What a momentous occasion it was as our School Board of Trustees named Acting Superintendent, Mr. Adolfo Peña, Jr. as the sole finalist for the Superintendent position for our district. Mr. Pena has so many accolades he has received throughout his tenure with our school district it would be next to impossible to name them all. We wish to congratulate him, and wish him the best of luck as he leads our district with steadfast will and determination. Those of us who know him and have had the pleasure to work with him, know his energy level is unparalleled. In these few short months, he has started so many initiatives, and if you have been at any of our campuses, you probably have seen him there. If there was ever a visual representation of being everywhere at once, our Superintendent, Mr. Adolfo Peña, Jr. would be that representation. Once again, congratulations to our leader, our captain, the epitome of a leader if there ever was one. We can’t wait to see where you lead our district and have to hold on for the ride. DHR Health Institute for Research and Development Begins Study on Oral Drug to Help Prevent or Stop the Progression of COVID-19 Disease DHR Health Institute for Research and Development (DHR-IRD) has initiated an outpatient study using an oral medication called Camostat Mesilate as a potential therapy to prevent or stop the progression of COVID-19 to severe disease that may necessitate hospitalization. Previously, Camostat Mesilate has been used to treat abdominal pain in patients with chronic pancreatitis. However, given its mode of action in inhibiting serine proteases, it has been demonstrated that the cellular entry of the virus causing COVID-19 can be blocked by this drug. “We are very excited to initiate this clinical study that would allow us to use oral medication in an outpatient setting to prevent or stop the progression of COVID-19 disease” said Sohail Rao, executive vice president, DHR Health and president and CEO DHR-IRD. “This initiative is part of our expanded partnership with National Institutes of Health to offer a variety of treatment options to patients with COVID-19 in our Mobile Research Unit” To qualify for this study, the patient must be 18 years of age or over with documented evidence
of COVID-19 infection as confirmed by either PCR or rapid antigen test and must be within 8 days of onset of symptoms. If qualified, the patient will receive Camostat Mesilate or placebo drug for a period of seven days taken orally four times a day and will be closely monitored for a period of 28 days after the start of the treatment. In addition to a modest stipend, transportation services (if needed) are also available for patients who participate in this study. There is no cost to the patient to participate in this study. DHR-IRD is committed to helping patients and their families who are most impacted by COVID-19 and continue to lead the convalescent plasma program in the Rio Grande Valley and offers monoclonal antibody treatment for patients diagnosed with COVID-19. Researchers at DHR-IRD are currently participating in numerous studies in the area of COVID-19 and many other diseases. On Friday, April 2, 2021, the Centers for Disease Control and Prevention (CDC) updated its travel guidance for fully vaccinated people to reflect the latest evidence and science. Given recent studies evaluating the real-world effects of vaccination, CDC recommends that fully vaccinated people can travel at low risk to themselves. A person is considered fully vaccinated two weeks after receiving the last recommended dose of vaccine. Fully vaccinated people can travel within the United States and COVID-19 testing or posttravel self-quarantine are not required as long as they continue to take COVID-19 precautions while traveling – wearing a mask, avoiding crowds, socially distancing, and washing hands frequently. “With millions of Americans getting vaccinated every day, it is important to update the public on the latest science about what fully vaccinated people can do safely, now including guidance on safe travel,” said CDC Director Dr. Rochelle Walensky. “We continue to encourage every American to get vaccinated as soon as it’s their turn, so we can begin to safely take steps back to our everyday lives. Vaccines can help us return to the things we love about life, so we encourage every American to get vaccinated as soon as they have the opportunity.” Because of the potential introduction and spread of new SARS-CoV-2 variants, differences in disease burden and vaccines, and vaccine coverage around the world, CDC is providing the following guidance related to international travel: •Fully vaccinated people can travel internationally without getting a COVID-19 test before travel unless it is required by the international destination. •Fully vaccinated people do
