2017, at City Hall, 4829 Old Highway 83, Roma TX 78584, to discuss and obtain comments regarding a proposed performance statement amendment to its 2016 Texas CDBG Program Community Development Contract 7216151. Disabled persons or those who require auxiliary aids or services who wish to attend this meeting should contact the City Secretary at (956) 847-1200 at least two days before the meeting to make arrangements. If you cannot attend in person, written comments may be submitted and will be accepted by the city until this public hearing is concluded. A copy of the proposed amendment is available for review during normal business hours at the City Hall address listed above. Mrs. Norma McKee Early Childhood Coordinator for Curriculum and Instruction was at General Sanchez Elementary, Dr. Mario Ramirez Elementary, John & Olive Hinojosa Elementary, and Grulla Elementary conducting a Pre-Kinder Parents’ Meetings. The topic of discussion was the Pre-K Year Long Backpack Initiative. Throughout this school year, each child will be given a backpack that will travel back and forth from classroom to their home. The materials inside the backpack will match the curriculum that they are covering in class. Parents will be able to further help their children at home with lessons going on at school. The parents were very pleased with the back pack initiative Teachers encouraged all parents to come and participate in the upcoming meetings that will be taking place monthly and to communicate with them with any questions or concerns.

Homestead exemptions reduce the appraised value of your home and, as a result, lower your property taxes. To apply for an exemption on your residence homestead, contact the Starr County Appraisal District. Available homestead exemptions include: • School taxes: All homeowners may receive a $25,000 homestead exemption for school taxes. • County taxes: If a county collects a special tax for farm-to-market roads or flood control, a homeowner may receive a $3,000 homestead exemption for this tax. • Age and disability exemptions: Individuals 65 or older or disabled as defined by law may qualify for a $10,000 homestead exemption for school taxes, in addition to the $25,000 exemption available to all homeowners. Also, any taxing unit may offer a local optional exemption of at least $3,000 for taxpayers age 65 or older and/or disabled. Older or disabled homeowners do not need to own their homes on Jan. 1 to qualify for the $10,000 homestead exemption. They qualify as soon as they turn age 65 or become disabled. • Taxing units may offer a local option exemption based on a percentage of a home’s appraised value. Any taxing unit can exempt up to 20 percent of the value of each qualified homestead. No matter what percentage of value the taxing unit adopts, the dollar value of the exemption must be at least $5,000. • Partial exemption for disabled veterans: Texas law provides partial exemptions for any property owned by veterans who are disabled, surviving spouses and surviving children of deceased disabled veterans. This includes homesteads donated to disabled veterans by charitable organizations at no cost to the disabled veterans and their surviving spouses. The exemption amount is determined according to the percentage of service-connected disability. • 100 Percent Residence Homestead Exemption for Disabled Veterans: A disabled veteran who receives 100 percent disability compensation due to a service-connected disability and a rating of 100 percent disabled or of individual unemployability from the United States Department of Veterans Affairs is entitled to an exemption from taxation of the total appraised value of the veteran’s residence homestead. Surviving spouses of veterans who qualified for this exemption or who would have qualified for this exemption if it had been in effect at the time of the veteran’s death are also eligible with certain restrictions. The residence homestead application must be filed if this exemption is claimed. • Surviving Spouses of Members of the U.S. Armed Services Killed in Action: The surviving spouse of a member of the U.S. armed services who is killed in action is allowed a total (100 percent) property tax exemption on his or her residence homestead if the surviving spouse has not remarried since the death of the armed services member. H-E-B Primo Picks Quest For Texas Best Returns For Fourth Year Of Heated Competition Grocer issues statewide call for entries February 22 – April 5 Celebrating local foods and all things Texas, H-E-B is searching for the most creative and mouth watering, Texas-based food and beverage entrepreneurs or small businesses to participate in the 2017 H-E-B Primo Picks Quest for Texas Best competition. Interested creators may submit their unique product details online at heb.com/quest beginning Wednesday, February 22 through Wednesday, April 5, 2017. Participants will compete not only for cash prizes but also for the opportunity to include their uniquely Texan products on H-E-B shelves across the state. H-E-B’s Business Development Managers will determine the top 25 applicants, who will present their products before a panel of judges selected by H-E-B on August 10 and 11, 2017 at the Central Texas Food Bank in Austin. The panel of judges will determine the top four winning products.
