The Rio Grande City Public Library in Rio Grande City,Texas has received the 2018 Achievement of Library Excellence Award from the Texas Municipal Library Director’s Association (TMLDA.) TMLDA is an affiliate of the Texas Municipal League. The Rio Grande City Public Library staff was recognized at a recent City of Rio Grande City Council meeting. Each year TMLDA confers
awards for outstanding contributions to public libraries. To successfully receive the Achievement of Library Excellence Award, the applicant must exhibit excellence in providing services to underserved and special populations, in enhancing services, in marketing their programs and services in innovative ways, in promoting cultural, topical, and educational programming, in providing literacy support, in
providing summer reading clubs, in pursuing collaborative efforts, in supporting workforce development, in providing for digital inclusion, and in comprehensively training staff. According to the Texas State Library and Archives Commission, 548 public libraries exist in Texas. Of those libraries, only 52 received this award in 2018. This means Rio Grande City Public Library is in the top 10% of public libraries in the entire State of Texas.

RGC Lions Vision Screning Team Screen TMC Children The RGC Lions Vision Screening Team conducted vision screening of 555, 3-6 year olds, enrolled in the Teaching and Mentoring Communities Program (TMC) in Starr and Zapata Counties. Children in 41 Head Start and Early Head Start classrooms were screened from March 20 to April 4, 2018. The Lions screening team used the state of the art Pedia Vision equipment developed by the University of Connecticut. The Pedia vision camera sends a ray of light through the pupil of the eyes, photographs the back side of the eyes and immediately determines if a child, or adult, has normal vision or needs to be referred to a professional vision specialist for further evaluation. A printout of the abnormality is provided to the parents of the students who need further evaluation.
ATTENTION
Normally, one fourth of children screened are identified for further evaluation. Lion Clubs throughout the United States and other countries use the Pedia Vision equipment to screen school children and adults, the focus being on 3-6 year olds in head start and early head start programs. The reason why the focus is on 3-6 year olds is that at this age vision acuity tends to fluctuate more so than beyond six years of age and most important, children need to have good vision to succeed in their school work.

Rio Grande City Main Street Receives 2018 National Main Street Accreditation Rio Grande City Main Street has been designated as an accredited Main Street America program for meeting rigorous performance standards set by the National Main Street Center. Rio Grande City’s Main Street Program is evaluated annually by Texas Main Street, which works in partnership with the National Main Street Center to identify the local programs that meet ten performance standards. South Texas College Theatre ends the spring semester with Bernard Pomerance’s The Elephant Man. The production will run from April 26-28 at 8 p.m., and will include a matinee at 2 p.m. on April 29. Performances will take place at STC’s Copper Center for Communication Arts Black Box Studio Theatre located at 3201 W. Pecan Blvd. in McAllen. The Elephant Man is based on the life of John Merrick, who lived in London during the latter part of the nineteenth century. A deformed young man, Merrick is a victim of a rare skin and bone disease, and has become the star freak attraction in travelling sideshows. Found abandoned, he is admitted to London’s Whitechapel hospital. Under the care of physician Frederick Treves, Merrick is introduced to London society. He evolves from an object of pity to an urbane and favorite of the aristocracy and literati only to be denied his ultimate dream, to
become a man. “The Elephant Man portrays John Merrick’s life as he navigates through the cruelty and insincerity he encounters in his brief life,” says director Joel Jason Rodriguez. “Pomerance wrote a play that places a mirror in front of ourselves and ask us the questions, ‘Who do you believe you are in this world? Property Tax Protest and Appeal Procedures
Property owners have the right to protest actions concerning their property tax appraisals. You may follow these appeal procedures if you have a concern about: • • • • • • • • •

Evidence may be submitted for any hearing type either in paper or on a small portable electronic device (such as a CD, USB flash drive or thumb drive) which will be kept by the ARB. Do NOT bring evidence on a smart phone. The ARB’s hearing procedures regarding all the requirements to properly submit evidence on a small portable electronic device must be reviewed. To the greatest extent practicable, the hearing will be informal. You or a designated agent may appear in person or you may by telephone conference call or submission of written affidavit to present

In October 1924, the Catholic community of Rio Grande City welcomed Father Gustave Gollbach as its new pastor, who would become deeply affected by his encounter with the many individuals suffering from various diseases endemic to the region. To inspire his parishioners with the hope and faith in the miraculous power of divine healing, Father Gustavo, as he was affectionately called, encouraged the community to erect a replica of the Grotto of Lourdes, France. This grotto commemorated the apparition of the Virgin Mary of Bernadette Soubirous, a young French peasant girl of Lourdes (c. 1858). According to this tradition, a spring welled from the ground at the exact location of the vision, from which still flows water known for its miraculous powers of healing. Work began on the local replica in February 1927 and was completed April 27, 1928 at a cost of $5000 and a community effort involving people of all faiths, soldiers from Fort Ringgold, and a Baptist minister who performed the electrical work. The workers utilized various materials in the construction, including petrified rock from nearby Escobares. The statues of the Virgin Mary and Bernadette Soubirous came from a studio in Paris. The grotto stands 33 feet in height and 90 feet in width.

New data refutes inflated Texas maternal mortality rate A new study by researchers at the Texas Department of State Health Services has found the number of maternal deaths in Texas in 2012 was actually less than half the number previously reported. The peer-reviewed research, published in the journal Obstetrics & Gynecology, determined there were 56 maternal deaths among Texas residents compared with 147 reported in national statistics. After a 2016 publication asserted a dramatic increase in the number of maternal deaths in Texas from 2010 to 2012, DSHS developed a rigorous method to verify maternal deaths, beginning with 2012, and will continue to use it to find more accurate maternal death counts for additional years. The study shows dozens of women were identified on their death certificates as being
pregnant at the time of their deaths, when they were not. The misclassification most likely occurred because people certifying the deaths selected the wrong pregnancy option in the electronic system used to register deaths. That may have become a bigger issue between 2010 and 2012 as the proportion of death certificates submitted electronically in Texas increased by more than 40 percent. “Other academic research has shown issues with the quality of death data, nationally,” said Sonia Baeva, DSHS maternal mortality and morbidity epidemiologist and the study’s lead author. “Death data can be a rich source of information, but our work shows that identification of rare events, such as maternal deaths, should be supported with additional evidence.”
The standard method of calculating maternal deaths relies solely on cause of death codes from death certificates. The enhanced method used by DSHS verifies those deaths by matching them to records of births and fetal deaths and by reviewing medical and autopsy records for any evidence of pregnancy, including miscarriage. Researchers also identified some maternal deaths missed by the standard method by matching the death records of all female Texas residents against birth and fetal death records. “This more accurate, verified data is an important part of our ongoing work to improve maternal health in Texas,” said Dr. Manda Hall, DSHS Associate Commissioner for Community Health Improvement. “Better data will improve our ability to

implement and assess ways to reduce maternal deaths and other severe pregnancy complications.” Maternal mortality has been a priority for the Texas Legislature since it established the Texas Maternal Mortality and Morbidity Task Force in 2013. DSHS continues its efforts to reduce the number of maternal deaths by supporting the work of the task force, rallying hospitals to
implement best practices to reduce pregnancy complications, joining other states to develop new guidelines for treating opioid use in pregnancy, and encouraging parents-to-be to improve their preconception health. The agency is also implementing legislation aimed at improving the quality of death data by developing best practices for investigating and reporting
maternal deaths and creating new training for medical certifiers like doctors, justices of the peace and medical examiners. A new registration system being developed will prompt certifiers to confirm the pregnancy status before allowing a death record to be submitted.
