The Starr County Campus Psychology Club was invited to the monthly City of Rio Grande City mayor/ commissioners meeting to be presented with the “Star Volunteer Award” (recognition plaque) for all the community service the Starr Psych Club has engaged in for nearly 10 years. DPS Reminds Drivers of Traffic Dangers Associated with New School Year As the new school year begins, the Texas Department of Public Safety (DPS) cautions Texans to slow down in school zones, and to be aware of children walking to and from school or waiting for buses. Drivers should be especially alert and careful around school buses – which make frequent stops – and always follow traffic laws regarding school buses and school zones. The start of the school year also generates an increase in overall traffic in many areas, and drivers should take extra precautions. “With school districts across Texas returning to classes in the coming weeks, DPS is urging drivers to slow down and be alert in school zones and wherever children are present,” said DPS Director Steven McCraw. “Motorists who disregard the law
and illegally pass stopped school buses put our schoolchildren in harm’s way – and that reckless and irresponsible behavior will not be tolerated by DPS.” The moments when students are entering or exiting the bus can be one of the most dangerous times during a child’s trip on a school bus. Accordingly, DPS reminds drivers to reduce speed and be aware that children may unexpectedly step into a roadway without checking for oncoming traffic. State law requires that drivers stop when a bus is stopped and operating a visual signal – either red flashing lights or a stop sign. Drivers should not proceed until the school bus resumes motion; the driver is signaled by the bus driver to proceed; or the visual signal is no longer activated. Approaching drivers do not have
to stop for a school bus that is operating a visual signal if the roadway is separated by a physical barrier or an intervening space. (If a highway is divided only by a leftturning lane, the roadways are not considered separated, and drivers must stop for school buses.) As a reminder, school buses, by law, must stop at all railroad crossings. Drivers who illegally pass school buses face fines up to $1,250 for the first offense. For individuals convicted of this offense more than once, the law allows the individual’s driver license to be suspended for up to six months. (A ticket for illegally passing a school bus cannot be dismissed through defensive driving.) Additionally, this offense could potentially include criminal charges if they cause serious bodily injury to another.
Starr County Officials met with SCMH (Hospital) Officials
Starr County Commissioners Court joined Starr County Memorial Hospital Board and Staff at a meeting to discuss an article published in the Rio Grande Guardian Newspaper referring to the possibility of Starr County joining Hidalgo to create a StarrHidalgo Hospital District. All of the leaders present agreed that being an Independent
District has been very successful and that joining Hidalgo County in a Hospital District would not represent the best interest of Starr County Citizens. The leaders indicated that they are willing to explore options designed to improve access to lower healthcare costs, and enhance the quality of healthcare in the area. They will continue to do so without waving
their commitment to act in the best interest of the residents of Starr County. The hospital has grown considerable since it opened its doors in 1975 and the Hospital Board and Administrators continuously work at expanding medical services to provide the best possible and innovative healthcare.

His hobbies included his love for guns, bike riding in the neighborhood, and playing pool. Rio Grande City Main Street Roma ISD Enjoy Summer Enrichment Field Trip Installs Benches Downtown Rio Grande City Main Street invites everyone to visit Britton Avenue and sit a spell. Rio Grande City Main Street initiated the Sponsor a Bench program as part of ongoing beautification efforts to replace damaged benches on the Britton Avenue corridor south of 2nd Street. Various Rio Grande City organizations, businesses, and residents sponsored a total of 16 benches in the first installment of the program. The benches are custom made with names engraved on the backrest. “The new benches add to the walk ability of downtown and invoke the Spanish plaza ambiance of Rio Grande City’s history,” said Nancy Perez, Rio Grande City Main Street Program and Business Development Coordinator. Ten benches were installed along the south side of Britton Avenue between Main and 2nd streets in the city’s downtown area. The remaining benches will be installed in the upcoming
weeks. Due to the popularity of the program, Rio Grande City Main Street plans to roll out Phase Two to replace benches on the south side of Britton Avenue’s corridor starting in November 2018. Applications will be available at that time.

