Lazaro E. Garza (Chalin) 87, went home to be with the Lord on Thursday, March 19, 2020, in McAllen Texas. He was born on December 25, 1932, in Rio Grande City TX. He was a member of the Immaculate Conception Church, Knights of Columbus and the local VFW. He proudly served his country in the U.S. Army. He retired from the RGC High School as an Auto Mechanics Instructor.
Chalin as he was known to family and friends, enjoyed spending time at the ranch with his family. He will be greatly missed by his family and friends. Lazaro, a loving husband, father, grandfather, great grandfather, brother, and friend is survived by his wife, Elvira L. Garz.a; four children, Patricio E. Garza (Ma Sanjuanita), Zelma L. Garza (David), Jorge L. Garza (Priscilla) and Rene 0. Garza (Daisy); eleven grandchildren, eight great grandchildren, his brothers; Arturo Garza (Frances), Hector Garza (Bertha†), Javier Garza (Lilia), his sisters; Stella Ward (Bill†), Ma Graciela Lopez (Encarnacion†), Isaura de la Cruz (Israel) and Ma. Luisa Uribe (Omar). He was preceded in death by his parents; Lazaro Garza Garcia and Guadalupe Olivarez de Garza, his brothers; Humberto Garza (Selenia†), Heron Garza (Ma. Refugio). A private funeral service was held on Monday, March 23, 2020, at the Immaculate Conception Church. Military honors were conducted by the VFW Post at the Rio Grande City Cemetery. Funeral services were under the direction of Sanchez Funeral Home.

Texas physicians warn the funding loss would weaken medical services particularly in remote rural areas, lowincome communities, and among immigrants, the homeless, and minority populations. Undercounting statewide populations in the U.S. Census is a common flaw in the headcount, but the stakes are higher in 2020, doctors say. In a preview of the 2020 census, a 2019 report from the Urban Institute predicts an undercount of the U.S. population of 0.3% to 1.2% – an undercount of 900,000 to 4.1 million people. The report also predicts a higher number of the African American and Hispanic populations are most likely missed in the count. Texas Counts, a statewide coalition of organizations promoting the census, says one-quarter of U.S. CENSUS, page 4

We at The Pediatric Care Center know that the coronavirus pandemic has all of us worried, scared and checking constantly for updates that seem only to give us worsening information. The cause for worry is real and justified. But, as in all serious situations there are always reasons for hope, and something to fight for. So…...for coronavirus here are a few that we wanted to share with you: Some good news about the coronavirus pandemic: • Most people with COVID-19 recover.
* Estimates now suggest that 99% of people infected with the virus that causes COVID-19 will recover. Some people have no symptoms at all!
• Children seem to be infected less often and have milder disease.
* CDC reports, most infections so far have affected adults. And when kids are infected, they tend to have milder disease. For children and their parents, that’s good news! But it’s important to remember that children CAN develop infection and it is likely that kids can spread infection in the absence of symptoms, though how often this happens is unclear.
• The number of new cases is falling where the outbreak began.
* Wuhan province (site of the very first cases) has just reported no new local cases for the first time since the outbreak started. The only new cases were “imported” from travelers arriving there. If the number of new cases in China is truly declining, that’s a good thing and suggests that efforts to contain the spread of this infection can be successful.