not need to self-quarantine after returning to the United States, unless required by a state or local jurisdiction. •Fully vaccinated people should still have a negative COVID-19 test result before they board a flight to the United States and get a COVID-19 test 3 to 5 days after returning from international travel. •Fully vaccinated people should continue to take COVID-19 precautions while traveling internationally. The guidance issued on Friday, April 2, 2021 does not change the agency’s existing guidance for people who are not fully vaccinated. Unvaccinated travelers should still get tested 1-3 days before domestic travel and again 3-5 days after travel. They should stay home and self-quarantine for 7 days after travel or 10 days if they don’t get tested at the conclusion of travel. CDC discourages nonessential domestic travel by those who are not fully vaccinated. Texas Businesses: April 15 is Deadline for Property Tax Renditions Texas Comptroller Glenn Hegar reminds business owners that for many property types, April 15 is the deadline to file property tax renditions with their county appraisal districts. Different deadlines apply for certain regulated property. A rendition is a list of the taxable inventory, furniture and fixtures, machinery, equipment and other property owned or managed as of Jan. 1 each year. The appraisal district may use the information to set property values. A rendition allows property owners to record their opinion of their property’s value and ensures that the appraisal district notifies property owners before changing a recorded value. Exempt property, such as church property and equipment used for farming,
is not subject to rendition. Owners whose property was damaged by storm, flood or fire last year may file a special decreased value report that indicates the property’s condition on Jan. 1, 2021. Filing the decreased value report could lower those owners’ final tax bills for 2021. Rendition forms and decreased value report forms are available from county appraisal district offices statewide and can be downloaded at the Comptroller’s property tax forms webpage. Registration available for vaccine clinics by DSHS and some other public health entities As Texas opens COVID-19 vaccine eligibility to everyone age 16 and older, the Texas Department of State Health Services is launching the Texas Public Health Vaccine Scheduler. The scheduler gives people one place to sign up for a COVID-19 shot through multiple public health departments, including the eight DSHS public health regions, which provide public health services in nearly 200 Texas counties, and more than a dozen local health entities across the state. Texas residents can visit getthevaccine.dshs.texas.gov to create a profile that includes their contact information, demographic details, and preferred time of day and days of the week for an appointment. Within a day, people eligible to be vaccinated will be matched with the next available appointment within their home county and preferred
times. If none are available, the scheduler will continue to search for appointments as new clinics are scheduled and contact individuals when they have an appointment. While most people will sign up online, a toll-free number is available to assist special populations that have difficulty using the online registration tool, including older adults over age 65, people with disabilities, and those with limited Internet access or other barriers to using technology. People in those groups can call 1-833-832-7067 from 7 a.m. to 7 p.m. seven days a week to enroll in the scheduler and get help making an appointment. If there is no a participating health department in their area, they will be referred to local providers conducting vaccination near them. The Texas Public Health Vaccine Scheduler will not replace all COVID-19 vaccine registration in the state. Many entities – including pharmacies,
medical practices and some public health departments – are operating their own registration systems and will continue to do so. People who want to be vaccinated should continue to look for available vaccine at those providers, as well. Rotary Club of Rio Grande City announces winners of 4-Way Test SPEECH CONTEST for High School students at RGCCISD The Rotary Club of Rio Grande City p r o u d l y announces the winners of their 2021, 4 Way Test Speech Club Contest held virtually on March 12, 2021. The contest provides a challenging way for students to develop critical thinking, ethical decision making and public speaking skills. All the students gave excellent speeches and were judged by a 3-person panel. The winning students are seniors at Grulla High School. Noemi Cavazos received 1st place, Hiram Flores received 2nd place, and Daniel Reyna received 3rd place. Mr. Sebastian Dougherty served as their academic
sponsor. The purpose of the 5 to 7-minute speech is to apply the principles of Rotary International’s 4 Way Test to a current ethical issue. Students are challenged to identify a topic they feel passionate about and to adopt a point of view from which they will seek to persuade others. The contest takes place at Club, Area and District levels. Contestants compete at the Club Contest, and the top winner
advances to the Area Contest, and if successful, goes onto the District Contest. In addition to recognition, students also win scholarship awards at each of the contests. Rio Grande City Rotary Club level awarded $300 for 1st place, $200 for 2nd place and $100 for 3rd place. The 4 Way Test of things we think, say or do consists of four simple questions: 1. Is it the TRUTH? 2. Is it FAIR to all concerned? 3. Will it build GOODWILL and BETTER FRIENDSHIPS? 4.Will it be BENEFICIAL to all concerned? Over the years, the Rotary Club
of Rio Grande City has partnered with RGCCISD and offered this opportunity to their high school students. Feedback about this program from teachers, students and parents has been consistently positive and has strengthened ties to the local community. “Participation in the 4-Way Test Speech Contest reflects that a student cherishes truth, friendship, goodwill and what is in the interest of the greater common good. These are all qualities that college recruiters value when selecting students,” said Dalinda Guillen, Rio Grande City Rotary President.

