We all know that behind every successful team there is a strong leader, Mrs. Patsy Ramirez, Director of Food Services and Child Nutrition was recognized at RGCCISD’s August School Board Meeting for being the driving force behind RGCCISD’s Food Services Team. The coronavirus/COVID-19 pandemic brought about a plethora of unexpected situations and has upended life for nearly everyone. Yet, the RGCCISD Food Service Department under the direction of Patsy Ramirez was proudly serving at the forefront. While many of us were scared and had the privilege of staying safe in our homes these individuals risked their safety and health and worked tirelessly to provide nutritious and delicious meals. They worked diligently

The personnel of the Child Nutrition Department worked in the kitchens, stood in the extreme heat and even in the rain to ensure that those meals were distributed to

“The GFWC Florence J. Scott Woman’s Club is proud to announce that three Starr County students were among five chosen from South Texas District for GFWC Texas statewide scholarships,” stated Dalinda Guillen, Woman’s Club member and South Texas District representative on the GFWC Texas Scholarship Committee. Zeferino “Zac” Compean of Rio Grande City High School, was recipient of the 1903 UT Scholarship of $1200. Of Zac, the nominators stated, “He is a very gregarious and highly intelligent young man with well-rounded involvement in school, church, and community.” Itzel Rojas of Preparatory for Early College High School was awarded the Billie Lindsey McMahon Scholarship of $1,000. The recommendation for Itzel stated, “This top scholar was a peer tutor in high school, a supplemental instructor at South Texas College, and she had many hours of community volunteer service.” Natalie Anderson of Rio Grande City High School received the

Simmang Volunteer Award Scholarship of $1,000. Natalie was nominated for her more than one thousand volunteer hours of community service during high school and for her leadership in FFA, 4-H, NHS, and other organizations. Landrie Whitenton of Kingsville was awarded the TFWC State Scholarship of $1500, and Jaquelyn Westbrook of Kingsville received the Eleanor Tipps Scholarship of $1500. Landrie was a well-rounded student with multiple extracurricular activities, honors and volunteer hours. Jaquelyn is a graduate student at TAMU College Station preparing to work with a nonprofit organization as a leader of social and community improvement. Congratulations to these students, who competed with applicants from throughout the state for these very competitive scholarships. Mrs. Guillen and Woman’s Club members from Rio Grande City and Kingsville are to be commended for their hard work meeting with the students and supporting them with their applications.

Agustina P. Lopez August 28, 1925 † August 5, 2020
Agustina P. Lopez, 94, of Rio Grande City, TX, passed away on Wednesday August 5, 2020, at Starr County Memorial Hospital in Rio Grande City, TX. Visitation will be from 1:00 p.m. to 7:00 p.m. on Thursday August 13, 2020 at Sanchez Funeral Home in Rio Grande City, TX, with a Rosary at 5:00 p.m. Funeral services will be held on Friday August 14, 2020 at 9:00 a.m. at Sanchez Funeral Home. Burial will follow at 10:00 a.m. at the Lopez Family Cemetery in Rio Grande City, TX. Agustina, known to many as Momo Tina, was born at Los Vela’s Ranch to Esteban Perez and Sabina Villarreal Perez on August 28, 1925. Agustina attended school in Rio Grande City, TX. On February 29, 1948, Agustina married Tomas R. Lopez at Immaculate Concepcion Church in Rio Grande City, TX, and they were married for 46 years and had 5 children. She was a housewife for most of her married life until her children were of school age. She later was employed with the RGCCISD and worked as a cafeteria cook and retired in 1969 to stay home to take care of her elderly mother.
Later in life she worked for the Starr County Teachers FCU as a housekeeper and worked there for over 10 years. After she stopped working completely, she enjoyed going to the Adult Daycare Center to play Bingo and visit with friends. Her favorite part of attending the center was to dance on those days when they had dances with live bands because she did not like DJs. Agustina (Momo) is preceded in death by her husband of 46 years Tomas, her sons Eduardo and Estevan, her mother Sabina, and her father Esteban. She is survived by three daughters, Consuelo Garza (Roel†), Emma Gonzalez, and San Juanita Lopez (Emilio), 11 Grandchildren, Denise Hall (Bobby), Alex Gonzalez, III (Jennifer), Georgina Marr (Dan), Celina Barrera (Felix), Cosme Garza, Joel Lopez (Consuelo), Lori Ann Hernandez (David), Rebecca Bazan (Adrian), Roxanne Guzman, (Manuel), Suzette Perez, and Eduardo Lopez, Jr. 6 Great Grand Children, Jose Luis Garcia, Jr. (Criselda) Julio Garcia, Khala Grau (Kevin), Aiden Hall and Noemi Garza. 5 Great Great Grandchildren, Jose Luis III, Heaven and Eve Garcia, Melanie and Jayden Lopez, Logan and Zachary Grau. Governor Abbott Provides Update On PPE Distribution To Texas Schools Border Region Behavioral Health Center On August 4, 2020, Governor Greg Abbott visited the Texas Division of Emergency Management’s (TDEM) Warehouse in San Antonio where he provided an update on the state’s distribution of Personal Protective Equipment (PPE) to Texas school districts for the 2020-2021 academic year. The Governor noted that the state will continue to purchase and distribute PPE to schools at no cost to the school districts. The Governor also discussed the Texas Education Agency’s (TEA) guidance for school openings—noting that local school boards have the ability to determine how and when to open for in-person instruction. “Health and safety remain our top priority as we approach the upcoming school year,” said Governor Abbott. “To meet that priority, the State of Texas is purchasing and distributing vast amounts of PPE to Texas school districts. As local school boards make determinations on how and when they choose to open schools, the state is working to help ensure that there will be a strong supply of PPE waiting for them to keep students, teachers,

