The 2017 Starr County Fair Queen and court were crowned at the annual Youth Fair Pageant held Saturday evening in the San Isidro School Distrtict Auditorium. Eliza Briana Rodriguez is the 2017 Queen. This year’s theme is “School Counseling: Helping Students Realize Their Potential,” and we celebrate their unique contribution within the public school system. National School Counseling Week, sponsored by ASCA, highlights the tremendous impact school counselors can have in helping students achieve school success and plan for a career.The district kicked off the celebration for Counselors on Friday, February 3, 2017 with the reading of the Proclamation at the Multi-Purpose Center. Edna Carmen Gonzalez at Ringgold Elementary, and the G/T coordinator for the district. She worked closely with gifted students and provided teachers the training they needed to teach G/T classes. As Director for Advanced Academics she assisted with UIL, Odyssey of the Mind, and advanced placement studies for secondary students. Her most memorable times were traveling with the O.M. teams when they competed at district, state, and world competitions and received recognitions for their efforts. Edna would like to acknowledge her loyal secretary and dear friend, Mitzi Olivarez, for many years of cherished memories and activities. Edna is the mother of 2 children: Maricela, who lives in Laredo; and Dennis who serves as the Starr County Clerk. She also has four grandsons and one granddaughter. Edna, widowed in 2012, has learned to enjoy her family more, relax, travel, and enjoy life. She is the vicepresident for her sorority, 1st VP for the Starr Co Retired School Employees, is a member of Immaculate Conception Church, and an ACTS member. She also served as church lector for 2 years. Edna stays busy with her ranch and cattle business. She is also the owner of West Starr Development, which manages residential and commercial properties. Anaissa Georgette Diaz is the 16 year old daughter of George and Aissa Diaz. She is the granddaughter of Lydia Garza Saenz and Blas Pedro Saenz, Francisco Garza and Juan and Angelica Diaz. Anaissa is a junior at San Isidro High School as well as a concurrent student at The University of Texas Rio Grande Valley. She is very active in school and her love of student government keeps her very busy with student council where she serves as recording secretary. This school year she headed “Drug Awareness Week” in which she coordinated activities and guest speakers for her fellow students. She is very proud to have worked with student council and school staff on such an important week. She was also interviewed by Channel 5 for a segment that appeared on “Con Mi Gente” highlighting “Trunk or Treat” which is held annually at San Isidro School on Halloween. She is always very proud to represent her school community which she loves. Anaissa has had a love of animals since she was a little girl and she is very proud to be a member of FFA where she holds the office of secretary. She has shown various animals at the

Starr County Fair and it was with her beloved “Lola” her rabbit that she won a Grand Champion Showmanship Buckle which she often wears very proudly. Anaissa also believes very strongly in volunteering in the community. She began as a child by participating in The March of Dimes Walkathon. Since then she has volunteered at adult daycare facilities, public libraries, various churches and soup kitchens. She considers giving back to her community a very important responsibility. Anaissa has attended several summer programs in Washington, DC which include People to People Leadership Conference and National Youth Leadership Forum. The highlight of her travels to Washington was meeting with Congressman Henry Cuellar to add to her excitement he posted a picture of that meeting on twitter. Anaissa is a member of the National Honor Society which she considers her greatest accomplishment. She is considering attending The University of Houston C.T. Bauer College of Business to study business administration. Since she has an interest in international business Anaissa wants to take a semester abroad to China. Her plans also include attending graduate school at George Washington University in Washington, DC. She toured the school while attending a leadership conference and decided she would like to return as a graduate student. Anaissa is proud to be representing Preceptor Zeta Delta and is extremely happy that she is being presented by her beautiful and wonderful grandmother, Lydia Garza Saenz.

