Roma ISD School District, All 9 Campuses Earn “Met Standard” – Highest Rating Possible from TEA

Roma ISD is proud to report that under the new Texas Education Agency (TEA) accountability ratings for schools and districts, once again, Roma ISD as a district and all nine of the district’s campuses “Met Standard”. Texas schools and districts can earn

ratings of “Met Standard”, which is the highest rating; “Improvement Required”; or “Met Alternative Standard” for alternative schools. “We are obviously very proud of these results, but expected nothing less than this continued excellence,” expressed Roma ISD Superintendent Carlos Guzman. “There is no doubt our students face many obstacles, but they eagerly come to school every day and face the challenges head on and work hard with our dedicated teachers and together we are seeing wonderful outcomes. I am so proud of our students and teachers and I cannot wait to see what distinctions they are awarded. We will continue to bring home more accolades to our community this school year and show the state what we are made!”

Each district and school’s ratings are based on four “indexes” or areas of academic performance each year including, “Student Achievement”, which is measured by STAAR testing results across all subject areas; “Student Progress”, which is measured by the progress of certain Federal populations; “Closing Performance Gaps”, which is measured by the academic gains of economically disadvantaged students in our district; and “Postsecondary Readiness”, which is measured by graduation rates and skills necessary for success after high school. Starr County Officials held VOAD Meeting

The Voluntary Organizations Active in Disaster (VOAD) Sub-committee met on August 9, 2016 at the Starr County Annex to start working on a unified South Texas Emergency Management System. The committee appointed Mr. Ramiro Sarabia – Starr County’s EMC as the VOAD Chairman and Pastor Bob Alderman as ViceChairman. The members will be working closely with VOAD members from Hidalgo, Willacy and Cameron Counties to assist each other during emergencies or disasters. San Isidro Community Summer Camp

Through the collaborative efforts of Starr County Pct. 4 Commissioner Ruben D. Saenz and his staff, San Isidro ISD Administration and staff, community organizations and volunteers, Texas A & M AgriLife Extension Service Center and volunteers from Bryan, Texas, over 100 children participated in an exciting summer camp from July 11 through July 15, 2016. The camp was held at the San Isidro School District. All of the children who attended the camp enjoyed competitive sports, participated in nutrition and health presentations and learned biblical history. The camp culminated with a delicious spaghetti luncheon provided by Commissioner Ruben D. Saenz.

Reyes graduated from Van Horn High School in far West Texas in 1984. He graduated from Sul Ross State University in Alpine in 1989 with a major in Kinesiology and a minor in English. Shortly thereafter, Reyes moved to the Rio Grande Valley, where he has resided and coached for 27 years. Reyes commented, “I’m very impressed with the kids in the Rattler program. They have a great work ethic and are eager and determined to win. They have great pride in the Rio Grande City program and its history. It’s easier to coach kids when they are eager to work hard and they have a hunger to win. They have definitely bought into Head Coach Aaron Garcia’s program and ideas.” “We want to be a multiple set offense and be an up-tempo offense,” explained the new coordinator. “This is a wide open offense that gives many kids the opportunity to touch the football. We’re trying to execute and get the kids open in space, which creates many opportunities for big plays.” Reyes insisted, “We’re determined to win; how we attack depends on how opposing defenses are set up and what would be most effective in defeating them… It also depends

on the offensive talent we happen to have…We will find our strength and find out what we can do best.” The new Rattler offensive mastermind declared that “we’re adding some tweaks that hopefully will make the running game for Rio more productive and explosive…It looks like we have a good offensive line, so we want to utilize it. We will be attacking frequently from the spread. We do plan to throw the ball frequently.” Reyes stressed, “I believe in teaching our kids to represent their high school and their community in the right way. We want kids to be good citizens and grow up to be leaders of their families, and to be extremely high character individuals. We intend to coach the kids in the right way and do everything possible to maximize their success on and off the field…You can tell that people in Rio have a lot of pride in the program. There are a lot of Rattler alumni with a deep commitment to the program.” Reyes and his wife, Rachel, have been married for 29 years. They are the parents of one son, Kenneth, and one daughter, Joanna. They also have one granddaughter, Lela. Reyes has high hopes that the new up tempo approach as well as other offensive tweaks will mean a significantly more potent Rattler attack. He also expressed confidence that the Rattler football program will achieve much success in the next several years.