• Our response to future pandemics should improve. * The COVID-19 pandemic has exposed deficiencies in healthcare systems throughout the world and provides us an opportunity to improve them. We all need to remember the coronavirus pandemic is a big problem that’s expected to become bigger in the weeks and months to come. For those who are infected as well as those trying to avoid infection, these are very difficult times ahead. But we need to stay strong, send positive messages and remain hopeful. We need to support each other by staying home, staying safe and saving lives. Census undercounting commonly occurs where there’s confusion among respondents over who should be counted, and fear that the government will use the data for law enforcement purposes, including immigration control. As a result, a Pew Research survey found that black and Hispanic adults are more likely than white adults to say they will not respond to the 2020 census. Carla Laos, MD, an Austin pediatric emergency medicine physician, works with Dr. Gambill and others to promote the census among patients. The daughter of Peruvian immigrants, Dr. Laos says physicians are trusted
members of the community and have a platform to tell reluctant patients they can protect medical services for their community if they respond to the census. “As a woman of color, there is value in having someone like me who has become forward-facing and can talk to the community and immigrants and other people who look like me,” said Dr. Laos. Texas Delta Theta Master February Highlights
The annual sweetheart ball sponsored by Starr County Council of Beta Sigma Phi was the highlight of February for members of Texas Delta Theta Master, as Sister Vangie Anderson presented her granddaughter, Natalie Michele Anderson, along with her mother, Jeannie Brown Anderson of Texas Beta Eta Tau. Tissa Peterson was hostess at the first meeting in February, and she presented a program on Dr. Mary Headley Edgerton, the first native of the Rio Grande Valley to graduate as a physician, a distinction made even more rare by the fact that only six percent of physicians at that time were women. Elia Perez presented a program on Herlinda Gonzalez Molina at the second February meeting. Mrs. Molina was a talented women trendsetter who lived in Roma and was in the field of education in the early 1900’s. President Tissa Peterson presided during the business sessions at each meeting.

As COVID-19 continued to spread across the world, it quickly became evident that the public would have to take drastic measures to slow the transmission. March 26, 2020 Dear RGCCISD Families: Today, county officials and medical personnel confirmed positive cases of COVID-19 in our county. Due to this and taking the safety and health of all students and staff into consideration, it is with a heavy heart that I inform you that all classes for the 2019-2020 school year have been cancelled. We will not return for the remainder of this school year. Your child’s well-being and education is of the utmost importance to me and please know that we will continue on our path of providing as many services remotely as possible, while still keeping their health and safety in mind. OBJECTIONS TO RELEASE OF FUNDS TDA will accept objections to its release of fund and the City of Roma’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Roma (b) the City of Roma has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by Texas Department of Agriculture; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Twenty Top RGCCISD Students Honored with A.I.M. Award The Florence J. Scott Study Club and Woman’s Club of Rio Grande City, member clubs of GFWC and GFWC Texas, held their annual A.I.M. Banquet, which celebrates federation and the achievements of our youth, at the Ringgold Middle School/ECHS Library recently. Twenty exemplary young people from the three Rio Grande City CISD, all prospective 2020 graduates, were honored as recipients of the Achieving Inspirational Merit (AIM) Award. Recognized were Kristine Aguigana, Preparatory for Early College High School (ECHS); Natalie Anderson, Rio Grande City High school (RGCHS); Krystal Aranda, RGCCISD Grulla High School (GHS); Zeferino Compean, RGCHS; Kristian Corona, GHS; Adrian Garcia, RGCHS; David Gonzalez, Jr, GHS; Alexia Gutierrez, ECHS; Ava Guzman, GHS; Guadalupe Hernandez, ECHS. GFWC club members have achieved much since its founding in 1890. Table grace was led by Tissa Peterson, and Lilly Olivarez led members, students, and their guests in the pledges to the flags of the United States of America and Texas. A delicious meal was enjoyed by all. Lori Perez and Melissa Perez were recognized for making arrangements for the meal, provided by Chef Jesse Pena. Following the meal, special guest Ryan Guillen was introduced and presented with an honorary AIM certificate. He addressed the honorees on “10 Keys to a Successful Future.”