Retiring? You have a choice to make on Medicare By Bob Moos/Southwest regional public affairs officer for the U.S. Centers for Medicare and Medicaid Services When you retire and qualify for Medicare at 65, you’ll need to decide how you’d like to receive your health care benefits. Because you’ll be new to Medicare, you may not realize you have two options. One is to join the government’s fee-for-service program that’s existed for 53 years. The other is to buy a Medicare Advantage plan from a private insurer. The choice may seem bewildering at first, so let’s go over each option. With traditional fee-for-service coverage, you may go to any doctor, hospital or other provider that accepts Medicare. Medicare pays the provider a fee for the service you receive. Once you meet your annual deductible, Medicare typically covers 80 percent of the cost for your care. You have a few choices for covering the other 20 percent: •You may use your retiree health plan from your former employer, if you’re retired and have such a policy. Some retiree plans may cost less or provide more benefits than other supplemental coverage. •You may qualify for Medicaid, if you have limited income and savings. Besides helping with your out-of-pocket costs like deductibles and co-insurance, Medicaid may pay for your monthly Medicare premiums. •If neither of those applies, you may buy a “Medigap” policy from a private insurer to cover what Medicare does not. There are 10 kinds of Medigap plans, with different benefits, so you’ll need to decide which is best for you. If you choose the traditional fee-for-service program, you’ll probably also want to buy a prescription drug plan to go with your other coverage. Traditional Medicare remains the favorite among people wanting the broadest possible access to doctors, hospitals and other providers. When coupled with a supplemental plan, it also makes your health care costs relatively predictable. Still, 33 percent of all Medicare beneficiaries – including 33
percent of Texans with Medicare -now prefer to get their health care benefits through a private insurer. The number of people buying private Medicare Advantage plans has more than doubled over the last 10 years. With Medicare Advantage, insurance companies contract with the government to provide care. Every private plan must cover all the benefits that traditional Medicare covers. In some cases, Medicare Advantage plans may offer extra benefits, like routine hearing or vision care. Many plans charge a premium on top of the amount you’ll pay each month for Medicare’s Part B medical insurance, but there’s no need to buy a supplemental Medigap policy. Likewise, most Medicare Advantage plans include drug coverage with their other benefits. The premiums, deductibles and co-payments will vary from one Medicare Advantage plan to another. But all plans, by law, must have annual limits on their overall out-of-pocket costs. Unlike the traditional fee-forservice program, most Medicare Advantage plans require you to go to doctors and hospitals within their network of providers or pay more for getting care outside the network. Still, the private health plans have been especially popular among people with low to moderate incomes. They provide relatively affordable supplemental coverage, with lower premiums than those for Medigap policies. So, which is better -- the traditional fee-for-service coverage or a private Medicare Advantage plan? That depends on your own circumstances and preferences. What’s best for one person may not work as well for someone else. To find out more about your options, you can visit www. medicare.gov and browse through the “Medicare and You” handbook. The website will also give you detailed information about the Medigap and Medicare Advantage policies available in your area. Becoming informed will help you select the health care option that best fits your needs. It will also help you avoid mistakes that may cost you money.

Director Students from Roma ISD attended a week-long Robotics & Automation Camp at the South Texas College Technology Campus in McAllen, Texas. The camp is sponsored through the Governor’s Summer Merit Program and coordinated by South Texas College. Eighth grade students from Roma Middle School and Ramiro Barrera Middle School were selected by STC to attend the camp based on selective criteria. The camp gives students the opportunity to engage in aspects of automation technologies and real-life robotics technology. Give Your Child a Back Seat for Safety Why It’s Important to Keep Children in the Back Until Age 13 As parents, it is very tempting to reward children by letting them sit up front in the vehicle just like grown-ups do. But, the fact is that the front seat is engineered with safety features to protect adults, and children are not small adults. Even children, whom when we observe them from the outside may be as big or even bigger than their parents, are not as strong and well developed as their parents on the inside. Until a child reaches age 13, their bones are not fully developed. They do not have a mature skeleton that can take the forces of the most common type of automobile crash, which is a frontal crash. Placing a child whose bones are not strong enough yet in the front seat, where there is the windshield, dashboard, and air bags, puts them at greater risk of injury or death during a crash. The hip bone, which helps keep the lap belt low and away from the abdominal cavity, where there is soft tissue and vital organs, is not fully developed until closer to age 13. The breast bone, also referred to as the sternum, is not strong enough to take crash forces or the impact of a frontal air bag. The lap/shoulder belt and air bag is designed to save the lives of adults in the front seat. It is not designed to properly protect children under age 13 — and it can actually cause more harm rather than protect them. Over the last two decades, vehicles have added features to the front seat to protect adult passengers. A recent study by the Insurance Institute for Highway Safety, looking at the safety of the back seat for adult passengers, shows that the safety features that have been added to the front seat — including air bags and crumple zones — have significantly increased crash protection for front passengers to the point where it may be safer for adults to
