RGV Best Summer Track Program coached by Pat Saenz Jr. members participated at a Regional Meet Competition in Edinburg, Texas and qualified for the State Meet Competition at McAllen, Texas and advanced to National Meet Competition in Grand Rapids, Michigan and brought home 10 gold and 2 bronze medals. Alto Bonito Elementary Summer School Rep. Cuellar Meets Congressional Art Competition Program Presented Completion Awards Winner from Roma at Nation’s Capitol Congressman Henry Cuellar (TX-28) presents Melissa Garcia, winner of the Congressional Art Competition for District 28, with a Congressional Certificate of Recognition at his office in Washington, D.C. Roma High School sophomore Melissa Garcia Melissa Garcia was chosen as this year’s Congressional Art Competition winner for District 28. Congressman Cuellar met with Melissa and her family during a reception in Washington, D.C., where her artwork is currently on display at the U.S. Capitol Building. Travel for Melissa and her family to Washington was provided by Southwest Airlines and other accommodations by the Alto Bonito Elementary Summer School Program teachers and principals honored students with Summer Upper Valley Art League and Bill School Completion Awards. Congratulations on behalf of the Rio Grande City CISD School Board of Canales of Rio Motors Co. in Rio Grande City. Trustees, administration and staff.

Melissa’s winning entry is a color pencil drawing on poster board entitled “Acceptance Within,” which depicts two cultures coming together and signifies the acceptance of herself as a young MexicanAmerican woman on the Texas-Mexico border. “Melissa has a great deal of talent. Her artwork is not only beautiful and deeply inspiring, but it reflects the diversity of the communities on the border.” said Congressman Cuellar. “My district is blessed to have many exceptional and talented students. I congratulate Melissa on winning this year’s congressional art competition for my district and I thank this year’s

The Grulla High School College Club visited Boston, Massachusetts to tour several colleges. Fourteen students and three chaperones visited The University of Massachusetts-Boston, Harvard University, Northeastern University and Tufts University. On the last day before returning the students enjoyed some of the sites in Boston like the New England Aquarium and going through the streets of Boston in a DUCK Tour.

Get to the bus stop five minutes early. Stand away from the curb ~ at least ten feet from bus. Sit quietly in seat. Be quiet at train crossings. Do not wear clothing with loose strings. Make sure backpack straps are short and do not get caught on handrail or in the bus door. • When stepping off bus, look to make sure no cars are passing on the shoulder. • Before crossing the street, take five giant steps out from the front of the bus, or until the driver can see you.

TIPS FOR DRIVING IN SCHOOL ZONE • Put away your cell phone. Cell phone use is banned in active school zones, and violators face fines of up to $200 in school zones where signs are posted. • Always obey school zone speed limit signs. Remember,traffic fines usually double in school zones. • Drop off and pick up your children in your school’s designated areas, not the middle of the street. • Keep an eye on children gathered at bus stops. • Be alert for children who might dart across the street or between vehicles on their way to school.

To our community motorists, we would like to remind them that in Texas it’s unlawful to pass a stopped school bus while the bus has activated its mechanical stop sign and flashing red lights for the purpose of receiving and discharging passengers. Also, the use of cell phones are not allowed in school zones and school property. Texas School Bus Law

Sec. 545.066. PASSING A SCHOOL BUS; OFFENSE. (a) An operator on a highway, when approaching from either direction a school bus stopped on the highway to receive or discharge a student:(1) shall stop before reaching the school bus when the bus is operating a visual signal as required by Section 547.701; and(2) may not proceed until:(A) the school bus resumes motion;(B) the operator is signaled by the bus driver

to proceed; or(C) the visual signal is no longer actuated. (b) An operator on a highway having separate roadways is not required to stop:(1) for a school bus that is on a different roadway; or(2) if on a controlledaccess highway, for a school bus that is stopped:(A) in a loading zone that is a part of or adjacent to the highway; and(B) where pedestrians are not permitted to cross the roadway.(c) An offense under this section