Property Owners Should Soon Start Receiving Appraisal Notices for the 2021Tax Year You may soon receive an appraisal notice from the Starr County Appraisal District. The appraisal district mailed about 15,500 appraisal notices on March 26, 2021. Your city, county, school district and other local taxing units will use the appraisal district’s value to set your 2021 property taxes. Under Texas law, county appraisal districts are required to notify property owners about changes in their property’s value. The notice contains important information about the property’s location, ownership and property tax exemptions that apply to the property. It must also include an estimate of the taxes by local taxing units if your property value increased in the last year. Property owners who disagree with the appraised value of their property, the exemptions or any other action by the appraisal district have the right to appeal to the Starr County Appraisal Review Board (ARB). The ARB is an independent panel of citizens responsible for hearing and settling property owner protests. The notice of appraised value includes instructions on how and when to file a protest, a protest form and the Comptroller’s Property Taxpayer Remedies. The deadline for filing a protest with the ARB is May 15 or 30 days after your notice of appraised value was delivered to you. The Comptroller’s publication, Property Taxpayer Remedies, explains in detail how to protest your property appraisal, what issues the ARB can consider and what to expect during a protest hearing. The publication also discusses the options of taking your case to district court, the State Office of Administrative Hearings or binding arbitration if you are dissatisfied with the outcome of your ARB hearing. Section 5. Voting. Electronic voting machines may be used in holding and conducting the Election on Election Day; provided, however, in the event the use of such electronic voting machines is not practicable, the Election may be conducted on Election Day by the use of paper ballots (except as otherwise provided in this section). Electronic voting machines or paper ballots may be used for early voting by personal appearance (except as otherwise provided in this section). As and if required by the Election Code, the District shall provide at least one accessible voting system in each polling place used in the Election. Such voting system shall comply with Texas and federal laws establishing the requirement for voting systems that permit voters with physical disabilities to cast a secret ballot. As and if permitted by the Election Code, paper ballots may be used for early voting by mail.
Each voter desiring to vote in favor of a Proposition shall mark the ballot indicating “FOR” such Proposition, and each voter desiring to vote against a Proposition shall mark the ballot indicating “AGAINST” such Proposition. Voting shall be in accordance with the Election Code. Section 6. Early Voting. The Board hereby appoints Marin Lopez, the Elections Administrator, as the regular early voting clerk for the District. The Board hereby appoints Julio Eguia as the Assistant Elections Administrator. Early voting, both by personal appearance and by mail, will be conducted in accordance with the Election Code. Early voting by personal appearance shall be conducted at the locations, on the dates and at the times as shown in Exhibit B. Early voting by personal appearance shall begin on Monday, April 19, 2021 through Friday, April 23, 2021 and Monday, April 26, 2021 and ends on Tuesday, April 27, 2021. To the extent of any conflict between this Election Order and an Election Agreement, the terms and provisions of the Election Agreement shall prevail, and the President of the Board of Trustees, the Superintendent, and their respective designees, are authorized to make such corrections, changes, revisions and modifications to this Election Order, including the exhibits hereto, as are deemed necessary or appropriate to conform to the Election Agreement, to comply with applicable state and federal law and to carry out the intent of the Board, as evidenced by this Election Order. The Elections Administrator shall be responsible for establishing the central counting station for the ballots cast in the Election and appointing the personnel necessary for such station. Section 8. Bilingual Election Materials. All notices, instructions, and ballots pertaining to the Election shall be furnished to voters in both English and Spanish and persons capable of acting as translators in both English and Spanish shall be made available to assist Spanish language speaking voters in understanding and participating in the election process.

