Rio Grande City CISD Food and Nutrition Program was recently recognized during a Starr County Commissioners Court meeting. Starr County Judge Eloy Vera and Starr County Commissioners approved to proclaim March as National School Breakfast Month. Mrs. Patsy Ramirez-RGCCISD Food and Nutrition Director was joined by Mrs. Elaine, Med, MPH Regional Director of Texas Hunger Initiative from Baylor University. Both ladies explained the benefits of eating a healthy breakfast in order to help children do better academically. Judge Vera thanked all of the area schools for ensuring that all students start of with a nutritious breakfast. Mrs. Elaine Hernandez presented Mrs. Patsy Ramirez that reads “Certificate of Recognition for Outstanding Contributions to National School Breakfast Week 2017.” Congratulations to the RGCCISD Food and Nutrition Program for all you do for our students.

RGCCISD Hires Lopez as New Police Chief

The Rio Grande City CISD Board of Trustees recently hired Mr. Trinidad Lopez as the district’s Police Chief. He comes to RGCCISD with 19 years of experience in the field of law enforcement. He started at the Rio Grande City Police Department in 1998 as their Communications Officer/Dispatcher and gradually The JV Dark Rattlers Baseball Team hosted a tournament at home, Rio Grande City High School and won has worked up the ranks. the championship. Police Department, and Starr County Sheriff’s Office, McAllen Police Department, and 229th District Attorney’s Office in different capacities. He has worked as a Peace Officer, Detective, Public Information Officer, Crime Stoppers Coordinator just to mention a few. Chief Lopez has hit the ground running and has already met with principals and several administrators throughout the district. about how we will address them as a department, “said Chief Lopez. “We are here to work with everyone in the district, we are here to help the administration and public in any way we can. ” The Chief stated that the officers do a great job in providing security at different events throughout the district and community. In addition to this, he would like to implement that the department take a more active role in conducting awareness presentations and providing information for the students and community. “There are several projects that we are working on as a staff and they will be disclosed at a later date,” said Chief Lopez. “I have worked with some of the officers on staff in the past, so I know their potential and what they bring to the table.” According to Chief Lopez, law enforcement is a career he has always been interested in and even more so when he took several law enforcement courses at Rio Grande City High School with Mr. Martinez. He currently holds an Advanced Peace Officers License with TCOLE. Chief Lopez has been married to Raquel Lopez for 14 years and they have two children. He is the proud father of Alexis and Trinidad Lopez, Jr. both attend Rio Grande City CISD.

Texas Businesses: April 17 is Deadline for Filing Property Tax Renditions Texas Comptroller Glenn Hegar reminds business owners that April 17 is the deadline for filing property tax renditions with their county appraisal districts. A rendition is a list of the taxable inventory, furniture and fixtures, machinery, equipment and other property owned or managed as of Jan. 1 of each year. The appraisal district may use the information to set property values. Rendition allows property owners to record their opinion of their property’s value and ensures the appraisal district notifies them before changing its recorded value. Exempt property, such as church property and equipment used for farming, is not subject to rendition. Hegar also reminds owners whose property was damaged by storm, flood or fire last year that they may file a special decreasedvalue report that could lower their final tax bills for 2017. Property owners have until April 17 to file the decreased-value report, which indicates their property’s condition on Jan. 1, 2017. Rendition forms and decreased-value report forms are available from county appraisal district offices statewide, and can be downloaded from the Comptroller’s property tax forms web page. For more information about property rendition, deadline extensions, penalties and rendition forms, taxpayers may contact the Comptroller’s Property Tax Assistance Division at 800-252-9121 (press 2 to access the menu and then press 1 to contact the Information Services Team) or visit comptroller.texas. gov/taxes/property-tax.

