Starr County Judge Eloy Vera and the Commissioners’ Court proclaimed April as Child Abuse and Neglect Prevention Month in Starr County. Mrs. Lori Peterson Perez-Assistant County Attorney made a presentation at Commissioners’ Court on Tuesday March 28, 2016 on the statistics of child abuse in the United States. The Office of Starr County Attorney, Child Welfare Board, Child Protective Services, local schools and other offices work diligently with law enforcement agencies to provide awareness and services for children and families in need. “Child abuse and
neglect is a serious problem affecting every segment of our community” said Judge Vera in the proclamation. “Our children are our most valuable resources and will shape the future of Starr County; Child abuse can have long-term psychological, emotional, and physical effects that can have lifelong consequences for victims of abuse; Effective child abuse prevention activities succeed because of the meaningful connections and partnerships created between child welfare, education, health community-and faith-based organizations, businesses and
law enforcement agencies” states the proclamation. Vera who feels strongly that everyone must work together as a community to increase awareness and promote the social and emotional well-being of children and families in a safe, stable and nurturing environment, commended the efforts by the County Attorney’s Office in looking out for the children in Starr County. A Child Abuse Prevention Candlelight Vigil will be held on April 20, 2016. Information on time and location of Vigil will be posted in the near future. (County of Starr Public Relations Office).

Texas Businesses: April 15 is Deadline for Filing Property Tax Renditions
Texas Comptroller Glenn Hegar reminds business owners that April 15 is the deadline to file property tax renditions with their county appraisal districts. A rendition is a list of the taxable inventory, furniture and fixtures, machinery, equipment and other property owned or managed as of Jan. 1 of each year. The appraisal district may use the information to set property values. Rendering allows property owners to record their opinion of their property’s value and ensures that the appraisal district notifies them before changing its recorded value. Exempt property, such as church property and equipment used for farming, is not subject to rendition. Hegar also reminds owners whose property was damaged by storm, flood or fire last year that they may file a special decreased value report that could lower their final tax bills for 2016. Property owners have until April 15 to file the decreased value report, which indicates their property’s condition on Jan. 1, 2016. Rendition forms and decreased value report forms are available from county appraisal district offices statewide, and can be downloaded from the Comptroller’s rendition forms web page. For more information about property rendition, deadline extensions, penalties and rendition forms, taxpayers may contact the Comptroller’s Property Tax Assistance Division at 1-800252-9121. The officers were on hand to speak to the students on the ins and outs of law enforcement. During activities such as this one, students are given the opportunity to talk to representatives in the different career paths to explore the possibilities and develop an understanding of career opportunities. 6th Starr County Mental Health Awareness Conference
On March 22, 2016, the Starr County Campus Psychology Club hosted its 6th Starr County Mental Health Awareness Conference on the topic of “Starr County Mental Health Services� at the STC Auditorium in Rio Grande City from 3:00 pm - 4:20 pm. The conference was open to the entire community, free of charge. Over 100 people were in attendance. Representatives from four local agencies elaborated on the mental health services that they provide in Starr County (for about 20 minutes each): 229th Judicial District’s Crime Victims’ Unit, Nuevos Horizontes of Starr County, Border Region Behavioral Health Center, and The Pediatric Care Counseling Center. Each agency had a table where they placed their banner and also literature/pamphlets/ brochures that they passed out to the students and community members who attended.
There was also a Q&A session. We felt this was a much needed conference because many students are not aware that there are mental health services available in Starr County. Alex Sarabia (STC Psychology Instructor and Psych Club CoAdvisor) served as Master of Ceremonies and STC Board Member & Starr County Industrial Foundation President Rose Benavidez delivered opening remarks. District Attorney Omar Escobar
and Bernice Garza (Coordinator of Crime Victims Unit) represented 229th Judicial District’s Crime Victims’ Unit, Dina Garcia and Mariana Meraz represented Nuevos Horizontes, Catherine Campos and Rosalinda Barrera represented Border Region Behavioral Health Center, and Dr. Daria Milton and David Perez represented The Pediatric Care Center. Each agency received a certiďŹ cate of appreciation for participating at this conference.

