AUSTIN - Representative Ryan Guillen (D-Starr County) this week announced that Starr County school districts collectively will be receiving, but is not limited
to, an annual funding increase of $12.3 million, a minimum of 30% of which must be used toward pay raises for school teachers, counselors, librarians, nurses, and other school employees. The increase in funding includes an estimated increase for Rio Grande City CISD of $6.7 million in 2020 and $7 million in 2021, $4.8 million for Roma ISD in 2020 and $4.6 million in 2021, $657 thousand for IDEA RGC in 2020 and $700 thousand in 2021, and $112 thousand for San Isidro ISD in 2020 and $56 thousand in 2021. “Our students deserve no less than a world-class education and every educational opportunity therein. RGCCISD Police Department hosted an active shooter training for the principals and the safety representatives of each campus. The training was held at Rio Grande City High School, where different law enforcement agencies such as the Rio Grande City Police Department, The Starr County Special Crimes Unit and the RGCCISD Police Department gave the ones in attendance several strategies and procedures in case of and active shooter situation. RGCCISD Police Department is working closely with the different campuses, departments and other law enforcement agencies to ensure the safety of the students and staff in case of an active shooter situation. The RGCCISD Police Department will be hosting more of these trainings throughout the year.

On Tuesday, August 6, Rio Grande City High School hosted their annual Freshman Camp at the gymnasium. Principal, Jorge Pena welcomed the incoming freshmen and explained the expectations for the 2019-2020 school year. The incoming freshmen then enjoyed performances by the Drumline, Mariachi, Drill Team and the Cheerleaders. After the presentations the students toured the campus and had the opportunity to talk to several of the on-campus organizations.

Stay Safe this Labor Day Holiday -- Spread the Word: Drive Sober or Get Pulled Over During the 2019 Labor Day holiday, Texas A&M AgriLife Extension, will partner with the U.S. Department of Transportation’s National Highway Traffic Safety Administration (NHTSA) to get
drunk drivers off the roads and help save lives. The high-visibility national enforcement campaign, Drive Sober or Get Pulled Over, runs from Aug. 14 through Sept. 2,
2019. During this period, local law enforcement will show zero tolerance for drunk driving. Increased state and national messages about the dangers of driving impaired, coupled with
enforcement and increased officers on the road, aim to drastically reduce drunk driving on U.S. roadways. Unfortunately, statistics prove that there is still a lot of work to do to put an end to drunk driving. According to NHTSA, 10,874 people were killed in drunkdriving crashes in 2017. On average, 10,000 people were killed each year from 2013 to 2017 — one person was killed in drunkdriving crashes every 48 minutes in 2017. That’s the equivalent of 20 jumbo jets crashing each year, with no survivors. This is why Texas A&M AgriLife Extension is working with NHTSA to remind drivers that drunk driving is not only illegal, it is a matter of life and death. During the 2017 Labor Day holiday period (6 p.m., Sept. 1, until 5:59 a.m., Sept. 5), there
were 376 vehicle crash fatalities nationwide. Forty-four percent of those fatalities involved drivers who had been drinking (.01+ BAC). More than one-third (36 percent) of the fatalities involved drivers who were drunk (.08+ BAC), and more than one-fourth (26 percent) involved drivers who were driving with a BAC almost twice the legal limit (.15+ BAC). Age is a particularly risky factor: Among drivers between the ages of 18 and 34 who were killed in crashes over the Labor Day holiday period in 2017, 42 percent of those drivers were drunk, with BACs of .08 or higher. “Labor Day should be a time for friends and family to come together to enjoy the last days of summer,” said Yolanda Morado, CEA- FCH – Texas A&M AgriLife Extension Office. “We need commitment from our community members
that they’ll keep the streets free of drunk drivers so that everyone can have a safe holiday. This is a to get the message out that drunk driving is illegal and it takes lives. Help us put an end to this senseless behavior.” Texas A&M AgriLife Extension and NHTSA are working together to provide citizens with resources and information to get them home safely. Yolanda Morado reminds citizens that: “Drunk driving is not acceptable behavior. It is essential to plan a sober ride home before you ever leave for the party. That’s why, during the Labor Day holiday, we will make zero exceptions for drunk driving. SCHOOL BUS SAFETY TIPS • • • • • •
Get to the bus stop five minutes early. Stand away from the curb ~ at least ten feet from bus. Sit quietly in seat. Be quiet at train crossings. Do not wear clothing with loose strings. Make sure backpack straps are short and do not get caught on handrail or in the bus door. • When stepping off bus, look to make sure no cars are passing on the shoulder. • Before crossing the street, take five giant steps out from the front of the bus, or until the driver can see you.