Hunter Danielle Pena is the 16 year-old daughter of Guadalupe Martin and Tanya Pena of Rio Grande City and big sister to 10 year-old Kamryn Elisabeth. Hunter is the granddaughter of Mr. and Mrs. Guadalupe M. Pena, Sr. and Mr. and Mrs. Tomas E. Villarreal. Hunter attends Rio Grande City High School where she is a Junior. She has been an Honor Roll student and was recently inducted into the National Honor Society. Upon completing her Junior year, she will have earned an Associate’s Degree in Business Information Management. Upon graduation, Hunter aspires to attend Texas A&M University in College Station and pursue a degree in Political Science. Besides her academics, Hunter is actively involved

in sports. She has had the honor of being a 3-year Varsity Cheerleader and a returning letterman for the Lady Rattler Volleyball team. Hunter is also on the Lady Rattler Track team where she has earned numerous medals in individual races and with her relay teams. Aside from academics and participation in sports, Hunter is multi-faceted. She has been a member of the Rattler 4H Club since the age of 6 where she held the positions of Club Delegate, Reporter and Secretary. She has also been bestowed the honor of representing her 4H Club as Sweetheart on three occasions. Hunter is also a member of Rio FFA. These organizations have enabled her to participate in the Starr County Youth Fair for the last 10 years. She has exhibited steers, market goats and hogs where she has earned awards and recognition for showmanship. These organizations have instilled leadership qualities which will follow her through her future endeavors. Hunter is honored to be presented by her grandmother, Diana A. Pena, and the Texas Theta Delta Master Chapter of Beta Sigma Phi.

Ac2E Elementary Students Participated in RGCCISD’s Free Throw Competition

Ac2E Elementary’s 3rd, 4th, and 5th grade students took part in the RGCCISD’s free throw competition at the Veterans Middle School Gymnasium. The Hawks dominated at the contest, with the 3rd Grade Boys, 4th Grade Boys, and 5th Grade Girls taking the 1st place trophies in the “Overall Team” categories for their respective grade levels. Individual winners were: 3rd graders- Dante Flores (3rd place) and Karol Olivarez (2nd place); 4th grader- Jose Luis Aviña (3rd place); 5th graders- Nicole Soza (2nd place) and Moniq Lopez (1st place). Congratulations to all the students, and a special thank you goes out to their coaches, Mrs. Migdalia Echavarria and Mr. Ramiro Lopez, for their unending support and guidance toward their students in all athletic events throughout the school year. “Achieving Excellence Together!”

Congratulations to the Veterans Middle School Perfect Attendance winners for the 1st Semester! VMS students who had perfect attendance during the entire first semester were entered into a raffle drawing at the end of the semester. Five lucky winners were drawn per grade level for a variety of prizes. In all, fifteen lucky students from 6th, 7th, and 8th grades were awarded prizes simply for being in school every single day during the first semester at VMS. All VMS students who come to school every day will be entered into a raffle in May so that they can try their luck at winning some of these prizes. Prizes of $100, $75, $50, and $25 will be awarded by the Board of Starr County Farm Bureau to winners in its seventh annual barrel painting contest in observance of Farm Bureau’s annual Food Connection Week. Any organized youth group made up of youth 19 years of age and under may enter. Barrels must be a metal 55-gallon drum type, with top cut out and no sharp edges exposed. Barrels must be clean and in good condition. Barrels must be painted with exterior metal paint, and paint must be dry at time of judging.

The design on the barrels must contain the letters TFB and the words Eat Healthy. Any designs with a negative message or gang symbols will be disqualified. No decals or other foreign objects can be affixed to the barrels. Painting must be done by youth members of the organization entering the barrel. Barrels should be delivered to the fairgrounds on Wednesday evening, February 22, or Thursday morning, February 23, by 10 a.m. and placed in the area next to the baking room for judging. CTE Culinary Arts Teacher Mrs. Gloria Gonzalez from Grulla High School created a mammoth of a cake for over 2,000 people. The cake was large enough to feed all the students and staff after taking the benchmarks, EOC, and STAAR tests.

Ac2E Elementary held a McTeacher’s Night fundraiser. Thanks to the participation of the community, parents, and staff, the campus was able to surpass all fundraising profits records made at any McTeacher’ Night in the entire Rio Grande Valley last school year! Texas Delta Theta Master of Beta Sigma Phi held its first meeting of 2017 at Denny’s with Elda Hinojosa serving as hostess. President Becky Canales presided during the business meeting, during which Vangie Anderson reported on plans for the Sweetheart Dance set for Saturday, February 11. Our chapter will be presenting three granddaughters as debutantes. Alma Gloria T. Gonzalez was Program Chair for a delightful program on Cinderella, following the BSP theme, “We Put our Hearts into It.” She presented members with several door prizes featuring the Disney Princess, and each member was given a Disney-themed mini puzzle. A contest ensued to see who could work their puzzle fastest. The puzzles and prizes won could be kept by the members or donated to an assortment of items brought to the meeting by members for the STEWC shelter for women. Donated items included paper goods, toiletries, and gifts for children.