Dear Parents, I hope everyone has been able to stay safe during these unprecedented times during COVID-19. We all have experienced difficult challenges during these times since mid- March 2020. We came together to ensure that your child continued receiving education at home. Thank you for your patience, determination, and commitment toward athome learning. We will start our school year by offering 100% remote instruction from August 17th through September 27th. We know all parents are concerned for their children’s education and, more importantly, their safety. As we prepare to offer in person instruction, PARENTS WILL HAVE A CHOICE to send their child to school or continue remote instruction. I know that will be a tough decision to make. We, as a district, will accommodate both face to face instruction and virtual learning from home. It is our responsibility to ensure we educate our students to their fullest potential as well as providing a safe environment. We will follow all CDC guidelines, practice social distancing, sanitize and disinfect as many times as necessary. We will require our staff and students to wear masks and we will provide face shields for our staff and students. In addition, plexiglass dividers will be installed between sinks and stalls. We will do whatever it takes to make sure our campuses are ready for our staff and students. In addition, educational plans have been created for all campuses to ensure we provide flexibility to our parents. We want parents to feel comfortable sending their children to school. Our main goal is to make sure we assess our students’ abilities, identify their instructional gaps and provide an instructional program that will address those gaps and at the same time gain instructional progress. We will continue to offer our students all academic requirements and electives. I am happy to announce the district will offer ART and MUSIC classes at the elementary levels and will try to implement sports as well. FREE SCHOOL SUPPLIES will be provided by the district and issued out by the campus. Electronic devices and internet connection will be provided to students who need technology in order for students to participate in virtual learning. Students will NOT BE REQUIRED TO WEAR UNIFORMS during the 2020-2021 school year since not all students will attend classes on campuses. Students will be required to dress appropriately. We will communicate the dress attire for students at a later time. We are FUTUREFOCUSED and have all the intentions to continue to strive for the best for our students. We have the dedicated and knowledgeable staff to ensure student success. Together we can achieve and succeed. I am looking forward to another year in partnership with very dedicated and committed parents. We will showcase our students throughout the year because we have pride in our students. Let’s have a year of excitement with PERSERVERANCE.

By comparison, more than 1,500 persons registered for the mental health forum and another 8,000+ viewed it on Facebook. The senator isn’t surprised. “The pandemic has turned our world upside-down, and people are looking for answers,” she said. “We emphasize hosting events that are timely, relevant and engaging to viewers, and I’m delighted that our audience continues to grow.” Zoom meetings represent only one aspect of Senator Zaffirini’s constituent outreach efforts. University-based Academic Institute Providing Free Resources for High School and Middle School Students Studying U.S. History, Government, Civics and Related Subjects While families across the country still don’t know for sure whether their children will be attending class in person, online or a mix of both when the new school year begins, one thing they can count on is this: If their children are studying American history, government or civics they’ll have easy access to the resources they need to do well in their studies. The historical documents, books, study guides and online exhibits all can be found at the web site TeachingAmericanHistory. org (TAH.org), a project of the Ashbrook Center, an independent educational center specializing in U.S. history and government located at Ashland University in Ohio. The curated resources, all of which can be accessed for free, have been used by nearly 30,000 middle and high school U.S. history, social studies, civics and government teachers to provide their students with a better understanding of the people and circumstances which molded our country. They also have been widely used by home-schoolers, academic researchers, journalists, history buffs and others. When the coronavirus pandemic forced the closure of schools, they became invaluable, many have said. Rather than providing information that merely summarizes the particulars of history in a (typically bland) narrative, TAH.org gives students and teachers direct access to the words and thoughts of those who shaped American history, with more than 2,500 primary source documents, searchable by era, theme, genre (speech, court case, letter, etc.), keyword, title or author. “The TeachingAmerican History.org website opened my eyes to the wealth of primary sources I could share with my students,” said Julia Rae Fuette, who has taught high school social
studies in California, Montana and elsewhere. “[It] helped me to pull away from the textbook, which simply bombards students with names, dates and facts.” According to David Widenhofer, a social studies teacher at North Catholic High School in suburban Pittsburgh, after sharing primary documents available at TeachingAmericanHistory.org, “students started to see Americans making their own history in a sense that textbooks don’t convey.” In addition, some of the primary source documents have been compiled into annotated Core Document Collections, covering a wide range of topics in American History and U.S. Government. To date, 16 collections have been published, including collections on the American Revolution, causes of the Civil War, Reconstruction, The American Presidency and the Cold War, among others. These TAH.org collections, which can be downloaded for free, are helping Ray Mertz, an American government teacher at Meadowbrook High School in Byesville, OH, prepare his students for college. “These volumes are cutting-edge. Once word spreads, teachers will be using them all the time,” he predicts. Lisa Sudfield, a teacher at Piscataway High School in New Jersey, also uses an online TAH Core Document Collection, 50 Core American Documents. Assigning the often- difficult texts, she challenges students, “Would you rather others hear you talk about yourself, or get a second-hand story from someone else?” TAH.org currently attracts 2.5 million visitors annually – 80,000 of whom visit the site monthly or more often. Since the first Covid-19 stay-at-home order took place (March 19 in California), the site has received over 800,000 unique visitors.