is a misdemeanor punishable by a fine of not less than $500 or more than $1,250, except that the offense is:(1) a misdemeanor punishable by a fine of not less than $1,000 or more than $2,000 if the person is convicted of a second or subsequent offense under this section committed within five years of the date on which the most recent preceding offense was committed;(2) a Class A misdemeanor if the person causes serious

bodily injury to another; or(3) a state jail felony if the person has been previously convicted under Subdivision (2).(d) The court may order that the driver’s license of a person convicted of a second or subsequent offense under this section be suspended for not longer than six months beginning on the date of conviction. In this subsection, “driver’s license” has the meaning assigned by Chapter 521.(e) If a person does not pay

the previously assessed fine or costs on a conviction under this section, or is determined by the court to have insufficient resources or income to pay a fine or costs on a conviction under this section, the court may order the person to perform community service. The court shall set the number of hours of service under this subsection.(f) For the purposes of this section:(1) a highway is considered to have separate roadways

only if the highway has roadways separated by an intervening space on which operation of vehicles is not permitted, a physical barrier, or a clearly indicated dividing section constructed to impede vehicular traffic; and(2) a highway is not considered to have separate roadways if the highway has roadways separated only by a left turn lane.

USDA Seeks Applications for Loans to Provide Broadband in Rural Areas

The U.S. Department of Agriculture is accepting applications for loans to provide and expand broadband service in rural areas, Assistant to the Secretary for Rural Development Anne Hazlett announced today. “Modernizing the nation’s infrastructure to deliver highspeed internet service is essential in today’s global marketplace,” Hazlett said. “Broadband helps create jobs. It also helps rural areas offer the programs and services that strengthen economies and encourage growth. These loans will help maintain America’s economic competitiveness and connect rural communities to more opportunities.” USDA plans to make at least $60 million in loans available through today’s announcement.

Loans can range from $100,000 to $20 million. They will be provided through USDA Rural Development’s Telecommunications Program. This program funds infrastructure and equipment to deliver broadband, distance learning and telemedicine services in rural areas. Projects receiving funding must offer broadband service at a minimum bandwidth of 25 megabits downstream and three megabits upstream. Expanding broadband service is a key component of the President’s plans to improve rural infrastructure. Last month, Secretary Perdue announced $34.6 million in loans that will add nearly 1,000 miles of fiber for broadband service in rural parts of Illinois, Iowa and Texas.

The deadline for applications is September 30. For details on how to apply, see page 34473 of the July 25 Federal Register. USDA is offering preapplication assistance to review draft applications, provide detailed comments, and identify whether the draft application meets eligibility requirements for funding. Alto Bonito Elementary hosted a College 1st Program Mars Journey Camp. This camp was available to 4th grade students that attended the summer school program. Students worked on several hands-on activities. All participants received t-shirts that stated “These are the skills you need to Succeed.” #BESUCCESSFUL

TexPREP Program concludes its ninth year Closing ceremonies held with students and families in school districts across the Valley South Texas College, in conjunction with school districts across the Valley, has achieved a

record number of students participating in the college’s summer-long Texas Prefreshman Engineering Program dedicated to promoting future careers in STEM among middle and high

school students across the region. TexPREP is an agreement between South Texas College, The University of Texas at San Antonio and participating school districts which offers an

academically intense, mathematics-based summer program stressing the development of abstract reasoning and problem solving skills. The purpose of the program is to identify high achieving students with an interest in science, technology, engineering and other mathematics-related areas and to increase their potential for careers in these fields. More than 313 students from various school districts including Roma, PSJA, Hidalgo and Weslaco ISD participated in the summer program which was held at STC’s Mid Valley, Pecan and Starr County Campuses. STC hosted the seven week program in June and July. Closing Ceremonies were held on the last

day, July 27, 2017 at each of the participating sites. “This summer marks our ninth year of the TexPREP Program,” said Dr. Rebecca De Leon, Director of Academies and High School Projects at STC. “Each year we recruit rising seventh grade students from partnering school districts who commit four summers to participate in our program. For each summer successfully completed, students receive a high school elective credit. The STEM-based program provides students with the opportunity to increase their knowledge through handson projects and weekly career awareness speakers.” Dr. De Leon celebrated the first of four closing ceremonies with students from Hidalgo ISD on July 27, which had more than