Elia Ramos showed a video of three outstanding graduates of Rio Grande City schools who have gone on to Achieve Inspirational Merit, Colonel Mindy Lopez Lattig, Eric Rodriguez, and J.M. Longoria III, who spoke to the students via video. Each of the speakers encouraged the students to AIM high in their future. David Pratt, counselor at the
Preparatory for Early College High School, spoke to the honorees with three inspirational ideas to help them achieve success in their future. The honorees were each introduced by members Agueda Garza, Bitsy Margo, Lori Perez, and Mary Rodriguez. Each student was presented with an AIM certificate in a folder by Presidents
Saenz and Laurel. Each honoree also received a gift and a miniglobe, distributed by members Abbie Vela, Dalinda Guillen, Melissa Perez, and Elia Ramos. All members served as hostesses for the event. Non-Profits and Some Businesses Face April 30 Deadline to File for Property Tax Exemptions Non-profit organizations that qualify under Texas law to receive property tax exemptions must apply to the Starr County Appraisal District by April 30. The April 30 deadline also applies to businesses that receive tax abatements granted by taxing units; ship inventory out of Texas that may be eligible for the freeport exemption; store certain goods in transit in warehouses that are moved within 175 days; construct, install or acquire pollution control property; own and operate energy storage systems; convert landfill-generated gas; or store offshore drilling equipment while not in use. If the last day for the performance of an act is a Saturday, Sunday or legal state or national holiday, the act is timely if performed on the next regular business day. The non-profit organizations that are eligible for property tax exemptions include but are not limited to: certain charitable organizations, youth development organizations, religious organizations, non-profit private schools, cemeteries and veterans’ organizations. If a non-profit organization meets property tax exemption qualifications, the exemption can be approved immediately after the organization buys or acquires new property during the year. Non-profit organizations must reapply if the property changes owners; if their qualifications for exemption change; or if they acquire new property. In most cases, after non-profit organizations are granted a property tax exemption, they do not have to reapply annually unless the chief appraiser asks them to file again. Starr County Appraisal District Reminds Businesses to Render their Taxable Property by April 15 If you own tangible personal property that is used to produce income, you must file a rendition with the Starr County Appraisal District by April 15. A rendition is a report that lists all the taxable property you owned or controlled on Jan. 1 of this year. Property includes inventory and equipment used by a business. Owners do not have to render exempt property, such as church property or an agriculture producer’s equipment used for farming. “The appraisal district may use the information submitted in the rendition to set property values,” said Rosalva Guerra. You can also file a report of decreased value to notify the appraisal district of significant depreciation of your property. “For example, if your property was damaged by a storm, flood or fire last year, you should file a report of decreased value. The appraisal district will look at your property before assigning a value,” said Guerra. For most property types, renditions must be filed after Jan. 1 and no later than April 15. Different deadlines apply in certain appraisal districts. A property owner may apply, in writing, for a mandatory extension to May 15. Different deadlines apply for regulated properties. A 10 percent to 50 percent penalty may be imposed if a rendition is filed late, incomplete or not at all. Property owners who need more time to file their renditions may file a written request with the chief appraiser on or before the rendition deadline to receive an automatic extension. The chief appraiser may extend the deadline another 15 days for good cause shown in writing by the property owner for each type of property. Congressman Henry Cuellar: Fighting to Save Lives and Protect Working Families in South Texas As the coronavirus crisis threatens the lives and livelihoods of South Texans, we must work every day to support the health care workers who are saving lives and the families, workers, and small businesses who make our economy work. Last week, Congress passed our third bipartisan response to this crisis – $2.2 trillion for hospitals, health care systems, workers, small businesses, students, and state and local leaders who are on the frontlines. It builds on two bipartisan bills already signed into law to boost prevention and preparedness in order to protect families. Most South Texans will get immediate direct cash payments in the next few weeks. All individuals earning less than $75,000 and households earning less than $150,000 will get $1,200 for each adult and $500 for each child. I worked hard to secure $349 billion in forgivable loans to small businesses across the nation, so they can pay their employees and keep them on the payroll. I also helped secure $17 billion for debt relief for current and new SBA borrowers and $10 billion in immediate disaster grants. This bipartisan stimulus package also increased unemployment
benefits so that the average laidoff worker will get four months of full pay; these benefits will also include self-employed workers, independent contractors, and gig economy workers. South Texans are eligible for up to 39 weeks of unemployment benefits, about 3 months longer than before this bill was passed. The bill included $200 billion for hospitals, health care workers, and research, including ventilators, n95 masks, gowns, gloves, and more personal protective equipment desperately needed by health care workers. I worked hard to secure funding for a number of initiatives that will benefit the Lone Star State. I helped secured $11.243 billion for Texas state and local governments that are on the front lines, $1.182 billion for Texas transit systems that have been hit hard, and $144 million for Texas to address homelessness. For Texas students, I helped secure billions in emergency education funding and eliminated income tax on student loan repayment assistance by an employer. For accountability and oversight, Congress prevented secret bailouts and added special oversight requirements, including banning stock buybacks for any
company receiving a government loan from the bill for the term of the government assistance plus 1 year, as well as establishing robust worker protections attached to all federal loans for businesses. These are just some of the supports you may be eligible for under this emergency package. If you need assistance applying for relief, my staff and I are here to help. Please see my office’s COVID-19 Handbook, which will help you better understand all the financial resources available for our community, such as critical federal funding sources to assist small businesses and local governments. While this relief package will provide critical emergency assistance our state needs, I know we still have more work to do, and I will be working for you every day as Congress crafts the next package. Armadillos are active all year in the Valley While walking my dog Pal, in the late afternoon, we’ve encountered an armadillo three times during the past few weeks. I know they’re common here in the Valley but I don’t expect to see them in daylight hours. I’ve seen them numerous times after dark and often find areas where they’ve dug up the ground the previous night while searching for grubs and insects, including ants. I’m assuming that the weather has created conditions where food is now scarce and they need more hours foraging. They’re perhaps being affected by their low metabolic rate and need more energy during any colder days.