Request for Comments: Rural County Waiver for Medicaid Beds Department of Aging and Disability Services (DADS) rule 40 TAC § 19.2322(h)(7) permits the County Commissioners Court of a rural county with a population of less than 100,000 and no more than two Medicaid-certi�ied nursing facilities to request that DADS contract for additional Medicaid nursing facility beds in that county. This may be done without regard to the occupancy rate of available beds in the county. The Starr County Commissioners Court is considering requesting that DADS contract for additional Medicaid nursing facility beds in Starr County. The Commissioners Court is soliciting public input and comments on whether the request should be made to DADS, and to consider proposals from quali�ied persons or entities interested in proving additional Medicaid nursing home services in Starr County.

To clarify, the Starr County Commissioners Court previously recommended to DADS that DADS approve a rural county waiver for 120 Medicaid beds, which DADS granted on May 22, 2014, to the applicant Starr County RP, Ltd. Since that time, the underlying owner of the rural county waiver has sold virtually all of its assets to a new company, Starr County SNF Project, LLC, who wishes to resume and complete the development of the rural county waiver for the bene�it of the residents of Starr County. DADS regulations do not allow the assignment or transfer of a waiver to a new party, so a new waiver must be issued for the new party.

Therefore, the Starr County Commissioners Court is requesting that DADS approve a new rural county waiver for the applicant Starr County SNF Project, LLC, at which time the rural county waiver that was originally granted to Starr County RP, Ltd. can be withdrawn. The Commissioners Court is soliciting public input and comments on this request for a new waiver and places particular emphasis on the fact that a determination of need has already been made and documented in the original rural county waiver matter, and thus the determination of need still remains unmet until such time as the rural county waiver is brought to fruition in the form of a completed skilled nursing home. It is in that spirit that the Starr County Commissioners Court is requesting that DADS approve a rural county waiver for the new party, Starr County SNF Project, LLC, at which time the original rural county waiver will be withdrawn.

streets and parallel streets north and south of Main. The city of Rio Grande City asks that prizes and candy not be thrown from vehicles. If they are to be distributed, it should be done by persons walking, so children are not tempted to approach vehicles. With floats and vehicles lining up on Water Street, walking groups will line up on the median of South Britton. Only bands, JROTC, and horses will line up on Britton Avenue north of Main Street. There will be rosette ribbons and money prizes for the top floats. Checks will be presented at the Parade of Champions at 3:00 on Saturday, February 25. Out-of-county entries, horses, and marching groups, including bands, are encouraged to participate free of charge.

We are partnering with RGV Focus and other higher education institutions so students can begin working on their FAFSA or TASFA now instead of waiting until later,” said Juan Miguel Galvan, STC Director of Student Financial Services. “Students just have to stop by with the required income information, and we help them with the rest. We will have knowledgeable staff available to help at all three campuses,” Galvan said. “The good thing is that for 2017-2018, students can report income information from two years prior, meaning they can use the 2015 tax return to complete the application. In the past, they would have had to wait for their parents to file their most current tax return before applying.”

