Hinojosa is a Roma High School Class of ‘11 graduate and former Gladiator Baseball standout. Hinojosa is eager and ready to lead the Lady Gladiators to victory. A graduate of Texas A&M International, and former member of the Dustdevil Baseball Team, Hinojosa brings years of RGCGISD Rattler football held a parent meeting and met this year’s coaches and staff. By: Jose R. Martinez Jr. Roma ISD CTE/CCMR Director Roma ISD STC-PREP Program students recently completed the Summer STC-PREP PreEngineering Program at South Texas College. STC-PREP is an intensive 4-year six-week summer program that exposes students to the STEM (Science, Technology, Engineering, and Mathematics) career fields. The students attended virtual classes from June 14 to July 22. The program includes course work, team projects, class presentations, examinations, career awareness speakers and special events. This is the 11th year that the program
has been offered to Roma ISD students in partnership with South Texas College. Pictured is the closing ceremony held at South Texas College in Rio Grande City for Year-4 students that completed their 4-year commitment to the STC-PREP program. The students received their Certificates of Completion as well as a cord to be worn at their high school graduation ceremony. These students strived and sacrificed for 4 summers as they continued their journey through the intensive courses. Even a pandemic did not stop them from achieving their goal of completing the program.
Their class of 27 students has been the largest of all the STCPREP cohorts! Credit goes to the students and their parents for their commitment and sacrifice to complete the Pre-Engineering Program. They are well on their way to successful careers in the STEM fields. Congratulations as well to all the students for continuing to expand their knowledge throughout the summer and preparing themselves for the future! Special recognition to the STC/Roma ISD instructors and STC personnel for this unique program.
Many thanks go out to Mr. Charles Anderson, Rio High graduate of the Class of 1963, who very generously donated $1,000 to help the efforts in reviving the Historic Fort Ringgold facilities. Mr. Anderson generosity will go a long way in beautifying the fort, which was placed on the National Register of Historic Places in 1993

Dr. Mañon earned his medical degree from the Ibero-American University in Santo Domingo, Dominican Republic, before entering his internship in general surgery at the Einstein Medical Center Philadelphia in Philadelphia,
Pennsylvania. After finding his passion in the field, Dr. Mañon pursued neurosurgery training at the University of Colorado and West Virginia University to culminate his neurological surgery residency. Subsequently, he completed a complex/reconstructive spine fellowship at the University of Michigan Health System in Ann Arbor. In addition to his extensive medical experience, Dr. Mañon is the author of various publications, book chapters, abstracts, and presentations. He is a member of several professional societies, including the American Association of Neurological Surgeons and the Congress of Neurological Surgeons. Rosie Bryan
12/13/46 † 7/30/21 Rosie Bryan, 74, from Edinburg, Texas went into eternal rest Friday, July 30, 2021 at Doctor’s Hospital at Renaissance in Edinburg, Texas. Rosie was the daughter of the late Fidel and Amelia R. Perez from El Sauz, Texas and was preceded in death by her husband John Vernon Bryan, Sr., brother Benito Perez and her beloved niece Laura Alicia Guerra. Rosie is survived by her loving children John Vernon Bryan, Jr. (LeeAnn) and Sandra Ann Bryan, 3 granddaughters, her sister Micaela
(Alvaro) Rodriguez, her best friend Josie Garces and numerous nieces and nephews. Rosie attended Roma ISD, was a 1965 graduate from Roma High School and went on to receive her Business degree from McAllen Business College. Rosie worked with the Texas Department of State and Human Services in Starr and Cameron Counties and the Hidalgo County Health Department until she retired. Rosie loved gardening and loved growing tomatoes, squash and peppers and loved sharing her crops with friends, family and neighbors. Rosie also loved fishing, spending quality time outdoors and loved going to the ranch in El Sauz. Rosie will be greatly missed. Thank you to family and friends for the kind words of condolences, phone calls, cards, letters, beautiful flowers, plants and special masses for our beloved mother. Your generosity to our family is greatly appreciated.

