Rio Grande City High School Student Receives Alto Bonito Elementary Celebrates Ac2E Middle School Student Lynn Lee Inc. Dairy Queen Scholarship Teacher Appreciation Week Wins Science Drawing Contest Ivan Garcia a Rio Grande City High School Rattler Football and Basketball player recently received a Lynn Lee Inc, Dairy Queen Scholarship from the Field Marketing Director Jesse Vallejo. Thirty other student-athletes from our Rio Grande Valley Area received scholarships as part of the 5th Annual Dairy Queen Scholarship Award. The studentathletes were honored with their Head Coaches on April 18, 2016 at a reception where they received their scholarship, a new laptop, at the Dairy Queen Location in Brownsville. We are very proud and honored for one of our student-athletes to be selected representing the Rio Grande City High School Football and Basketball programs. Ivan is a 3 year letterman in football, a 2 year letterman in basketball and for the 2015-2016 school year he made all district in both football and basketball. Ivan plans to attend Texas A&M in Kingsville,
Private Applicator License Training
A Private Applicator License Training has been scheduled for Thursday, June 30, 2016 at the First National Bank Community Conference Room in Hebbronville, Texas. The training is scheduled to begin at 8:00 a.m. The Texas Department of Agriculture (TDA) will be in charge of testing and all participants will be responsible for scheduling the testing with TDA. “In Texas, the law requires people to be licensed as either a commercial, or private applicator in order to use or supervise the use of restricted-use and statelimited use pesticides. A pesticide application is very complex. In fact, it requires more knowledge about safety and proper use than ever before. To make sure that all applicators learn safety precautions the government requires them to undergo training and testing,” said Omar Montemayor, County Extension Agent with Texas A&M Agrilife Extension in Starr County. The training fee will be $75 for individual producer or applicator. The fee will include study materials. Study materials can be purchased prior to the training at the Starr County Extension Office located at 500 N. Britton Avenue in Rio Grande City. Rio Grande City High School Class of Dr. Mario Ramirez Elementary Grulla Elementary Celebrates 1984 Memorial Scholarship Awarded Holds Annual Spring Festival School Lunch Hero Day The leadership of the Rio Grande City, Texas Rio Grande City High School graduating class of 1984 is proud to announce that Ms. Kimberly Faith Cruz Class of 2016 is awarded this year’s RGC High School Class of 1984 memorial scholarship. Kimberly plans to attend the Texas A&M International University in Laredo, Texas. She will be pursing her dream in becoming a Registered Nurse followed by a masters degree as a Physician Assistant. Besides staying on the top 13% of her class and being a member of the national Honor Society, Kimberly received a certificate in Medical Billing. Kimberly also participated in athletics and was a very active member of FFA during her four years at Rio High. She showed steers, bulls, and heifers at the local Starr County Youth Fair. This school year Kimberly was awarded the 2016 Grand Champion Bull and 2016 Breed Champion AOB Heifer. The memorial scholarship has been awarded since 1993 in honor and memory for classmates and class sponsors who have passed on. Applicants (Seniors) for the scholarship must demonstrate an economic need, be active in community/public service and possess an overall C+ average (2.5 or higher) based on a 4.0 scale. Awardees draft an essay on what the meaning of being a “Rattler” means to them. Essays are reviewed and selected by the scholarship trustees. Class of 1984 alumnus and friends of the Class of 84 annually contributed financial support to this local endeavor. The Rio Grande City High School Class of 1984 wishes all the best to the Rio Grande City Class of 2016.

