Mariachi Escandon & Mariachi Juvenil Santander Continuing Dominique Villarreal Earns Honors... Bringing Home Pride and Wins to Roma ISD Community Prestigious Dominique Villarreal, a 3rd year law student at the University of Houston, has recently earned the distinction of being on the Law Center Dean’s Academic Honors List as bestowed to her by: Leonard M. Baynes – Dean and Professor of Law – University of Houston Law Center. Dominique, is a native of Rio Grande City, Texas and is also a contributing writer for “Children and the Law blog.” A publication of the Southwest Juvenile Defender Center, as well as a published writer and contributing editor for the Journal of Consumer and Commercial Congratulations to the Roma ISD Middle School Mariachi Program students who participated in the Amigo Law- An Official Publication of Mariachi Festival in Brownsville, TX recently. Roma Middle School Mariachi Escandon earned 1st place and the Consumer & Commercial Law Ramiro Barrera Middle School Mariachi Juvenil Santander earned 3rd Place in their division. Alexia Aguillon Section of the State Bar of Texas. earned 2nd Place in the Vocal Competition in the Middle School Division. Rupert Bautista Places 3rd Joel J. Saenz will be taking the helm as the new Starr at State Wrestling Meet County Veterans Administration Service Advisor Congratulations to Rio Grande Mr. Saenz has extensive experience in military matters as he is a retired veteran with 22 years under his belt. Saenz joined the Navy in 1974 as a medic and was stationed in the West Coast and served several duties overseas. He earned a Bachelor of Science from George Washington University and continues to fine point his career by participating in trainings and workshops in the medical field. He worked for the Border Regional Behavioral Center (MHMR) for 10 years. He later began work with an independent company assisting patients in completing disability applications. Saenz later joined the family of Rio Grande City CISD and was assigned to the committee which considers veterans eligibility for the Veterans Wall of fame. Saenz is already working to ensure that veterans in our community have better opportunities for health care as well as transportation. He plans to go out into the community to do an outreach to veterans that have not yet registered for services. He feels that we are a community with a large number to veterans who have fought for our freedom, but some may not realize that there are services that can help them live healthier lives. Saenz plans to visit with civic clubs and other organizations in the community to ensure that they are provided information that can help them become familiar with the duties and assistance that are available for veterans. Starr County Judge Eloy Vera delivered the State of the County Address on February 28, 2017 at the Julabe Event Center. “Ladies and Gentlemen, I am pleased to inform you that in spite of enduring many challenges, the state of our county is strong and our future continues to be bright” said Judge Eloy Vera as he described the current status of the finances for Starr County. He gave updates on current finances, future developments, county safety and credits the collaboration of all of the municipalities in Starr County, Industrial Foundation, South Texas College, UTPA, Workforce Solutions, Starr County Hospital, wind companies, law enforcement and many other entities for the continued growth and prosperity. Starr County Corrections Officer Trainings will be taking place for the next four (4) weeks at the Starr County Sheriff’s Office. The courses will include: Admissions Documents and Procedures, Health Records and Services, Emergency Procedures and much more. The courses are required for certification and are being thought by certified instructors from Laredo Community College Regional Law Enforcement Academy. Rancho San Jose De La Mulada Receives Official Texas Historical Marker In Starr County

By: ARACELI PEREZ-DAVIS and is located in Starr County and 1800’s the Perez’s name the ranch, The Texas Historical consisted of 6,740 acres. In the “Rancho San Jose de la Mulada.” Commission (THC) has recognized Rancho San Jose de la Mulada in Starr County as a significant part of Texas history by awarding it an Official Texas Historical Marker. The designation honors Rancho San Jose de la Mulada as an important and educational part of local history. “It is vital that as we move forward, we do not forget our past. Not only will the Texas Historical Marker provide awareness in the community of our fascinating history, but it will become a building block for the promotion of local tourism,” says Mr. Mark Wolfe, Executive Director of the THC. The Starr County Historical commission welcomes the public to share in and witness this exciting and historical event. A dedication ceremony to commemorate the event will be held on April 1, 2017 at 10:00 a.m., 10 miles N. FM 3167 Hospital Rd towards El Sauz, Texas. Pedro Jose Perez purchased Porcion 74 on Dec. 26, 1787 from Pedro Lugo, the original grantee. Porcion 74 had been granted to Lugo in 1767 by the King of Spain,

GHS and RHS CTE High School students attended a food handler certification this February 18, 2017 at the STC campus. In October 2015, the Texas Department of State Health Services approved a regulation requiring statewide food handler certification as part of the new Texas Food Establishment Rules (TFER). The statewide food handler mandate was effective September 1, 2016, which means all current restaurant employees required

to be certified must have their food handler permit by that date. All employees that work with unpackaged food, food equipment or utensils, or foodcontact surfaces such as kitchen staff, bussers, hostesses, servers, bartenders, barracks etc., need to be food handler certified. Individuals hired after September 1, 2016, have 60 days from the date of hire to get their certificate. Texas food handler training and certification is valid for two years, and food facility operators

are required to maintain a record of a current certification for each employee. Local health departments will enforce the mandate during the inspection process. The class was given by Dr. Gaston Gonzalez through the agency People First. The CTE hospitality and tourism cluster is proud to have provided this opportunity for both Rio high school and Grulla high school students.