Section 12. Notice of Meeting. The Board officially finds, determines, recites and declares that written notice of the date, hour, place and subject of the meeting at which this Election Order is adopted was posted on a bulletin board located at a place convenient to the public at the District’s administrative offices for a least seventy-two (72) hours preceding the scheduled time of the meeting; that a telephonic or telegraphic notice of such meeting was given to all news media who have consented to pay any and all expenses incurred by the District in connection with providing such notice, both as required by the Open Meetings Law, Chapter 551, Texas Government Code, as amended; and that such meeting was open to the public as required by law at all times during which this Election Order and the subject matter thereof was discussed, considered and formally acted upon. Section 13.
(a) Pursuant to Section 3.009, Election Code: (i) the proposition language that will appear on the ballot is set forth in Section 4 of this Election Order, (ii) the purposes for which the bonds are to be authorized are set forth in Section 3 of this Election Order, (iii) the principal amount of bonds to be authorized is set forth in Section 3 of this Election Order, (iv) if the issuance of bonds is authorized by voters, taxes sufficient, without limit as to rate or amount, to pay the principal of and interest on the bonds and the costs of any credit agreements may be imposed, as set forth in Section 3 of this Election Order, (v) bonds authorized pursuant to this Election Order may be issued to mature over a number of years not to exceed the maximum number of years authorized by law and bearing interest at the rate or rates (not to exceed the maximum rate now or hereafter authorized by law), as authorized by law and determined by the Board, (vi) as of the date of the adoption of this Election Order, the aggregate amount of outstanding principal of the District’s debt obligations is $93,010,000, and the aggregate amount of outstanding interest on the District’s debt obligations is $100,648,068, and (vii) the District’s ad valorem debt service tax rate as of the date of adoption of this Election Order is $0.3059 per $100 valuation of taxable property. (b) Based upon market conditions as of the date of this Election Order, if the bonds are authorized, the estimated total tax rate of the District is expected to be approximately $0.3886 per $100 of taxable assessed valuation, which represents the sum of (i) the most recently adopted tax rate for operations and maintenance, which is $1.0125 per $100 of taxable assessed valuation, plus (ii) the estimated tax rate for voted debt obligations of the District, including the bonds, which is expected to be approximately $1.4011 per $100 of taxable assessed valuation. In addition, the estimate contained in this subsection (b) is (i) based on certain assumptions (including assumptions concerning prevailing market and economic conditions at the time(s) of issuance of the bonds) and derived from projections obtained from the District’s financial advisor, (ii) subject to change to the extent that actual facts, circumstances and conditions prevailing at the time that the bonds are issued differ from such assumptions and projections, (iii) provided solely in satisfaction of the requirements of Section 3.009, Election Code, and for no other purpose, without any assurance that such projections will be realized, and (iv) not intended to and does not give rise to a contract with voters or limit the authority of the Board to issue bonds in accordance with the Propositions submitted by this Election Order. Section 14. Authority of the Superintendent. The Superintendent shall have the authority to take, or cause to be taken, all reasonable or necessary actions to ensure that the Election is fairly held and returns properly counted and tabulated for canvass by the Board, which actions are hereby ratified and confirmed. Without limiting the generality of the immediately preceding sentence, the Superintendent and his designees are hereby authorized to complete and update, as necessary, Exhibit A and Exhibit B hereto with polling location and other information upon the availability of such information. Section 9. Delivery of Voted Ballots; Counting; Tabulation; Canvassing of Returns; Declaring Results. The ballots shall be counted by one or more teams of election officers assigned by the presiding judges, each team to consist of two or more election officers. After completion of his responsibilities under the Election Code, including the counting of the voted ballots and the tabulation of the results, the presiding judge shall make a written return of the Election results to the District in accordance with the Election Code. The Board shall canvass the returns and declare the results of the