Ringgold Middle School Librarians Host Spa Party in Honor of Teacher Appreciation Week
Ringgold Middle School librarians, Ms. Olivares and Mrs. Guerra, understand that teaching is one of the most rewarding careers but also one of the most stressful. So in honor of Teacher Appreciation, they organized and hosted a SPA party for all individuals who tirelessly help shape young minds. They would like to take this opportunity to thank the talented RGC High School cosmetology students and Mrs. Limas for making time to come and pamper their teachers. They also want to recognize and thank Mrs. Roxy Garza for making delicious waffles throughout the day, Mrs. Celinda Lopez for helping them with decorations, the talented RMS Mariachi for delighting everyone with their music, as well as their administration and staff for their continuous support to all library activities. Texting While Driving Caused An Estimated 200,000+Vehicle Rio Grande City High School Los Crashes In 2012 Causing Injuries And Deaths Nuestros Scholarship Recipients
Starr County Attorney Mr. Victor Canales and District Clerk Dennis Gonzalez partnered with AT&T Representatives to bring awareness of the dangers of Texting and driving to local high school students. The program titled “It Can Wait” is a National Touring Campaign that shares a simple message: Keep your eyes on the road, not on your phone. AT&T uses its virtual reality simulator to drive home this message and make our roads and highways safer. Now in its fifth year, the campaign has evolved as smartphone driving distractions
have grown beyond texting to social media, web surfing, selfies and video chatting. The students were able to experience through a virtual simulator how Texting while driving can distract drivers. Mr. Canales explained different scenarios that could cause injury

DPS Consolidating CDL Skills Test Sites To Comply With Federal Testing Requirements The Texas Department of Public Safety (DPS) will be consolidating commercial driver license (CDL) skills testing locations July 1 in order to comply with federal regulations that will be taking effect in Texas in the fall. Based on existing resources, CDL skills testing will be only administered at 25 locations to meet the federal mandates for larger testing areas to accommodate backing maneuvers, equipment inspections and a standardized layout. legislative session, DPS will request funding to help improve the availability of CDL skills testing in Texas. The Federal Motor Carrier Safety Administration (FMCSA) enacted rules in 2011 requiring all states to test CDL applicants using a single national testing standard. States are required to be in compliance for commercial driver licenses to be valid for interstate commerce. In 2015, the 84th Texas Legislature passed enabling legislation necessary to implement the new federal requirements. Based on existing resources and the significant cost to acquire, equip and staff the new testing sites, DPS determined that the most cost-effective approach – while minimizing the impact to CDL customers – was to consolidate skills testing to the 25 locations that meet the new space requirements. In choosing the designated testing sites, DPS also factored in whether a location provided safe conditions for test administrators and applicants. This little egret is expanding its range with amazing speed! Many of you have probably seen a cattle egret. They’re quite common here in the Valley. That was not true just 50 years ago. In fact, there was not a single cattle egret in the United States prior to the 1940s. Cattle egrets are native to Spain, Portugal and North Africa. It’s believed that a few cattle egrets flew across the Atlantic to South America in the early 1870s, possibly carried along in a storm. They soon formed colonies and began an amazing expansion of range. By the early 1940s, they had reached Florida. Shortly thereafter they were found in Texas. By now, they’ve been found in nearly all states and are into southern Canada; I’ve seen them in Minnesota. They’ve now been observed on every continent. Cattle egrets belong to the heron family but are a truly unique and fascinating species called Bubulcus ibis (that’s quite a scientific name). With a length of about 20” and a wingspan of around 38”, they’re among the smaller herons. The body is all white except during t h e spring a n d summer breeding season when the top and back of the head, the neck bib and back of the body develop some shades of orange. The bill, which is rather short for a heron, is yellow. The legs and feet go through some interesting changes of color. When immature, a cattle egret’s bill, legs and feet are blackish. As an adult during breeding season, March to July, the bill and feet are yellow but turn blackish again from August to February. The bill
remains yellow. Such color changes are fairly common among herons and egrets resulting in a challenge for identification by bird-watchers. Most successful animals species have found a food niche which no other species uses. The cattle egrets, unlike their relatives which are typically found associated with water, are found in uplands, pastures in particular. While they may be found almost anywhere, my most recent sighting was on the lawn beside the Town Crier offices in town, they’re most often associated with herds of cattle -hence the name “cattle egret.”
