Every year the City of Hidalgo, in conjunction with Border Fest, holds the Rio Grande Valley Walk of Fame. For this honor, nominees across the Rio Grande Valley are considered for induction based on their lifetime achievements and significant civic contributions. Three local area nominees were inducted in this year’s RGV Walk of Fame. They were Eduardo “Eddie” Dougherty, Javier D. Margo and Noel P. Benavides. The City of Rio Grande City
nominated Eduardo “Eddie” Dougherty to the RGV Walk of Fame for 2017. Mr. Dougherty was selected for this great honor and was recognized at the official induction ceremony held on February 28, 2017 at State Farm Arena. Mrs. Alicia Dougherty and family were present to receive the honor. Mr. Dougherty was director for the Parks and Recreation department for the City of Rio Grande City. While working for
the city, he laid the foundation for the Peewee football league and volunteered with the Rio Grande City Little League where he served as a coach, manager, safety officer and President. Mr. Dougherty understood the importance of being a positive role model and emphasized the values of citizenship to the youth of Rio Grande City. He is survived by his wife, Alicia and his children, Sebastian, Eduardo Jr., Carlos and his daughter Alicia.
Rep. Cuellar Supports Hispanic STEM Students with Military Budget This afternoon, the full U.S. House of Representatives passed a Defense Appropriations bill for Fiscal Year 2017 that, thanks to Rep. Henry Cuellar, included instructions for the military to
seek STEM talent among Hispanic and other minority students. He successfully allocated more than $35 million for the Historically Black Colleges and Universities and Minority
Institutions (HBCU/MI) Program. He also encouraged the military to improve the pipeline of minority Science, Technology, Engineering, and Math (STEM) STEM, page 4

The mighty Eagles at General Ricardo Sanchez Elementary are thrilled to Get Active and Save Lives. The students from Mrs. Mary Alvarez and Mrs. Rosa Vela’s classes have started their mission by wearing their UNICEF Power Bands, their steps and movements will be converted to KID Power Points. The points earned will be used to unlock lifesaving packets of therapeutic food for malnourished children around the world. Our students will be using their inner power to get super active and save lines. We are proud and excited to say that we will be joining 6,000 classrooms with UNICEF KID POWER Schools Spring Program. Members polish their skills through student led meetings, contests, leadership conferences and other activities. Winners move on to the Skills USA state competition that will be held in April. As part of the ACE grant requirement, Grulla High School and Grulla Middle School welding adult classes were offered at Grulla High School. Recruitment done by the ACE staff began in early November and classes began on January 2017. Individuals had to commit to attend 3 hour classes M-Thursday from 5:30 -8:30 pm for a total of 12 hours. They were held for 3 months. The instructor was Mr. Bobby Quintero from MCI. Students enrolled in the course learned stick, mig,flux core and tig welding. They were tested at the end of the course and also had to have excellent knowledge
of combination welding , stainless , and carbon .This would not have been possible without the support of the RGCCISD school board, Mrs. Lupita Garza,GHS principal , for the use of the facility ,Mr. T. J. Gonzalez, maintenance director for his endless support , Mr. Julio Equia ,Grulla Middle School principal and Mr. Benito
Saenz from the Grulla community. The following are the proud graduates : Mr. Benigno Martinez,Mr. Pablo Vela,Jr.,Mr. Omar Martinez, Mr. Silvano Rios, Mr. Roberto Alanis, Mr. Javier Santos,Mr. T.A. Olivares and the only female in the class with the highest score, Miss Ruby Martinez.
The closing ceremony was held March 06, 2017 at McAllen Careers Institute where the adult ACE graduates and their families were given a tour of the facility and encouraged to continue their education by Mrs. Zelma Almaraz and the owners Carlos and Luis . The ACE adults are very appreciative to the ACE program and the ACE administration and staff for providing meaningful industry based certifications for their family and the community . This would not have been possible without the ACE grant. All graduates will also be certified under the AWS( American Welding Society). The ACE program will strive to offer more local supporting classes to the Grulla community.