Stephen Saenz shot put Olympian and Rattler graduate stopped by the Rattler football practice on March 21, 2016 to talk to the Rattler Football Team about working hard to get what they want. “Have a plan, work hard at it, work while your opponent isn’t�, said Saenz. Rattlers are taking these words to heart. They have been practicing every morning since coach Garcia came in. “I am very humbled and honored to be back at Rio High where I graduated from. There are a lot of things to be proud of here at Rio High and in our athletic program, Stephen Saenz is just one person that has accomplished his goals. Sorority Enjoys Meetings, Projects North Grammar Elementary An Evening of Art-Culture-Poetry Nelda Laurel Just Clowning Around Downtown Rio Grande City hosted a meeting of Texas Delta Theta Master of Beta Sigma Phi In February, with Celia Barrera presenting a program on Louis Vuitton, French designer and entrepreneur. The meeting was held in the home of Jesse Pena, who reported having visited the shop of Vuitton while in Paris. Members wore red for Go Red for Women’s observance for women’s heart health. Elda Perez was hostess for the second meeting in February, and Vangie Anderson’s program featured a slide show presentation on renowned designer Valentino Clemente Ludovico Garavani. Chapter President Becky Canales presided during all the business sessions. Projects accomplished during February were the donation of food and money for supplies to Casa de Esperanza and many volunteer hours logged by members at the Starr County Youth Fair in various ways, including judging educational posters, youth arts and crafts, and adult and senior center arts and crafts.
North Grammar Elementary hosted a very special guest on Tuesday, March 22, 2016. Ms. Jolynn the Clown stopped by to visit the entire student body. Students and staff alike laughed with the amazing antics of this energetic and entertaining performer who had young and young at heart sing, dance, act, and just be plain silly. Today’s event was intended to give students and staff a chance to unwind and relax before the first STAAR administration. Ac2E Elementary’s 5th grade students, along with teachers and staff, visited the University of Texas at Austin for its annual Explore UT event on Saturday, March 5, 2016. Students were grouped by academic interests and visited many workshops and stations related to their field of choice through the campus. It was an extremely memorable trip that left an everlasting impression on the entire Hawk student body and promoted a desire to achieve postsecondary greatness in the future. Explore UT aims to inform students, parents, teachers and community members from across the state about the importance of the public research institution and
higher education in Texas. The day-long event invites Texans of all ages to experience robust research experiences, hands-on demonstrations and experiments, and participate in the richness of the university’s scholarship and knowledge. Medicare takes aim at diabetes epidemic By Bob Moos, Southwest public affairs officer, U.S. Centers for Medicare and Medicaid Services
Diabetes affects as many as one in four older adults with Medicare. It costs hundreds of billions of dollars to treat, and results in the loss of tens of thousands of lives, every year. If we could better control diabetes, we’d be taking a huge leap toward creating a healthier America. Diabetes occurs when your body doesn’t make enough insulin or doesn’t respond to the insulin it does make. Insulin is what your body uses to process sugar and turn it into energy. When too much sugar stays in your blood, it can lead to serious complications and even lifethreatening problems, including heart disease, strokes and kidney damage. Medicare is committed to fighting the diabetes epidemic. If you’re on Medicare and at risk for diabetes, you’re covered for two blood sugar screenings each year at no out-of-pocket cost to you. Risk factors include high blood pressure, a history of abnormal cholesterol and triglyceride levels, obesity or a history of high blood sugar. If your doctor diagnoses you with the disease, Medicare will continue to cover the two annual screenings, as well as the services and supplies you will need to treat and control it. Medicare will also help pay for insulin and other anti-diabetic
drugs. Because living with diabetes can pose day-to-day challenges, Medicare covers a program to teach you how to manage the disease. With a written order from your doctor, you can sign up for training that includes tips for monitoring blood sugar, taking medication and eating healthy. In addition to the 30 million Americans with diabetes, another 86 million live with a condition known as pre-diabetes, where blood sugar levels are higher than normal but not high enough for a diabetes diagnosis. Pre-diabetes is treatable. But only one in 10 people with the condition will even know they have it. Left untreated, one in three will develop the full-blown disease within several years. Confronted with those statistics, Medicare is ramping up its efforts to prevent diabetes among the millions of Medicare beneficiaries who are at high risk of developing it. Medicare partnered with YMCAs nationwide to launch an initiative for patients with pre-diabetes. The pilot project showed that older people could lose weight through lifestyle
counseling and regular meetings that stressed healthy eating habits and exercise. The nearly 7,000 participants shed an average of 5 percent of their body weight, which health authorities say is enough to substantially reduce the risk of full-blown diabetes. The U.S. Department of Health and Human Services says the trial program’s encouraging results set the stage for Medicare to expand coverage for diabetes prevention to more beneficiaries. Government officials also hope the pilot’s success will give employers and private insurers enough evidence to persuade them to begin paying for their own diabetes prevention programs. Diabetes can be a terribly debilitating disease. It can mean a lifetime of tests, injections and health challenges. Every five minutes in this country, 14 more adults are diagnosed with it. And in the same five minutes, two more people will die from diabetes-related causes. If we can prevent more diabetes cases before they even start, we can help people live longer and fuller lives, as well as save money across our health care system.