DPS Reminds Drivers to Obey Traffic Laws, Watch Roma ISD Students Complete Summer TexPREP Program For Children As New School Year Begins As the start of the new school year approaches, the Texas Department of Public Safety (DPS) cautions Texans to watch for children who are walking to and from school or waiting for buses. Drivers should be especially alert and careful around school buses – which make frequent stops – and always follow traffic laws regarding school buses and school zones. “DPS is calling on drivers to do their part in keeping our children safe this school year by always obeying school zone speed limits and stopping for school buses,” said DPS Director Steven McCraw. “Individuals who disregard the law and illegally pass stopped school buses not only face significant traffic fines, but they needlessly put children in harm’s way – and we take these violations very seriously.” The moments when students are entering or exiting a bus can be one of the most dangerous

times during a child’s trip on a school bus. Accordingly, DPS urges drivers to slow down and pay attention in school zones, since children may unexpectedly step into a roadway without checking for oncoming traffic. State law requires that approaching drivers stop when a bus is stopped and operating a visual signal – either red flashing lights or a stop sign. Drivers should not proceed until the school bus resumes motion; the driver is signaled by the bus driver to proceed; or the visual signal is no longer activated. A driver does not have to stop for a school bus that is operating a visual signal if it is on a highway with roadways separated by an intervening space or physical barrier. (If a highway is divided only by a left-turning lane, the roadways are not considered separated, and drivers must stop for school buses.) Drivers who illegally pass

school buses face fines up to $1,250 for a first offense. For individuals convicted of this offense more than once, the law allows the individual’s driver license to be suspended for up to six months. Roma ISD’s TexPREP Program students recently completed the Summer TexPREP Pre-Engineering Program at South Texas College. TexPREP is an intensive seven-week summer program that exposes sixth, seventh, eighth and ninth-grade students to the STEM (Science, Technology, Engineering, and Mathematics) career fields. The students attended classes from June 13 to July 28 at South Texas College’s Rio Grande City Campus. The program includes course work, team projects, class presentations, examinations, career awareness speakers, field trips and special events. The students also experienced a field trip to the Engineering Department at The University of Texas-Rio Grande Valley in Edinburg. This is the 6th year that the program has been offered to Roma ISD students in partnership with South Texas College. Congratulations to the students for continuing to expand their knowledge throughout the summer and preparing themselves for the future! A special recognition to the STC instructors, chaperones and bus drivers who accompanied the students throughout the summer.

have fallen 34 percent for women aged 20 to 24. HPV rates went from 11.5 percent to 4.3 percent for teens and from 18.5 percent to 12.1 percent for young women. Data on boys and young men are not yet available. “This is an incredibly important public health improvement,” said oncologist Debra Patt, MD, of Austin, and a member of Texas Medical Association’s (TMA’s) Council on Science and Public Health. “We know that by reducing HPV infection rates, the vaccination will effectively prevent cancer from developing.” HPV causes several types of cancer that affect men and women, including cervical, penile, and oropharyngeal (cancers of the head and neck such as throat and mouth). An HPV-related cancer is diagnosed every 20 minutes, affecting 27,000 Americans each year, according to the Centers for Disease Control and Prevention (CDC). “HPV is a substantial risk factor for many of the cancers we’re seeing,” said Dr. Patt, also a consultant to TMA’s Committee on Cancer. “And we usually don’t diagnose them until they are in the advanced stages and more difficult to treat, making prevention even more important.” Texas physicians want to ensure people include an HPV vaccination as part of their cancer prevention arsenal, as the new study reaffirms. The HPV vaccination is recommended for preteen boys and girls, aged 11 and 12 years, but can be given as early as age 9.

The sooner the better, doctors say. Dr. Patt says the vaccine provides the most benefit in children younger than 14 years of age, and the new study bears that out. “Getting the vaccination before being exposed to the HPV virus is key.” Nonetheless, HPV vaccination also is recommended for older teens and young adults who didn’t get it when they were younger, or who didn’t complete the three-shot series. Males can get the vaccine through 21 years of age and up to age 26 if they are at high risk. Females can get vaccinated through age 26. HPV is the most common infection in the nation spread through intimate skin-to-skin or sexual contact. Almost all (80 percent) of sexually active people will have the virus sometime in their lives. Most HPV infections will go away, but some won’t. These are the ones that cause genital warts and cancer years or decades later. “Knowing which teens will suffer long-term effects from HPV is unpredictable when they’re young and able to benefit most from vaccination,” said Dr. Patt. “So having everyone get vaccinated to prevent the HPV infection is the best way to avoid the cancer.” Almost all cervical cancers are caused by HPV, the most common cancer caused by the virus. HPV also causes more than 90 percent of anal cancers and nearly three-quarters of vaginal and back-of-the-throat cancers, according to CDC. Dr. Patt says doctors are seeing an increase in head and neck cancers. The HPV vaccine requires three shots over a six-month period. HPV vaccines have

