The Rio Grande City Lady Rattlers and the Sharyland Lady Rattlers, softball teams were tied for district 6-1. The Rio Lady Rattlers played an outstanding game and were determined to win in order to stay in 2nd place. The outcome was victorious Rio Rattlers 8 and the Sharyland Rattlers 3 making it 7-1 district for the Rio Grande City Lady Rattlers Softball Team.

Ramiro Barrera Middle School Symphonic Band Earns Sweepstakes Award at UIL Competition

By: Rebecca Cannon, Director of Ramiro Barrera Middle School Symphonic Winds Band The Ramiro Barrera Middle School Symphonic Band traveled to La Joya where they competed in their annual middle school UIL. Concert and Sight Reading Contest. Under the direction of Rebecca M. Cannon, the band earned a division 1 superior rating in both the concert portion and the sight reading portion which earned them a Sweepstakes Award. Prior to this event, the band participated in a Pre UIL. Festival where they earned a division 1 rating and placed 3rd in their division. At that competition, the band received very helpful comments from three judges to help them better prepare for their UIL. Concert and Sight reading Contest. The students and teachers have been working throughout the year to develop their skills on their instruments so that they can perform their three concert selections and a sight reading selection at a superior level. The band will continue the rest of the year working towards their Spring Concert in May. Krishna Miana Named 2017 District Spelling Bee Scripps Champion The Spelling Bee Scripps Competition was held at Ringgold Elementary Library. RGCCISD Super Youth Organization Receives Donation Girls Scout Troop 103 Attend 911 Training The RGCCISD “Super Youth” is a group of students who give the definition of prevention. Super Youth is a collaboration b e t w e e n Starr County Community Coalition and Rio Grande City High School Students that set the example for other students to remain free of drugs. These students not only participate in school and community events, they also participate in helping out with the food pantry and even visiting those people / young adults in recovery. David Lee Pena from Farmers Insurance donated $1000 to the super youth organization to help them out with the food pantry. The Students will take this money and donate it to the food pantry for purchasing non-perishables for the people in need. Texas Senate Votes for Parental Choice in Educational Opportunities for Our Children Senate Bill 3, authored by Sen. Larry Taylor (R-Friendswood), passed the Texas Senate by a vote of 18-13. The legislation begins school choice for Texas schoolchildren through two opportunities - an Education Savings Account (ESA) program and a Tax Credit Scholarship program. These programs would be available to 17 million people within the most populated 17 counties (roughly 4 million school aged children) in Texas and provide a “parent trigger” for counties with a population under 285,000 people. The “parent trigger” would establish criteria for voters in exempted counties to call for an election to determine if their school district should opt in to a school choice program. “We have some excellent public schools in Texas, but we also have some schools that aren’t providing the best opportunity for their students and even the best of our schools don’t meet all the needs of all students,” said SB 3 author and Senate Education Committee Chair Larry Taylor. “This legislation will level the playing field for Texas parents who are desperate for more choices, but are limited because of their financial resources.” The ESA program, to be administered by the State Comptroller, will provide parents with funds for the education needs of their child including private school tuition, private tutoring, online learning or other qualified options such as instructional materials and courses. The Tax Credit Scholarship program, to be administered by a non-profit educational assistance organization selected by the State Comptroller, provides scholarships to eligible students from private businesses. Eligible students may receive a scholarship for up to 75% of the average statewide school districts’ daily attendance or a scholarship up to $500 for academic support programs at a public school. Texas special needs children would be funded at a higher level of 90%. “A child’s future should not be predetermined by their zip code,” stated Senate Republican Caucus Treasurer Van Taylor (R-Plano). “Choice leads to competition; and allowing parents the ability to use a portion of their tax dollars to send their child to a school of their choice will give students more opportunity while improving our education system.” Echoing Senator Eddie Lucio’s (D-Brownsville) statement on SB 3 in bi-partisan agreement, “This parental choice bill is for Texas parents to help find the best school for their children,” concluded Senate Republican Caucus Chairman Paul Bettencourt (R-Houston). The two programs are estimated to potentially have 30,000 to 70,000 children participate at their parent’s choice. It should be noted one year of growth in Texas public schools is 86,000 students. Senate Bill 3 has been widely supported by Governor Greg Abbott, Lt. Governor Dan Patrick, U.S. Senator Ted Cruz (R-Texas) and former U.S. Senator Phil Gramm (R-Texas).

