On February 23, 2017 Marlen’s Gallery celebrated a ribbon cutting ceremony that was organized by the McAllen Chamber of Commerce. Marlen Saenz accompanied by her children Marisol Salinas and George Salinas III, family, friends, employees and guests. The Chamber of Commerce commended Marlen on her vision for investing in the city of McAllen which is one of the main cities in South Texas. Marlen expressed how extremely blessed and appreciative she was with all the people who helped her accomplish her goals throughout the years. Marlen stated “I feel very enthusiastic and excited with the grand opening of my new store, after all the dedication and hard work of my staff, but first I would like to thank God for giving me the strength and my children and family for the support.” Marlen was nominated and granted the award “Business Women of the Year” giving Rio Grande City the honor to demonstrate her dedication and hard work. Finally this event concluded with a delightful dinner enjoyed by family and friends, they congratulated her and walk around admiring the 32,000 square foot show room.

RGC High School Wrestling Coach Ronald Pratt Named Coach of the Year for Female Teams Rio Grande City High School Wrestling Coach Ronald Pratt was named Coach of the Year for Female Teams on Saturday, February 17, 2017. “I, for one, wish to thank the people who really take care of us. The athletic department, transportation department, the coaching staff, my wife, and most importantly, the parents make it all happen. I just have to be the one out in front deflecting attention from the job at hand and allowing these people to flourish. My coaches are second to no one. RGCCISD Bilingual Program Held Training for Pre-K and Kinder Teachers

The RGCCISD Bilingual Program held training for Pre-K and Kinder teachers on the Dual Language Model at Ringgold Middle School at the RMS Library. The Rio Grande CISD Dual Language Model calls for the use of Bilingual Pairs throughout the daily instruction. The pairing of students increases language development as they work together to complete assignments and projects. Consider the implications of bilingual pairs in four areas: student grouping, use of pairs throughout the day, the benefits that can be attained and how bilingual pairing aligns with the Principles of Learning. PK and Kinder teachers were trained by Gomez & Gomez Dual Language Consultants: Myrna Reyna & Claudia Rodriguez on how to properly implement bilingual pairs and language of the day activities. The BE/ESL Department gives a special “Thank you” to Mr. Jorge Peña, Ringgold Middle School Principal, for facilitating the RMS Library for these trainings.

RGCCISD Grulla High School And Rio High School Students Attend the 2nd Annual Book Fest by the Bay

Promoting L i t e r a c y, lifelong learning and honoring intellectual freedom are just some of the objective that all librarians have to teach their students. After reading a plethora of books and staying after school and before school for endless hours and days, the high school students were granted the opportunity to meet over 50 authors and be exposed to a variety of genre of books written by acclaimed authors and presenters. The students were joined by volunteers from their schools and the phenomenal High school librarians, Mrs. Armandina Villarreal- GHS and Mrs. Velma Guerrero- RHS. Students started to journey @5:00 am to Corpus Christi, Texas at the American Banking Center, February 18, 2017. The outstanding Cadet of the Month for January who surpassed all others and proved to be an outstanding member of the Grulla Gators JROTC Battalion this month is Rene Castillo. Cadet Private Castillo answered the demanding questions, showed his aptitude on the basic marching movements, and recited the Cadet Creed by heart. Congratulations on behalf of the Gator Battalion and instructors.

Promoting “Take the School Breakfast Challenge”

Starr County Judge Eloy Vera was approached by Ms. Elaine Hernandez, Med, MPH Regional Director at Baylor University and Ms. Jamie Garza, Community Engagement VISTA Member for Brooks County Texas A & M AgriLife Extension office to join the kick-off of the National School Breakfast Week on March 6-10, 2017. The theme for this year’s campaign is “School Breakfast Challenge”. Judge Vera has been an advocate of health and wellness and has implemented a very successful wellness program for county employees and has always been a staunch supporter of programs that help in the wellbeing of the entire community. Promoting the kickoff is a great way of working together as one community to unify efforts for a healthier Starr County one step at a time. (County of Starr Public Relations Office).