Grulla Elementary Holds STAAR Rally for Students Ringgold Elementary Holds Literacy Parade
Grulla Elementary held a STAAR Rally on Thursday, March 24, for students and staff in 3rd, 4th, and 5th grade. Students and teachers got to participate in different games and activites in friendly grade level competitions that were organized by the school’s coaching staff. It was an afternoon to enjoy and relax before students take the respective STAAR assessments.
Ringgold Elementary honored Dr. Seuss with a Literacy Parade on Wednesday, March 2, 2016. The entire school participated in this exciting event. Teachers and students walked throughout Fort Ringgold showcasing Dr. Seuss’ books and their characters. Parents and school employees cheered as students walked by with their projects. Youth Community Outreach Rio Grande City/ Roma - For teenagers and young adults that come from low income families, finding a job isn’t always an easy task. Getting the training for a specific job can be more challenging. But a program called Gary Job Corps located in San Marcos Texas can make these challenges turn from a barrier, into Success! Job Corps doors opened in 1964 and has served well over 1,500,000 young people in Texas and at the additional 125+ Job corps located through the entire United States. Job Corps serves young adults ranging from age 16 to 24 years from the Hidalgo and surrounding counties with education, Vocation, employability, and career readiness training, all at “No Cost” said Outreach and Admissions Supervisor Angela Torres. “When they attend, they are actually treated like employee’s of the Dept. of labor. In fact this could be their first job ever. The work schedule is Monday through Friday for all students, and they are each provided uniforms which are designed according to their field of study. Students are also provided all their meals, housing, medical and dental attention and a small allowance every 2 weeks. Mrs. Torres says “We try to set up our center as close to a college environment as possible, where the students are also encouraged to participate in after school activities and leadership opportunities”. The Job Corps gives the students numerous career training opportunities in the Health sciences fields to Construction and manufacturing, all which are in class and hands on courses. Also included is the opportunity to obtain their High School equivalency or High School Diploma, and Drivers licenses which both are very much needed to be considered for employment. Everything that the employer is going to expect, we teach them on the campus. Our Motto at the Gary Job corps is “S.W.A.G” Students/ staff With Ambition and Goals, we live by this, every day! We always
encourage the students to do their best. Of course there is no perfect system, and we do have our normal young adult issues daily, but I assure you that we do enforce a “Zero Tolerance policy”, and hold students accountable for their behavior. Any inappropriate behaviors could result with the loss of their scholarships. Qualifications for the Job Corps is income based, and applicants must be between the ages of 16 to 24. The admissions process for local residents consist of making contact with Admissions counselor Miss. Diana Medina, attending an orientation, and meeting a few eligibility and suitability requirements. Once the application is completed and accepted the student is on their way to a better future. The program can last between 7- 14 months depending on the student’s needs, and if additional courses are taken. It is a self- paced program, and the campus is open year round. Once the student graduates, services continue with our Career Transition Counselor Miss. Arleen Marin, who will assist with job placement and provide the graduate with a transition bonus of up to $1000.00 to assist in finding housing, clothing, or tools for their new careers. Miss. Marin works side by side with every graduate assisting with resume writing, job leads, referring graduates to upcoming job fair events, and even picking the student up from home for job interviews if necessary. “Gary Job Corps houses 1400 students every day, and have hundreds waiting to get in. We arrive over 40 students per week, and graduate just as many weekly as well, therefore it is a constant rotation of students. Our campus is not a traditional school or college with set semesters, with start or end dates. We allow the students to work at their pace, everyone learns different” Mrs. Torres said. Lotebush is a common shrub
I’m doing Spring clean-up in my yard and have just pruned a few branches from a lotebush. It’s a common shrub here which occasionally intrudes along the edges of paths to my home. Lotebush, or gumdrop tree, (Zizyphus obtusifolia) is a standard part of the diverse mixture of plants in the Tamaulipan scrub of the Valley. It’s one example of why some people think everything in Texas has either thorns or spines. Its branch tips are all pointed! A lotebush cluster forms an impregnable wall.
Birds and other wildlife recognize this and use them for nesting and den sites. You can identify lotebush by its height of around 5 feet, by its short, stiff thorny branches, by its gray-green bark, and by its 1/2 to 1 inch simple leaves which are often in little clusters. If it’s in bloom, the tiny clusters of flowers will be yellow and the subsequent fruits will be purple and about the size of a pea. The fruits are favorite food for many wildlife species.
One interesting visual aspect is that, if you look down a main b r a n c h from its tip, you’ll see the little side branches align like
five spokes of a wheel. Finding such patterns in plants is quite common. Think, for example, about the spiral pattern of seeds in a sunflower head or the pattern of swirls in the bracts of a pine