Starr County Invitation for Bids The County of Starr is requesting bids for furnishing all labor, materials, equipment, supervision and performance of all work required for the reconstruction and rehabilitation of single family residential homes. The following houses to be rehabilitated or reconstructed are: 118 El Paseo Dr., Rio Grande City, TX 78582 Project Type: Reservation System Participant, RSP Agreement #2013-0046; Starr County Contract Number #1002270. Bid Documents (Project Manual) may be obtained in person from Starr County Court House Annex at 100 N FM 3167 Rio Grande City, TX, between the hours of 8:00a.m. & 5:00p.m. Monday through Friday (excluding Holidays). Starr County Ag Science Teachers to Lead Starr County Fair Parade Agriculture Science teachers at all four Starr County High Schools will lead the Starr County Fair Parade as Parade Marshals on Saturday, January 18. The parade will proceed East on Main Street in Rio Grande City at 11:00 a.m. with lineup on South Britton Ave. and Water St. at 9:00 a.m. Being honored as 2017 Parade Marshals are dedicated Ag teachers Heraldo Gonzalez, Gilberto Perez III, and Joey Ramon from Roma High School, Randy Lara Martin from Rio Grande City High School, Sixto Flores III of RGCCISD Grulla High School, and Adam Garza of San Isidro High School. Heraldo Gonzalez, who has lived in Roma all his life, has been married to his high school sweetheart, Yvonne, for 33 years. They have three children, JoAnn, the late Heraldo, Jr., and Carlos. He has taught Animal Science, Plant Science, Horticulture, and Agriculture Mechanics in the Roma FFA Program. A graduate of Texas A&I University in Kingsville with a major in Agriculture Education, he has taught in Roma for 36 years. Lalo would like to thank his lovely wife and his family for all the support they’ve shown him throughout his career, particularly the late hours after school and long weekends. “My family has always been my biggest fan. What means the most to me is that they do more than tell me I’m great at what I do.” He has been helping with the Fair for the past 36 years, as one of the Roma FFA instructors. “In those years, our students have had countless Grand and Reserve Champions in all categories,” he stated, adding that as a high school student with Roma FFA, he showed breeding cattle and farm shop projects. He is proud that all of his children also participated with the Starr County Fair during their high school years at Roma. They were blessed with receiving many Grand Champion Awards, as well as Starr County Fair scholarships. The top scholarship, the Heraldo Gonzalez, Jr. Memorial, was named in memory of one of his sons. Mr. Gonzalez has served as a director for the Starr county Fair Association for the past ten years. He stated, “I am truly honored for being selected as one of the Agriculture Science teachers from Starr County to be named as Parade Marshals. I would like to thank all the wonderful people in Starr County who have and continue to support me and our program. Thank you for your confidence.” Gilberto Perez III says, “My involvement with the Starr County Youth Fair began 33 years ago with Roma FFA as a Roma High School student. I enjoyed it so much that it became my career. I studied Agriculture Science Education at Texas Tech University and began teaching in 1991 at Roma High School. Teaching Agriculture Science for over 25 years has been rewarding in many ways.” He continued, “My family has been involved with the Starr County Youth Fair ever since I can remember. My mother, Elda G. Perez, was a Homemaking teacher for thirty-plus years at Roma High School. Her involvement with the Fair was an annual event working with the Baking Division. My involvement began in 1984, my freshman year showing with the Roma FFA.” Gilberto stated, “My wife, Maria Teresa, and I have four daughters who became involved with the fair when they were just four years old. My daughters began with the Peewee Goat Division and then the excitement continued when the girls were at the age to show with the Roma Jr. FFA. I am proud to say that two of my daughters received Grand Champion with the Rabbit Division with the Roma Jr. FFA. My daughters have continued their involvement through high school participating in the Farm Shop, Metal Art, Horticulture, and Art through the Roma FFA. My wife and I are truly grateful for the opportunities the Starr County Fair has to offer. It has provided us with many memorable learning and fun experiences that will forever be part of our family.” Gilberto is a director of the Starr County Fair Association, chairman for the Farm Shop Division and co-chair of the Horticulture Division. He stated, “The Starr County Youth Fair continues to recognize youth and to create an environment for students to become responsible leaders at a very young age. It is gratifying to be part of this association,” concluding, “I feel honored and grateful to all of the directors of the Starr County Fair Association for the recognition of Parade Marshal to the Agriculture Science teachers of Starr County.” Joey Ramon is in his second year as an Agriculture Science teacher at Roma High School, after teaching science for a year and serving as an Ag teacher for two years at Benavides ISD, where he was named Teacher of the Year. He has helped out with the Starr County Fair on and off since graduating from Roma High School. He recalls, “I was an FFA member and officer during my high PARADE MARSHALS, section II, page 3