Election. If a majority of the resident, qualified electors of the District voting at the Election, including those voting early, shall vote in favor of a Proposition, then the issuance and sale of the bonds described in such Proposition shall be authorized in the maximum amount contained therein, and the bonds shall be issued and sold at the price or prices and in such denominations determined by the Board to be in the District’s best interest. Section 10. Training of Election Officials. Pursuant to the Election Code, a public school of instruction for all election officers and clerks may be held as arranged or contracted by the Elections Administrator. Section 11. Notice of Election. Notice of the Election, stating in substance the contents of this Election Order, shall be published one time in the English and Spanish languages, in a newspaper published within the District’s territory or, if none is published in the District’s territory, in a newspaper of general circulation in the District’s territory, at least ten (10) days and no more than thirty (30) days prior to Election Day. Notice of the Election shall also be given by posting a substantial copy of this Election Order, in both English and Spanish, (i) on Election Day and during early voting by personal appearance, in a prominent location at each polling place, (ii) not later than the twenty-first (21st) day before Election Day, in three (3) public places within the boundaries of the District, and (iii) if required by Section 4.003, Election Code, not later than the twenty-first (21st) day before Election Day, on the bulletin board used for posting notices of meetings of the Board. Sección 5. Votación. Las máquinas de votación electrónica pueden ser utilizadas para llevar a cabo la Elección el día de las Elecciones; siempre y cuando, en caso de que el uso de dichas máquinas de votación electrónica no sea factible, la Elección puede llevarse a cabo el día de la Elección por el uso de papeletas (salvo que se disponga lo contrario en esta sección). Las máquinas de votación electrónica o las papeletas se pueden utilizar para el voto temprano por apariencia personal (salvo que se disponga lo contrario en esta sección). Como y si así lo requiere el Código Electoral, el Distrito proporcionará al menos un sistema de votación accesible en cada lugar de votación utilizado en la Elección. Dicho sistema de votación cumplirá con las leyes federales y de Texas que establecen el requisito para los sistemas de votación que permiten a los electores con discapacidades físicas emitir una votación secreta. La votación será de acuerdo con el Código Electoral. Sección 6. Votación Temprana. La Junta por la presente nombra a Marin Lopez, el Administrador Electoral, como el secretario regular de votación temprana para el Distrito. La Junta por la presente nombra a Julio Eguia como el Asistente Administrador Electoral. El voto temprano, tanto por apariencia personal como por correo, se llevará a cabo de acuerdo con el Código Electoral. La votación temprana por apariencia personal se llevará a cabo en los lugares, en las fechas y en los horarios que se muestran en el Anexo B. La votación temprana por apariencia personal sera del lunes, 19 de abril de 2021 al viernes, 23 de abril de 2021 y el lunes, 26 de abril de 2021 y finalizará el martes, 27 de abril de 2021. Para el uso de aquellos electores que tienen derecho por ley a votar temprano por correo, el secretario de votación temprana proporcionará a cada elector una papeleta con instrucciones para marcar la papeleta que indique su voto “A FAVOR” o “EN CONTRA” una Proposición. Los términos y disposiciones de cada Acuerdo Electoral se incorporan a esta Orden Electoral. En la medida de cualquier conflicto entre esta Orden Electoral y un Acuerdo Electoral, prevalecerán los términos y disposiciones del Acuerdo Electoral, y el Presidente de la Junta Directiva, el Superintendente y sus respectivos designados, están autorizados a hacer tales correcciones, cambios, revisiones y modificaciones a esta Orden Electoral, incluyendo los anexos en el mismo, según se considere necesario o apropiado para cumplir con el Acuerdo Electoral, para cumplir con la ley estatal y federal aplicable y para llevar a cabo la ley intención de la Junta, como lo demuestra esta Orden Electoral. El Administrador Electoral será responsable de establecer la estación de escrutinio central para las papeletas emitidas en la Elección y nombrar al personal necesario para dicha estación. Sección 8. Materiales Electorales Bilinguistas. Todos los avisos, instrucciones y papeletas relacionados con la Elección se proporcionarán a los electores tanto en inglés como en español y las personas que puedan actuar como traductores en inglés y español se pondrán a disposición para ayudar a los votantes de habla hispana a entender y participar en el proceso electoral.

