Texas Delta Theta Master Makes Spring Plans Roma ISD Holds 50th Anniversary Event to Celebrate

Texas Delta Theta Master of Beta Sigma Phi is making plans for a busy spring! They have met bi-monthly throughout the club year 2021-22, with its theme of “90 Years to Shine.” Chapter President Vangie Anderson has presided during the business meetings, and the members have presented very enjoyable programs on “My Favorite Shining Moment…” The group participated in a recent service project of Starr County Council of Beta Sigma Phi which benefitted various community organizations. They will also be participating in the council’s first traditional Sweetheart Dance since the pandemic and the Beta Sigma Phi Founder’s Day observance on April 28.

Role Models in Boys Basketball Team of 1972

The Roma High School Mighty Gladiator Boys Basketball Team of 1972 team was celebrated at a special event to commemorate the 50 year anniversary of their accomplishment of making it to the state playoffs final four. The team has served as a great role model for all Gladiators to date. The team reunited for a reunion dinner, were given some tokens of appreciation from the district, and enjoyed performances by the Roma High Orchestra and Mariachi Nuevo Santander. It was a wonderful evening of reflection and celebration!

Public to Vote on Senator Bettencourt’s Constitutional Amendments Proposition 1 and 2 on May 7, 2022 Frequently asked Q&A on propositions that are less than a month away from being voted on by Texans Senator Paul Bettencourt (R-Houston) further explains the two propositions that will be on the May 7, 2022, ballot across Texas. Our office has been receiving many phone calls referred by the SOS with questions regarding the upcoming Constitutional Amendment election. In the Legislative Special Sessions of 2021, both propositions passed by unanimous votes as SJR 2. Below are some plain language talking points to answer many of the frequently asked questions. The election will be held on Saturday, May 7th, and early voting will begin on Monday, April 25th. “The Secretary of State has been sending calls to my office about Propositions 1 and 2. Many voters have been finding the ballot language confusing, and I want to clarify what

these amendments actually do. Homeowners over the age of 65 will see their freeze values for school taxes actually decline, aka, ISD property tax bills if Proposition 1 passes! Also if passed, Proposition 2 will lower independent school district property tax bills by increasing the homestead exemption that will save money for the 5.67 million homesteads in the State of Texas,” stated Senator Bettencourt. Below are some plain language talking points to answer many of the frequently asked questions. Proposition 1 will benefit individuals with an over 65 or disabled exemption on their homestead. • If an individual has an over 65/disabled exemption on their home and this proposition passes,

they will receive a reduction on school district property taxes. • HB 3 from the 86th Legislature compressed school maintenance and operation tax rates across the board except for over 65/disabled because their rate was already lower than the new compressed rate for everyone else. • This amendment will provide for the same percentage reduction in an individual’s school district tax rate that everyone else received in 2019. • There are 1.8 million over 65 exemptions and 180,000 disabled exemptions, on average these households will see a $110 reduction the first year and $125 reduction in the second year; the reduction will continue to grow each year. • If there is additional school M&O tax rate compression

provided by HB 3 in the future, individuals with an over 65/ disabled exemption will receive the same percentage tax rate deduction automatically if this amendment passes. • This amendment will become effective as of January 1, 2023, if it passes. Proposition 2 will increase the homestead exemption by $15,000. • If this amendment passes the state homestead exemption for school district taxable value

purposes will increase from $25,000 to $40,000. • On average, the 5.67 million homesteads in Texas will see a $175 savings in their school district tax bill at the current average statewide school property tax rate. • This amendment will be effective as of January 1, 2022, if it passes, so homeowners will see the savings when they receive their property tax bill this fall. • This exemption increase is a permanent and ongoing benefit to

homeowners. If one or both of these amendments passes, no school district will lose any revenue they are entitled to receive from the school funding formulas. Texas A&M Forest Service encourages Texans to take the following steps around their homes today to reduce the risk of wildfire: •Within the first 30 feet of your home, use non-flammable landscaping materials. Within the first five feet, water plants, trees and mulch regularly, and consider xeriscaping if you are affected by water restrictions.