TIPS FOR DRIVING IN SCHOOL ZONE • Put away your cell phone. Cell phone use is banned in active school zones, and violators face fines of up to $200 in school zones where signs are posted. • Always obey school zone speed limit signs. Remember,traffic fines usually double in school zones. • Drop off and pick up your children in your school’s designated areas, not the middle of the street. • Keep an eye on children gathered at bus stops. • Be alert for children who might dart across the street or between vehicles on their way to school.
To our community motorists, we would like to remind them that in Texas it’s unlawful to pass a stopped school bus while the bus has activated its mechanical stop sign and flashing red lights for the purpose of receiving and discharging passengers. Also, the use of cell phones are not allowed in school zones and school property. Texas School Bus Law
Sec. 545.066. PASSING A SCHOOL BUS; OFFENSE. (a) An operator on a highway, when approaching from either direction a school bus stopped on the highway to receive or discharge a student:(1) shall stop before reaching the school bus when the bus is operating a visual signal as required by Section 547.701; and(2) may not proceed until:(A) the school bus resumes motion;(B) the operator is signaled by the bus driver
to proceed; or(C) the visual signal is no longer actuated. (b) An operator on a highway having separate roadways is not required to stop:(1) for a school bus that is on a different roadway; or(2) if on a controlledaccess highway, for a school bus that is stopped:(A) in a loading zone that is a part of or adjacent to the highway; and(B) where pedestrians are not permitted to cross the roadway.(c) An offense under this section
is a misdemeanor punishable by a fine of not less than $500 or more than $1,250, except that the offense is:(1) a misdemeanor punishable by a fine of not less than $1,000 or more than $2,000 if the person is convicted of a second or subsequent offense under this section committed within five years of the date on which the most recent preceding offense was committed;(2) a Class A misdemeanor if the person causes serious
bodily injury to another; or(3) a state jail felony if the person has been previously convicted under Subdivision (2).(d) The court may order that the driver’s license of a person convicted of a second or subsequent offense under this section be suspended for not longer than six months beginning on the date of conviction. In this subsection, “driver’s license” has the meaning assigned by Chapter 521.(e) If a person does not pay
the previously assessed fine or costs on a conviction under this section, or is determined by the court to have insufficient resources or income to pay a fine or costs on a conviction under this section, the court may order the person to perform community service. The court shall set the number of hours of service under this subsection.(f) For the purposes of this section:(1) a highway is considered to have separate roadways
only if the highway has roadways separated by an intervening space on which operation of vehicles is not permitted, a physical barrier, or a clearly indicated dividing section constructed to impede vehicular traffic; and(2) a highway is not considered to have separate roadways if the highway has roadways separated only by a left turn lane.

