And that is just what the San Isidro High School UIL Spelling Team has pulled off this year. The San Isidro Spelling Team still hyped from their District Individual and Team honors has a lot to be proud of. Prior to District competition, the team competed at eight UIL meets where students
took top individual honors as well as 1st place team honors at each invitational meet. The team is coached by Ms. Silvia Alaniz, High School Spanish Instructor, and is comprised of the following students: Catherine Perez (Junior), Joselyne Montoya (Senior), Jovany Muniz (Senior), and Eduardo Soto (Senior). This year’s goal for Ms. Silvia Alaniz is to advance to the state U.I.L. competition in Austin, Texas, making it five years in a row.

This was in recognition of his work in helping children who were victims of sexual assault or other crimes. That same year, his fellow brothers and sisters in blue at Rio Grande City Police Department named him as Officer of the Year for 2008. In 2013, Trini was hired by the 229th Judicial District Attorney Omar Escobar and assigned to the violent crimes unit and eventually the HIDTA task force. In 2014, Trini was once again honored as Investigator of the Year by the Children’s Advocacy Center, also known as Estrella’s House, for his outstanding work with child victims. In 2017, Trini was hired by the RGCCISD police department, where he currently serves as Chief. Trini and his wife Rachel Elizondo Lopez are the proud parents of Kivett Garza, Isis and Trini “Junior” Lopez and are the proud foster parents of Ava Lopez, whom they anxiously await to adopt in the coming months. “As

a member of this community, I have always tried to step up to the plate and help where I believe I could do so effectively. He also believes that what the City of Rio Grande City needs is elected officials who are dedicated to the City, not to politics. “ If elected, I only make one promise; to advocate on behalf of the employees and the departments that are the heart and soul of Rio Grande City. I want to be a voice for the employees and the community. I do not want to become a lifelong politician. I do not want to be involved in every
political race in Starr County. I simply want to try to help here in the City. As a former city employee, and as a police officer, I will focus on making sure that every first responder has their needs met to effectively perform their duties. I think that our city needs someone like me to speak up on their behalf. I think the parks and recreations department and the RGC Public Library that do such a wonderful job promoting programs aimed at keeping children in a safe environment and involved in healthy activities need a city council person who is going to fight for them and their programs. I want to speak up for those programs that I fear are being pushed to the backburner in favor of other persons or agendas.”

She was determined, vivacious, and a gift to all who knew her. Her love for others, expressed through countless caring interactions with her students, phone calls with relatives and laughter-filled conversations at Chili’s, was consistent, honest and generous. That love was the source of her strength that sustained her as a single mother, a cancer survivor,
and a friend to everyone she met. Born in Rio Grande City to Jose Maria Bazan and Santos Perez, she and her seven siblings learned the importance of family,