I’ve also discovered that they love to tip over my ground level birdbath and then wallow in the mud. Armadillos are armored with a covering of tough, fused hair. It’s in hard but hinged strips and patches so they can move. The species here is the nine-banded because of the hinged strips, usually nine, in the middle of the body. Despite what you may have heard, the nine-banded can’t roll into a ball for protection but the hard shell does offer protection when threatened while it scurries off into it’s burrow. They have pointy heads, sizable ears and long tails. While their hearing is quite good, their

Starr County 4-H Gold Star Honorees
Aylin Alee Gonzalez, daughter of Ali and Justina Gonzalez, and Bryan Ray Perez, son of Xavier Eli and Lori Peterson Perez, earned the distinction of Starr County 4-H Gold Star recipients for 2019. They were recognized at the annual Texas A&M AgriLife Extension of Starr County Volunteer Award Event in 2019 and at the Starr County Fair 2020 Pageant. County Extension Agent for Agriculture Omar Montemayor presented the honorees with a certificate, jacket, and pin. He stated, “The Gold Star is the highest county award for any 4-H’er. It is comparable to earning the rank of Gold Award or Eagle in Scouts.” Both entered high ranking record books at state and are serving as 4-H Healthy Texas Youth Ambassadors. Aylin, a member of Vaquero 4-H, submitted a record book on her photography project. A sophomore at Rio Grande City High School, her activities include cheer, volleyball, and track. Obituary she earned her Bachelor’s degree in Education, then later, her Master’s degree. She was an elementary and Special Education teacher for many years in Zapata then Rio Grande City before retiring at the age of 70, remembering all her students fondly. Ofilia was an active member of community service groups, including: Beta Sigma Phi, The Hospital Auxiliary at the Starr County Memorial Hospital, Rio Grande City Garden Club, Historical Society, and the Wilderness Society. She believed in the power of education, loved the arts, and traveled to almost every continent. She was especially proud of her seven children and their accomplishments, all university graduates: Irene Adelina Moreno, Irma Eva Romero (deceased) married to Osvaldo Romero, Diana Olga Kidwell, Yolanda Rutilde Gonzalez (deceased) married to Dr. Miguel Gonzalez, Nina Yvonne Cruz married to Dr. Pedro Rafael Cruz-Jimenez, Daniel Ernesto Villarreal III, and Dr. Miguel (Red) Villarreal married to Dr. Marina Chavez. Hydrogen peroxide As people clear isopropyl (rubbing alcohol) off the shelves, do not discount hydrogen peroxide. The CDC says household hydrogen peroxide at 3 percent concentration can deactivate rhinovirus, the virus that causes the common cold, within six to eight minutes of contact. Coronavirus is easier to destroy than rhinovirus, so hydrogen peroxide may be effective at combatting that virus as well. Natural items can be used for general cleaning, but have not been endorsed for use on COVID-19 disinfection. In lieu of shortages, white vinegar, baking soda pastes and citrus oils and juices could fill the void of chemically-based cleansers for other home tasks.

