Roma ISD’s Business & Finance Division Earns Award for Financial Reporting for Second Consecutive Year Once again the Roma ISD Business and Finance Division led by Business Manager Alfonso Perez has earned the Certificate of Achievement for Excellence in Financial Reporting from the Government F i n a n c e Officers Association of the United States and Canada (GFOA). The team earned the certificate for the second year in a row for its comprehensive financial report. According to the GFOA, this is the highest form of recognition in the area of governmental accounting and financial reporting and its attainment represents a significant accomplishment by Roma ISD and its management. “I salute Mr. Perez for the work of him and his team to earn this award. New Playground Equipment GHS Volleyball Parents Night at Ac2E Elementary

The Grulla Lady Gator Volleyball teams had their Parents Night on Tuesday, August 23, 2016. Parents and players were presented before the JV and Varsity teams took the court. The Gators played against the La Sara Lady Lions and all three GHS teams were victorious over the Lions. Parents and players enjoyed refreshments after the presentation. Gooooo Gators!!!

Rio Grande City CISD is happy to announce that Park Place Recreational Designs has completed the installation of the new playground equipment at Ac2E Elementary. The playground equipment project is about 85 percent completed throughout the district. The installation will continue and should be finished at the other campuses within the next week. The company has also used recycled tires instead of mulch which will avoid having to be replaced. Texas Pediatricians Reaffirm the Safety and Efficacy of Vaccines The Texas Pediatric Society, the Texas Chapter of the American Academy of Pediatrics, representing more than 3,500 pediatricians across the state, stands by the Bexar County Medical Society in reaffirming the safety and efficacy of vaccines and strongly encourages all families to vaccinate their children. Unfortunately, myths and factual inaccuracies continue to be circulated and exaggerated, but it is especially concerning when these views are stated by an elected or appointed official in his or her official capacity. Using one’s influence to jeopardize the health and well-being of children in their community is reckless and irresponsible. Physicians rely on the evidence-based science behind vaccines and reaffirm that there is no scientific link between vaccines and autism spectrum disorder. The American Academy of Pediatrics’ recent clinical report and policy statement that addresses vaccine hesitancy provides resources and approaches for physicians to use with parents to help them make the decision to vaccinate their child. Matthew Wayne RippetoeGarza passed away unexpectedly on Monday, July 4th, 2016 at his home in San Antonio, TX. He was born in Oklahoma City, Oklahoma on September 16th, 1982. Matthew grew up in San Antonio where he formed many close and lifelong friendships. He attended The International School of the Americas and MacArthur High School in San Antonio and after relocating to Tulsa, Matthew Wayne Oklahoma, graduated from Jenks High School. Matthew Rippetoe-Garza loved following different sports teams and events with his friends and was a big fan of the San Antonio Spurs, especially Tim Duncan. He was employed by Alorica Corp. He is survived by his parents Bill Rippetoe and Yolanda Garza, sisters Tara and Libby, brothers Fil and Bill Lee, and three nieces and three nephews and Godparents Mr. and Mrs. Enrique Gonzalez, Wilfrido Garza and Dr. Melissa Walschak. Visitation will be on Friday September 9th, 2016 from 5:00 PM to 9:00 PM. The rosary will begin at 7:00 PM. The funeral will be on Saturday September 10th at 9:00 AM at the Immaculate Conception Church and interment will follow at the Rio Grande City cemetery. Behind the scenes of Starr County Gas Department

Starr County provides the convenience of natural gas to families who prefer this kind of energy to cook or cool their homes. The gas department technicians are charged with ensuring the safety of the distribution of gas to homes. This process takes many steps and gauges and terminals are assessed in a daily basis to ensure safety. Natural gas is processed in terminals at the point of sale (POS) which is where the pipelines that carry the gas to the homes connects to the terminals that process the gas. Natural gas is naturally odorless and colorless so the technicians add odor components for the safety of the consumer. The odor helps homeowners detect a gas leak in their home. The process of adding the odor is very tedious and must be done with extreme caution. The county keeps several substations where gauges are set to regulate pressure and volume on a daily basis. This sub-stations are maintained on a daily basis and must be kept debris free as mandated by the Texas Railroad Commission. Mr. Chema Alvarez who is the Department’s Coordinator supervises all terminals on a daily basis and logs in the data which allows him to detect any abnormalities that might arise. The work that takes place in order to provide this commodity is never ending and all Starr County Gas employees go through extensive safety trainings on a regular basis to ensure the safe distribution of gas to homes in Starr County. Starr County Community Coalition holds the Annual Family Fun