the value of hard work, and the possibility of joy in the toughest circumstances. While her nieces and nephews knew her as the fun aunt who would take them on crazy adventures or get your ears pierced without asking your parents, and a legion of students viewed her as an inspirational, motherly figure, her greatest love was reserved for her pride and joy: her daughter, Eliza Vielma. Juanita simply took delight in people, enveloping them in her relentless curiosity, listening to their stories and offering advice - much of it unsolicited - but always drenched in love for the recipient. She passed from this world to the next on March 28, 2018, as cancer visited her life for a second time and, even though she fought relentlessly, it finally got the upper hand. Those who know and love her will find reminders of her everywhere in the years to come, perhaps while listening to the Bee Gees or when The Walking Dead comes on television. However, her memory will be most immediate when those people simply slow down their lives enough to authentically see those around them, recognize their God-given value and treat them with playfully honest respect. The gap left by her departure is not completely empty – it is filled with beautiful memories and enduring lessons on how to live for others. Let’s all honor her by choosing that path today. To be considered a Top Chef in 4-H you must participate in various workshop sessions and take your skills to county, district and state level events. Two of our Starr County Food Challenge teams are doing just that. They were Top Chefs at County, Senior teams Top Chefs at District, Junior team placed 2nd at District against 17 teams. In 4-H only the senior teams go to state and our senior team has earned their place and will represent Starr County 4-H and District 12 at College Station in June. Starr County Chefs took their culinary skills to the Houston Livestock Show and Rodeo. Food Challenge contest and competed against 97 teams from across the state of Texas. TRS Board Of Trustees Meeting The Board of Trustees of the Teachers Retirement System (TRS), held its bi-monthly meeting at the University of Texas Rio Grande Valley campus. Several retired school personnel were in attendance. The board heard testimony from a number of persons, among them, three representing the Texas Retired Teachers Association. They exhorted the board to recommend a pay increase for retirees at the next legislative session that begins on January 2019. The board informed that the fund balance of the Texas Teachers Retirement System is in solid financial condition,
$150 billion. After considering a recommendation to change the assumption rate from the present 8% to 7.25%, and having received
testimony from various persons, most of them urging the board to exercise caution on this matter, the board decided to postpone a decision until its April meeting. Starr County has been chosen to receive $67,702 to supplement emergency food and shelter programs in the county. The selection was made by a National Board that is chaired by the U.S. Department of Homeland Security’s Federal Emergency Management Agency and consists of representatives from American Red Cross; Catholic Charities, USA; National Council of the Churches of Christ in the USA: The Jewish Federations of North America, The Salvation Army; and, United Way Worldwide. The Local Board was charged to distribute funds appropriated by Congress to help expand the capacity of food and shelter programs in highneed areas around the country. A Local Board made up of Thelma M. Garza, United Way of South Texas; Danella Hughes, American Red Cross; Captain Stephan Correira, The Salvation Army; DeAnne Economedes, Food Bank of the Rio Grande Valley; Rabbi Claudio J. Kogan, The Temple Emanuel; Norma Pimentel, Catholic Social Services; Cynthia Fuentes, Starr County; Richard Capello, Homeless Representative; Belinda Flores, Su Casa de Esperanza and Elizabeth Zamora, Calvary Baptist Church representative will determine how the funds awarded to STARR County are to be distributed among the emergency food and shelter programs run by local service agencies in the area. The Local Board is responsible for recommending agencies to receive these funds and any additional funds available under this phase of the program. Under the terms of the grant from the National Board, local agencies chosen to receive funds must: 1) be private voluntary non-profits or units of government, 2) be eligible to receive Federal funds, 3) have an accounting system and conduct an annual audit, 4) practice nondiscrimination, 5) have demonstrated the capability to deliver emergency food and/or shelter programs, and 6) if they are a private voluntary organization, have a voluntary board. Qualifying agencies are urged to apply. Starr County has distributed Emergency Food and Shelter funds previously South Texas Food bank and Catholic Social Services This Agency was responsible for providing 39,438 meals and 151 bills paid in utility assistance. If you haven’t gotten the call yet, chances are you will. About 70 percent of our parents will require some kind of personal care during their old age. Sometimes, the care will extend for years. Caregivers often find themselves at wits’ end, careening from one crisis to another and having little time to confront the problem that cropped up yesterday, let alone tackle the one that just reared its head today. The challenges can quickly become overwhelming. Having a working knowledge of Medicare may help you keep your balance and ensure that
your parent, or other loved one, receives the appropriate care. Medicare doesn’t have to be a mystery. There are simple ways to get answers to your questions. The best overview of the Medicare program is the official “Medicare and You” handbook. It’s mailed to all beneficiaries every fall and provides an up-todate-description of all services and benefits. It’s also readily available on Medicare’s main website, at www.medicare.gov. If you have a particular question, you may want to visit with a Medicare customer service representative at 1-800633-4227. Medicare also works closely with State Health Insurance Assistance Programs to provide free health insurance counseling. The Texas number is 1-800-252-9240. Caregivers find Medicare’s
secure website – www. mymedicare.gov – especially useful. After setting up a personal account for your parent, you can view the details of your elder’s coverage, track recent health care claims and keep up to date on preventive services your parent qualifies for. Medicare can also help you locate the right health care providers for your parent. Its “Compare” web pages – at www.medicare.gov – are a good place to begin your search for a nursing home, hospital, home health agency, dialysis facility or physician that fits your parent’s needs. Medicare can reduce many out-of-pocket medical expenses, but it doesn’t cover everything. Understanding what Medicare covers, as well as what it won’t cover, can save you time and