While driving into town, I once observed a small herd of cattle in which nearly every individual was accompanied by an egret. What the egrets do is eat insects which are stirred up by the walking and grazing of the cattle. Grasshoppers, beetles, moths and other small insects comprise the major part of their diet. Occasional frogs are taken and, while perched on top of a cow, a tick makes a fine morsel. Cattle egrets are, due to diet alone, a beneficial species. Both parents participate in nest building and in caring for the young. The nests, about 5 to 12 feet from the ground, are constructed of twigs. Gregarious creatures, the egrets nest in colonies which are sometimes of mixed species. The eggs are blue and hatch after about three weeks of incubation. Few creatures have been observed having such a rapid expansion of range and few members of such a water oriented bird family have evolved to live in completely terrestrial habitats -- you’d be frustrated trying to find a cattle egret at water’s edge. Let’s enjoy these unique, fascinating birds and welcome them as they may occasionally stray into our yards.

The 9th Annual Superintendent’s Track Meet was held on Tuesday, May 17, 2016 at the Joe R. Sanchez Stadium. All ten of the districts elementary schools showed up ready to take on the challenge of friendly competition. On behalf of the RGCCISD Board of Trustees and the entire RGCCISD family congratulations to all of the competitors. Underage drinking is a significant, but often overlooked, problem in the United States. Youth who start drinking before the age of 15 are five times more likely to develop alcohol dependence or abuse in their lifetimes than those who begin drinking at age 21 years or later. USDA Offers Targeted Farm Loan Funding for Underserved Groups and Beginning Farmers USDA Texas Farm Service Agency (FSA) Executive Director, Judith A. Canales, reminds producers that FSA offers targeted farm ownership and farm operating
loans to assist underserved applicants as well as beginning farmers and ranchers. “Each year, a portion of FSA’s loan funds are set aside to lend to targeted underserved and beginning farmers and ranchers,” said Canales. “Farming and livestock production are capital intensive business ventures and FSA is committed to helping producers start, expand and maintain their agricultural operations.” USDA defines underserved applicants as a group whose members have been subjected to racial, ethnic, or gender prejudice because of their identity as members of the group without regard to their individual qualities. For farm loan program purposes, targeted underserved groups are women, African Americans, American Indians and Alaskan Natives, Hispanics, and Asians and Pacific Islanders. Underserved or beginning farmers and ranchers who cannot obtain commercial credit from a bank can apply for either FSA direct loans or guaranteed loans. Direct loans are made to applicants by FSA. Guaranteed loans are made by lending institutions who arrange for FSA to guarantee the loan. FSA can guarantee up to 95 percent of the loss of principal and interest on
a loan. The FSA guarantee allows lenders to make agricultural credit available to producers who do not meet the lender’s normal underwriting criteria. “During fiscal year 2015, Texas FSA obligated $157.6 million in loans and guarantees to assist 1,592 targeted underserved and beginning producers,” said Canales. The direct and guaranteed loan program provides for two types of loans: farm ownership loans and farm operating loans. Farm ownership loan funds may be used to purchase or enlarge a farm or ranch, purchase easements or rights of way needed in the farm’s operation, build or improve buildings such as a dwelling or barn, promote soil and water conservation and development and pay closing costs. Farm operating loan funds may be used to purchase livestock, poultry, farm equipment, fertilizer, and other materials necessary to operate a successful farm. Operating loan funds can also be used for family living expenses, refinancing debts under certain conditions, paying salaries for hired farm laborers, installing or improving water systems for home, livestock, or irrigation use and other similar improvements. In addition to customary farm
operating and ownership loans, FSA now offers Microloans through the direct loan program. The focus of Microloans is on the financing needs of small, beginning farmer, niche and non-traditional farm operations, such as truck farms, farms participating in direct marketing and sales such as farmers’ markets, CSA’s (Community Supported Agriculture), restaurants and grocery stores, or those using hydroponic, aquaponic, organic and vertical growing methods. Microloans are available for both ownership and operating finance needs. To learn more about microloans, visit www.fsa.usda. gov/microloans. Repayment terms for direct operating loans depend on the collateral securing the loan and usually run from one to seven years. Financing for direct farm ownership loans cannot exceed 40 years.