ride in the front. That was not the case for older vehicles when riding in the front, which put vehicle occupants closer to where most crashes were happening and did not provide the extra protection that modern cars have. Another reason that the rear seat may no longer be the safest place for adults is that many adults do not wear seat belts in the back seat and there are no warnings from the vehicle to remind rear passengers to buckle up. However, the rear seat still remains the safest place for children to ride. The American Academy of Pediatrics recommends that children under age 13 be seated in the rear, citing a higher risk of injury and more severe injuries to children seated in the front seat. While children age 12 and younger account for 56 percent of passengers who sit in the back of vehicles, they are only part of 24 percent of crash fatalities, according to a recent study by the IIHS and the Children’s Hospital of Philadelphia that reviewed U.S. crashes between 2007 and 2012. Texas A&M AgriLife Extension Passenger Safety and Texas A&M AgriLife Extension Community Health Educator, Yolanda Morado, from Starr County, reminds parents and caregivers to keep children under age 13
properly buckled up and in the back seat to increase their chances of surviving a crash. Follow these best practice recommendations to keep children riding safely: 1. All infants and toddlers should ride in a rear-facing car seat until they are at least 2-yearsold, or until they reach the highest weight or height allowed by the manufacturer of their child safety seat. 2. Children who have outgrown the rear-facing weight or height limit for their car seat should use a forward-facing seat with a harness for as long as possible — up to the highest weight or height allowed by the manufacturer. 3. All children whose weight or height is above the forward-facing limit for their car seat should use a belt-positioning booster seat until the vehicle lap-and-shoulder seat belt fits properly. Typically, this happens sometime between 8 and 12 years of age. 4. When children are old enough and large enough to use the vehicle seat belt alone, they should always use lap-and-shoulder seat belts for optimal protection. 5. Remember: All child passengers under age 13 should ride securely restrained in the back seat, where they are safest — every trip, every time.

Make sure backpack straps are short and do not get caught on handrail or in the bus door. • When stepping off bus, look to make sure no cars are passing on the shoulder. • Before crossing the street, take five giant steps out from the front of the bus, or until the driver can see you.
TIPS FOR DRIVING IN SCHOOL ZONE • Put away your cell phone. Cell phone use is banned in active school zones, and violators face fines of up to $200 in school zones where signs are posted. • Always obey school zone speed limit signs. Remember,traffic fines usually double in school zones. • Drop off and pick up your children in your school’s designated areas, not the middle of the street. • Keep an eye on children gathered at bus stops. • Be alert for children who might dart across the street or between vehicles on their way to school.
To our community motorists, we would like to remind them that in Texas it’s unlawful to pass a stopped school bus while the bus has activated its mechanical stop sign and flashing red lights for the purpose of receiving and discharging passengers. Sec. 545.066. PASSING A SCHOOL BUS; OFFENSE. (a) An operator on a highway, when approaching from either direction a school bus stopped on the highway to receive or discharge a student:(1) shall stop before reaching the school bus when the bus is operating a visual signal as required by Section 547.701; and(2) may not proceed until:(A) the school bus resumes motion;(B) the operator is signaled by the bus driver
to proceed; or(C) the visual signal is no longer actuated. (b) An operator on a highway having separate roadways is not required to stop:(1) for a school bus that is on a different roadway; or(2) if on a controlledaccess highway, for a school bus that is stopped:(A) in a loading zone that is a part of or adjacent to the highway; and(B) where pedestrians are not permitted to cross the roadway.(c) An offense under this section
is a misdemeanor punishable by a fine of not less than $500 or more than $1,250, except that the offense is:(1) a misdemeanor punishable by a fine of not less than $1,000 or more than $2,000 if the person is convicted of a second or subsequent offense under this section committed within five years of the date on which the most recent preceding offense was committed;(2) a Class A misdemeanor if the person causes serious
bodily injury to another; or(3) a state jail felony if the person has been previously convicted under Subdivision (2).(d) The court may order that the driver’s license of a person convicted of a second or subsequent offense under this section be suspended for not longer than six months beginning on the date of conviction. In this subsection, “driver’s license” has the meaning assigned by Chapter 521.(e) If a person does not pay
the previously assessed fine or costs on a conviction under this section, or is determined by the court to have insufficient resources or income to pay a fine or costs on a conviction under this section, the court may order the person to perform community service. The court shall set the number of hours of service under this subsection.(f) For the purposes of this section:(1) a highway is considered to have separate roadways
only if the highway has roadways separated by an intervening space on which operation of vehicles is not permitted, a physical barrier, or a clearly indicated dividing section constructed to impede vehicular traffic; and(2) a highway is not considered to have separate roadways if the highway has roadways separated only by a left turn lane.

