The Lady Gators Golf Team hosted a tournament at Howling Trails Golf Course in La Joya. The Lady Gators Golf Team consisting of Paola Ibarra, Nadia Salinas, Yulissa Zarazua, Ismene Gutierrez, Savannah Cerda and Priscilla Alanis placed SECOND. The Gators Golf Team participated in the Falfurrias Invitational Golf Tournament and placed SECOND as well. The Gators Team consists of Marco Flores, Luis Garcia, Calixto Guerra, Antonio Mendiola and Josue Soto. Luis Garcia placed second individually. Both teams are coached by Coach Jose Navarro and Coach Thania Robles.

Ringgold Elementary Professional and Para-Professional of the Year
The Roma Middle School Symphonic Winds Band under the direction of Eden Gonzalez earned the coveted sweepstakes award at the University Interscholastic League Contest & Sight Reading Contest in La Joya on Thursday, March 9, 2017. The band received Division 1 Scores from all judges in both concert and sight reading for its award in which 74 bands participated. The band performed three concert pieces in front of judges before the sight reading segment. In preparation for the event, the band participated at the La Joya ISD Pre-UIL Festival on February 22, 2017 and spent many hours a week working on their music. The pre-UIL festival was the first competition for over 80 percent of the students in the band. They received a Division One overall and placed 2nd in their division. The students’ dedication and determination to their band has risen the bar for future generations and has kept the tradition of excellence alive. Mrs. Julianita Garcia was a recipient of a new home funded by Texas Department of Housing and Community Affairs. This grant is based on eligibility in order to qualify and Mrs. Garcia met all of the necessary criteria. Starr County Federal Programs Personnel worked closely with Mrs. Garcia and Commissioner Garza to ensure that the home was built as per grant specifications. Adolescent Health Injury Project Review Texas A&M AgriLife Extension Service and Texas A&M School of Public Health collaborated on a five year study about the impact of pesticides on the health and well being in farmworker adolescents, reports Yolanda Morado, County Extension Agent-Family Consumer Science. The Texas A&M team Dr. Eva Shipp Associate Professor Epidemiology and Biostatistics and Mrs. Morado made a presentation to school administrators and staff from Roma Independent School District and Rio Grande City Independent School District. The study included high school and middle school Migrant Education students from Roma, Rio Grande City and Grulla schools. The project was designed
Report made to school community on the adolescent Health, Injury, and Postural sway (HIP) study. to examine how potential pesticide exposure could impact students’ motor function and overall health and how this increased the chances that these students could be injured while they did farm work. The rate of injury among farmworkers is extremely high. Since these injuries can result in long-term health problems and can be fatal, we all need to work towards their prevention. In addition, the
general health status of these students is not well understood. They could be at an increased risk of chronic diseases as a result of their work. General health status was assessed and students who screened positive for high blood pressure were identified and referred for assessment by a clinician. Researchers also asked about the student’s history of farm work and previous work and
non-working injuries. The project was funded by the National Institute for Occupational Safety and Health (NIOSH) through the Southwest Center for Agricultural Health, Injury Prevention, and Education at the University of Texas Health Science Center at Tyler. At the presentation the group viewed the rationale for the project and what was accomplished. Results of the overall project were presented and information on the health status of students enrolled in the Migrant Education program. The groups also engaged in discussing strategies for addressing health issues in the community what could be implemented to improve the health status of students.