Dangers In The Car: TxDOT’s New Augmented Reality Game Urges Drivers to Never Drive Distracted “Heads up, Texas” campaign brings awareness and urgency to reduce distracted driving Despite stay at home orders and less traffic the past few months, Texas has continued to see about the same amount of fatalities on our state’s roadways. In an effort
to reach drivers more creatively about the dangers of distracted driving, TxDOT has launched a new web-based augmented reality (AR) game that reinforces the importance of paying attention behind the wheel and reminds drivers to keep their heads up. Around 1 in 5 crashes on Texas roads are caused by distracted driving and all of them are preventable. This new AR game “Dart Those Distractions” is designed to increase awareness about the dangers of distracted driving in an interactive, engaging way that resonates with all ages. Inspired by a classic carnival game, players will throw darts over a car windshield to hit balloons symbolizing driving distractions like eating, programming music or navigation and self-grooming. This is an important reminder that distracted driving isn’t just about texting or talking from the driver’s seat. “Every driver and every passenger can be impacted by distracted driving and one death is one too many,” TxDOT Executive Director James Bass said. “We are doing all we can to make sure every Texan knows the dangers of driving distracted. Distracted driving crashes are preventable and we hope this new AR game will help drivers realize there are more dangers than just your cell phone in the car.”
TxDOT will promote the “Heads up, Texas” campaign and new AR game through social media, social influencers and digital advertising. These efforts are to raise awareness of the game and encourage people to share their results and recruit other players to dart those distractions. The AR game can be played on any smartphone or tablet by visiting www.dartthosedistractions.com or players can visit the website on a desktop computer to access the game through a QR code. Players should never play while behind the wheel, don’t add another distraction! TxDOT’s annual “Heads up, Texas” campaign officially launches August 4 and is a key component of
#EndTheStreakTX, a broader social media and word-ofmouth effort that encourages drivers to make safer choices while behind the wheel, like wearing a seat belt, driving the speed limit, never texting and driving and never driving under the influence of alcohol or other drugs. Nov. 7, 2000, was the last deathless day on Texas roadways and #EndTheStreakTX asks all Texans to commit to driving safely to help end the streak of daily deaths.

CITY OF RIO GRANDE CITY STARR COUNTY, TEXAS REQUEST FOR STATEMENTS OF QUALIFICATIONS FOR PROFESSIONAL SERVICES INCLUDING BOND COUNSEL AND FINANCIAL ADVISOR The City of Rio Grande City (the “City”) is requesting the submission of qualifications statements, which will lead to the possible award of contracts to provide Bond Counsel and Financial Advisor services for capital financing and provide possible loan, grant, or disadvantage funding through the Texas Water Development Board (“TWDB”) for water and wastewater utility system improvements. Potential improvements include but are not limited to installation of a new wastewater force main, construction of a new lift station, closure of an existing wastewater treatment facility, improvements to an existing wastewater treatment facility, and improvements to the existing wastewater collection system; improvements to existing water wells, high service pump stations, storage and pressure maintenance facilities, and the existing distribution system; development of a master plan for the wastewater collection and treatment system; development of a master plan for the water source, treatment, storage and distribution systems; and ancillary construction activities. Professional services resulting from selection of a service provider and award of contracts under this Request for Qualifications (RFQ) are expected to be funded in part or in full by funds the Texas Water Development Board (TWDB). This RFQ is issued in accordance with Section 2254 of the Texas Government Code (Professional Services Act) and 40 CFR, Section 33. This solicitation may result in multiple contracts, or multi-year contracts for one or more of the service providers. thinking about taking a semester off because of the pandemic, but we strongly encourage students to keep up the momentum to earn a College degree.” Hebbard said. “We are open and we are ready to help, even on the weekend.” In the wake of the current COVID-19 global pandemic, STC plans to make extensive use of technology, while preserving the most important elements of in-person required activities, through an in-person/hybrid course structure this fall. The college will be offering approximately 20 percent of its 4,500 courses in an in-person/ hybrid format, with the rest of the courses available in online format for the fall. With the in-person/hybrid model established at STC, fall courses requiring hands-on
activities will be split into 50 percent classroom instruction and 50 percent online instruction. Early payment deadline for fall 2020 is Aug. 17. Normal payment deadline is Aug. 23. 10, and the final payment deadline is Sept. 9. Registration is now open so don’t want until the last minute!