Every year, with the help of volunteer agencies, Starr County Community Coalition holds the annual Family Fun at designated areas. This year was held a Roma Housing Authority, hence making it the 9th year we have been collaborating with the Community to give much needed school supplies and/or other items for school. School age children typically receive a backpack and school supplies, but this year thanks to Easter Seals and TMC, families were able to take a pair of shoes as well. Families were also given information on the dangers of alcohol and other drugs and various Health Care information. Special thanks to Driscoll for providing the school backpacks and The Pediatric Care Center for providing the Moon Jump. Keep Kids Safe Around Water Child drowning in Texas hits seven-year high 91 kids and teens have drowned in Texas this year, the state’s highest total since 2009. With thousands of families spend times by swimming pools, lakes and beaches, the Texas Department of Family and Protective Services (DFPS) urges parents and caregivers to keep constant watch on kids when they’re around water, especially young children. Drowning is one of the leading causes of accidental death for kids under the age of 5. “It’s sad because these are preventable tragedies,” said Sasha Rasco, the chief of DFPS prevention programs. “Yes, we live in a fast-paced, multi-tasking world, but we all need to realize it only takes seconds for a child to drown when adults aren’t paying close attention.” Learn more about child drowning deaths and how to prevent them at our HelpAndHope.org - Water Safety. The website is full of water safety tips, drowning statistics, and a “Lifeguard 101” teaching tool. The goal is to educate and motivate parents and other adults to be vigilant about watching kids around water both indoors and outdoors, while also having fun and enjoying being active and together as a family. Most child drownings occur in backyard or apartment swimming pools. Children also drown in ponds, rivers, lakes, coastal waters, drainage ditches,

creeks, bathtubs, and anywhere there is water. Yet, even a small amount of water can be deadly. Last month, an El Paso toddler drowned in a bucket. “There are many common myths about drowning,” said Rasco. “A lot of people think a young child will scream and wave their arms when they find themselves in water over their head. But, a drowning happens quickly and without warning and often with no cry for help. Drowning is a silent killer.” DFPS started a $1 million advertising campaign in April for the Help for Parents, Hope for Kids Campaign, designed to help parents with some of the toughest parenting challenges. About a quarter of a forth of those dollars are for water safety messages, which will run heaviest through Memorial Day before ending on September 30. The summer months are the most dangerous time of the year for drowning. Keep emergency telephone numbers handy and learn CPR. ·Find out if your child’s friends or neighbors have pools. Inside the house ·Never leave small children alone near any container of water. This includes toilets, tubs, aquariums, or mop buckets. ·Keep bathroom doors closed and secure toilet lids with lid locks. ·Never leave a baby alone in a bath for any reason. the body over time, and those diagnosed with prediabetes are at risk for developing type 2 diabetes, heart disease and stroke. According to the National Institute of Diabetes and Digestive and Kidney Diseases, the majority of people with prediabetes do not have any symptoms. The condition is typically revealed after blood tests indicate blood glucose levels are higher than normal. Being overweight and living an inactive lifestyle are two of the biggest risk factors for prediabetes, and doctors may recommend that men and women 45 and older, especially those who are overweight, be tested for prediabetes. Those who have been diagnosed with prediabetes will not necessarily develop diabetes down the road. In fact, the NIDDK notes that men and women who lose at least 5 to 10 percent of their starting weight can prevent or delay the onset of diabetes and may even be able to reverse prediabetes.

In his J o u r n a l recounting his experiences as a Fortyniner, John Wo o d h o u s e Audubon notes briefly his encounters with the dark, handsome (Henry) Clay Davis. Who was this gentleman and what was he doing in the sparsely populated Lower Rio Grande Valley in the year 1849? Davis was the son of Theodore A. Davis and Ida Lund. He was undoubtedly named after Kentucky’s famed statesman and orator, Henry Clay, said by John F. Kennedy to be one of the five greatest US Senators. Like Kentuckian before him he was adventurous and by 1833 (another source says 1839) had arrived in Texas. In December 1842 he was to become involved in the ill-fated Mier Expedition. Out of a party of 261 that crossed into Mexico on an ill-advised retaliatory mission, 30 Texans were killed or wounded in this south-of-the border skirmish before an offer to surrender to Mexican forces was accepted by the Texans. While Mexican losses were 600 killed and 200 wounded, the Texans simply had run out of supplies. Later, in attempting to escape, 176 Texans were captured, and 17 were executed in the infamous Black Bean Episode. It wasn’t until September 16, 1844 that the remaining prisoners were released by Santa Anna. Clay Davis was among them.