Roma ISD Students Attend Summer TexPREP Program
Roma ISD students completed the 2018 Summer TexPREP Pre-Engineering Program at South Texas College. TexPREP is an intensive six-week summer program that exposes sixth, seventh, eighth and ninth- grade students to the STEM (Science, Technology, Engineering and Mathematics) career fields. The students attended classes from June 11 to July 19 at STC’s Rio Grande City Campus. The program includes course work, team projects, class presentations, examinations, career awareness speakers, field trips and special events. This is the 8th year that the program has been offered to Roma ISD students in partnership with South Texas College. Congratulations to the students for continuing to expand their knowledge throughout the summer and preparing themselves for STEM careers! The Hidden Threat of Meningococcal Disease
How to ease kids’ transition to a new school Being the new kid in school can be a tall order for youngsters. Children who change schools may face a host of challenges that studies suggest can affect both their social and academic development. In a 2010 study that followed students who entered kindergarten in 1998 through 2007, the Government Accountability Office found that 13 percent of students changed schools four or more times by the end of eighth grade. Such mobility can adversely affect students, as a study of 13,000 students in the city of Chicago found that children who had changed schools four or more times by the sixth grade were roughly a year behind their classmates. In addition to the toll transferring schools can take on their academic performance, students also may experience difficulty assimilating into their new schools. Though there’s no formula to make such transitions easier, parents can try various strategies to help their kids successfully adjust to new schools. · Speak with children about the transition. Pathways.org, a notfor-profit organization devoted to providing free child development information to parents and health professionals, recommends
parents speak with their children about transitioning to a new school. Encourage children to share what excites and worries them about the transition. The way parents discuss transitions can go a long way toward shaping how kids view the change. · Stay true to your routine. Pathways also recommends parents of students who are transitioning to a new school do their best to replicate first day of school routines from years past. Some familiar traditions might help calm kids’ concerns about their first day in a new school. · Assimilate into a new community before the school year begins. The education resource Edweek.org notes that the most common causes of students changing schools are residential moves related to parents’ jobs or financial instability. Parents on the lookout for a new job or those who may need to relocate for financial reasons may want to delay moving until the current school year has ended. Moving between school years gives families time to acclimate to their new communities. That means kids will get time to make new friends. Some familiar faces on the first day at a new school can go a long way toward alleviating the fears children may have. · Volunteer at your child’s new
school. Parental involvement at school can have a profound impact on children. The National Education Association notes that children whose parents are involved at school are more likely to perform academically than students whose parents are uninvolved. In addition, such students are more likely to have good attendance and exhibit stronger social skills than children whose parents do not involve themselves in their children’s school. It stands to reason that students transferring to a new school may benefit from parental involvement even more than other students, as seeing their parents approach a new school with excitement and energy may inspire children to follow suit. Transitioning to a new school is not easy for many students. But parents can help smooth that transition in various ways.
The bottom line: Meningococcal bacteria can cause severe illness, even death. The most severe illnesses are meningitis (infection of the lining covering the brain and spinal cord) and sepsis (bloodstream infection). Two types of meningococcal vaccines are available to prevent this infection that can kill up to 15 percent of patients who become infected. Some people live their lives unaware they are carrying an infectious disease that could have deadly consequences. The Texas Medical Association’s (TMA’s) Texas Medicine magazine reports meningococcal disease — the spread of the Meningococcus bacteria from one person to another — can lead to meningitis, bloodstream infections, and other ailments. The disease kills 10 to 15 percent of infected people. Those younger than 1 year — but especially those between age 16 and 23 years old — are most commonly infected. Doctors say underestimating the threat of Meningococcus bacteria has consequences. Most common is meningitis, an infection of the lining covering the brain and spinal cord. Some people have contracted meningitis and died within hours of suffering its first symptoms. “It is very serious. Symptoms such as a sudden fever, headache, chills, rapid breathing, and a stiff neck are all signs of the disease,” said Maria Monge, MD, an Austin pediatrician and adolescent medicine specialist. “In babies,
