Congratulations to Chantal Lozano and Monika Cantu Esparza who were District Champions and Regional Semifinalists in the Girl’s Doubles, as well as Roel Loera and Joel Flores who were District Champions and Regional Quarterifinalists in Boy’s Doubles. Raul Ramirez and Marc Siller ranked 3rd in the doubles at the District Tourney and Eloy Canales and Adrian Gonzalez took home the District Championship in 9th grade doubles! “Spring tennis is hard work not only because it is a very physical sport requiring full body work, running, jumping, and constant drilling – the weather is unpredictable and the heat can be harsh. There is no working inside. We push outside in the heat and it is hard and continual, and I couldn’t be more proud of these kids,” express Coach Eddie Marquez. “They all had great matches throughout the season and they are going up against kids across the Valley that have access to private lessons and some indoor facilities now that we do not. We have always had a strong Tennis Program at Roma High and I’m very proud of our record and what we are accomplishing.
Farmers Market at Rio Grande City Tractor Supply Celebrates Homemade, Homegrown Goods Jump into spring — and start your own garden — with a trip to the Farmers Market on Saturday, April 29 at Tractor Supply Company in Rio Grande City. From 9:00am until 3:00pm, the Farmers Market at 3162 W. Hwy 83 will feature homemade and homegrown goods from local farmers and crafters, along with gardening advice to help new growers get started. Farmers and crafters will showcase their goods in front of the Tractor Supply store. Some participating local vendors

Immaculate Conception School students participated in PSIA (Private Schools Interscholastic Association) competition held in Harlingen, Texas. We are very proud of all of our students that participated in PSIA. All of our students, with the exception of one, placed in their respective event. Ruperto Bautista Named Outstanding Male Wrestler for the Rio Grande Valley Ruperto Bautista, Rio Grande City High School 132lb Wrestler was named the Outstanding Male Wrestler for the Rio Grande Valley by the Valley Wrestling Officials Association. He is the top male wrestler for this past season. He is the third recipient of this award for Rio Grande City High School. Previous recipients were Lisa Gonzalez in 2013 and Alouette Gonzalez in 2015. Alongside Rupert’s prestigious award his coach, Ronald Pratt, has an enduring support for Rupert. Coach Pratt has dedicated his career to helping students achieve greatness through his wrestling program. Coach Pratt’s efforts have been recognized all over Texas and other States, including being recognized as “Outstanding Alumnus of Tarkio College” in 1999. Most recently coach Pratt was recognized with the phenomenal honor of being officially inducted into the “Tarkio College Athletic Hall of Fame”. Congratulations to Coach Pratt and to Rupert for bringing pride to RGCCISD.

The Lady Gators Varsity Soccer Team went up against the Rio Hondo Lady Bobcats in the Bi-District PlayOffs at Grulla High School. Coaches Mr. A. Olivares and Ms. K. Barrios gave the ladies an uplifting pregame talk, letting them know how proud they are of each of them. The Lady Gators played a tremendous game with a lot of energy and spirit! Ultimately, with a score of 0-2, the Lady Bobcats won the game. Congratulations to the Roma ISD FFA students who competed at the 2017 Rio Grande Valley Livestock Show! The Roma High School students had a wonderful showing overall. In the Farm Shop Division there were more than 548 projects entered and Daniela Urbano brought home the Grand Champion BBQ Trailer in the 10 Foot, 1 Inch and Over Category. In the 10 foot and Under BBQ Trailer Category, Taiz Ochoa brought home the Grand Champion BBQ Trailer. Oh, please don’t feel guilty it was just my time to go. I see you are still feeling sad, and the tears just seem to �low. We all come to earth for our lifetime, and for some it’s not many years. I don’t want you to keep crying, you are shedding so many tears. I haven’t really left you even though it may seem so, I have just gone to my heavenly home, and I’m closer to you than you know. Just believe that when you say my name, I’m standing next to you, I know you long to see me, but there’s nothing I can do. But I’ll still send you messages and hope you understand, that when your time comes to “cross over,” I’ll be there to take your hand.