After the Texas Revolution he migrated to Camargo. Here he would encounter his future wife. Her family owned and operated family the Carnestolendas Ranch on the north side of the river about twenty miles south of Roma. It also ranched on the south side of the river. The name is taken from a three week pre-Lent Carnival period where it is customary to “leave the meat” in the second weekly period. Blas Maria de la Garza Falcon, early explorer and colonizer under Jose de Escandon, established the ranch in 1752 and in a legal document of 1755 deposited in Camargo attested to running cattle on it at a location called Carnestolendas Hill. In time the property, Porcion 80, would come into the hands of a descendent, Francisco Antonio de la Garza Martinez, who was to die in1821. Francisco was to have a son Teodoro de la Garza who would marry Maria Antonia Garza. One of their nine children was Maria Hilaria de la Garza. It was this attractive young lady whom Clay Davis was to marry on 3/24/46. Theodoro, grantee of the “El Alazan” tract in Hidalgo County, had died in October 1843. An historian from Camargo clarifies how the ranch came into Clay’s hands. He relates that “it was a precondition to marriage that allowed Henry to lay claim to the land” and that “He and Hilaria would oversee the vast parcel of land on both sides of the river.” It was however the north side on which Henry and Hilaria would concentrate and manage for many years until his death.

The marriage arrangement was not unusual for the period. “The property rights of women during the nineteen century were dependent on their marital status. Once women married their property rights were governed by English common law, which required that the property women took into marriage, or acquired subsequently, be legally absorbed by their husbands.” A marital separation, regardless of who initiated it, would often leave a woman destitute, but property could be reclaimed if widowhood was the case. This structure began to change with passage of laws in England in 1882. In the US changes were piecemeal state by state from 1860 in New York. Southern states were among the last to incorporate women’s property rights into their laws. After 4/18/46 Nueces County had been established when it was divided from San Patricio County. Davis was appointed as District 4 Judge in the new county. He was to serve in Gen. Zachary Taylor’s army in 1846 when the Mexican American War commenced. It was during the Mexican American War, 1846-1848, that steamboats began to ply the Rio Grande in order to re-supply military camps as far north as Laredo, when water levels allowed. The area near the ranch took on the name Davis’ Landing, probably because it was less of a tongue twister than the original name. It was also called Rancho Davis. Activities picked up sharply when, on 10/26/1848, two US Army companies under Bvt. Maj. Joseph H. LaMotte arrived to establish a

post. Davis leased 33 acres along the river to the government. The military base was initially called The Post at Davis Landing. It was then named Camp Ringgold, in honor of the first US officer killed in the Mexican American War, this being at the Battle of Palo Alto. When Audubon visited there in March 1849 this is how he referred to it. It changed again to Ringgold Barracks, and in 1878 when the Davis heirs sold 350 acres total at the site to the US government it was renamed Fort Ringgold. The establishment of the military base just to the south was to ensure the growth of the nascent community that Davis laid out in 1847. Clay designed the city with broad, straight streets and a courthouse, somewhat resembling those in Austin, and it had a road directly to the river. Though Davis’ efforts and those of others, Starr County was organized and Rio Grande City named its county seat on 8/18/48. Clay was chosen as the county’s first county clerk. A post office was authorized for it in 1849. This same year in August, Davis with three other partners opened a wagon route to facilitate freighting between Corpus Christi, Laredo, Rio Grande City, and Mier. Assisting Davis in laying out the city’s design was Captain Forbes N. Britton, a US Military Academy graduate, veteran of the Mexican American War, and responsible for relocating Texas Indian tribes. Britton would go on to a distinguished business and political career centered in Corpus Christi where his house, constructed in 1850 and now

called Centennial House, remains the oldest home in the city. In 1850 Britton had resigned from the army. In 1852 with others he formed a company to build a railroad from Corpus Christi to El Paso. The Texas Western Railroad Company laid no track. In 1857 he joined with Clay Davis, Brownsville founder Charles Stillman and Frederick Belden, the brother of another of its founders (Samuel Belden), and others to establish the Western Artesian Well Co. Britton, then a Texas legislator, introduced a bill granting rights to the company to drill wells along major roads in a vast area from the Nueces River to the Rio Grande, west to Laredo and San Antonio. Ostensibly these would “promote internal improvements.” The bill apparently went nowhere. Davis’ adventures were not over yet. In December 1859 he joined with John S. Ford’s Ranger detachment, which together with Major Heintzelman’s US troops, engaged the tumultuous Juan Cortina. In a battle between Rio Grande City and Roma on 12/27/59, Cortina and his forces were defeated and fled across the river. His subsequent guerilla actions north of the river greatly depopulated the area over time. Clay and Maria were to have six offspring—three daughters and three sons. These were Louisiana, Rosa, Magie N., George W., Theodore A. and Edward Downey. Edward Downey Davis, and his wife Lucilla Pena, were prolific in that they had nine children. Davis descendents continue to live in the Rio Grande City area and Mission.