Border Patrol officials annually recognize the academic excellence of high achieving seniors at high schools across the RGV. Students are nominated by their schools and selected by a committee. The are honored for being well-rounded students, who are involved in their school and communities, as well as excelling in academics and promoting a drug-free lifestyle. Congratulations to Ahren on all his many accomplishments, including currently being the top ranked student in his senior class; being an accomplished member of the Roma High School Swim Team, which has earned him a variety of gold, silver and bronze medals; serving as a summer swim instructor to help little Gladiators learn to swim and inspiring them to reach their athletic and academic potential; recently Starr County Judge Eloy Vera and Members of the Alhambra, Javier D. National Library Week 2017 Transform your ideas about the library:

Celebrate National Library Week April 9-15 This week, the RGCCISD joins libraries in schools, campuses and communities nationwide in celebrating the many ways libraries are transforming their communities every day through the services and invaluable expertise they offer. April 9-15 is National Library Week, a time to highlight the changing role of libraries, librarians and library workers. Libraries aren’t only a place of quiet study, but also creative and engaging community centers where people can collaborate using new technologies, learn how to use a 3D printer or even record their own music. Libraries of all types are evolving to meet the needs of the communities they serve. Elected officials, small business owners, students and the public at large depend upon libraries and the resources they offer to address the needs of their communities. By providing such resources as e-books and technology classes, materials for English-language learners, programs for job seekers or a safe haven in times of crisis, libraries and librarians transform their communities. “The library embraces the entire community, offering unlimited opportunities for personal growth and lifelong learning,” said [Mr. Alfredo Garcia, - RGCCISD Superintendent]. “Libraries level the playing field for people of any age who are seeking the information and access to technologies that will improve their quality of life.” School Libraries also offer something unique to their communities, the expertise of individual librarians. Librarians assist patrons in using increasingly complex technology and sorting through the potentially overwhelming mass of information bombarding today’s digital society. This is especially crucial when access to reliable and trustworthy data is more important than ever. School Librarians wear multiple hats, and assist as administrators, teachers, chaperones, decorators, fund raisers, and advocates for adult literacy as well. We encourage you to visit your child’s school library or the city’s public school library the week of April 9-13 and all throughout the year! The month is dedicated to reducing the stigma surrounding alcoholism and to provide information on alcohol, alcoholism, and recovery. Alcohol is very prevalent in our communities, in part because of its legality and also due to our Hispanic culture. Children are often times exposed to drinking at an early age through family get-togethers, quinceaneras, and birthday parties. At many of these events alcohol is present. Thus, youth who are present are taught at an early age that drinking is socially acceptable. According to the 2016 Texas School Survey (TSS), about half of the students surveyed between grades 7 and 12 reported having ever tried alcohol. The same survey revealed that 4 out of 10 students thought it would be somewhat or very easy to get alcohol if they wanted some. These attitudes will often times persist into later years in college. The Texas Health and Human services Commission in 2015 found that alcohol is not only the most commonly used substance on many college campuses, but it also leads to consequences such as a higher risk of unplanned sex, unprotected sex, falling behind in schoolwork, missing classes, and issues with police. While alcohol is legal, it is important to teach children at an early age the consequences of it. After all, more

Sales Tax Holiday on Emergency Preparation Supplies April 22-24 With the potential for severe weather approaching this spring, Texas Comptroller Glenn Hegar reminds Texans they can purchase certain items tax free during the state’s sales tax holiday for emergency preparation supplies, April 22-24. “Unfortunately, we can’t predict when the next fire, flood or tornado may strike,” Hegar said. “But we can be prepared, and this tax holiday helps Texans save money while stocking up for emergency situations before they happen.” There’s no limit on the number of qualifying items you can purchase. These include: •batteries, fuel containers and flashlights priced at less than $75; •hurricane shutters and emergency ladders priced at less than $300; and

•portable generators priced at less than $3,000. Purchases that do not qualify include: •batteries for automobiles, boats and other motorized vehicles; •camping stoves and camping supplies; •chainsaws; •plywood; •extension ladders and stepladders; and •tents A list of emergency preparation supplies that may be purchased tax free can be found on the Comptroller’s website. The Comptroller’s office estimates shoppers will save $1.5 million in state and local sales taxes during the tax holiday, approved by lawmakers during the 2015 Texas Legislature.