Physician and Film-maker presents at DHR-UTRGV

Dr. Leo Lopez III, a Rio Grande City native, is a medical doctor specializing in under-served, primary care and practices family medicine in San Antonio, Texas. Outside of the clinic, Dr. Lopez is the Chief Executive Officer for El Renovatio Films, an independent film company based in south Texas. He writes, directs, and produces documentary films highlighting social justice issues around health care, peace, conflict, and perception. Dr. Lopez recently visited the UTRGV-Doctors Hospital at Renaissance Family Medicine Residency program to screen two of his films for the community. In 2014, Dr. Lopez traveled to the Middle East to direct the documentary film “Image of the Enemy”. He spent time living with a Palestinian family in the West Bank learning about the conditions of refugees, children in conflict zones, and how social groups develop perception of each other. The film screened in theaters in Europe, San Antonio and several universities across the state including University of Texas in Austin. “The goal of the film was to enable self-criticism, more inclusive dialogue, and to create an academic tool by which we identify barriers to peace and conflict resolution in our daily lives”, says Lopez. His most recent documentary film is entitled, “Texas UnMedicaided”. This film presents narratives of patients impacted by Texas’ decision not to expand Medicaid under

the Affordable Care Act. This story brings stakeholders to the audience to further examine societal implications of this purposive inaction. “These are our neighbors, members of our community. We need to see them, we need to listen to them, and reflect on how these policies affect their lives”, Lopez states. “Narrative is a powerful tool. If we connect with the condition on screen, we are less likely to dehumanize one another in our communities”, he concludes. Dr. Lopez led a discussion of both films with the residents, faculty, and other health care providers in attendance. Both films will continue touring throughout the state, with the next screening set for the University of Texas San Antonio in the spring of 2017.

Mighty Gladiator Football Senior Gerardo Gonzalez Named to THSCA Academic All-State Team We’ve seen him grow up on the football fields at Roma ISD and this year take the lead on the Mighty Gladiator Football Team. And now our #13, Gerardo Gonzalez, also know throughout the Gladiator Nation as “Gera”, has been named to the Texas High School Coaches Association Academic All-State Team, 1st Team Football. The THSCA Academic All-State Teams recognize high school athletes who excel in GPA, class rank and ACT/SAT score.”We are so proud of Gera for his work on and off the field,” said Roma High School Principal Marissa Belmontes. “He’s one of the kids that is always the first to volunteer to help out, to take on a leadership position and to set the example for his peers. He’s an excellent student and a wonderful role model. It has been a real pleasure to see him grow and mature into such a great young man. We congratulate him on this well-earned recognition and hope that it leads to great things for him because he deserves it.” Gera was part of two district championship teams for the Mighty Gladiator Football team at Roma High and this year was named the 31-5A Football 2016 All District Football Defensive Most Valuable Player. He is in the top ten percent of his class and is competitive to be in the top ten ranking students of his graduating class this year. He is looking to attend Texas A&M University at College Station this fall.

Rio Grande City CISD Held School Health Advisory Council Meeting

The Rio Grande City CISD held its quarterly SHAC meeting (School Health Advisory Council). The meeting was conducted by the SHAC Chair and parent Mrs. Dalinda Vera. She introduced our guest speakers as follows: Mrs. Jamie Garza, from Texas A&M Agrilife Extension on Hunger among youth in Starr County. Along with her was Mrs. Elaine Hernandez, MEd, MPH Regional Director who spoke to us about the availability of meal programs to the students collaborating with RGCCISD Child Nutrition Program. Mrs. Marie Solis, Veronica Wallace, Gwen Garza, and Mr. Eric Garcia SCAN Program presented a Survey on the drug usage among our students and stressed on how PREVENTION was the key. Dr. Pablo Martinez presented on College prep for students career and opportunities. He also spoke on parental guidance and activities available to our parents. ZIKA Prevention was discussed by Maricela Contreras R.N. and Dr. Babineaux discussed the Signs and Symptoms to observe for and report. Present at the meeting were the different components of SHAC to include parents, students, community and school employees such as teachers counselors, nurses, coaches, dietitians and administration. The next meeting was set for April 27, 2017 at 9:30 am.

Lady Gladiators Visit UT-Austin Starr County Officials attend TxDOT Presentation

Starr County EMC-Ramiro Sarabia, Lieutenant Lenard Fuentes, Fire Marshal Jorge Oyervides were among the officials who attended a Winter Weather Management Preparedness Presentation by TxDOT in Roma, Texas on January. The focus of the meeting was to ensure that counties, municipalities, school districts and TxDOT employees are prepared to provide safer travel during inclement weather. (County of Starr Public Relations Office). The Roma High School Girls Basketball Program traveled to The University of Texas at Austin to allow the students to experience college life on campus and a basketball game between the Texas Longhorns and the West Virginia Mountaineers. Head Coach Romeo Rios Jr., Coach E. Vasquez, and Coach T. Garcia were the chaperones for the trip, along with Oscar Ramirez Jr. and Orlan Paulson who gave a helping hand in transportation. Also, a big thank you goes to Roma High College and Readiness Counselor, Eva M. Garza for providing Longhorn T-Shirts for plenty of Roma girls. Congrats to Lady Longhorns for Defeating West Virginia 69-54! We hope the Roma High students were positively impacted to see what their future can hold if they are committed to their academics and hard work on and off the court! Starr County Pct. 3 Commissioner Eloy Garza partners with General Ricardo Sanchez Elementary University of Texas Rio Grande Valley (UTRGV) to assess needs Students Excel in UIL District Meet