•A healthy, well-maintained landscape is important to the survival of homes during a wildfire. Make sure your plants are carefully spaced, low growing and free of resins, oils and waxes that burn easily. •Remove dead vegetation from under the deck of your home and within 10 feet of the house. •Prune your trees so that lowhanging branches do not touch the ground. “Even simple things such as moving flammable material away from wooden structures like decks and steps, pruning shrubs in front of windows and under mature trees and cleaning out gutters can be done with a limited amount of time if a wildfire is in the area,” said Hines. TxDOT urges drivers to slow down, exercise care when traveling through highway construction areas As road construction projects ramp up statewide, TxDOT officials are asking motorists to slow down and stay alert when driving through the thousands of work zones in Texas to protect themselves and others. In 2021, traffic crashes in the state’s work zones claimed the lives of 244 people, a 33% increase over the previous year. Drivers and their passengers accounted for the majority of those who died in Texas work zone crashes last year: 195 motorists or vehicle passengers were killed, along with 38 pedestrians, four bicyclists and three roadside construction workers. Speeding and driver inattention were among the leading causes of crashes. With these alarming statistics in mind, TxDOT’s “Be Safe. Drive Smart.” campaign is marking National Work Zone Awareness Week, April 11–15, by sharing safety tips to prevent work zone crashes and fatalities. “It’s cause for tremendous concern that the number of people killed on our roadways reached a 40-year high last year and fatalities in our workzones rose dramatically,” said TxDOT Executive Director Marc Williams. “It’s important for drivers to remember that driving conditions in work zones can be especially challenging because of extra congestion, slow-moving heavy equipment, temporary barriers and vehicles that make sudden stops. That’s why it’s crucial for everyone to give driving their full attention and drive a safe speed in areas where construction and maintenance are underway.” The “Be Safe. Drive Smart.” campaign offers five tips for driving safely through a work zone: 1. Slow down. Follow the posted speed limit and adjust your driving to match road conditions. 2. Pay attention. Avoid distractions, keep your mind on the road and put your phone away. 3. Watch out for road crews. The only protective gear they wear is reflective clothing, a

hardhat, and safety boots. Always follow flaggers’ instructions and be mindful of construction area road signs. 4. Don’t tailgate. Give yourself room to stop in a hurry, should you need to. Rear-end collisions are the most common kind of work zone crashes. 5. Allow extra time. Road construction can slow things down. Count on it, and plan for it. Roadside safety also extends to complying with the state’s Move Over/Slow Down law that requires drivers to move over a lane or reduce their speed to 20 mph below the posted speed limit when approaching a TxDOT vehicle, emergency vehicle, law enforcement, tow truck or utility vehicle stopped with flashing lights activated on the roadside. Traffic fines double in work zones when workers are present and can cost up to $2,000. Failure to heed the Move Over/Slow Down law also can result in a fine up to $2,000. “Be Safe. Drive Smart.” is a key component of #EndTheStreakTX, a broader social media and wordof-mouth effort that encourages drivers to make safer choices while behind the wheel such as wearing a seat belt, driving the speed limit, never texting and driving, and never driving under the influence of alcohol or other drugs. Nov. 7, 2000 was the last deathless day on Texas roadways. #EndTheStreakTX asks all Texans to commit to driving safely to help end the streak of daily deaths. All roadway safety professionals are encouraged to wear orange on April 13 for National Go Orange Day to proudly show their support of work zone safety. Species including birds, deer and snakes are active this time of year and their young can be mistaken as abandoned. Texas Parks and Wildlife Department (TPWD) experts caution against lending a helping hand. Baby birds and deer fawns are most often picked up by wellmeaning citizens. However, it is important to realize that many such human-animal encounters are unnecessary and can even be detrimental to the wildlife concerned. Deer fawning season begins in early to mid-May. A newborn fawn’s mottled coat and mother’s care usually hides them from predators. As fawns mature, they shed these coats for a more adult

color, which causes them to catch the eye. A doe may leave her fawn for hours at a time while she is browsing for food. During that time, people may spot a fawn lying alone in tall grass or in a brushy area. Many people interfere with the fawn thinking it has been abandoned by its mother and needs help. This is rarely the case. Leave all young animals alone unless it is obviously injured. To be sure, spend time observing the wild animal from a distance to make that determination. Staying too close may deter the mother from returning. Interfering to soon may do more harm than good. The same principals apply to young birds who might be out of their nests but cannot fly. If the bird’s eyes are open, it has feathers and is hopping around, mom and dad are likely nearby. Grounded fledglings will usually be up and flying within a few days.

Various turtle species are also often picked up by well-meaning citizens to assist them in crossing the road. While this is perfectly harmless if it can be done safely, biologists ask that the public not take these animals home with the intention of gaining a new pet. These turtles are wild animals and must remain wild in order to be healthy. If a wild animal is sick or injured, TPWD encourages citizens to contact a permitted wildlife rehabilitator. Please note that TPWD staff advise the public not to handle or attempt to transport injured, sick or orphaned wildlife.