Popular Classroom Learning Apps It is impossible to ignore the immense popularity of digital learning tools in today’s schools. Teachers routinely turn to online tools and available applications to offer students all the resources they need to become well-rounded individuals. According to research from Grunwald Associates, LLC, 71 percent of parents embrace mobile devices and feel they open up learning opportunities for kids that didn’t previously exist. The research also suggests that a similar percentage of parents would like teachers to recommend apps for students. Navigating learning apps can be daunting due to the sheer volume of apps available. According to Apps for Education, there are more than 500,000 educational apps currently available for download. Apps can be stimulating and fun, but finding quality resources may involve sorting through those that aren’t necessarily valuable. The following are some apps parents may want to consider. · Memrise: Learning a second or third language can be a boon to students of any age. Some schools may be limited in the number of languages they offer. Therefore, an app may be a great resource for students looking to learn a new language. Memrise drills students on vocabulary, phrases, aural recognition, and more. · Kahoot: Kahoot is a platform to create games and review content. Players answer questions on their individual devices, while games are displayed on a shared screen. Kahoot can be an ideal way for several students to prepare
for a test in a digital study session. This · Reading Eggs: comprehensive learning system covers essential components of reading: awareness, vocabulary, phonics, fluency, and comprehension. Parents can see progress reports and know if and where extra attention may be necessary. · Edmodo: This app is designed to streamline workloads for teachers and help make it easier for them to stay connected with the classroom and their students. Vine snapdragons should be in more gardens V i n e snapdragons are delicate and rather dense native vines which seldom exceed 6 feet in length. They have small triangular leaves and produce snapdragon shaped flowers from March through October. The flowers arise along the vine from where the leaf-stems (petioles) are attached and are single, not in spikes like true snapdragons. On native plants the flowers are colored bluish-purple with white throats but on cultivars, now available for sale, can be pink, lavender or even white. The flowers are only an
inch or slightly larger and so need to be planted where they can be enjoyed up-close. Vine snapdragons, also amusingly called roving sailors (due to the leaf shape perhaps), can grow supported on trellises, in hanging baskets or be left to become a sprawling ground cover (not to be walked on). Since they’re relatively small, they’re suitable for small gardens. I’ve noticed that, while some vines use tendrils for attachment, the vine snapdragons use elongated petioles coiled around their supports. They’re perennial and can reseed themselves and thrive in a variety of soils; they do especially well in calcareous, well drained soils. Full sun is acceptable but afternoon shade is helpful in hot
climates and occasional watering promotes more abundant bloom. They may die back to the ground for the winter. For those of you who enjoy wildlife, these roving sailors are the host plant for the common buckeye butterfly and hummingbirds enjoy their nectar. I should tell you that the taxonomists have recently been making changes in the vine’s scientific name. Consequently, if you want to buy plants or seeds, while the current name is Maurandella antirrhiniflora, you may find them still listed under the old genus name Asarina. These snapdragon vines have much to recommend them including easy care, modest size and long bloom season. Enjoy them in the wild and in the garden.

Symptoms of Dyslexia Learning disabilities can make it difficult for kids to reach their full potential. Such disabilities can sometimes be hard to spot, and youngsters might be hesitant to self-report symptoms or problems they’re experiencing out of shame or a fear of being seen as different from their classmates. Dyslexia, which the Child Mind® Institute notes is now part of the diagnosis “specific learning disorder,” an umbrella term that groups together reading, writing and math disorders, is one type of learning disability that can compromise students’ abilities to perform in the classroom. The Yale Center for Dyslexia & Creativity notes that the signs of dyslexia can appear as early as preschool. Such signs may differ depending on the age of the child, but parents can look for the following ones that might indicate the presence of dyslexia. Preschool Preschool-aged children may exhibit various symptoms that may be indicative of
dyslexia. Difficulty learning and remembering the names of letters in the alphabet and an inability to recognize letters in their own names are such symptoms. Children who mispronounce familiar words, continue to speak in “baby talk” and experience trouble learning common nursery rhymes also may be experiencing dyslexia. The Yale Center for Dyslexia & Creativity also notes that dyslexia tends to run in families, so parents who had their own difficulties reading and/or spelling words should pay special attention to how their children handle these tasks. Kindergarten and first grade Children in this age group who disappear when it is time to read and/or complain about the difficulty of reading may do so because they are dealing with dyslexia. Another potential indicator is reading errors that show no connection to the sounds of the letters on the page. For example, children who say “puppy” when an illustration on a page is a dog. Difficulty sounding
out simple words like “cat” also may indicate dyslexia. Second grade through high school Symptoms that appear during these years of a child’s life may include slow, awkward reading; trouble reading familiar words and often compensating by making wild guesses because the child cannot sound out the word; and an unwillingness to read out loud. Kids in this age group who are dealing with dyslexia also may not have a strategy for reading new words. Children in this age group also may exhibit signs of dyslexia through their speech. For example, the Yale Center for Dyslexia & Creativity says some may search for a specific word only to end up using a vague term, such as “stuff.” Hesitation when speaking and language peppered with “um’s” is another potential indicator that a child might be dyslexic. Dyslexia cannot be cured, but it can be overcome. Early
screening, diagnosis and intervention can help young people become successful adults. More information is available at www.dyslexia.yale.edu.
