Starr County Appoints RGC Police Dept. Received Skytower New Health Authority

Starr County Commissioners Court met on morning to appoint a Starr County Health Authority. In a unanimous vote the court appointed Dr. Antonio Falcon, MD.

Falcon is a longtime resident of Starr County who is a Board Certified Family Medicine Specialist in Rio Grande City, TX and has over 43 years of experience in the medical field. Dr. Falcon graduated from Baylor College of Medicine medical

The First Baptist Church usually holds a summer bible study camp each year for the children of San Isidro, unfortunately, due to Covid-19 the summer camp was postponed. In addition to school supplies, Texas representative Ryan Guillen donated backpacks in an assortment of colors and styles for children of all ages. Justice of Peace, Veronica “Ronnie” Alaniz donated facial coverings, gloves, and sanitizer. The backpacks and their goods are to be distributed Wednesday, August 19th.

Amanda Martínez-Bosque was the recipient of the “Patriots Pen Essay Contest” 1st place award. She was selected to compete out of all the Falcon Scholar student body by a panel of judges. The essay topic was “What Makes America Great”. She now advances to the District competition with participants from Laredo to Brownsville. Mr. Mark Olivarez from the VFW Post 8526 presented her with her $100 scholarship. Amanda is also a student at Grulla Middle School. Congratulations, and keep S.O.A.R.ing, Amanda!

ROGERIO (ROGER) OLIVAREZ, JR.

Rogerio Olivarez, Jr. recently retired from RGCCISD after working 40 years for the district. Roger, as he is more commonly known, served the district as Assistant Band Director or 19 years, Head Band Director at Rio Grande City High School for 11 years, and as Fine Arts Director for 10 years. He graduated from Rio Grande City High School in 1975 and attended the University of Texas at Austin and Pan American

University earning his All-Level Music Degree in 1980. Rio Grande City CISD is the only district for which he ever worked. His groups received numerous accolades and honors at both UIL competitions as well as Music Festivals throughout the state. His philosophy and formula for success was simpleTeamwork. He believes that if students, staff, parents, administrators, and community are all united in purpose, the positive results take care of themselves. Roger has been married to his wife Mitzie for 35 years. They have one daughter Monique R. Olivarez, who has just completed her 10th year as Assistant Band Director at RGCCISD Grulla High School and Grulla Middle School.

Roger has been the director for the McAllen Wind Ensemble, a community band comprised of amateur and professional musicians from across the Rio Grande Valley, since 2014. He is a member of numerous music organizations and has judged marching and concert contests throughout the state of Texas. He has served UIL/TMEA Region 15 as Band Division Chairman and as TMEA President. Roger is also a former Youth Minister for Immaculate Conception Church in Rio Grande City. His hobbies include arrowhead hunting, as well as colleting coins and vintage sports cards. He is very excited with the prospect of continuing to serve our great district in the coming years.

Census Bureau will mail an additional paper questionnaire to nonresponding households

John and Olive Hinojosa Elementary Start the Year with New Texas Flag

To encourage more households to respond on their own to the 2020 Census, the Census Bureau is contacting nonresponding households by mailing an additional paper questionnaire to some households that have yet to respond. The Census Bureau is sending a seventh mailing, including a paper questionnaire, in late August to early September to the lowestresponding census tracts. The Census Bureau is emailing households in low-responding areas. The Census Bureau recently announced that households in low-responding areas would be receiving emails to encourage response to the 2020 Census.

State Rep. Ryan Guillen donated new Texas Flag to John and Olive Hinojosa Elementary School. The J&O family are grateful to State Rep. Guillen for the new Texas Flag to start the year. The Flag will be ying it on Texas Fridays.