Starr County Pct. 3 Commissioner Eloy Garza sponsored a community forum in which the students from The University of Texas Rio Grande Valley School of Medicine met with community members to assess the needs of the community. The forum was held on at the Starr County Self Help Center in La Casita, Texas. Heading the forum were: Dr. John Rennau-Associate Dean, Office of Interprofessional Education and Mr. Eddie Olivarez, Chief Administrative Officer- Hidalgo County Department of Health & Human Services and Mrs. Anna Villarreal-Director- Starr County Self Help Center. The topics that were addressed in the forum in a round table discussion were: Health & Wellness, Institutions/Program & People and History of the Community. The assessment will help the UTRGV students to determine in what areas they can be of assistance. Commissioner Garza would like to thank everyone who participated. Students are able to improve their jump rope skills, help kids with special hearts, and learn how to care for their own heart. Coaches Demetrio Bazan and Jesseca Carrera organize this awesome event every year and are hoping to beat last year’s total. Malachite butterflies are truly spectacular! October is usually our peak season for butterflies. This year, at Ranco Lomitas, we had a beautiful winter surprise. In very late December and early January, we’ve been seeing malachite butterflies. We saw two on one day and an amazing five a day later! Malachites are simply gorgeous. With a wingspan of about 3 1/2 inches, the upper surface of the wings is a brilliant lime green and black while the lower side is orange-brown and olive to bluish green. Every butterfly watcher is thrilled to see a malachite. The name comes from the green of the wing which resembles the mineral malachite.

The Valley is at the northern tip of the butterfly’s range, along with Southern Florida. They’re quite common in Central America and as far south as northern Brazil. Being insects, they go through complete metamorphosis: egg, larva, pupa, adult. The caterpillar (larva) is also spectacular. It’s

black with branching black spines which are red at their base. The chrysalis (pupa) is green with a few dots of pink or yellow. There are usually up to three broods in the warm months and one in the winter which hibernates. La Union Elementary had their 3rd Six Weeks Report Card Night. Parents met with teachers to discuss grades and upcoming events. La Union Elementary administration and staff would like to thank all those parents who were able to attend this successful event.

Preferred food for the caterpillars in the Valley are ruellias (wild petunias). Adults dine on a variety of foods: flower nectar, rotting fruit, dead animals, and dung, especially bat dung. Because of their fondness for rotting fruit, they’re often found in orchards. At night they tend to roost together u n d e r leaves of shrubs. During the day the male adults may cruise slowly about seeking a mate. Life span can be from a week all the way up to a year. They’re magnificent and we’re fortunate to be within their range. Look for them any time of the year.

Property Taxes on Farms and Ranches Could be Reduced with Productivity Appraisal Texas farmers and ranchers can be granted property tax relief on their land. They may apply to the Starr County Appraisal District for agricultural productivity appraisal and for a lower appraisal of their land based on how much they produce, versus what their land would sell for on the open market. The Texas Constitution authorizes two types of agricultural productivity appraisals, 1-d-1 and 1-d, named after the section in which they were authorized. For 1-d-1 appraisal, property owners must use the land for agriculture or timber and the land’s use must meet the degree of intensity generally accepted in the area. Owners must also show that the land was used for this purpose at least five of the preceding seven years. 1-d-1 appraisal does not restrict ownership to individuals and does not require agriculture to be the owner’s primary business. Most land owners apply for the 1-d-1 appraisal. Under 1-d appraisal, the land must have been used for this purpose at least three years and the owner must be an individual versus a corporation, partnership, agency or organization. The land must also be the owner’s primary source of income. Penalties in the form of a rollback tax, or the difference between the taxes paid under productivity appraisal and the taxes that would have been paid if the land had been put on the tax roll at market value, will be imposed if qualified land is taken out of agriculture or timber production. A rollback tax occurs when a land owner switches the land’s use to non-agricultural. These rollback taxes under 1-d-1 are based on the five tax years preceding the year of change. Under 1-d appraisal, the rollback extends back for three years. Texas law allows farmers and ranchers to use land for wildlife management and still receive the special appraisal, but the land must be qualified for agriculture use in the preceding year. Land under wildlife management must also meet acreage size requirements and special use qualifications. The deadline to apply for productivity appraisal is April 30. If the last day for the performance of an act is a Saturday, Sunday or legal state or national holiday, the act is timely if performed on the next regular business day. Owners of land qualified as 1-d must file a new application every year. Owners of land qualified as 1-d-1 need not file again in later years unless the chief appraiser requests a new application.