Forty students each received a $1,000 scholarship from Medina Electric Cooperative to be used for higher education during the 20172018 academic year. Winners were selected by the board of directors through a random drawing of all qualified entries. According to CEO Mark Rollans, “As a cooperative, we are built on the principle of supporting our members and our communities. The scholarship program is a wonderful way to give back. After all, the students of today will be the community leaders of tomorrow.” Since the scholarship program began in 2000, the cooperative has awarded $517,500 to 333 area students. Alto Bonito Elementary hosted a Hands-on-Hand Parent Meeting. Parents were invited to listen to a presentation given by Mrs. Norma McKee. She explained to parents how easy it is to incorporate handson activities with simple books read to their children. After the presentation, students were invited to join their parents in which they worked on activity related to the book read. For this activity, the book used was The Very Hungry Caterpillar. Everyone had a great time. Parents were able to learn different techniques they can use at home to help their children in enhancing their reading skills. Thank you to all the parents that took time to come to this meeting! Special thanks to Mrs. McKee for conducting the meeting as well!

STC’s Starr County Campus will open at least four new fullfledged workforce programs beginning in fall 2017. Registration for both summer and fall classes is now underway. Students will now be able to register for Welding, Electrician Technology, Heating, Ventilation and AC (HVAC), Automotive Technology, and Precision Manufacturing Technology (PMT). “Along with new facilities, highly qualified faculty with academic credentials as well as real occupational experience in these areas will deliver classroom and hands on training to help students compete in their chosen career area,” said STC Starr County Campus Administrator, Dr. Arturo Montiel. Dr. Montiel has envisioned a campus where students can study occupational areas of high wage and high demand careers while simultaneously earning an associate or bachelor degree for transfer if they wish to continue. “I’ve seen students graduate from South Texas College and quickly realize that opportunities to enter the workforce or continue in higher education are plentiful,” Dr. Montiel said. “My position as campus administrator allows me to focus on Starr County where the community is active and embraces higher education.” With 119 degree and certificate program options available at STC, there is something for anyone interested in accomplishing their educational and career goals. In addition to being close to home, STC is also one of the most affordable college’s in the nation. In addition to registering for the fall semester, students can also receive assistance from the Advising, Counseling and Testing Departments. Financial aid specialists are available to help students fill out the Free Application for Federal Student Aid (FAFSA) and to assist with any other financial aid questions. The Cashiers Department will also be open in order to help students setup payment arrangements and consider options such as installment plans and emergency loans. The members of the Starr County Council of Beta Sigma Phi chapter presidents and council representatives donated the proceeds from their raffle to Mr. Albert Escobedo for the Casa Esperanza in Rio Grande City. This donation was a joint effort for the local community center located at 804 E. Ringgold St. The local soup kitchen provides produce, canned goods, dry goods and prepared meals to the needy and homeless of the area. Starr County Sheriff’s Office together with the Rio Grande City Police Department invited Ms. Amanda K. Tienda and Ms. Connie Chavarria from the 911 Regional Administration of South Texas based out of Laredo, TX to provide a training for the local business community on the importance of being able to John & Olive Hinojosa Elementary celebrated their U.I.L. District Championship win at Main Event in access 911 directly from their Pharr, Texas. The students had a fabulous time! Once again, Congratulations! telephones. Roma ISD Viola Students Learn, Veterans Middle School Students RGCCISD Athletic Department Hosted Perform at UT-RGC Viola Fest of the Month for April 2017 the 6th Annual Rey Ramirez Relays