Here are a few key points: Besides basic hospital and physician services and optional prescription drug benefits, Medicare covers home health care. To qualify, a beneficiary must be homebound, under a physician’s care and in need of part-time skilled nursing care or rehabilitative services like physical therapy. Medicare also helps pay for oxygen, catheters and other medical supplies that a doctor prescribes for home use. The same is true for medically necessary equipment like oxygen machines, wheelchairs and walkers. Medicare covers skilled care in a nursing home for limited periods following hospital stays. But it doesn’t cover long-term stays. Patients who need custodial care (room and board) must pay out of pocket unless they’re eligible for Medicaid or have private longterm care insurance. Medicare pays for hospice care for someone with a terminal illness whose doctor expects will live six months or less. The hospice benefit also includes brief periods of respite care at a hospice facility, hospital or nursing home to give the patient’s caregivers an occasional rest. Besides long-term nursing home stays, Medicare typically doesn’t cover regular dental care or dentures, regular eye exams or eyeglasses, and hearing exams and hearing aids. Likewise, it won’t pay for non-emergency ambulance trips -- unless a doctor certifies they’re medically necessary. Money can quickly become a worry when managing a parent’s health care. If your parent lives on a limited income, you should check whether he or she qualifies for help with prescription drug costs or with other Medicarerelated premiums, deductibles and copayments. For help with drug costs, contact Social Security at www. socialsecurity.gov or 1-800-7721213 and ask about the “Extra Help Program.” For help with other Medicare costs, go to www. medicare.gov or call 1-800-6334227 and ask about the “Medicare Savings Programs.” It’s common for caregivers to
suffer from stress, loss of sleep, and poor health themselves. So it’s important to eat properly, get regular exercise and set
aside some time each week to do something you enjoy. You can’t care for someone else if you don’t look after yourself.

As part of the ACE grant requirement, Grulla High School and Grulla Middle School welding adult classes were offered at Grulla High School. Recruitment done by the ACE staff began in early November and classes began on January 2018. Individuals had to commit to attend 3 hour classes M-Thursday from 5:30 -8:30 pm for a total of 12 hours. They were held for 3 months. The instructor was Mr. Adan Silva from MCI. Students enrolled in the course learned stick, mig,flux core and tig welding. They were tested at the end of the course and also had to have excellent knowledge of combination welding,
stainless, and carbon. This would not have been possible without the support of the RGCCISD school board, Mr. Julio Equia, GHS principal, for the use of the facility, Mr. T. J. Gonzalez, maintenance director for his endless support, Mr. Rene Peña, Grulla Middle School principal and Mr. Eleazar Velasquez, board member from the Grulla community. The ACE adults are very appreciative to the ACE program and the ACE administration and staff for providing meaningful industry based certifications for their family and the community. This would not have been possible without the ACE grant.
All graduates will also be certified under the AWS (American Welding Society). Guillen Helps Secure $10 Million For Veteran Mental Health State Veteran and Family Alliance Program Receives Next Phase Of Funding Representative Ryan Guillen (D - Rural South Texas) applauds the announcement of $10 million in funding from the Texas Veterans + Family Alliance grant program to help veterans and their families receive mental health care. As a legislator who helped pass the bill that created the program, Rep. Guillen is especially proud to see funding directed to organizations serving veterans within District 31. “I am excited that this support is being provided to our South Texas veterans and their families. Access to mental health services is an important issue for all Texans, and we must do everything we can do make sure that our veterans receive this life-saving care,” said Representative Guillen. The Texas Veterans + Family Alliance program supports families by helping them gain access to mental health care. This includes focusing on counseling in person and tele-counseling in rural areas, helping coordinate transportation, and caring for veterans as they transition into civilian life. The
program was established by SB 55, which Guillen helped pass, and over the course of four years will grant $40 million in state funds and even more in matched private funds. This money will be given to local organizations to directly assist the communities they serve. Veterans programs in Atascosa, Duval, Jim Hogg, and La Salle counties will receive funds through the University of Texas Health Science Center in San Antonio and the Ecumenical Center for Religion and Health from the current round of funding.
“One of our greatest obligations as Americans is to honor and pay tribute to those who have shouldered the burden of defending our freedom, our veterans and military families,” added Guillen. “So we must serve those who served us by helping them reenter civilian life and improve the benefits available to them.” Serving ten rural South Texas counties in the Texas House of Representatives, Ryan Guillen is known for his hard work, fierce independence, and relentless efforts for South Texas families.