slowness, inactivity, vomiting, or poor eating also point to the disease. This infection can result in limb amputations, brain damage, and even death within a few hours,” she said. “Meningococcal disease is spread by close contact, especially among teenagers and young adults in settings like college dormitories,” Dr. Monge said. Military barracks are another prime setting for people spreading the bacteria. To prevent the spread of the disease, the Centers for Disease Control and Prevention (CDC) recommends vaccinations for children and adults at increased risk for meningococcal disease. In addition, CDC recommends routine meningococcal vaccinations for all preteens and teens at 11 to 12 years old, and then a booster shot at age 16. Texas requires all new or transferring college students to show proof they received the booster. “The best way to prevent meningococcal disease is to be vaccinated,” Dr. Monge said. “Two different vaccines are available to prevent this potential deadly infection.” She recommends people ask their physician for advice. About 1 in 10 people, known as “carriers”, live normally with the bacteria in their nose and throat without showing any symptoms. Most carriers never become sick but can still spread the bacteria through saliva. A carrier’s close contact with others — including kissing, or coughing nearby — are common ways the
disease spreads. More information on meningococcal diseases, including a short video and printable infographic, can be found on the TMA website. This release is part of a monthly TMA series highlighting contagious diseases that childhood and adult vaccinations can prevent. TMA designed the series to inform patients of the facts about these diseases, and to help them understand the benefits of vaccinations to prevent illness. Bid Documents (Project Manual) may be obtained in person from Starr County Court House Annex at 100 N FM 3167 Rio Grande City, TX, between the hours of 8:00a.m. & 5:00p.m. Monday through Friday (excluding Holidays). Bid packages are limited to one package per contractor. For further information contact Connie Cantu, Project Manager at 716-4800 ext. 8115. Sealed Bids will be accepted by the Starr County Federal & State Programs Staff at Starr County Annex suite 220 at 100 N FM 3167 Rio Grande City, TX. Until 3:00 p.m. Thursday, August 23, 2018. Bids not received prior to the date and time set forth above will not be accepted for consideration. Starr County will consider the lowest responsible Bid. Bids may be held by Starr County for a period not to exceed 90 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder’s qualifications prior to the contract award. Pre-Bid conference will be held at Starr County Courthouse Annex 100 N. F.M. 3167 Rio Grande City, Texas 78582 at 10:00 a.m. Thursday, August 16, 2018. All Perspective Bidders are encouraged to attend. All Bidders/Contractors must be registered with the Texas Residential Construction Commission. Thorn crested agaves are both attractive and useful There are many species of agave (uh-GAH-vee) but the one I’d like to tell you about is native to the Valley and one of its varieties is visually magnificent. It’s also, historically and currently, a very useful plant. Its common names are thorn crested agave and center stripe agave. The scientific name is going through a change. Usually

called Agave lophantha, it’s now being recognized as Agave univitatta. The name change is happening because of the recent discovery that the univitatta name was registered y e a r s earlier than lophantha. The rules of naming say that it’s the first name given that must be used. The common names “thorn crested” and “center stripe”
describe it well. At the tip of each leaf is a very sharp point and along each edge is a regular line of slightly curved, s h a r p prickles. They’re called prickles because they arise from the bark or surface cells rather than from buds or branches as spines and thorns do. Each bright green leaf is also striped with a lighter green area running down its center. The plant’s structure and growth
cycle are interesting. The leaves are thick, shaped like pointed straps, rather rubbery and, as noted, are sharply armed. The flower stalk, rising from the center of the 1 to 2 foot plant, can be 8 to 10 feet tall. The long bloom stalk produces greenish-yellow flowers which are essentially without petals, the color coming only from the stamens and pistils. Please note that agaves bloom only once every 8 to 10 years and then die. By the time they die, however, they have produced a clump of pup plants, from underground rhizomes and off to the side a foot or two, and thus the colony survives. These pup plants are easy to transplant. Agave univitatta are found in southern Texas, specifically the Rio Grande Plains, and northeastern Mexico. A near look-a-like called Agave lechuguilla is found in the Chihuahuan desert.
Agaves prefer the limestone, alkaline soils associated with rocky outcroppings and are drought tolerant. I mentioned their usefulness. Of the many agaves, thorn crested are loaded with particularly tough fibers. Consequently, they’re used to make strong, high quality rope, especially for lassoes. Furthermore, the sharp tip of a leaf can be bent over and torn loose leaving some fibers attached. These fibers can be scraped clean with your fingernails leaving you with a sharp needle, thread already attached, for darning or emergency, medical wound stitching. All plant and animal species exhibit individual variations within the species. A natural variation of Agave univitatta was discovered which has come to be called quadricolor. It’s magnificent and I highly recommend it for your
garden. I grow one in a large pot and it’s like having a large, everblooming flower. The size is moderate and it requires no special care. Growth is slow but steady and, since it’s native to the Valley, it’s hardy. The “quad” in the name refers to the four bright green to yellow stripes in the leaves. If grown in a pot, it needs occasional repotting because it sends out pups, as noted above, and becomes crowded. The pups can be easily transplanted and you’ll then have even more to enjoy or share with friends. Try it, you’re sure to like it.