TxDOT urges extreme caution as motorists make up vast majority of those killed Work zone fatalities in Texas last year increased 27 percent, resulting in 181 lost lives. Of those fatalities, 174 (96 percent) were motorists, pedestrians and bicyclists. “People often think work zone crashes result in the deaths of roadside workers, but statistics show the vast majority of these fatalities are drivers like you and me who are passing through as motorists,” said TxDOT Executive Director James Bass. “We urge you to pay attention and adhere to posted traffic signs when driving through work zones to ensure your safety and the safety of the men and women who are working on our roads. At the end of the day, we want everyone to return home safely to their loved ones.” TxDOT reminds drivers that

every single day requires caution when driving through work zones. As the state’s population continues to boom, the price of progress can mean more than 2,500 active TxDOT work zones at any given time. In the Rio Grande Valley, there were 251 crashes in work zones in 2016, resulting in no fatalities and 14 serious injuries. Zero fatalities is great news, but you can never overemphasize caution. The leading causes of fatal work zone crashes statewide – speeding and failure to stay in a single lane – are entirely preventable. By law, drivers are required to move over or slow down when approaching work crews, emergency vehicles or tow trucks stopped on the roadside or shoulder with flashing blue or amber lights. Traffic fines in work zones double when workers are present and can cost up to $2,000.

Starr County Youth CoalitionRGCCISD students attended ‘Say What!’ Youth Action Summit at the McAllen Convention Center. ‘Say What’ stands for Students, Adults and Youth Working Hard Against Tobacco. The Summit utilizes service learning to train youth in effective tobacco prevention activities aimed at reducing the harmful effects of tobacco use in Texas. After receiving training in the morning, all student and adult participants took part in a local Community Action and made a difference. The super youth work hard all year round to prevent and create awareness on the negative consequences of drugs.

Zika Risk in Texas Rises with Temperatures DSHS Updates Testing Recommendations for Rio Grande Valley

As the state prepares for additional local transmission of the Zika virus during the 2017 mosquito season, the Texas Department of State Health Services is expanding its testing guidance for residents of six South Texas counties. DSHS Monday issued a health alert that now recommends testing all pregnant residents of Cameron, Hidalgo, Starr, Webb, Willacy and Zapata counties in both the first and second trimesters of pregnancy and any resident who has a rash plus at least one other common Zika symptom: fever, joint pain or eye redness. For the rest of the state, DSHS continues to recommend testing anyone who has at least three of those four Zika symptoms and all pregnant women who have traveled to areas with ongoing Zika transmission, including any travel to any part of Mexico. “Zika remains a significant health risk to pregnant women and their babies, and it’s only a matter of time until we see local transmission here again,” said DSHS Commissioner Dr. John Hellerstedt. “We want to cast as wide a net as possible with testing to increase our ability to find and respond to cases, and the Lower Rio Grande Valley remains the part of the state most at risk for Zika transmission.” Zika testing is widely available through commercial labs, so health care providers can order testing through their normal channels. “We don’t want cost to prevent anyone from getting tested,” Hellerstedt said. “If the cost of testing would be a barrier for a patient, providers should contact their local or regional health department for information about testing through the public health system.” Texas had six cases of local mosquito transmission of Zika virus disease in Brownsville in November and December 2016. The region is considered a likely place for Zika to spread because of its history of local transmission of dengue, a closely related virus, and its proximity to Mexico, where there continues to be ongoing local Zika transmission, including in communities just across the border. As temperatures continue to warm up, mosquito activity will increase, so people statewide should protect themselves from mosquitoes at home and while traveling to areas where Zika is spreading. Precautions include consistently using mosquito repellent when outside, wearing long sleeves and pants, and using air conditioning or making sure window screens will keep mosquitoes out of the home. Texas is also calling on people to pick up trash and dump out containers that could hold standing water in and around their homes and businesses to deny mosquitoes a place to lay their eggs, decrease the overall number of mosquitoes, and help protect family members and neighbors from Zika. Zika virus is transmitted to people primarily through the bite of an infected mosquito, though it can also spread by sexual contact. While symptoms are usually minor, Zika can cause severe birth defects in babies of some women infected during pregnancy. DSHS recommends pregnant women follow CDC advice to avoid traveling to locations with sustained, local Zika transmission, including all areas of Mexico. Pregnant women and their sexual partners who have traveled to those areas should use condoms or avoid sexual contact during the course of the pregnancy. Students from the Preparatory for Early College High School attended the College Fair hosted by South Texas College. Students were excited to meet and speak with recruiters from 15 different Texas Universities and are getting ready for the challenges of their upcoming Senior Year. They are looking forward to being the 1st graduating class from the Preparatory for Early College HS in 2018. Great job students!