Sunflowers look toward the sun and brighten our days It’s April and the nights are still cool but the sunflowers are providing a profusion of bloom which will continue into the beginning of next winter. We
tend to think of them as invasive weeds but they brighten these cool days and can bring a smile to our faces. Nearly all the sunflowers we see here in the Valley are
the common sunflower, Helianthus annus, which is also called Kansas sunflower although it grows throughout the country and, in fact, around the world. While it originated in the U. S., it was exported to Europe where hybridizers worked on it. The results of their efforts found their way back here where hybridizing was continued. The culmination can be seen on seed packets at any garden store. Those cultivated giant and multicolored sunflowers began as our native plant with its small, bright yellow flowers. The native wild sunflower is an annual but can grow to eight feet and have leaves up to a foot in
length if the conditions are right. The leaves are wide where they’re attached to the petiole (leaf stem) and pointed at the distal end. The leaf edges have irregular, smallish teeth. Sunflowers belong to the composite family which is a large and successful plant group. That part we call the flower is more accurately called a flower head. It’s actually a tight aggregation of dozens of tiny flowers and not just a singled blossom. Each of the petals belongs to one individual flower and the purplishb r o w n center of the head is composed of dozens of tiny disc flowers. Next time you see a sunflower, take a very close look.
Each disc flower has a pistil (female part) and a stamen (male part with pollen) and if pollinated by a passing insect or the wind will produce a sunflower seed. Each of these disc flowers is tubular and has very tiny petals which are difficult to see. Each ray flower, which produces the large petal we do see, is sterile. There may be as many as 30 flower heads on a single plant. Native Americans used sunflower seeds as food and a source of oil and the stems for fiber. The flowers were used to make rather inferior dyes which faded after a short time. It’s worth noting that sunflowers are not a significant cause of hay-fever. Plants exhibit “behaviors” which botanists call tropisms. Geotropism, for example, causes

roots to grow downwards and stems to grow upward. Another tropism is phototropism. That is, plants react to light. If its only source of light is to the side, the plant will lean to that side as it grows. If you pass a field of sunflowers on a nice sunny day, you will notice that all the flowers are turned toward the sun. That’s phototropism as work. One of the unexpected pleasures of life here in the Valley is that at any time of the year there are a variety of wildflowers in bloom. The sunflower is one of the cheeriest and most interesting.
Temporary Work Closures of Turnarounds & Outside Lanes On 10th and 23rd Streets Resume This Week
Closures are part of the Bicentennial Project on Interstate 2 between McColl Rd and Ware Rd The Texas Department of Transportation would like to notify the public of upcoming work for the Bicentennial Project in McAllen, TX. Anderson Columbia, a TxDOT contractor, will be preparing for bridge raising operations of Interstate 2 at the 10th and 23rd street bridges. The project will be encompassing the north and southbound lanes of 10th street from Lindberg Avenue to Savannah Avenue and the frontage turn arounds. The alternating closures on 10th Street will occur Tuesday April 3rd through Friday April 6th from 9:00AM to 4:00PM. The project also encompasses the north and southbound outside lanes of 23rd street from Newport Ave to Colbath Avenue and the frontage turnarounds. The alternating closures for 23rd Street will be from Monday April 9th through Friday April 13th from 9:00AM to 4:00PM. Only one outside lane will be closed at a time at each street. Once work on north or south bound outside lane is finished the Contractor will switch to the other side and close lane