100 students complete the Texas Prefreshmen Engineering Program. “Everything is a partnership,” said Hidalgo Superintendent of Schools Xavier Salinas. “As stakeholders in the education of all our kids, it’s important that the teachers working with the professors make sure we produce productive community members in the future. That’s our role. “We are college ready, and we want the kids to be engaged and achieve whatever dreams they set out to do in the future,” Salinas said. STC’s High School Programs Department started the TexPREP Program during Summer 2009. The mathematics-based program, approximately seven weeks in length, is presented over the course of four summers to students in the seventh through the tenth grades. The STEM Program is held each summer, and enables students to become exposed to hands-on projects and field trips across the Rio Grande Valley. “This whole TexPREP experience has been really beneficial for me,” said Linda Perez, a Hidalgo ISD high school sophomore who plans to pursue a career as a pediatrician. “Early on, I struggled a lot in math but TexPREP really gave me that push to advance, and I definitely wouldn’t be where I am in all of my classes without them. I’m really thankful for that.”

Ringgold Elementary visited the Robert E. Lee House Museum at Fort Ringgold, Texas. Students were given brochures and teachers reviewed the history of the Robert E. Lee House. Teachers conducted the tours using a historical tour guide pamphlet provided by Revive Fort Ringgold. Students received sundaes upon their arrival from the educational museum trip and nature walk. The Ringgold Elementary PTO donated the sundaes and students had the opportunity to select and add additional toppings to their dessert.

The U.S. Army and the U.S. Public Health Service provide Evacuee Support Army and medical personnel prepare to transport two men on stretchers to a packaged disaster hospital following Hurricane Beulah. It was set up by the U.S. Public Health Service at Fort Ringgold to care for vicDms of the hurricane.

U.S. army helicopters provided transport to the refugees back to Mexico. Thousands of Mexican ciDzens fled their country due to flooding by the hurricane. The refugees arrived the day before and were housed in the Fort Ringgold school buildings. Mexican refugees began returning to their homes via Army helicopters on October 2, 1967.

It’s time to do a little trash talking, Texas. Literally. About 435 million pieces of visible litter can be found on Texas roadways, according to the Don’t mess with Texas campaign. That’s a lot, and that’s only the trash we can see. I’m sure there’s more out there, waiting for the next wind gust to fly uninvited down the road. But there’s another problem.

One that’s not talked about as much when it comes to our trash. And that is litter and agriculture don’t mix. Styrofoam cups, candy wrappers and receipts don’t belong in pastures and fields. They belong in a recycle bin, or at the very least, your trash can. Because each piece of trash puts livestock at risk. They’re curious animals and too often give

whatever they come across a taste for good measure. For me, the picturesque scene of cattle grazing in a green pasture doesn’t include a plastic grocery bag. Sheep and goats roaming the Texas plains aren’t supposed to do so alongside candy wrappers. And an empty fast food sack doesn’t complement horses galloping through a field. But the litter is out there, posing

a threat to our livestock. I’ve seen close encounters with my own cows. A stray piece of paper was blown against the hay ring, soda cans tossed carelessly into the pasture and a plastic bag caught around the fence post. Fortunately, we saw the litter and quickly cleaned it up. Other farmers and ranchers aren’t so lucky. And neither are wildlife.

Farmers and ranchers can’t be everywhere all the time when their office covers acres instead of feet. Some things go unseen. Some trash remains in the field. So let’s do our part. Texas isn’t made for trash. Don’t let it litter our roads, farms and ranches. Let’s honor our Texas pride. Keep our roadways clean. And our state beautiful.