Alto Bonito Elementary PreKinder teachers hosted a picnic/ meeting for their parents. At this meeting, Mrs. Norma McKee, spoke to the parents about an incentive that will help students
enrich their reading abilities. The importance of having parents come in, was to inform them of their role in ensuring that this new program is effective. After the meeting, parents were able to enjoy a meal with their children and were treated to a cake provided by the school. Thank you to all the parents that attended the meeting! Guest Speaker Alberto Esco- STC Psych Club Roma ISD Announces February 2017
Gladiator
The Starr County Campus Psychology Club of South Texas College invited guest speaker Alberto Esco during the club’s meeting for him to elaborate on the services provided by Casa de Esperanza. Casa de Esperanza’s goal is to help the less fortunate members of the Starr County community. This includes the elderly, unemployed, underemployed, poor, migrant and homeless—women, men, and children—providing a safe, clean, uplifting environment for guests in need of food and fellowship. Casa de Esperanza provides meals weekly Monday thru Friday (starting at 9am giving out pantry and 12pm food to the homeless) at no cost to their guests and it is sustained by committed and compassionate volunteers. They try to support as many individuals as they can, with a “no questions asked” policy providing healthy and nutritious meals to all who come through their doors. The address is 804 Ringgold St., Rio Grande City, Texas. The Psychology Club donated canned foods last year to help, and Mr. Esco now asked the club’s creative assistance to help spread the word about Casa de Esperanza (via flyers, social media, informing family and friends, etc.). The Psychology Club will also volunteer at Casa de Esperanza on Friday, March 24th to help in any way they can. Mr. Esco has previously served as panelist in Starr County Role Models Get Inspired Conference and judge of Starr County’s Got Talent show, both sponsored by the Psychology Club.

Olive sparrows are common but seldom seen
As I glanced out my bedroom window some time ago, I was delighted by the sight of a family of five green jays gathered at the birdbath. They were having a grand time while a pair of yellow and black Audubon’s orioles, perched about ten feet away, were watching the frolic. However, the bird which really captured my attention was an olive sparrow which arrived a few minutes later. It’s not brightly colored like the other birds I saw. In fact, it’s rather drab and seldom seen. An olive sparrow is plain b r o w n with a hint of olive green above and light graybrown, slightly streaked beneath. There are no identifying markings except for four rufous-brown lines, two on the top of the head and one on each side of the head through the eyes. It’s a secretive little bird which typically stays close to or on the ground in thickets. I’ve never seen one, even flying, higher than about 5 feet. It spends its time hopping about and poking in leaf litter looking for insects, seeds and an occasional bit of fruit. While they’re claimed to be fairly common in their range, you’ll be lucky to see one because of their secretive habits, and, in the U. S., you’ll have to come to the southern tip of Texas to see them. Their range extends from here down through Mexico into Costa Rica. The nests are bulky, domed, globular structures built of twigs, leaves of grass, bits of bark, and, perhaps, a few strands of animal hair. The entrance, like that of cactus wrens and verdins, is on the side. They’re built on the ground or just a few feet from the ground in cacti or low branches of trees and shrubs. The eggs, 2 to 5 in number, are white and both parents tend the hatchlings. If you don’t hear them scratching in the leaves, you may hear their song, a series of chips which accelerate in speed and rise in pitch. I’m not aware that I’ve ever seen an olive sparrow nest or heard one singing but it occurs to me that not only the nest but also the song is similar to that of the cactus wren. Perhaps I’ve sometimes mistaken the two. I’m reminded that we should always be cautious about easy assumptions. I’m pleased to say that a pair of olive sparrows has taken up residence near my bird feeding area and I now get to see them fairly regularly. I’ve become very fond of them; they’re so civil and calm. The olive sparrow is a pleasant, beneficial little bird and an integral part of the web of life here in the Valley. I hope you’ll have the joy of seeing one.