RGV Vipers hosted a Back to School Expo On August 3, 2021, the RGV Vipers hosted a Back to School Expo, at the Bert Ogden Arena in Edinburg, TX from 4:00 PM-6:00 PM. This event was only by invitation and 60+ elementary students from Rio Grande City Grulla ISD had the honor to attend this event. During the event, the students received a backpack, school supplies, and were able to meet the famous RGV Vipers, basketball players. All this was possible in collaboration with RGCGISD Family and Community Engagement Department, the Special Education Department, and the RGCGISD elementary principals. Private Water Well Screening in Starr County Texas A&M AgriLife Extension Service office in Starr County is having a water well screening program on August 11, 2021 at the Texas A&M AgriLife Extension Service office in Starr County, 500 N. Britton Ave, Rio Grande City, to give area residents the opportunity to have their well water tested. “Private water wells should be tested annually,” said Omar Montemayor, AgriLife Extension Service County Extension Agent in Starr County. Montemayor said for area residents to have their well water tested, they need to open and drain a new, sealed, 16.9oz water bottle and use it to collect water sample from the nearest faucet to the water well. Water contaminated with fecal coliform bacteria is more likely to also have pathogens present that can cause diarrhea, cramps, nausea or other symptoms. “Water with nitrate nitrogen at levels of 10 parts per million is considered unsafe for human consumption,” Montemayor said. “These nitrate levels above
10 parts per million can disrupt the ability of blood to carry oxygen throughout the body, resulting in a condition called methemoglobinemia. Infants less than 6 months of age and young livestock are most susceptible.” Salinity as measured by total dissolved solids will also be determined for each sample. Water with high levels may leave deposits and have a salty taste and using water with high levels for irrigation may damage soil or plants. Governor Abbott, HHSC Announce Extension of Emergency SNAP Benefits for August On August 9, 2021, Governor Greg Abbott announced that the Texas Health and Human Services Commission (HHSC) is providing approximately $267 million in emergency Supplemental Nutrition Assistance Program (SNAP) food benefits for the month of August as the state continues its response to the COVID-19 pandemic.
“Emergency SNAP benefits have helped millions of eligible Texas families and individuals put food on the table as they navigate the ongoing coronavirus pandemic,” said Governor Abbott. “These supplemental benefits from HHSC will help continue to provide crucial support to Texans in need across the Lone Star State.”
“These emergency SNAP benefits continue to help Texans during the ongoing pandemic by providing food for individuals and their families,” said Texas HHS Access and Eligibility Services Deputy Executive Commissioner Wayne Salter. “We are happy to continue to support that need.” HHSC received federal approval from the U.S.
Department of Agriculture to extend the maximum, allowable amount of SNAP benefits to recipients based on family size, and all SNAP households are receiving a minimum of $95 in emergency allotments. The emergency August allotments are in addition to the more than $3.9 billion in benefits previously provided to Texans
since April 2020. Recipients will also continue to receive a 15 percent increase in their total benefits, which will continue monthly until September 2021. This 15 percent increase and the additional emergency allotment amount should appear in recipients’ accounts by August 31. Administered by HHSC, SNAP

Governor Abbott Takes Action To Mitigate Rise In COVID-19 Cases In Texas New Actions Will Increase Health Care Facility Staffing & Capacity, Expand Antibody Infusion Centers, Increase Vaccine Availability On August 9, 2021, Governor Greg Abbott announced a series of actions the State of Texas is taking to mitigate the recent rise in COVID-19 cases in Texas. The Texas Department of State Health Services (DSHS) will be utilizing staffing agencies to provide medical personnel from out-of-state to Texas health care facilities to assist in COVID-19 operations. The Governor has also sent a letter to the Texas
Hospital Association asking hospitals to voluntarily postpone elective medical procedures, for which a delay will not result in loss of life or the deterioration of a patient’s condition, in order to increase hospital capacity for COVID-19 patients. Governor Abbott is directing the Texas Division of Emergency Management (TDEM) and DSHS to open additional COVID-19 antibody infusion centers in communities across the state. These infusion centers will treat COVID-19 patients who do not need hospitalization with therapeutic drugs that can prevent
their condition from worsening and requiring hospital care. These centers also help increase bed capacity in hospitals so that resources are available for the most ill patients. The existing infusion center in Lubbock will expand capacity this week, and DSHS will launch five new centers throughout Texas beginning with a facility in San Antonio. The State deployed similar measures in early 2021 to communities across Texas. Patients must meet certain criteria and have a referral from a doctor. The Governor is also directing TDEM and DSHS to increase

We emphasize school bus safety with our on-going hands-on school bus safety training to all of our students and staff. We ask that parents encourage their sons/daughters to follow bus conduct rules and school bus safety tips so our school bus drivers can concentrate better in providing a safer bus trip to and from school. SCHOOL BUS SAFETY TIPS • Get to the bus stop five minutes early. • Stand away from the curb ~ at least ten feet from bus. • Sit quietly in seat. • Be quiet at train crossings. • Do not wear clothing with loose strings. • Make sure backpack straps are short and do not get caught on handrail or in the bus door. • When stepping off bus, look to
make sure no cars are passing on the shoulder. • Before crossing the street, take five giant steps out from the front of the bus, or until the driver can see you. • Wear a mask to protect yourself. •Temperature checks will continue to be done before boarding. • Hand sanitizer will be available on the bus.