During the spring, viola students from Ramiro Barrera Middle School, Roma Middle School and Veterans Memorial Elementary School enjoyed three days of workshops, master classes, and rehearsals at The University of Texas - Rio Grande Valley Viola Fest featuring renowned violist Jaime Amador of The Harlem Quartet. South Texas College, Texas Workforce Commission Offering Free Training for Post-9/11 Era Veterans Info session for veterans’ employers set for May 3, at Technology Campus Area business owners, managers and supervisors are invited to attend an upcoming info session at South Texas College, on Thursday May 3, from 9-11, to learn how to get free workforce training for post 9/11 veterans on their payroll. The meeting will be at the Technology Campus, at 3700 W. Military Highway, in conference room #142. The training is part of the Texas Workforce Commission’s new Skills for Veterans initiative aimed at addressing the unique challenges and training needs of post-9/11 veterans returning home and entering the Texas Workforce. Texas Workforce has set aside $1 million for this special initiative that will strive to enhance the skills of veterans thereby benefiting the employer’s business operation. Post-9/11 era veterans, especially those veterans who
served in Iraqi Freedom (OIF)/ Operation New Dawn (OND) or Operation Enduring Freedom (OEF) and are newly hired, are eligible to participate. Rio Grande City Rattler Baseball Team hosts Youth Night. It’s an evening for the youth of our community to meet and support the Rattler varsity team. The young ones get a feel of what it’s like to be out on the varsity baseball field and the Rattlers are reminded that there are young ones who look up to them as they represent our school and community as mighty Rattlers! The Rattlers lived up to their expectation and showed the youth the athleticism that is part of the Rattler Baseball Program. The Rattlers defeated the Roma Gladiators in an exhilarating 4-0 match. Leading the Rattlers is Ruben “Nando” Sepulveda who pitched a shutout game for the Rattlers, striking out 13.

RIO GRANDE CITY – THE RANCH, THE TOWN, THE CITY A BRIEF HISTORY OF THE EFFORTS AND STRUGGLES TO INCORPORATE
By: Ross Barrera Rio Grande City citizens know that our community faces constant struggles with our local politics. We are no strangers to public corruption, political machines and “Mob Boss” style public officials. Our community has had several colorful characters and events that shaped the community we call home. Unlike many American communities ours is quite unique in its beginning that stretches from 19th century and jumps in through the ends of the 20th century. Many locals know that Rio Grande City had many hurdles to climb to free itself of political machines and move forward. The peaks and valleys of our political past were at times difficult as climbing the many hills which surrounds our beloved community. This is our brief story on how we became Rio Grande City – a city on a hill. Since 1752, our community has been known by many names such as: Rancho Carnestolendas, Las lomintas de Carnestolendas, Rancho Garza, Rancho Davis and Davis Landing. Our community has had several flags fly over our “Querido Rio Grande” The flags include: Spain, Mexico, the Republic Of Texas and the Confederate States of America. In 1848, the county of Starr had formed and Henry Clay Davis is credited to have started the efforts to form the community we love today. Mr. Davis loved his community and wanted to see it developed into a model city of the new State of Texas. In 1849, As a newly elected State Senator Henry Clay Davis wasted no time to push a bill to establish the “City of Rio
Grande” The bill passed. However, for reasons unknown the bill never moved forward. Henry Clay would not give up. This however prompted Mr. Davis to re-introduce the bill in 1850 and again passing making a sure step for Rio Grande to become a City. However, after 1850 the US/Mexico Border became a hostile regional region and instability that the bill was stalled simply did not move forward. In 1861, Texas secede from the United States and joined the Confederate States of American. Plans to incorporate Rio were now on permanent hold as the War between States was in full throttle. After Texas rejoined the United States, Mr. Davis devotion and selfless efforts to see Rio Grande thrive are noted. Mr. Davis never rested and continued to build partnerships to attract business and always keeping in mind ways to make his beloved Rio Grande a model community. Mr. Davis is known as the founder of the organized community of Rio Grande city. Mr. Davis passed away in 1866. It wasn’t unit 1926 that Rio citizens began the idea to incorporate. Many citizens did not want to become a city as they feared adding another layer of public corruption and “MOM Boss” type of control. During this time, the infamous Guerra machine controlled much of the county and was restless to its opponents. On August 27th, 1926, local citizens submitted a petition for incorporation with 103 signatures to Starr County Judge H. Garza Jr. A city election was held on September 28, 1926 resulting in 133 votes: 128 FOR and 5 votes against.