Celia Barrera served as hostess for the first meeting of March of Texas Delta Theta Master of Beta Sigma Phi. Plans were made for Founder’s Day, which has been placed on hold for now. Elda Hinojosa presented a program on Mrs. Eulogia Cruz Villarreal, an early educator in Starr County. The second meeting of the month was hosted by Elia Perez. Members and guests (pictured)
enjoyed a program presented by Becky Canales. Her featured woman trendsetter was Rebecca Garza Rodriguez, a nurse and airline stewardess, who married Dr. M. J. Rodriguez, MD. The couple had six children, and their mother was very active in the community, as well as serving as a surgical nurse. She was president of the school board for three terms and was active in the Hildalgo/Starr Medical Society,
Pan American Round Table, First United Methodist Church, the Garden Club, and the Order of the Eastern Star. Members enjoyed a delicious meal served by Jesse Pena and a time of visiting at both meetings, and would now like to wish everyone a safe and healthy time of Sheltering at Home, with future meetings cancelled until further notice.

According to the Centers for Disease Control and Prevention, stroke is the fifth leading cause of death in the United States and a major cause of long-term disability affecting about 795,000 individuals each year. In observance of National Stroke Awareness Month, Dr. Sumathi Venkatesh, a Health Specialist with Texas A&M AgriLife Extension Service, offers some insight into stroke risk factors and prevention measures. Regular blood supply is vital for a healthy brain—an important organ in our body that regulates our thoughts and actions. A stroke occurs when oxygen and blood flow to the brain is prevented either by a blood clot that is blocking an artery (ischemic stroke) or by the rupturing of a weakened blood vessel (hemorrhagic stroke). When blood flow to a part of the
brain is obstructed, it could affect specific functions corresponding to that region, resulting in cognitive impairment, physical disability, or loss of major body functions. In more severe cases such as a brain stem stroke, paralysis or even death could occur. One of the main risk factors for a stroke, especially a hemorrhagic stroke, is high blood pressure. When blood pushes the arteries with high force for a prolonged period, it can damage the walls of the arteries, causing them to rupture. Likewise, high levels of blood cholesterol and blood sugar could damage the blood vessels. Therefore, routine medical monitoring and the maintenance of an ideal weight through physical activity and a healthy diet are critical measures to prevent some of the most important stroke-related comorbidities such as obesity, hypertension, diabetes, and heart disease.
You could save a life by learning the F.A.S.T. warning signs of a stroke. If you experience or witness Face drooping, Arm weakness, and Slurred speech, then it is Time to call 911. Other signs of concern are sudden numbness or weakness, confusion or trouble understanding, vision problems, loss of balance and coordination, and sudden severe headaches without any known problems. If you notice one or more of the warning signs, seek immediate medical attention to detect the underlying causes and begin a treatment plan. piglets. We’ve known of the feral pig population here for several years and have tried trapping and hunting to reduce the population but to no avail. Texas currently has about 2 million wild pigs and is concerned enough about them that the Texas legislature recently passed a law making it legal to shoot or kill feral hogs any time, any way, and without any limit. Damage, in Texas, caused by the feral hogs is estimated to be about 50 million dollars a year. Studies have shown that any ecosystem they inhabit loses a quarter of its diversity. Whatever the reasons, they became feral and we now have a

perhaps unsolvable problem. They’re mostly in our southern states but are working their way north. Depending a bit on what they eat that can affect the taste, feral piglets and hogs can be eaten and many are hunted for that reason and are prepared as delicacies at some restaurants. The taste is a bit gamey but properly prepared is claimed by one chef to be “absolutely fabulous.” Feral pigs can breed at the age of 6 months, produce up to 12 piglets twice a year and live for 4 to 5 years. To keep their population just stable, not to reduce it, you’d have to kill about 2/3 of the herd each year. A nearly insurmountable task. Several noted biologists claim feral hogs are one of the most intelligent animals and that we’re stuck with them, nearly worldwide. While I regret their destruction of our native environment, my biggest concern is of the danger to people presented by groups of hogs, especially if they have piglets to protect. Here in Texas, on November, 2019, a lady just outside a house door early one morning was killed by feral hogs. Huge, 500 pounds, razor sharp tusks, protective of its young, intelligent---what’s to be afraid of? I, for one, won’t be taking many walks alone in the deep brush as I once did. May feral pigs not enter your lands.

The interest rate is 4 percent for businesses and 2.75 percent for private nonprofit organizations with terms up to 30 years. Loan amounts and terms are set by SBA and are based on each applicant’s financial condition. By law, SBA makes Economic Injury Disaster Loans available when the U.S. Secretary of Agriculture designates an agricultural disaster. The Secretary declared this disaster on Aug. 29, 2019.

