Starr County Judge Eloy Vera and Commissioners Proclaim September 2016 as Suicide Prevention Month A proclamation was signed to help bring awareness in our communities that suicide is the 3rd leading cause of death for 15-24 year olds and is the 10th leading cause of death for people of all ages in the United States. In 2014 five (5) people died by suicide in Starr County. The wellbeing of all residents is of the utmost importance Veterans Middle School Congratulates their VMS Cross Country Team to Judge Vera and he commends the individuals who work diligently to provide assistance, guidance and for receiving 1st Place in the 7th Grade and 8th Grade Girls Divisions at safety during difficult times. This is the second week in a row that the VMS 7th and 8th Grade Girls have received 1st Place! VMS, page 3 Rio Grande City CISD has been busy with several renovation projects throughout the district. The District has initiated projects with brand new state of the art playground equipment at all the Roma ISD is excited elementary campuses. The installation of a new air condition system to announce that its chiller at Grulla Elementary will keep the climate in the buildings campuses earned 40 cool and comfortable. Ringgold Elementary ParaProfessionals attended an IPT Online Training on Tuesday, September 13, 2016 at the Ringgold Elementary computer lab. The IDEA Proficiency Test, best known by the acronym IPT, measures the language proficiency of pre-kindergarten through twelfth-grade students in English and Spanish. This indicator is being implemented across the district and will be strictly online. The para-educators, teachers, and administrators that will be administering the test must get trained in order to implement the test. The inservice was conducted by Mr. Carlos Longoria, Facilitator at Ringgold Elementary and Jessica S. Teran- Saenz, Ringgold Elementary Counselor. ACE (After School Centers in Education) Program at Grulla High School celebrates Hispanic Heritage Month.
The ACE program recently held a Chalupa Bingo for all the Community of La Grulla. The Grand Event was held Monday, September 19, 2016 at the Grulla High School Cafeteria from 5:30-7:00 p.m. The welcome was given by Ms. Gracie Naranjo, Assistant Principal for GHS. She emphasized to the parents, in the audience present, the importance of students attending school every day, the importance of the STAAR test and the importance of being proud of their Hispanic heritage and passing on their traditions and customs. RGC Mayor’s Men’s Prayer Breakfasts By RGC Mayor’s Men’s Prayer Breakfasts Committee The first monthly “RGC Mayor’s Men’s Prayer Breakfast” will be held on Tuesday, October 11, 2016, at the Workforce Building of STC’s Starr County Campus, from 6:30 a.m., to 7:00 a.m. The main purpose of the RGC Mayor’s Men’s Prayer Breakfasts is to strengthen the impact of men of all denominations and walks of life in our community through faith and prayer, and to invite them to an environment of fellowship and encouragement that promotes personal responsibility for learning, living and leading better lives.Mayor Joel Villarreal stated: “A Call to All Men is a movement that will inspire, motive and energize men to lead better lives for the betterment of our families and
communities.” All community men are invited. There are no membership fees—the only requirement is an open heart to hear inspirational messages and enjoy the fellowship. Two years ago the “RGC Community Men’s Prayer Breakfast” was started by a group of men from various denominations. This group of men has faithfully held monthly Prayer Breakfasts at STC’s Starr County Campus. At every Prayer Breakfast inspirational “Words to Live By” have been presented by local clergy as well as by lay persons. Recently, the group, desiring to extend the opportunity to men throughout the community of Rio Grande City, approached Mayor Joel Villarreal with the idea of having the Mayor’s office host the Prayer Breakfasts.