Sección 12. Aviso de reunión. La Junta oficialmente encuentra, determina, recita y declara que la notificación escrita de la fecha, hora, lugar y tema de la reunión en la que se adopta esta Orden Electoral fue publicada en un tablón de anuncios ubicado en un lugar conveniente para el público en las oficinas administrativas del Distrito durante al menos setenta y dos (72) horas anteriores a la hora programada de la reunión; que una notificacion telefonica o telegrafica de tal reunion se dio a los medios de comunicación que estan de acuerdo en pagar por cualquier y todos los gastos incurridos por el Distrito relaciónados con proporcionar dicho aviso, ambas según lo exija la Ley de Reuniones Abiertas, Capítulo 551, Código del Gobierno de Texas, en su forma enmendada; y que dicha reunión estaba abierta al público según lo requerido por la ley en todo momento durante el cual esta Orden Electoral y su tema en cuestion fue discutido, considerado y formalmente actuado en consecuencia. Sección 13.
(a) En conformidad con la Sección 3.009, Código Electoral: (i) el lenguaje de proposición que aparecerá en la papeleta se establece en la Sección 4 de esta Orden Electoral, (ii) los propósitos para los cuales los bonos deben ser autorizados se establecen en la Sección 3 de esta Orden Electoral, (iii) el monto principal de los bonos a autorizar se establece en la Sección 3 de esta Orden Electoral, (iv) si la emisión de bonos es autorizada por los electores, impuestos suficientes, sin límite en cuanto a tasa o monto, para pagar el principal y los intereses sobre los bonos y los costos de cualquier acuerdo de crédito pueden ser impuestos, según lo establecido en la Sección 3 de esta Orden Electoral, (v) los bonos autorizados en conformidad con esta Orden Electoral pueden ser emitidos para madurar durante un número de años que no exceda el número máximo de años autorizados por la ley y teniendo tasa o tasas de intereses a la tasa o tasas (no exceder la tasa máxima ahora o en lo sucesivo autorizada por la ley), según lo autorizado por la ley y determinado por la Junta, (vi) a la fecha de la adopción de esta Orden Electoral, el monto del principal pendiente de las obligaciones de deuda del Distrito es $93,010,000, y el monto total de los intereses pendientes sobre las obligaciones de deuda del Distrito es $100,648,068, y (vii) la tasa de impuesto de la deuda ad valorem del Distrito a partir de la fecha de adopción de esta Orden Electoral es $0.3059 por cada $100 de valoración de toda la propiedad en el distrito sujeta a impuesto. (b) De acuerdo con las condiciones del mercado a partir de la fecha de esta Orden Electoral, si se autorizan los bonos, se espera que la tasa de impuestos total estimada del Distrito sea aproximadamente $0.3886 por cada $100 de valoración imponible, que representa la suma de (i) la tasa de impuesto más recientemente adoptada para operaciones y mantenimiento, que es $1.0125 por cada $100 de valoración imponible, más (ii) la tasa de impuestos estimada para las obligaciones votadas por el Distrito, incluyendo los bonos, que se espera que sean aproximadamente $1.4011 por cada $100 de valoración imponible. Además, la estimación contenida en esta subsección (b) se basa (i) en ciertos supuestos (incluidos los supuestos relativos a las condiciones económicas y de mercado prevalecientes en el momento de la emisión de los bonos) y se deriva de proyecciones obtenidas del asesor financiero del Distrito, (ii) sujeto a cambios en la medida en que los hechos, circunstancias y condiciones reales prevalecientes en el momento en que los bonos se emiten difieran de dichos supuestos y proyecciones, (iii) de los requisitos de la Sección 3.009, Código Electoral, y para ningún otro propósito, sin ninguna garantía de que tales proyecciones se realizarán, y (iv) no tiene la intención y no da lugar a un contrato con los votantes ni limita la autoridad de la Junta para emitir bonos de acuerdo con la Proposición presentada por esta Orden Electoral. Sección 14. Autoridad del Superintendente. El Superintendente tendrá