TIPS FOR DRIVING IN SCHOOL ZONE • Put away your cell phone. Cell phone use is banned in active school zones, and violators will face fines in school zones where signs are posted. • Always obey school zone speed limit signs. Remember, traffic fines usually double in school zones. • Drop off and pick up your children in your school’s designated areas, not the middle of the street. • Keep an eye on children gathered at bus stops. • Be alert for children who might dart across the street or between vehicles on their way to school.
To our community motorists, we would like to remind them that in Texas it’s unlawful to pass a stopped school bus while the bus has activated its mechanical stop sign and flashing red lights for the purpose of receiving and discharging passengers. Also, the use of cell phones are not allowed in school zones and school property. TSec. 545.066. PASSING A SCHOOL BUS; OFFENSE. (a) An operator on a highway, when approaching from either direction a school bus stopped on the highway to receive or discharge a student:(1) shall stop before reaching the school bus when the bus is operating a visual signal as required by Section 547.701; and(2) may not proceed until:(A) the school bus resumes motion;(B) the operator is signaled by the bus driver to proceed; or(C) the visual signal is no longer actuated. (b) An operator on a highway having separate roadways is not required to stop:(1) for a school bus that is on a different roadway; or(2) if on a controlled-access highway, for a school bus that is stopped:(A) in a loading zone that is a part of or adjacent to the highway; and(B) where pedestrians are not permitted to cross the roadway.(c) An offense under this section is a misdemeanor punishable by a fine of not less than $500 or more than $1,250, except that the offense is:(1) a misdemeanor punishable by a fine of not less than $1,000 or more than $2,000 if the person is convicted of a second or subsequent offense under this section committed within five years of the date on which the most recent preceding offense was committed;(2) a Class A misdemeanor if the person causes serious bodily injury to another; or(3) a state jail felony if the person has been previously convicted under Subdivision (2).(d) The court may order that the driver’s license of a person convicted of a second or subsequent offense under this section be suspended for not longer than six months beginning on the date of conviction. In this subsection, “driver’s
license” has the meaning assigned by Chapter 521.(e) If a person does not pay the previously assessed fine or costs on a conviction under this section, or is determined by the court to have insufficient resources or income to pay a fine or costs on a conviction under this section, the court may order the person to perform community service. The court shall set the number of hours of service under this subsection.(f) For the purposes of this section:(1) a highway is considered to have separate roadways only if the highway has roadways separated by an intervening space on which operation of vehicles is not permitted, a physical barrier, or a clearly indicated dividing section constructed to impede vehicular traffic; and(2) a highway is not considered to have separate roadways if the highway has roadways separated only by a left turn lane.Sec. 545.425. USE OF WIRELESS COMMUNICATION DEVICE IN A SCHOOL CROSSING ZONE OR WHILE OPERATING A SCHOOL BUS WITH A MINOR PASSENGER; OFFENSE. (a) In this section:(1) “Hands-free device” means speakerphone capability or a telephone attachment or other piece of equipment, regardless of whether permanently installed in the motor vehicle, that allows use of the wireless communication device without use of either of the operator’s hands. (2) “Wireless communication device” means a device that uses a commercial mobile service, as defined by 47 U.S.C. Section 332. (b) Except as provided by Subsection (c), an operator may not use a wireless communication device while operating a motor ve-

hicle within a school crossing zone, as defined by Section 541.302, Transportation Code, unless:(1) the vehicle is stopped; or(2) the wireless communication device is used with a hands-free device. (b-1) Except as provided by Subsection (b-2), a municipality, county, or other political subdivision that enforces this section shall post a sign that complies with the standards described by this subsection at the entrance to each school crossing zone in the municipality, county, or other political subdivision. The department shall adopt standards that:(1) allow for a sign required to be posted under this subsection to be attached to an existing sign at a minimal cost; and (2) require that a sign required to be posted under this subsection inform an operator that:(A) the use of a wireless communication device is prohibited in the school crossing zone; and(B) the operator is subject to a fine if the operator uses a wireless communication device in the school crossing zone.(b-2) A municipality, county, or other political subdivision that by ordinance or rule prohibits the use of a wireless communication device while operating a motor vehicle throughout the jurisdiction of the political subdivision is not required to post a sign as required by Subsection (b-1) if the political subdivision: (1) posts signs that are located at each point at which a state highway, U.S. highway, or interstate highway enters the political subdivision and that state:(A) that an operator is prohibited from using a wireless communication device while operating a motor vehicle