Hundreds of firefighters across the country have COVID-19. Those numbers will have likely increased by the time you read this. The reality is harsh. Even with personal protective equipment and strong infection control procedures, hundreds of firefighters are sick. Some have died. They’re not looking for sympathy. They’re not looking for glory. The nation’s fire service is turning to you for help. There’s a lot you can do to make it safer for firefighters. And many of these same actions will help prevent harm to others on the front lines of the COVID-19 battle, like police officers, nurses and doctors. •Stay home and practice social distancing. We know it’s getting tired and old. We know staying home is stressful and frustrating. But it’s an essential action that keeps us all safe. •Call 911 for emergencies only. That’s not a typo – it’s a reminder. If you think you have an emergency, call 911. We don’t want you to hesitate to call for real emergencies like heart attacks, household accidents, and small fires. These are emergencies and firefighters are here to take care of you. •If you do need to call 911, alert the call-taker to anyone in your household that has been diagnosed with COVID-19 or has experienced any symptoms such as cough or fever. And since you’re at home, there’s no time like the present to prepare for and practice for other types of emergencies: •Every household needs to have a home escape plan in the event of fire. There are great tools available on the National Fallen Firefighters Foundation’s Be A Hero, Save Hero app and at the National Fire Protection Association’s Sparky website. If you have children at home, make them an active participant in putting the plan together. It’s an activity with
immediate and long-term benefits – and let’s face it, who doesn’t want to escape their house right now? •Think like a firefighter: firefighters work hard each day to be prepared for anything and everything that comes along. Being prepared will help you tackle problems effectively. It also minimizes stress. If you feel prepared, you’ll feel more in control. There are no stay home orders for your local fire department. Your firefighters always respond when called. Please do your part to help them return safely to their families. Ronald J. ICYMI: In Light of Federal Guidelines for Commercial Drivers, DPS Extends Deadline for CDL Holders to Submit Medical Certificates In light of the COVID-19 pandemic, the Texas Department of Public Safety (DPS) has suspended the automatic downgrade of commercial driver licenses (CDL) by providing CDL holders with an extension for the medical certificates required for CDLs if a driver is unable to provide a current medical certificate due to COVID-19. This action comes in light of guidelines issued last month by the Federal Motor Carrier Safety Administration (FMCSA) and following the closure of DPS
driver license (DL) offices across the state due to COVID-19. FMCSA has waived compliance for medical certificates until June 30. While DPS will still be processing any medical certificates received, this federal guidance has allowed DPS to discontinue the downgrade of CDLs for those individuals with expired medical certificates. This extension helps ensure that commercial drivers are able to continue working throughout the current national emergency due to COVID-19.
Any driver with an updated certificate can submit it to DPS via email at CDLMedCert@ dps.texas.gov or by fax at (512) 424-2002. For those commercial drivers following the extension guidelines, it’s important to note that you will have 60 days from the date DPS provides public notice that normal issuance procedures have resumed to submit a current medical certificate. When DPS resumes normal DL operations and offices are reopened, CDL holders will be able to renew their licenses without penalty.