Speaker Ryan Meets Ringgold Middle School’s 8th Romualdo Lozano, Jr. Awarded with Local Leaders Grade A Team Wins in Tournament Selective College Scholarship
On February 22, as part of his tour of the Rio Grande Valley, Speaker Ryan met with and listened to nearly a dozen local leaders from throughout the Rio Grande Valley region of Texas to learn more about the challenges they face in their communities along the southern border. The speaker made clear that Congress is committed to securing the border by providing law enforcement professionals the tools and support they need to stop the flow of illegal immigration. He also recognized the importance of partnering with local communities to develop effective border security measures and solutions for crossborder trade. The local leaders expressed their appreciation for Speaker Ryan and the congressional delegation spending time in South Texas to truly understand the complex set of issues involved with border security, especially as it relates to those communities closest to our southern border. They also encouraged the delegation to pursue economic policies that would lead to mutually beneficial relations between the United States and Mexico. To that end, Speaker Ryan reaffirmed his commitment to modernizing trade agreements with our neighbors, and he highlighted the House Republican plan for tax reform, which would help level the playing field so that American job creators can compete with the rest of the
world. Judge Eloy Vera of Starr County “I appreciate Speaker Ryan coming to the Rio Grande Valley and seeing first-hand the people and lands on the front lines of the border security debate. Ringgold Middle School’s 8th Grade A team showed off their amazing talent in Basketball at Veterans Middle School. The tournament was an all-day event and RMS did not put their guard down at all. They managed to defeat all 3 teams. They defeated Roma Middle School 24-6, they defeated Grulla Middle School 18-16, and Veterans Middle School 14-13.
Rio Grande City High School congratulates Romualdo Lozano, Jr. for being awarded the CAMP (College Assistance Migrant Program) scholarship at St. Edward’s University. Romualdo is one of thirty five students who will be receiving the four year scholarship that will cover all costs. CAMP students are welcomed to St. Edward’s University with a supportive team dedicated in helping them succeed from the very beginning. Romualdo will be double majoring in Computer Science and Graphic Design. He is the son of Romualdo & Adriana Lozano.

DPS Urges Drivers to Practice Safety During Spring Break The Texas Department of Public Safety (DPS) is reminding Texans that Spring Break represents a break from school and work – but not safety. In expectation of increased highway traffic, the department is urging drivers to obey all traffic laws and use extra caution when driving during the weeks of Spring Break. “DPS is calling on all drivers to do their part to keep Texas roadways safe for travelers during the busy spring vacation season,” said DPS Director Steven McCraw. “By always driving sober, obeying traffic laws and keeping your attention on the road, Texans can decrease their chances of being involved in a life-threatening situation or crash.” In addition, DPS Troopers and local law enforcement in the coastal areas of Texas will be enhancing enforcement efforts during Spring Break, watching for speeders, drunk drivers and seatbelt violators. DPS offers the following tips for safe travel during the Spring Break holiday: •Slow down – especially in bad weather, construction areas, heavy traffic and unfamiliar areas. •Eliminate distractions while driving, including the usage of mobile devices. •Buckle up everyone in the vehicle – it’s the law.
•Don’t drive fatigued, and allow plenty of time to reach your destination. •Make sure your vehicle is properly maintained before your trip begins. •Slow down or move over for
tow trucks, as well as police, fire, EMS and Texas Department of Transportation vehicles stopped on the side of the road with emergency lights activated – it’s the law. Also, show the same courtesy to fellow drivers stopped along the road.

Veterans Middle School Students of the Month for February Rio Grande City CISD and SCAN Hold Dissemination of Information Rio Grande City CISD Substance & Alcohol Abuse Counselor/Prevention Intervention Specialist, Karina Krystal Garcia, organized a dissemination of information to Grulla High School students. The district in collaboration with the Serving Children and Adults in Need (SCAN) presented information on the harmful effects of alcohol, tobacco, and other drugs. The topic for this presentation was “Shatter the Myths.” Students were also given a questionnaire to test their knowledge on drugs and their ramifications.