been available since 2006, but a new version, the HPV9 vaccine, provides even more protection because it covers nine strains of the virus that cause the most cancers. People should choose among these vaccine options with their physician. Paying for the vaccine shouldn’t be a barrier. Most insurance companies, the Texas Vaccines for Children Program, and the Adult Safety Net program pay for HPV vaccine. The Texas Department of State Health Services created the Adult Safety Net to make vaccinations available to uninsured adults. “People suffer, and some die from the cancers caused by HPV,” said Dr. Patt. “To know many of my patients could have prevented their cancer with a few shots compels me to continue to spread this message. I want to give parents an opportunity to help their children avoid cancer with preventive vaccination.” TMA has published an infographic and fact sheet about the importance of HPV vaccination, both in English and Spanish. TMA is the largest state medical society in the nation, representing more than 48,000 physician and medical student members. TMA’s key objective since 1853 is to improve the health of all Texans. TMA actively works to improve immunization rates in Texas through its Be Wise — ImmunizeSM program. Be Wise works with local communities to give free and low-cost shots to Texans, and educate people about the importance of vaccination. More than 300,000 shots have been given to Texas children, adolescents, and adults through the Be Wise program since 2004.

As celebrations are finalized to mark the last days of summer, the Texas Department of Transportation urges drivers to make a plan leading up to the Labor Day holiday — a plan for a safe and sober ride home. “Drinking and driving remains a big problem in Texas,” said TxDOT Executive Director James Bass. “If you plan to drink,

you must plan ahead for a safe and sober ride home. It’s a plan that could save a family — even your own — from the heartbreak of losing a loved one.” TxDOT’s “Plan While You Can” campaign kicked off today in San Antonio and runs through September 5 to coincide with Labor Day and increased DWI enforcement in Texas. the Labor Day holiday period in 2015, there were 359 alcoholrelated crashes that led to 12 fatalities and 36 serious injuries. The campaign is a multi-city tour featuring an interactive dodgeball game that uses gaming technology to educate the public about the effects of alcohol on a person’s reflexes. Club of South Texas College hosted Crossing Disciplines Conference 4th Edition “Into the TV Journalism Field” at the STC Starr County Campus Auditorium. Crossing Disciplines is a major signature event sponsored by the Starr Psych Club. Crossing Disciplines explores different careers/fields with guest speakers who specialize in those areas, since some of our members are non-psych majors and the event is always open to the entire community. Even the psych majors can benefit from learning about the different fields, for a possible second major and/or minor, or just for knowledge-sake. In the first edition, we had a Dr. Leo Lopez III from Rio Grande City as the guest speaker; actor Oscar Gutierrez II from San Juan spoke to the students in the second edition; Boxing World Champion from Weslaco Omar Panterita Figueroa Jr. spoke during the 3rd edition earlier this summer. For this 4th Edition, Marcy Martinez, CBS Action 4 News Television Host and Producer, served as Guest Speaker. The local rains should have an effect on the upcoming weeks prices, for the better as most of our buffel grass pastures will be making a quick comeback. Fleas are tiny but demand our attention! There are over t w o hundred species of fleas in the U.S. There are, for example, distinct dog, cat, moorhen, and even human flea species. Due to space limitations, I’ll lump them and just comment on the characteristics they share. Please, however, keep in mind that there are variations that separate the species. Evolution has produced a group of species quite well adapted to their niche in life: on the skin of various mammals and birds. Fleas are tiny insects, 1/16 to 1/8 inch long, so they’re hard to see and remove. Their bodies are compressed from side to side to facilitate movement between the hairs of their hosts.

Adult flea mouths have no mandibles, that is, no chewing mouth parts. Instead, they’re adapted for piercing skin and sucking blood. The usually dark body, covered with an exoskeleton of scales called sclerites, is so tough you can’t kill them by just squeezing them between your fingers. Like typical insects their life cycle involves complete metamorphosis. That is, they have egg, larval, pupal, adult stages. The larvae eat bits of organic matter. The adults only suck blood but can go months without nourishment.

Their potential life span of one and one-half years is usually only 2 or 3 months. A female flea, in that time, may lay as many as 5,000 eggs! Given the life expectancy at each stage of their metamorphic cycle, that means that, at any given time, 50% will be eggs, 35% will be larvae, 10% pupae, and 5% adults. You can see that ridding a pet of adult fleas doesn’t solve a flea problem. Fortunately, there are somewhat pricey but effective medications on the market. Fleas have been around for eons and are here to stay. They’re interesting and well adapted; we need to learn to live with them.

Fleas have evolved to have no wings but, needing to escape from threats, their long, hind legs have developed for jumping. They can jump vertically 7 inches or horizontally 13 inches. (A human with a proportionate ability could jump 160 feet up or 295 feet away. What a wonderful basketball or football player!) Their legs have claws suited to grasping a host and hanging on and, unlike most insects, their eyes are simple not compound.
