Texas Secretary of State Ruth R. Hughs encouraged all eligible Texas voters to take advantage of the early voting period ahead of the May 1st election, which begins on Monday, April 19th and ends on Tuesday, April 27th.

Voters across the state will have the opportunity to cast ballots in county, local, and political subdivision elections, including those for mayor, city council, school board, municipal utility districts, and other local entities.

Secretary Hughs reminded voters to research the candidates and measures that will appear on their ballot and to prepare to make their voices heard.

The Secretary also reminded all eligible Texas voters to continue to observe the recommended health care protocols released by her office, which are meant to help ensure the health and safety of all voters, election office personnel, polling place workers, and poll watchers in Texas.

“Starting Monday, April 19th, Texas voters will have the

opportunity to make their voices heard by voting on candidates and measures that will directly affect the governance of their cities, towns, school districts, and other localities,” said Secretary Hughs.

“I encourage all eligible Texans to set aside time to ensure that they are informed and prepared so that they can confidently cast their vote and help shape the future of the Lone Star State.”

Eligible Texas voters should contact their respective county elections office to view a sample ballot, locate their appropriate polling place, and plan their trip to the polls. Voters can also find extensive information regarding the May 1st election at VoteTexas. gov Texas voters who are eligible to vote by mail must ensure that their Application for Ballot by Mail (ABBM) (PDF) is received by the Early Voting Clerk in their county of registration by Tuesday, April 20th.

Distracted Driving Continues To Plague Texas Roadways Cell phone use, other distractions cause 1 in 5 traffic crashes Sadly, distracted driving is still near the top of the list when it comes to crashes on Texas roadways, coming in at No. 2 for traffic-related crash causes. Last year Texas roadways saw nearly 1 in 5 crashes caused by a distracted driver in which 364 people died and 2,200 were seriously injured.

TxDOT is re-launching its web-based augmented reality game “Dart Those Distractions” to reinforce the importance of paying attention behind the wheel. Designed to be played on a smart phone or tablet (but not while driving), the game increases awareness about the dangers of distracted driving in an interactive, engaging way. The game challenges players to throw darts at balloons that symbolize driving distractions, such as eating, grooming, programming music or checking a navigation system.

Dangerous distractions include any activity that diverts the driver’s attention away from safely operating a vehicle. Research shows that regardless of whether a driver uses a voice-to-text program, hands-free device or a handheld one, the distraction will affect the driver’s ability to drive safely.

Since September 1, 2017, it has been illegal to read, write or send a text while driving in Texas.

Violators can face a fine up to $200.

TxDOT offers these tips to prevent distracted driving that can lead to a ticket, or worse, a crash: • Always give driving your full attention.

• Pull off the road entirely and come to a complete stop before you talk or text.

There’s no limit on the number of qualifying items you can purchase. These include: •household batteries, fuel containers and flashlights priced at less than $75; •hurricane shutters and emergency ladders priced at less than $300; and •portable generators priced at less than $3,000.

For purchases made online, note

that delivery, shipping, handling and transportation charges are part of the sales price. If the emergency preparation supply being purchased is taxable, the delivery charge is also taxable. Consider these charges when determining whether an emergency preparation supply can be purchased tax-free during the holiday.

For example, if you purchase a rescue ladder for $299 with a $10 delivery charge, the total sales price is $309. Because the total sales price of the ladder is more than $300, tax is due on the $309 sales price.

Several over-the-counter self-

care items, such as antibacterial hand sanitizer, soap, spray and wipes, are always exempt from sales tax if they are labeled with a “Drug Facts” panel in accordance with federal Food and Drug Administration (FDA) regulations.

Purchases that do not qualify include: batteries for automobiles, boats and other motorized vehicles; camping stoves and camping supplies; chainsaws; plywood; extension ladders and stepladders; and tents.

A list of emergency preparation supplies that may be purchased tax-free can be found on the Comptroller’s website.

Forty-eight students earned Division 1 Superior Ratings, and of those, 13 earned a spot at the state competition.

“We are extremely proud of these student musicians who have excelled in all their studies to maintain good grades that allows them to participate in these very challenging UIL competitions,” said Dena Laurel, Roma ISD Band Program Director. “This competition is the culmination of hundreds, and sometimes thousands, of hours of practice every year just to play for a short time at the highest level possible. These students started out competing against thousands of students from across the state, and have been hand selected by judges to represent the best of band music education. We are so impressed with the hard work of these amazing students, and want to thank their parents for their enduring support.”