Roma ISD Pre-K Teachers Attend Workshop at Region 1 By: Joe Martinez, Roma ISD Section 504/Testing Director Roma ISD Pre-K teachers recently had the opportunity to expand their instructional strategies and teaching resources. The teachers attended the 2-Day Circle Pre-Foundations Training at Region 1 in Edinburg, Texas on Jan. 30 and 31, 2017. The extensive and interactive session provided fun, engaging and hands-on activities which teachers could immediately take back and implement in their classrooms. Each participant received training on activities and were provided innovative resources to help develop early language, math and literacy skills in young children. This training is an initiative through the Pre-Kinder Grant that Roma ISD received for the 20162017 school year. Roma ISD teachers that attended the training included Mirella Benitez, Jennifer Polanco and Michell Ramon from Emma Vera Elementary; Efrain Gonzalez, Melinda Gonzalez, Mirella Benitez, Mirella Martinez and Maria Vela from F.J. RGCCISD Parental Involvement Meeting Alto Bonito Elementary Held Its Annual Jump Rope For Heart Event The Parental Involvement program had a very successful Meeting. Dr. Pablo Martinez, welcomed Mrs. Estela Hernandez, Retired Specialist who came and made Dulce de Leche, plus lots of educations tips to the parents on reading with their children. Parents were eager to hear information given by Mrs. Hernandez, on tips to have our children succeed in school. Copies of Large Multiplication tables and book markers were given to all parents. Later the cake decorating class was given by the Parental Staff. Lydia Lopez and Cleopatra Alvarez.

On February 10, Alto Bonito Elementary had its annual Jump Rope for Heart event. This event helps kids raise awareness of the importance of keeping a healthy life-style for their own well-being. Students are able to improve their jump rope skills, help kids with special hearts, and learn how to care for their own heart. This year, with the help and generosity of the students, staff, and community, Alto Bonito Elementary was able to raise a little over $3,662.90 to donate to the American Heart Association. This year’s goal was $2,500 and they clearly made the effort to surpass this. Special awards were presented to the top donors in each grade
level, and the top 3 were given the chance to choose one of the coaches to pie in the face! A special thanks to the coaches, Mr. Demetrio Bazan and Mrs. Jesseca Carrera for organizing the event. It was a tremendous success!

Dr. Mario Ramirez Elementary students and staff enthusiastically participated in the Starr County Walk Across Texas Program Kick-Off on February 3, 2017. Texas A&M Agrilife Extension together with DMR Elementary will use this 8 week program to promote and establish a habit of regular physical activity. The goal is to walk 830 miles, which is the distance across Texas. Parents and staff from DMR are invited to be part of this great program. Everyone in our Diamondback family enjoyed a great morning walking the trails and encouraging fun ways to stay active.

Of special note is the fact that, as I indicated at the beginning of this article, giant swallowtail butterflies lay their eggs on colima. The eggs hatch and very distinctive caterpillars emerge and eat the leaves. The caterpillars look like bird droppings, that is, feces. The reason for such an appearance is that birds which like to eat caterpillars may not want to eat another bird’s droppings. It’s a survival strategy that, while not perfect, helps. Colima, a member of the citrus family, is a distinctive and essential part of the diverse flora in the Valley. Enjoy its interesting features but beware of the thorns.

Each leaflet has tiny, blunt teeth along its margins. The central stem of the leaf, called the rachis, has narrow flattened wings on its sides between the leaflets. That’s distinctive and makes colima fairly easy to identify, especially if you also crush a leaflet and sniff the aroma it has, which is like lime or citrus. The aroma accounts for the name “lime prickly ash.”
Running on a variety of surfaces instead of sticking to just one surface may help runners reduce their risk of injury. Officials with the USA Track and Field’s Sports Medicine and Science Committee recommend that runners vary their runs so they run on pavement, trails and tracks.