provided outstanding leadership when the club was invited to participate in a Center for Disease Control Grant Workshop in Starr County, one of four Texas counties with low health ratings. The grant for good health is coordinated by the WOWe (Working on Wellness Environments) and Texas A&M AgriLife Extension. Her idea was for a downtown walking route for fitness with a focus on the history of the area being walked. Lydia named the effort “Move Rio Forward.” Experts came and led club members and city officials on a Walkability Study beginning at the Museum and including our historical Main and Mirasoles Streets. Lydia saw that our downtown and historical areas could be revived and would be a source of pride and revenue for Rio Grande City. Follow-up activities will continue in 2020 with TAMU Extension specialists and other experts. MRS. SAENZ, page 4
Roma High JROTC Has Most Challenging Spring Season Yet
By: Roma High School J R O T C Instructor LTC(R) Luis Barrera R o m a Gladiator J R O T C Raider Teams spring season was cut short due to the current COVID-19 crisis, but we did manage to represent our school district in several events. During the month of January we prepared and hosted a Military Skills Drill Meet, on Jan. 28 here in Roma, 15 schools from the across the Valley and Laredo attended the Drill Meet in which our Cadets were the Judges. It was a most challenging event that exposed our Cadets to practice their leadership skills and on what it takes logistically to prepare to run such a big event. Our Varsity Gladiator Raider Coed Team attended the Annual La Copa Ranch Warrior Raider Challenge on Feb 8 in which 22 schools from the Valley, Corpus
Christi and Laredo participate and mange to bring back the second place trophy for the second year in a row. In the last five years we have brought three first and two second place trophies from this most challenging event. On Feb 29, we participated in the PSJA Memorial Drill Meet and brought back the 2nd Place Unarmed Drill Overall Trophy. This is the first time in my 5 years at Roma HS, in which our girls or boys drill teams managed to bring a top three overall trophy in any Drill Meet. We are making some great progress in the girls drill team, due
part of a team. 20 other schools from all over Texas attended the camp with Roma HS. Over 280 kids attended the Camp along with the school instructors. Campers engage in constant activity from sunup to sundown, teamwork focused on developing leadership skills, activities geared towards teaching focus and self-discipline and understanding. The repel tower was the most challenging event due to the height of the tower. Lots of friends were to the hard work and dedication made and long lasting relationships of the girls and especially the made. The Cadets also presented Team Captain, Cadet Captain Jade Mares. We expect more from our teams next drill season. This year JCLC Camp was held at Camp Bullis, TX from March 11-15. The Camp was cut short due to the virus and we all returned safe and healthy to Roma. The JROTC Cadet Leadership Camp allows cadets to further their knowledge and skills in military life. Although this experience does not force cadets to join the military. The camp is designed to expose cadets from different schools to work together and be a

South Texas College Psychology Club Sent a Positive Message
Not even the coronavirus pandemic stops the Starr County Campus Psychology Club of South Texas College from working together in initiatives and projects for the betterment of Starr County, in this case with a positive message to all: “Stay Home, Think Positive, Practice Social Distancing. Together, We Will Overcome This Coronavirus Pandemic.”

SAENZ Continued from Front Page Mrs. Saenz’s second impressive endeavor of 2019 was when the Study Club and its founding club, the Woman’s Club of Rio Grande City, were called upon to host the 59th Annual South Texas District Convention in March 2019. Using Lydia’s emphasis of “Pride in our Texas Heritage,” members of both clubs borrowed pictures from the museum, revived our sesquicentennial project of the Heritage Style Show, printed place mats with pictures from the original style show and displayed historical pictures of Starr County landmarks on the tables. All members and guests were touched by this outstanding program focusing on our past as it has affected the present and the future. Lydia coordinated planning meetings for revamping of the annual AIM banquet and Federation Day program since the summer of 2019.
Fifteen graduating seniors were selected and honored for Achieving Inspirational Merit. Mrs. Saenz’s previous participation in the F.J. Scott Study Club includes serving as president twice before, as vice-president, and as parliamentarian. Lydia has served the F.J. Scott Study Club at every level in every department multiple times during her 54 year membership. Her proven leadership has brought in many new members over the years, and she has led in many diverse and interesting projects and programs. Everyone loves attending the committee meetings and club meetings held in her festive home, as she is a superb hostess. Lydia keeps the membership inspired and very active with activities she has organized, such as jewelry making and making Christmas wreaths. A recent outstanding program was a visit to our Benedictine Monastery of
the Good Shepherd and its beautiful selection of paintings and sculptures, the largest in our area. Community involvement is what Mrs. Saenz is all about. Lydia lives her life always inspiring everyone to strive forward. She creates opportunities for growth in everything she does. Lydia noticed that multiple accidents have happened at the new intersection on north Hwy. 755 between our city and the new high school and brought it to the attention of the club. Lydia and Nelda Laurel, president of the Woman’s Club of RGC, corresponded with TxDOT about the urgent need for a traffic light then took the next step of meeting with our County Judge. They are continuing to address this matter before any lives are lost. GFWC Texas South Texas District involvement includes currently serving as South Texas District
Special Projects and Contests Outstanding Club Program chairman after serving as chairman of Texas Heritage Historical People for many years. She has achieved the honor of being named a Life Member of South Texas District. Through the years, Lydia has attended and helped host numerous South Texas District Fall Board meetings, Summer Workshops, and Conventions in Kingsville and other locations. GFWC Texas commitments include serving the Rio Grande Valley Federation of Women’s Clubs as president, vice-president, and secretary, and she was honored as their Outstanding Clubwoman Volunteer in 2010. She also attends GFWC Texas Conventions and Fall Board Meetings in Austin. She was proud of the honor of attending the GFWC International Convention in Austin in 2019 and serving as a volunteer during the event.