in the political subdivision; and(B) that the operator is subject to a fine if the operator uses a wireless communication device while operating a motor vehicle in the political subdivision; and(2) subject to all applicable United States Department of Transportation Federal Highway Administration rules, posts a message that complies with Subdivision (1) on any dynamic message sign operated by the political subdivision located on a state highway, U.S. highway, or interstate highway in the political subdivision. (b-3) A sign posted under Subsection (b-2)(1) must be readable to an operator traveling at the applicable speed limit. (b-4) The political subdivision shall pay the costs associated with the posting of signs under Subsection (b-2). (c) An operator may not use a wireless communication device while operating a passenger bus with a minor passenger on the bus unless the passenger bus is stopped.(d) It is an affirmative defense to prosecution of an offense under this section that: (1) the wireless communication device was used to make an emergency call to: (A) an emergency response service, including a rescue, emergency medical, or hazardous material response service; (B) a hospital;(C) a fire department;(D) a health clinic;(E) a medical doctor’s office;(F) an individual to administer first aid treatment; or(G) a police department; or(2) a sign required by Subsection (b-1) was not posted at the entrance to the school crossing zone at the time of an offense committed in the school
crossing zone.(d-1) The affirmative defense available in Subsection (d)(2) is not available for an offense under Subsection (b) committed in a school crossing zone located in a municipality, county, or other political subdivision that is in compliance with Subsection (b-2).(e) This section does not apply to:(1) an operator of an authorized emergency vehicle using a wireless communication device while acting in an official capacity; or(2) an operator who is licensed by the Federal Communications Commission while operating a radio frequency device other than a wireless communication device. (f) Except as provided by Subsection (b-2), this section preempts all local ordinances, rules, or regulations that are inconsistent with specific provisions of this section adopted by a political subdivision of this state relating to the use of a wireless communication device by the operator of a motor vehicle. Sec. 545.4252. USE OF WIRELESS COMMUNICATION DEVICE ON SCHOOL PROPERTY; OFFENSE. (a) In this section:(1) “Hands-free device” has the meaning assigned by Section 545.425.(2) “Wireless communication device” has the meaning assigned by Section 545.425.(b) Except as provided by Section 545.425(c), an operator may not use a wireless communication device while operating a motor vehicle on the property of a public elementary, middle, junior high, or high school for which a local authority has designated a school crossing zone, during the
time a reduced speed limit is in effect for the school crossing zone, unless: (1) the vehicle is stopped; or(2) the wireless communication device is used with a hands-free device. (c) It is an affirmative defense to prosecution of an offense under this section that the wireless communication device was used to make an emergency call to:(1) an emergency response service, including a rescue, emergency medical, or hazardous material response service;(2) a hospital;(3) a fire department;(4) a health clinic;(5) a medical doctor’s office;(6) an individual to administer first aid treatment; or(7) a police department.(d) This section does not apply to:(1) an operator of an authorized emergency vehicle using a wireless communication device while acting in an official capacity; or(2) an operator who is licensed by the Federal Communications Commission while operating a radio frequency device other than a wireless communication device. (e) This section preempts all local ordinances, rules, or regulations that are inconsistent with specific provisions of this section adopted by a political subdivision of this state relating to the use of a wireless communication device by the operator of a motor vehicle, except that a political subdivision may by ordinance or rule prohibit the use of a wireless communication device while operating a motor vehicle throughout the jurisdiction of the political subdivision.