Deferred Property Tax Payments Texans who are age 65 or older or who are disabled as defined by law may postpone paying current and delinquent property taxes on their homes by signing a tax deferral affidavit at the Starr County Appraisal District office. Once the affidavit is on file, taxes are deferred — but not cancelled — as long as the owner continues to own and live in the home. Taxes accumulate with 8 percent interest per year. The law extends the tax deferral to the surviving spouse of the person who deferred taxes on the homestead if the surviving spouse was at least 55 years old when the deceased spouse died. A filed tax deferral affidavit keeps homeowners from losing their homesteads because of delinquent property taxes. A pending sale to foreclose on the homestead’s tax lien will also cease as a result of filing a tax deferral affidavit. In addition, no taxing unit can start or continue a lawsuit to collect delinquent taxes once an affidavit is filed. There are no penalties on delinquent taxes during the deferral period; however, a tax deferral does not cancel penalties that were already due. All deferred taxes and interest become due when the homeowner or surviving spouse no longer own and live in the home. If the tax debt remains unpaid at that time, penalties may be imposed and taxing units may take legal action to collect the past due amount. Disabled Veterans May Qualify to Have Some or All of Their Property Taxes Waived Veterans with a service connected disability are encouraged to file an exemption application form to have their property taxes lowered. Some veterans may even qualify for a 100 percent exemption of their taxes. Texas law provides partial exemptions for any property owned by veterans who are disabled, surviving spouses and surviving children of deceased disabled veterans. This includes homesteads donated to disabled veterans by charitable organizations at no cost to the disabled veterans and their surviving spouses. The exemption amount is determined according to the percentage of service-connected disability. Any eligible person who has not previously received an exemption should apply by April 30. An applicant may claim an exemption on only one piece of property the applicant owned on Jan. 1. The applicant must be a Texas resident to qualify for a homestead exemption. A disabled veteran who receives 100 percent disability compensation due to a serviceconnected disability and a rating of 100 percent disabled or individual unemployability from the United States Department of Veterans Affairs is entitled to an exemption from taxation of the appraised value of the veteran’s residence homestead. Surviving spouses of veterans who qualified for this exemption or who would have qualified for this exemption if it had been in effect at the time of the veteran’s death are also eligible with certain restrictions. The disabled veteran or surviving spouse can apply for this exemption by filing a residence homestead exemption application with the appraisal district. The surviving spouse of a member of the U.S. armed services who is killed in action is allowed a total (100 percent) property tax exemption on his or her residence homestead if the surviving spouse has not remarried since the death of the armed services member. The rescue equipment consists of four new battery operated “Jaws of Life”, two air bags for lifting heavy objects and four stabilizer that have multi uses in different rescue situations such as vehicle accidents, structural collapses, trench rescues to name a few. Salt, grime and pot holes can take a toll on tires over the course of a typical winter. Drivers will not get far this spring and summer without tires in good repair, which is why tire maintenance should be part of any seasonal repair checklist. Inflation levels -- Now is the time to use a tire pressure gauge to see if tires are at the ideal inflation levels. Many tires indicate the recommended PSI (pounds per square inch) on their sidewalls. Cold temperatures may cause tires to deflate a little. Esurance states that winter weather can cause tire pressure reduction at about one PSI for every 10 degrees the temperature drops. Driving on improperly inflated tires can be dangerous, potentially affecting handling and braking distances. Check tires when they are cold for the most accurate reading. Properly inflated tires also will improve fuel economy, so drivers may even save a little money by inflating their tires. Tire rotation/realignment -Examine the tires for tread wear. Any uneven or abnormal tread wear could indicate that the tires
need to be rotated and the wheels realigned at the very least. Take the vehicle to a qualified mechanic to get their opinion on how to remedy the situation. Mechanics may recommend rotating tires every 6,000 to 8,000 miles, or about every six months for the average driver. Wheel realignment may be necessary after a season of driving over potholes and other irregularities in the road. Misaligned wheels can cause handling problems, like the car “pulling” to one side. Tire replacement -- Drivers may discover extreme tread wear, bulges or even cracks in the sidewall during a tire inspection. These signs indicate that it’s time to replace the tires. Failing to replace old, worn down tires can increase the risk of automobile accidents. Thorough cleaning -- Once tires are inspected and possibly serviced or replaced, treat the car or truck to a washing and thorough detailing. This will help tires shine and get the vehicle road-ready for spring trips.