By Bob Moos/Southwest public affairs officer for the Centers for Medicare & Medicaid Services How often have you tried to ignore an ache or pain by telling yourself, “Maybe if I do nothing, it’ll go away.” Sometimes, that works. But wishful thinking isn’t the best way to take care of yourself. Medicare has put a new emphasis on preventive health care. A few years ago, Medicare mostly concerned itself with paying for your treatment after you got sick. Now, it’s also focused on helping you stay healthy and avoid diseases and illnesses in the first place. People with Medicare are entitled to a broad range of exams, lab tests and screenings to detect health problems early, when they’re most treatable or curable. Many now come at no out-ofpocket cost. Many immunizations are also free. To make sure you get started on the right foot, Medicare covers a “welcome to Medicare” visit with your physician during the first 12 months you’re enrolled in the Part B medical insurance program. Your doctor will evaluate your health, discuss any preventive services you may need, like shots or screenings, and make referrals for more care if required. There’s no out-of-pocket cost. You can make the most of your visit by coming prepared. That means bringing a complete list of your prescriptions, your family health history and your medical records, including immunizations. Medicare also pays for an annual wellness visit with your primary care doctor. This isn’t the same as an annual physical, since it isn’t a head-to-toe examination. But it does provide the same opportunity to discuss your health. Your doctor will develop a personalized prevention plan to keep you healthy. The visit also includes a review of your medications and routine measurements, like your height, weight, blood pressure and body mass index. More than 40 million older Americans with Medicare – including 2.6 million Texans -received at least one preventive service at no cost to them last year. Here’s a rundown of some of these services: -- Cardiovascular screenings check cholesterol and other blood fat levels. Medicare pays for the test once every five years. -- Blood sugar screenings can determine whether you have diabetes. Based on your health, you may be eligible for up to two screenings each year. -- Mammograms check for breast cancer. Medicare covers a screening every 12 months for women 40 and older and one baseline mammogram for women 35 to 39. -- Medicare typically pays for a flu shot once every flu season, a pneumonia vaccination and, if you’re at medium to high risk, a hepatitis B shot. -- Colonoscopies can find precancerous growths early. Medicare covers the screenings once every 10 years or, if you’re at high risk, once every two years. You pay nothing for the test itself. If your physician removes a polyp, you may need to pay 20 percent of the Medicare-approved amount for the doctor’s services and a copayment for the outpatient setting. -- Prostate cancer screenings include a yearly PSA test and digital rectal exam for men 50 and older. The PSA test is free. You pay 20 percent of the cost for the rectal exam, after meeting your deductible. -- Medicare pays for one depression screening per year. The screening must be done in a primary-care setting, like a doctor’s office, that can provide follow-up treatment and referrals. -- If you’re a smoker, you qualify for eight free counseling MEDICARE, page 10

Congratulations to the Veterans Middle School 7th and 8th Grade Boys’ Basketball Teams and their coaches for their victories at the District’s Basketball Tournament. The VMS 7th Grade “B” Team won 1st Place overall against middle schools from Zapata and Roma. They are coached by Mr. Marco Mendoza. The VMS 7th Grade “A” Team also won 2nd Place overall. Big congratulations also goes out to the VMS 8th Grade “B” Team for winning 1st Place overall against middle schools in Rio Grande City, Zapata, and Roma. They are coached by Mr. Jose Hinojosa. Social media notifications ding. Imagine rolling up on a farm tractor going 25 miles per hour while you are driving 75—all while you text the details of soccer practice. That can end or ruin the lives of more than one family. But we are all at risk here, not just farm families. The Texas House passed a distracted driving bill. And the Roque Guerra, Jr. Elementary participated in the 2016-2017 Starr County Youth Fair. Our very own Colt fact is, texting, or other driving Cheerleaders entertained the crowd with a fantastic dance and our Colt students witnessed and explored distractions, is a 21st Century plague that affects us all. all the amazing exhibits and entertainment.

Most of us feel uncomfortable when our phones are out of reach. Yet that technology is something we did without for most of human existence. Distracted driving is hitting all of us right in the wallet. Repair expenses have gone way up as our love of the smartphone has exploded. Estimated national damage is pegged at $175 billion annually. It’s time to stop. And it’s time to pass the distracted driving bill.

It typically sits on tree branches from which it sallies out to pluck insects on the wing or dives into ponds to catch a few minnows or tadpoles. It also preys on small rodents and other small vertebrates. It is, however, an omnivore and eats some berries and fruit. Those of us who feed birds are delighted that kiskadees will come to our feeders to enjoy suet, peanut butter, some ripe bananas and a birdbath. The name “kiskadee” comes from the sound of their alarm call which has also been described as “BEE-tee-WEE.” I prefer the former. Both sexes share in building the nest which is domed with the entrance on the side. Only the female incubates the eggs but both care for the young. In the United States, kiskadees are a Valley specialty. Birders travel here from afar to see them. We’re happy to share our biological diversity with them.