la autoridad para tomar, o hacer que se tomen, todas las medidas razonables o necesarias para asegurar que la Elección se lleve a cabo de manera justa y regrese adecuadamente contada y tabulada para ser examinada por la Junta, tales acciones son ratificadas y confirmadas por el presente. Sin limitar la generalidad de la frase inmediatamente anterior, el Superintendente y sus designados están autorizados a completar y actualizar, según sea necesario, el Anexo A y el Anexo B del presente documento con la ubicación de votación y otra información a partir de la disponibilidad de dicha información. Sección 9. Entrega de papeletas votadas; Escrutinio; Tabulación; Examen de Devoluciones; Declarando Resultados. Las papeletas serán contadas por uno o más equipos de oficiales electorales asignados por los jueces presidentes, cada equipo estará compuesto por dos o más oficiales electorales. Después de completar sus responsabilidades bajo el Código Electoral, incluyendo el escrutinio de las papeletas votadas y la tabulación de los resultados, el juez presidente hará una devolución por escrito de los resultados de la Elección al Distrito de acuerdo con el Código Electoral. La Junta examinará los rendimientos y declarará los resultados de las Elecciones. Historical Starr County May 1947 – The Purchase of Fort Ringgold A Frontier Fort – An Educational Complex – Rio’s Jewel In 1944 most all the soldiers were serving or had serve in World War II. The war was coming to and end and Fort Ringgold was to closed and would no longer serve its purpose. The “Big” question for Rio Grande City/Starr County was what would be the future of the fort? The fort had been off limits to the community for years and many had never seen the inside of the fort. Rio was growing and local school board members sought the opportunity to purchase the fort and make it into an education complex. The Department of the Interior had declared the fort as surplus US property and developed a book of sale. The book of sale described the items inside the fort. The items listed included: barracks, a hospital, mess hall, an auditorium, officer quarters, Enlisted non-commissioned officer’s quarters, storage facilities, stables, motor pool, polo field, ammunition magazines, a landing strip, fire department equipment, tennis court, swimming pool, bakery house, guard house, water plant, ice plant and a parade field. The book of sale in general described what a new school district could need to meet the growing needs of the community and made sense for a transition to a school campus. In 1947, the purchase was final and within one year the Fort became Fort Ringgold School Campus and locally known as the “el campo”. It was a clear transition as the barracks became classrooms, the mess hall became the cafeteria, the post hospital became district nurse’s office and the high school’s home economics building, the motor pool became the bus farm, the administration building became the band hall and the guard

house became the principal’s office and so on. The day of the purchase was a huge day for Rio and the town’s people celebrated. The photo shows the excitement and determination from our community members who made the purchase possible. Today, the photo hangs at the Fort’s Robert E. Lee House museum. These men and women had a vision for the fort and made every effort to keep the fort alive with a “new” mission. Today, Fort Ringgold continues to serve as part of the school district with a less presence of students and more of a presence of school administration. The fort shows its
wrinklies as it grows old. Buildings are in dire need of repair. Recently the local school board announced several renovations efforts to save the fort and to prepare for the forts 175th Anniversary (1848-2023). The process has started, and Fort Ringgold will be saved and once again it will be celebrated by the community. The Fort is truly a jewel for Rio as no other community in the valley or the state as Rio can claim that we one of the best-preserved frontier forts in the State.