The Rio Grande City CISD held their Second Annual 5K Walk/Run. This event was extremely successful and had over 295 participants and the district was able to raise funds to benefit the Los Nuestros Educational Scholarship Fund. We are very thankful to our local contributors and we look forward to continuing our partnership to offer scholarship opportunities to our students. Migrant Recruiters and Migrant Counselors participated in an Out of School Youth Training. The training was conducted by Region 1 Presenter Denise Amaya. Veronica Garcia, Migrant Coordinator, stated that this training is in an effort to better serve those migrant students that left school and are seeking opportunities to earn their GED/ High School Diploma or enter the workforce.

Grulla Middle School hosts a Career Day for students. Students had the opportunity to visit the different booths and gather information on a career that meets their interest. They also enjoyed the free promotional items that businesses and/or organizations had to give away. State Housing Agency Recognizes Fair Housing Month; Encourages Texans to ‘Know Your Rights’ In observance of the passage of the federal Fair Housing Act, the Texas Department of Housing and Community Affairs (“TDHCA”) encourages local leaders, neighborhood associations and citizens to use April as a time to foster meaningful discussions about fair housing choice and opportunities, and for all Texans to learn more about how fair housing impacts them. “As more individuals and families decide to make Texas their home, it is essential for everyone to understand federal and state housing rights,” explained Tim Irvine, TDHCA Executive Director. “In furthering fair housing options and opportunities, TDHCA takes its responsibility as a fair housing provider very seriously.” Since Texas is one of the fastest growing states in terms of population, TDHCA reminds Texas homebuyers and renters to become informed about fair housing protections and stay aware of practices that violate those rights, such as: •Steering—This is a practice in which households are directed to properties or units in a particular area based solely on factors related to race, color, national origin, religion, sex, familial status, or disability, despite other available options •Discriminatory advertising— This refers to advertising or marketing materials that promote opportunities to buy or rent housing to certain groups, or exclude certain groups (i.e., no children) •Redlining—This is the practice of charging more for – or denying altogether – services such as banking, housing, insurance, etc. based solely on factors related to race, color, national origin, religion, sex, familial status, or disability. The Fair Housing Act prohibits discrimination in the financing, rent, or sale of any dwelling based on race, color, religion, sex, or national origin. President Lyndon Johnson signed the bill into law on April 11, 1968, paving the way for the month of April to be recognized as National Fair Housing Month. Amendments to the Act in 1988 extended protection against housing discrimination based on disability or familial status. The

following year, the Texas Legislature solidified its commitment to fair housing with the Texas Fair Housing Act of 1989, which offered protection for apartment renters and homeowners. The Texas Workforce Commission (“TWC”) is the entity responsible for enforcing the Fair Housing Act in the State of Texas. Cracking egg myths in time for Easter Easter eggs are a centerpiece of many family traditions come Easter Sunday. Easter eggs symbolize fertility and rebirth to some, but many people associate Easter eggs with youngsters scouring the yard in search of treasure. Certain misconceptions about Easter eggs have developed over time, and the following are some of the more common myths about Easter eggs that have made the rounds. Myth: Easter eggs are safe to eat after your egg hunt is over. Fact: Hard-boiled eggs generally remain safe to eat at room temperature for about two hours. If the temperature outside or indoors is very warm, the eggs should be eaten within one hour. People risk food-borne illnesses if they consume Easter eggs that have been left out for several hours or overnight. Myth: It is unsafe to eat all dyed Easter eggs. Fact: Whether dyed eggs are safe or not depends on the type of dye used. Many kits use vegetablebased dyes that are food-safe. These same pigments are used in traditional food coloring. Even if the dye has penetrated beneath the shell, it should still be safe for consumption. Kits for blown-out eggs may use dyes that are not food-safe. Also, people who are allergic to certain food dyes might want to avoid eating dyed eggs. Myth: Pastel-colored eggs have ong-rooted religious significance.

Fact: An Easter egg hunt is a tradition that originated with pagan spring festivals. But like many pagan practices, Easter egg hunting was eventually adopted by Christians and assigned religious significance. In the Orthodox and Eastern Catholic Churches, Easter eggs are dyed red to represent the blood of Christ shed on the cross. The hard shell of the egg symbolizes the sealed Tomb of Christ for many. In A.D. 1610 under Pope Paul V, the Christian Church officially adopted the Easter egg custom that the eggs symbolize the resurrection. Easter eggs are a lasting tradition and one of the more popular symbols of the holiday. Although many myths surround Easter eggs, the truth is just waiting to be unhatched.