Mayor Villarreal, a frequent attendee at the Prayer Breakfasts, enthusiastically embraced the idea and it is hoped that future mayors will do likewise. Prayer Breakfasts sponsored by city mayors is not a new idea. Nationwide, a significant number of city mayors have lent the prestige of their office to Prayer Breakfasts. Essentially, mayors do not get involved in the organizing and planning for the monthly Prayer Breakfasts, rather they lend the support and prestige of their office to the effort. The actual planning for each monthly Prayer Breakfast will be done by a committee composed of local clergy and lay persons. This is ecumenical cooperation at its very best! The mayor will be extended the courtesy and opportunity at every monthly
Prayer Breakfast to briefly present information of interest to everyone concerning one positive endeavor that is taking place in the city. This for the purpose of staying informed as citizens and to create greater pride in our city. There will be no open discussion after the presentations. Political discussions and expressions of partisan political views are absolutely not permitted at the Prayer Breakfasts. The Prayer Breakfasts are normally held on the second Tuesday of the month. They are held from 6:30 am to 7:00 am in order to cause the least interruption possible on the attendee’s work day. It is amazing what can be done in a well-planned 30 minutes! Coffee, juice, and tacos are provided. These refreshments are provided by volunteers. All funding for refreshments will be provided by participants. No city funds will ever be used for the Prayer Breakfasts. Veterans Middle School Rattler Readers Club 2nd Annual Starr County Campus Psychology
The library at Veterans Middle School is buzzing with many young readers who are eager to join the Rattler Readers Book Club this school year! VMS students from 6th, 7th, and 8th grades recently signed up to become Rattler Readers and met at the library on September 15, 2016 to initiate the first book club meeting. These readers were happy to get their hands on their books so that they could start reading and be ready to discuss the novels at their next book club meeting. Novels that will be read this six weeks are award winning books and written by New York Times bestselling authors including Ungifted by Gordon Korman, The Watsons Go To Birmingham by Christopher Paul Curtis, and The Tequila Worm by Viola Canales. The students also learned about the careers in psychology, including the detailed requirements in becoming a Licensed Professional Counselor (LPC)—explained by Mr. Alex Sarabia—who also provided information on scholarships and college resources. Attendees also learned about the benefits of joining the Starr County Campus Psychology Club, with Somaiyra Salinas (Club President) and Becky Sanchez (Club Vice-President) addressing those benefits. Dr. Ety Bischoff (STC Dean of Liberal Arts & Social Sciences Division) then addressed the audience, providing Special Remarks-“A Message to Psychology Majors.” Afterwards, Dr. Janene Israel (STC Psychology Department Interim Program Chair & Faculty) elaborated on “Great Expectations for Psychology Majors.” Ms. Rose Benavidez (STC Board Member) provided closing remarks at the end of the orientation. The Texas Department of Public Safety (DPS) is reminding Texans in advance of the upcoming General Election that Election Identification Certificates (EIC), which can be used for voting purposes, are available year-round at all Texas driver license offices. In an ongoing effort to ensure Texans have access to EICs, DPS is offering Saturday hours on Oct. 22 and Oct. 29 at select driver license offices to issue EICs. In addition, EIC mobile stations will be deployed to various locations across the state, and alternate approved locations are issuing EICs in select counties. Gray hawks are a Valley specialty sought after by birdwatchers Several weeks ago a hawk swooped across a trail I was hiking and landed in a tree. He sat in the tree long enough for me to get a good look through my binoculars. However, he didn’t stay long; he was soon driven off by a groovebilled ani. The ani is a regular resident here and knows that hawks occasionally dine on eggs and nestlings. The hawk I observed was a gray hawk. I was pleased to get such a close-up look because gray hawks are a Valley specialty. They’re here all year but are never abundant. In the U. S. the only other place you might see them is along the southern border of Arizona in the summer. Gray hawks are rather small, slim hawks with a wingspan of about 36 inches and a length of 17 inches. They’re considered to be a woodland hawk, like red-shouldered and broad-winged hawks, which can maneuver their way through trees in search of prey. If you get a good look at one, you’ll notice that it’s all gray except for some yellow on the bill and legs and a tail with distinct black and white bars. The breast and upper leg feathers are finely barred. Wing and back feathers are solid gray. When in flight, the feathers of the breast, belly and under the wings are a light gray; the tips and trailing edges of the
wings are black. There’s a white rump and the bars on the tail can’t be missed. Typical foods for gray hawks include lizards, snakes, small rodents, fish, beetles and an occasional small bird. Nests are concealed in branches near the tops of large trees. The eggs, about 2 or 3, are plain whitish to bluish but, very rarely, may have small brownish spots. Both parents build the nest and tend the young. I should warn you that, as a group, many hawks are difficult to identify in the field. The gray hawk is one of the easy ones. However, you don’t need to identify them to appreciate them. Birds of prey or raptors, as they are also called, are beneficial and delights to watch as they soar and dive for food. Enjoy them whenever you have the opportunity.

Rio Grande City High School held an AP parent meeting on September 14, 2016 at the Rio Grande City High School Cafetorium. Mr. Ricardo Saenz, Principal, Mr. Henry Cantu, Assistant Principal, and Mrs. Agueda Garza, Counselor, Spoke to the students and their parents about the different options available through the AP Program. AP Teachers were also available if parents had any questions. Rio High administration would like to thank all parents that attended the meeting. It was a great success and without parent support these programs available to the students would not be as successful as they are.

Our goal is to offer children an opportunity to experience catching a “live” fish, thanks to our fishery hatchery. A portable fishing pond catch “TANK” will be assembled. PROVIDED: A Fishing rod & bait will be available for use, and 100 T-shirts to the first kids to register (youth large only). Some fish will be tagged, so trophies will be awarded to those lucky winners. Kids Fishing day hopes to instill in children a deep appreciation for the sport of fishing as well as awareness and respect for conservation of the environment and its natural resources.