RANCHO SAN JOSE DE LA MULADA along with other settlers, came with Col. Jose de Escandon, the South Texas colonizer, and helped settle the first villa, La Villa de Nuestra Señora de Santa Ana in Camargo, Mexico, on March 5, 1749. In 1753, 4 years later, with the permission of Capt. Blas Maria de la Garza-Falcon, the new mayor of Camargo, Mexico, the new settlers moved north of the Rio Bravo into present day Rio Grande City where the new settlers started their ranching operations. The treaty of Guadalupe recognized the porciones as land rightfully granted by the King of Spain to his subjects and their heirs. While some families lost their lands after the MexicanAmerican War, many held on to their lands. In 1848 Santiago Perez, the son of Pedro Jose Perez, applied and testified in Camargo on behalf of his deceased father declaring that Porcion 74 belonged to his father. The document was witnessed, signed and dated by the Legislature, on Feb 10, 1852. An original tax receipt in PerezDavis’s possession shows that on June 3, 1856, Manuel Perez Gonzales, Pedro Jose Perez’s grandson, paid taxes on Porcion 74 for the year 1853. The tax receipt is under the Santiago Perez tax list. According to correspondence found by Perez-Davis, the ranch was named “Rancho San Jose de la Mulada” in the 1800’s. According to a census taken at La Mulada Ranch on Sept. 26, 1870, the ranch had 31 inhabitants who worked as servants and herders. There were 5 dwellings, 27 men, 5 women, and children living at the ranch. In notes found in a ledger, the ranch consisted mostly of sheep, goats, mules, and horses. On April 22, 1896, Casimiro Perez Alvarez annotates that there were 2,329
The Texas Historical Commission has approved an Official Marker for Rancho San Jose de la Mulada in Starr County. The ceremony will take place on Saturday, April 1, at 10:00 a.m. It will take place 10 miles N. 3167/ Hwy 83 towards El Sauz. The public is invited to this historic event. Araceli Perez-Davis, originally from Rio Grande City submitted an application and a narrative with references. The Texas Historical
Commission approved it in 2016. Pedro Jose Perez purchased Porcion 74 on Dec. 26, 1787, 20 years after it had been granted to Pedro Lugo, the original grantee, by the King of Spain in 1767. Pedro Jose Perez was the son of Joseph (Jose) Pedro Perez and Clara Ma. De la Garza who were originally from Cadereyta N.L. Mexico, and who
sheep at the ranch. During a herding trip from La Mulada thru La Atravezada de la Gonzalena, 212 sheep died on the way. Rancho San Jose de la Mulada was on exhibit at the LBJ Library and Museum in Austin with other historic ranches in Texas from 1997 to 1998. The title of the exhibit: “Los Tejanos sus huellas en la Tierra” addressed several important themes like: Who were the Mexican-Texans? How did they shape Texas? In 1999 Ms. Perez-Davis stumbled into a private collection belonging to Casimiro Perez-Alvarez at the LBJ Library. It was a family tree drawn by Casimiro abt. 1892. It shows how Porcion 74 was divided among the 7 heirs of Pedro Jose Perez and also how they sold their inherited acreage among themselves. On April 20, 2006, the family of Toraldo C. Perez and Josefa Hinojosa Perez donated a historical collection to the Museum of South Texas History in Edinburg which included historic documents, a saddle, rifle, revolver, presidential appointments belonging to Casimiro, a Deputy US Marshal who traveled on horseback, and who was a highly respected person in Starr County. He was the great-great grandson of Pedro Jose Perez. The Perez’s have long been in Texas during the transformation of the state, from El Seno Mexicano, to Nuevo Santander, to Carnestolendas, to Rancho Davis, and present day Rio Grande City, which was established in 1848. Although the ranch has been much reduced since its purchase on Dec. 26, 1787, Rancho San Jose de la Mulada is truly a vital example of a historic ranch in Starr County, the state of Texas, and owned by the direct descendants of the patriarch, Don Pedro Jose Perez. Araceli Perez-Davis is the daughter of the late Toraldo C. and Josefa Hinojosa Perez and the 4th greatgranddaughter of Pedro Jose Perez.