R. T. Barrera Elementary School Blue buntings are rare in Texas Garden Thriving Despite Pandemic If you see one you’re very lucky. The blue bunting’s range is typically from the middle of Mexico and south.

However they occasionally stray into southern Texas and add a little excitement to the lives of bird watchers.

On March 26th, a male blue bunting appeared at a feeder at Rancho Lomitas where I live.

It was apparently rather hungry because it stayed around for at least two days, allowing some visiting bird watchers to see it.

We’re anxious to see if will stay longer. It raises our “birds seen”

list to 192 species.

Male blue buntings, Cyanocompsa parellina, are dark blue with lighter highlights near its crown, on its cheeks, rump and shoulders. It’s dimorphic, which means the sexes are different.

The female is a plain, rusty brown color.

They’re about 5 inches l o n g with a wingspan of 8 1/2 inches.

The blue bunting’s food is mostly seeds. If you’re feeding

birds and want to attract blue buntings, try offering tiny seeds like thistle seed.

There are lots of small bluish bird species including other buntings and grosbeaks. You’ll have to be very observant to know if you’re seeing a blue bunting and not, for example, an indigo bunting.

During these pandemic days, a little excitement is welcome.

The Pollinator Garden at R. T. Barrera Elementary School is almost complete!

The Eagles are extremely excited to continue working on these projects with the support and dedication of Coach Rolando Munoz, Victorino Cantu, Elva Yolanda Morado, the Roma ISD Maintenance Department, and other volunteers.

The native plants come from Rancho Lomitas Native Plant Nursery, which is owned by a botanist.

The school’s administration can’t wait for the students to come back to see the progress of their garden!

The murder of Gregorio Duffy

First Casualty of the Start of the Starr County Political Boss Politics (US Customs Agent, Starr County Republican, Politician)

At the turn of the century, surviving the US Civil War and Mexican-American War, Starr county was to embark in a war within itself for political control of county government. Established in 1848, Starr County was ruled mainly by Anglo last name men.

This was about to change as the birth of the political boss organization from the western side of the county under Manuel Guerra came to life.

On the western side of the county, Manuel Guerra was a banker, rancher, and Democratic leader in Starr County politics. Unlike many Hispanic families with property north of the border, the Guerra’s did not lose their land to aggressive Anglo ranchers and speculators. It was in 1894 that Manuel Guerra won a seat on the Starr County Commissioners Court and formed an alliance with then Sheriff W. W. Shely that dominated county politics. For the next decade Guerra ruled as the political boss of Starr County.

Significant elections were coming up in 1906 in the Rio Grande Valley and Valley Republicans joined forces in effort to beat out the newly take over of the Democrats in Starr County. At that time Starr County reached all the way to Falfurrias and the north was mainly controlled by Anglo-Tejanos. It was a dead heat election and was to be a fight for the survival of both parties. However, it was after the results of 1906 that reach a most deadly beginning in new political boss rule in Starr County. The night before the election, Valley Republicans murdered the democrat district judge while he was sleeping. Rioting erupted in the streets of Rio Grande City – the county seat of Starr County. County politics were a mess and very unstable.

Gregorio Duffey Then comes the incident that became all state known and place Rio Grande City on the map as a rugged place street gunfights still occurring. Gregory Duffey was born in Starr County to Michael Patrick Duffey and Maria Antonia Saenz. Duffey served as a US Customs Inspector. He ran for county sheriff as a Republican against the Guerra political machine’s

c a n d i d a t e Deodoro Guerra cousin to Manuel Guerra. Deodoro won the election.

Three months later after the 1906 election, January 1907, Gregorio was killed in a gunfight involving Guerra’s cousin, Deodoro, who was the newly elected sheriff. The Starr County Sherriff shot and killed his former opponent, Gregorio Duffey, as he was coming out of bar.

Guerra, two deputies, and a Texas Ranger, for conspiring to murder a federal official, but all the defendants eventually won acquittals. Manuel Guerra – Starr County Commissioner, Deodoro Guerra – Sherriff Starr County, Desiderio Perez – Deputy Sherriff Starr County and others were charge with conspiracy to murder of Gregorio Duffy. The trial was held in Victoria, Texas. Over one hundred witnesses were summoned for the prosecution and twenty or more for the defense. The Conspiracy was supposed to have grown out of bitter political campaign for county offices in Starr County with that event being brought out in the trial, but the prosecution failed to prove its case.

Gregorio Duffey is buried at the Catholic Cemetery on San Antonio Street, in Rio Grande City.