Texas Commission on the Arts Announces Call for Nominations for State Poet Laureate, Musician, Visual Artists On behalf of the Texas State Legislature, the Texas Commission on the Arts (TCA) is seeking nominations for the positions of 2021 and 2022 State Poet Laureate, State Musician, State Artist two-dimensional media (i.e.,

painting, photography), and State Artist three-dimensional media (i.e., sculpture). All Texas citizens are encouraged to make nominations, and self-nominations are accepted. Citizens can nominate more than

one artist. The nomination form and complete information are available online at http://www.arts. texas.gov/nominate. The deadline for Texas State Artists nominations is October 15, 2020. All qualified nominees must be

native Texans or five-year residents of the state. Candidates must have received recognition for high levels of excellence and success in their respective disciplines. They also must have received critical reviews in state, regional or national publications. Chosen artists will join the company of previous state artists such as Willie Nelson, Earlie Hudnall, Jr., Carrie Fountain, Beili Liu and Kathy Vargas, and will receive statewide recognition. Texas State Artists also have the opportunity to participate in TCA events and promotions, including participation on TCA’s Texas Touring Roster and other

state initiatives in relation to their respective arts discipline. “We are fortunate to have many outstanding artists in Texas, and we anticipate receiving numerous qualified nominations,” said Gary Gibbs, executive director of TCA. “Being named a Texas State Artist is the Texas Legislature’s highest honor for an artist, and it brings new career opportunities and recognition from the arts community and the general public.” TCA oversees the selection process for the four positions, in accordance with Chapter 3104 of the Texas Government Code. TCA issues the call for nominations,

oversees an evaluation review process, and provides a list of finalists to the selection committee. The committee, composed of members appointed by the Governor, Lieutenant Governor and Speaker of the Texas House of Representatives, makes the final selections. The 87th Texas Legislature will make the appointments next spring when they are in session. The mission of the Texas Commission on the Arts (TCA) is to advance our state economically and culturally by investing in a creative Texas. DUTIES: Operates 20 yard Rapid Rail garbage automated hydraulic side loader truck and transports collected solid waste from designated routes to appropriate disposal sites. Responsible for unit’s scheduled maintenance and general upkeep. This position is very physical and works outside in all weather conditions. Specifically responsible for the collection of all solid waste generated by the citizens of Escobares. Operator is responsible for safety, efficiently and courteously servicing the public. Required two years CDL driving experience, possession of valid Class B Commercial Drivers License endorsement from TxDOT Additional duties working with crews of the Public Works Department may be assigned as seen fit by immediate supervisors depending on completion of solid waste routes. These additional duties may consist of operating small front end loader tractor with mowing attachments, zero turn riding mowers, self propelled lawn mowers, weed-eaters, picking up brush, etc...