The company will also recognize one homeroom per elementary school with the most program usage by giving the students a pizza party. General Ricardo Sanchez Grulla Gators Wrestling Team Participated Elementary Receives Book Donation in District Wrestling Tournament

Rio Grande City CISD had their District Wrestling Tournament on February 9, 2017 hosted by Rio Grande City High School. Several Valley schools participated in this tournament in the RHS gym. A total of 13 Grulla Gators advanced to Regionals. The Gator team came in 3rd place out of 8 teams that participated. The Lady Gators came in 4th place with only four Lady Gators on the team and all four advanced to Regionals. Head Wrestling Coach Oscar Ozuna stated, “The team competed awesome all year and never gave up. I am very proud of the two teams and my coaching staff—Perla Ramirez and Billy Sepulveda.

On behalf of General Ricardo Sanchez Elementary Administration and Staff they would like to thank Mrs. Karen Furlong for her book donation to each student from their campus. Mrs. Karen Furlong has donated many books to the district for many years and General Ricardo Sanchez Elementary is very happy to be part of her literacy team.

Spread the Word to End the Word® is an on-going effort to raise the consciousness of society about the dehumanizing and hurtful effects of the word “retard(ed)” and encourage people to pledge to stop using the R-word. The campaign is intended to get schools, communities and organizations to rally and pledge their support to help create communities of inclusion and acceptance for all people.

SOTX will raise awareness by having a visible presence at the Texas State Capitol on March 1. Athletes and their families from all across Texas will hand out “Spread the Word” stickers to all 181 legislative offices and provide Capitol staffers with information about SOTX’s ongoing efforts to replace the R-Word with a new one: “Respect” for people with intellectual and developmental disabilities. In addition, schools across the state will hose events that will encourage students to take a true commitment toward discontinuing the use of the R-word in an effort to show respect for their peers and to create a more inclusive environment. • Responsible for planning and managing strategic initiatives of internal auditing and financial accounting for the County. • Oversees all county accounting functions in compliance with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), and applicable laws, codes, and regulations. • Assures financial transparency and accountability through regular internal audits and annual, independent audits. • Maintains the general ledger for the County and ensures accurate and timely recording/reporting of financial information. • Oversees the preparation of the Comprehensive Annual Financial Report (CAFR) and the Popular Annual Financial Report (PAFR). • Develops, recommends, and implements a compliant financial accounting system. • Oversees and monitors finance functions including auditing, accounting, investing, grant accounting, debt insurance, and budgeting. • Manages the mandated internal audit processes and verification for county officers who collect fines, judgments, or fees in accordance with Texas State Statues using formal risk assessment guidelines. • Enforces regulations necessary for speedy and proper collecting, checking and accounting of the revenues and other fees and funds of the County. • Completes continuing professional education courses/credits relating to duties of county auditor and Texas State Board of Public Accountancy for certified public accountants. PREFERRED MINIMUM QUALIFICATIONS/REQUIREMENTS: • Bachelor’s Degree in Business Administration, Accounting or Finance. • Certification as a Certified Public Accountant (CPA), Certified Internal Auditor (CIA) or Certified Public Finance Officer (CPFO). • Five (5) years’ experience managing and supervising a multimillion dollar financial organization. • Working knowledge of government auditing and accounting is essential. • Five (5) years of demonstrated supervisory experience in the public sector or a comparable environment: medium to large sized organization. • Fund accounting experience with an extensive proven knowledge of GAAP, GASB, and applicable laws, codes and regulations. • Excellent interpersonal, oral and written communication skills. • Strong organizational skills and proven ability to maintain accurate, detailed records that will be audited periodically. • Ability to make sound decisions quickly and communicate effectively within a large and diverse organization. • Must be a resident of Starr County or be willing to move to Starr County within 8 months of appointment.