PRIMARY RESPONSIBILITIES: This position is directly responsible for the smooth functioning of the program and is ultimately responsible to the NIC Site Manager. Duties of the position are described in major functional areas listed below. Monitors compliance with the Head Start Program Performance Standards. Establishes policies and procedures for the program design and management of content areas of the program with parents and staff that support effective implementation. Responsible for daily budget oversight. Oversees coding of all payments and reviewing detailed weekly transaction reports and budget comparison reports. Coordinates and supervises public relations for the program. Conducts regularly scheduled staff meetings (i.e., all staff meetings monthly). Understands, generates and documents in-kind and other allowable costs applied toward the non-federal share requirement. Additional duties may be assigned EDUCATION AND EXPERIENCE: Minimum requirement is a bachelor’s degree and experience in supervision of staff, fiscal management, and administration. Preferred degree: In Early Childhood Education, Business Administration, Finance, Human and Social Services or related in these Fields. This position requires demonstrated skills and abilities in a management capacity relevant to human services program management. Property Owners Should Soon Start Receiving Appraisal Notices for the 2020 Tax Year You may soon receive an appraisal notice from the Starr County Appraisal District. The appraisal district will mail about 18,500 appraisal notices on April 24, 2020. Your city, county, school district and other local taxing units will use the appraisal district’s value to set your 2020 property taxes. Under Texas law, county appraisal districts are required to notify property owners about changes in their property’s value. The notice contains important information about the property’s location, ownership and property tax exemptions that apply to the property. It must also include an estimate of the taxes by local taxing units if your property value increased in the last year. Property owners who disagree with the appraised value of their property, the exemptions or any other action by the appraisal district have the right to appeal to the Starr County Appraisal Review Board (ARB). The ARB is an independent panel of citizens responsible for hearing and settling property owner protests. The notice of appraised value includes instructions on how and when to file a protest, a protest form and the Comptroller’s Property Taxpayer Remedies. The deadline for filing a protest with the ARB is June 1 or 30 days after your notice of appraised value was delivered to you. The Comptroller’s publication, Property Taxpayer Remedies, explains in detail how to protest your property appraisal, what issues the ARB can consider and what to expect during a protest hearing. The publication also discusses the options of taking your case to district court, the State Office of Administrative Hearings or binding arbitration if you are dissatisfied with the outcome of your ARB hearing. Sales Tax Holiday for Emergency Supplies, April 25-27 As the nation continues to shelter in place because of the COVID-19 pandemic, Texas Comptroller Glenn Hegar is urging Texans to shop online or practice strict social distancing measures for in-store purchases during the sales tax holiday for emergency preparation supplies. The primary intent of the law that established this holiday, which begins at 12:01 a.m. on Saturday, April 25, and ends at midnight on Monday, April 27, is to help Texans prepare for events like hurricanes and turbulent spring storms. “Unfortunately, strong spring storms, wildfires and the upcoming hurricane season will still threaten
Texans in the months ahead,” Hegar said. “As this pandemic continues to spread, I want to remind all Texans this sales tax holiday applies to qualifying items they purchase online, from the safety of their homes. If visiting your local retailer to purchase items, please practice appropriate social distancing as described by the Centers for Disease Control and Prevention.” There’s no limit on the number of qualifying items you can purchase. These include: •household batteries, fuel containers and flashlights priced at less than $75; •hurricane shutters and
emergency ladders priced at less than $300; and •portable generators priced at less than $3,000. For purchases made online, note that delivery, shipping, handling and transportation charges are part of the sales price. If the emergency preparation supply being purchased is taxable, the delivery charge is also taxable. Consider these charges when determining whether an emergency preparation supply can be purchased tax free during the holiday. A list of emergency preparation supplies that may be purchased tax free can be found on the Comptroller’s website.
