New Pct. 3 Constable Appointed by Commissioners’ Court

Mr. Desi Lee Olivarez was appointed as Constable for Precinct #3 beginning on April 1, 2019 during the regular Commissioners’ Court on March 25, 2019. The appointment comes after Constable Santiago Zarate decided to take a much deserved retirement after a long successful career. Olivarez, has worked as a law enforcement officer for 19 years and has held the position of Police Chief for City of Grulla for the past two (2) years. His experience in law enforcement will make him an asset for Pct. 3 and to Starr County. Olivarez is married to Esmeralda and together they are the proud parents of Dasani and Jaden. Starr County Commissioner Eloy Garza, Justice of the Peace Eloy Zarate and staff joined RGCCISD Board Members, Federal Programs Director- Mrs. Gina Gonzalez and Migrant Program Director-Mrs. Veronica Garcia and staff in a meeting to discuss the Migrant Scholarship Fundraiser. Commissioner Garza presented checks from independent

contributors including himself to the school district administrators to help boost the Migrant Scholarship Fund. The fundraiser together with donations totaled about $10,000 dollars that will all go to migrant students who wish to further their education. Commissioner Garza commended the efforts of the Migrant Program department

administration, staff and volunteers for working to secure funds. He also thanked his staff for preparing a delicious meal for the volunteers.

The training fee will be $75 for individual producer or applicator. The fee will include study materials. Study materials can be purchased prior to the training at the Starr County Extension Office located at 500 N. Britton Avenue in Rio Grande City. Biting flies, mosquitoes, gnats, bees, and beetles can make outdoor excursions unenjoyable. People often rely on insect

repellents to keep bugs away. Though there are many repellents on the market, only a few of them may be considered safe. Repellants, such as those that contain DEET, may prove more hazardous to human health than the insects themselves -- even if a person has been bitten. To repel insects safely, experiment

with these different methods. *Aloe vera, lavender, peppermint, and clove are known to repel mosquitoes. *Avoid lotions or perfumes with a floral scent, which attract bugs. *Remove standing water around the house where pests may gravitate to and lay eggs.

WHEREAS Title VIII of the Civil Rights Act of 1968, as amended, prohibits discrimination in housing and declares it a national policy to provide, within constitutional limits, for fair housing in the United States; and WHEREAS The principle of Fair Housing is not only national law and national policy, but a fundamental human concept and entitlement for all Americans; and WHEREAS The National Fair Housing Law, during the month of April, provides an opportunity for all Americans to recognize that complete success in the goal of equal housing opportunity can only be accomplished with the help and cooperation of all Americans. NOW, THEREFORE, WE, the City Council of the City of Roma, do proclaim the month of “April” as “Fair Housing Month” in the City of Roma and do hereby urge all the citizens of this locality to become aware of and support the Fair Housing law. SCYC Attends Say What Action Summit

Resolution No. 2019-08 Excessive Force Policy In accordance with 24 CFR 91.325(b)(6), the City of Roma hereby adopts and will enforce the following policy with respect to the use of excessive force: 1.

It is the policy of the City of Roma to prohibit the use of excessive force by the law enforcement agencies within its jurisdiction against any individual engaged in non-violent civil rights demonstrations;

2.

It is also the policy of the City of Roma to enforce applicable State and local laws against physically barring entrance to or exit from a facility or location that is the subject of such non-violent civil rights demonstrations within its jurisdiction.

3.

The City of Roma will introduce and pass this resolution adopting this policy.

Starr County Youth CoalitionRoma Chapter (SCYC-Roma HS) members volunteered their time participating in a Say What Action Summit. SCYC Members were able to network with other youth coalitions from all over Texas and exchange ideas on how to get the word out on Tobacco & Drug Prevention efforts. Additionally, they took part in a Beach Cleanup and gathered signatures in support of raising the age limit for purchasing cigarettes in Texas to 21. SCYC Members did a great job of talking to community members and making others aware of the “Tobacco 21” movement. As always, SCYC continues to work on their mission: “Working Toward a Drug-Free Community”.

“Happy” Presentation at Alto Bonito Elementary

On April 2, 2019, Alto Bonito Elementary students in grades 3rd - 5th, were treated to a surprise presentation. RGCCISD invited “Happy”, the world famous comedian, magician, and motivational speaker, to present his show and give some words of encouragement to these students before taking the STAAR Test. The students and staff enjoyed the show and had a lot of laughs! (Pictured with “Happy” are some of the 4th grade students and ABE staff members).

By Texas State Representative Ryan Guillen Only 22 percent of 8th graders in Texas achieve postsecondary credentials within six years of their expected graduation rate. That number falls to a mere 12 for low-income students, which represents six out of 10 public school students in Texas. These shocking statistics have caused concern for many, who desire the best for Texas and our children. However, as an author

of House Bill 3, my colleagues and I have taken great strides in addressing the issue through a comprehensive school finance reform package. The milestone measure, which passed a House floor vote on April 3rd, allocates $9 billion in funding, in order to increase the basic allotment per student by more than 27 percent, while requiring that at least 25 percent of it to be spent on employee compensation, provides funds for full-day pre-K, and suppresses property taxes by providing tax relief and increasing the state’s share of education funding. Having successfully filed and passed several amendments to further strengthen the impact of the bill on our schools by increasing career and technology training, preventing reductions in funding, and removing caps on gifted and talented students, I also intend to continue our work to improve educational opportunity for our youth. The future of our state will someday be in the hands of our children and they deserve nothing less than the best that Texas is capable of providing them.