By 1933, RGC citizens were dissolution with the management of the city and with hard economic times at the time a petition to dis-incorporate was submitted to the county judge. On June 3, 1933 the election was held resulting in 87 votes IN FAVOR to dis-incorporate and 28 votes against abolishment. During the short life span of the city we had elected three mayors. Oct 1926 – Jul 1927 - Mayor M. Guerra Jr. Jul 1927 – Apr 1933 - Mayor John A. Pope Jr. Apr 1933 – Jun 1933 - Mayor Lino Perez By mid 1970’s, Rio Grande City Chamber of Commerce and the local RGC Rotary began discussions to draw interest in making Rio a city. Proponents of the incorporation believe that an incorporation makes the community more attractive for industrial developments, take a heavy burden off the county government, bring better police and fire protection,
and would improve the city layout with the establishment of city codes, zoning and planning. Opponents maintain that incorporation will bring another political layer of control, more new taxes, and the creation of a strong political machine. In 1977, a petition was drafted and submitted to County Judge Mario Ramirez. Judge Ramirez appointed the Rio Grande City High School principal Mr. Ruben Saenz as the presiding judge for incorporation. Then Mr. Ruben Saenz names Mr. Romeo Lopez and Mr. Humberto Garcia as election judges. On January 28th, 1978 a special election was held for the city incorporation. The election resulted in 632 votes against incorporation and 143 for incorporation. Rio would remain a on a “town” status. In the mid to late 1980’s, the talk to incorporate resurfaced at the Rio Grande City Chamber of Commerce, RGC Rotary club, Lions Club and at the local eateries. But it wasn’t until 1992 RIO GRANDE CITY, section II, page 3

Continued from section II, page 1 that local Insurance Agent and RGC Rotarian Mr. Noe Sanchez who began pushing forward towards incorporation in full force. In August of 1992, Mr. Noe Sanchez had enough signatures to submit the petition to Starr County Judge Joe M. Martinez. The petition was accepted and the process to inform and convince the community began. Several public meetings were held, discussion sessions in the local civic clubs and even the Rio Grande City High School Student Council held student debates and discussion on why “Rio” should become a city. The high school student council held a mock election on the Incorporation Ballot. The students overwhelming voted FOR incorporation. On May 1st, 1993 the Incorporation election was held. The election resulted in 556 FOR incorporation and 405 against incorporation. Winners believe that now the city is able to prosper and grow as other valley cities have done with economic development, improved infrastructure and historic preservation. Opposition feared losing control over voters who did not owe their jobs to politicians. A low-key campaign was held in hopes no opposition would be hyped. The town of 10,000 at the time was now a municipality and ready for the 21st Century. Mayoral and City alderman elections proceeded in November 1993. Today 2017, it has been over 169 years since Rio Grande City was organized as a community. Rio’s founder Henry Clay Davis’ dream had come through. Rio was now a city. One thing has not changed – the struggle on keeping our elected officials remains a challenge. Today, Rio Citizens must hold our elected leaders accountable and have them do the city right by placing Rio first before politics. We must remind our elected officials that the struggle and challenges did not come easy. We must know our local history and honor those who sacrificed and placed the city before self. Many have come before us to make Rio a city and we must mention them and remember them for this task was not easy. Rio – the shiny city on the hill is now official the “City of Rio Grande City”. We must protect and keep the Henry Clay Davis vision – Rio Grande City a most glorious city by the river.
Did you know? According to the U.S. Census Bureau, only about one-quarter of those working in the fields of science, technology, engineering and mathematics, widely referred to as “STEM,” are women. The percentages of women working in STEM are even lower in Canada, where Statistics Canada notes the percentage of women working in STEM has increased from just 20 percent in 1987 to 22 percent in 2015. Perhaps in recognition of those statistics, numerous organizations are working to promote women in STEM. One such organization is the National Girls Collaborative Project (ngcproject.org), which works to bring together organizations throughout the United States that are committed to informing and encouraging girls to pursue careers in STEM. Another organization with similar goals is the Women in Engineering Proactive Network (wepan.org), which works to promote the inclusion of women in the field of engineering. Female students in high school or college who are interested in STEM fields should make their interest known to teachers or advisors; they can even contact certain organizations to learn about the opportunities and resources available to them.