CITY OF RIO GRANDE CITY STARR COUNTY, TEXAS REQUEST FOR STATEMENTS OF QUALIFICATIONS FOR PROFESSIONAL SERVICES INCLUDING BOND COUNSEL AND FINANCIAL ADVISOR The City of Rio Grande City (the “City”) is requesting the submission of qualifications statements, which will lead to the possible award of contracts to provide Bond Counsel and Financial Advisor services for capital financing and provide possible loan, grant, or disadvantage funding through the Texas Water Development Board (“TWDB”) for water and wastewater utility system improvements. Potential improvements include but are not limited to installation of a new wastewater force main, construction of a new lift station, closure of an existing wastewater treatment facility, improvements to an existing wastewater treatment facility, and improvements to the existing wastewater collection system; improvements to existing water wells, high service pump stations, storage and pressure maintenance facilities, and the existing distribution system; development of a master plan for the wastewater collection and treatment system; development of a master plan for the water source, treatment, storage and distribution systems; and ancillary construction activities. Professional services resulting from selection of a service provider and award of contracts under this Request for Qualifications (RFQ) are expected to be funded in part or in full by funds the Texas Water Development Board (TWDB). This RFQ is issued in accordance with Section 2254 of the Texas Government Code (Professional Services Act) and 40 CFR, Section 33. This solicitation may result in multiple contracts, or multi-year contracts for one or more of the service providers. The City reserves the right to accept or reject any or all proposals for any reason it finds to be in the best interest of the City. The Request for Qualifications packets will be available at the Office of the City Secretary, Ms. Melissa Garza, beginning Friday, August 14. Statements of Qualifications will be received by the City Secretary’s Office until 5 p.m. Friday, September 4, 2020 at City of Rio Grande City Hall located at 5332 E. This contract is subject to the Environmental Protection Agency’s (EPA) Disadvantaged Business Enterprise (DBE) Program, which includes EPA-approved fair share goals toward procurement of Minority and Women-owned Business Enterprise (M/WBE) businesses. EPA rules require that applicants and prime contractors make a good faith effort to award a fair share of contracts, subcontracts, and procurements to M/WBEs through demonstration of the six affirmative steps. COVID-19 Safety Tip – Don’t Let Your Guard Down Back to School Safety Tips for Motorists and Kids Just as the summer is starting to really heat up in Texas, it is time for children to go back to school. This year with COVID-19, going back to school will look a bit different. For those children who will be going back to in-person classes, it will be important to take precautions to make sure each trip is a safe one. Whether going to school as a pedestrian, bicyclist, bus rider, vehicle passenger or a new driver, follow safety guidelines to avoid injuries. Drivers also need to be vigilant because school children can be very unpredictable. They are easily distracted and can often run into traffic or out from behind parked cars. Looking out for children, rather than expecting them to look out for vehicles, is the best defense for drivers. Although school buses are considered the safest mode of transportation to school, social distancing may reduce the number of children that can ride on busses and increase the number of pedestrians, bicyclists, and private vehicle commuters to school each day. Children may also be walking in single file instead of larger groups which may make it more difficult to notice them when they are crossing streets. In 2018, according to the Texas Department of Transportation (TxDOT), there were 765 traffic crashes in Texas school zones, resulting in 1 death and 15 serious injuries. The most common causes for these crashes were failure to control speed, driver inattention, and failure to yield the right of way. In addition, last year there were 2,357 traffic crashes involving school buses in Texas, which resulted in 5 fatalities and 42 serious injuries. Speed and driver inattention also were the top factors in those

crashes. Whether it is a parents’ oldest just starting kindergarten, or they’re taking that first trip to school in his or her own car, parents can play an important role in keeping their children safe. For young children, make sure they know the rules about school bus safety when it comes to boarding and getting off the bus. If transporting children to school, remember that children under 13 should always ride in the back seat in a car seat (including a booster), or seat belt, depending on whether they fit properly in the seat belt. Teen drivers and their parents should be aware of the Texas Graduated Driver License Law and the restrictions it puts in place, including no cell phone use and no more than one passenger under 21 in the vehicle unless the passenger is related to the driver. And, most importantly, always stress buckling up on every trip — even on those short trips to and from school! Never assume a driver sees you. •Look for traffic when stepping

off a bus or from behind parked cars. •Always wear a helmet when riding a bicycle. •Don’t be distracted by electronic devices that take your eyes and ears off the road. •Follow all traffic rules, signs, and signals. Tips for Driving in School Zones •Stay alert and put your phone away. Using a handheld electronic device while driving in an active school zone is against the law. •Always obey school zone speed limit signs. Remember: Traffic fines usually double in school zones. •Drop off and pick up your children in your school’s designated areas, not the middle of the street. •Keep an eye on children gathered at bus stops. •Watch for children who might dart across the street or between vehicles. Tips for Drivers Sharing the Road with School Buses •Never tailgate. Follow at a safe distance, keeping in mind that school buses make frequent stops. •Stop for flashing red lights or a stop sign on a school bus, regardless of which direction you’re headed. Continue your trip once the bus has moved, the flashing lights stop flashing, or the bus driver signals it’s OK to pass. •Violations can lead to a fine up to $1,250 for a first offense. Motorists can make a big difference by remembering to drive with extra caution when driving in and around school zones. Driving at slower speeds and paying extra attention may very well save a life!

There is One Man that Really Cares about His Rio Grande Community when Needed Most Since the month of May there has been one man helping his RGV Community during this virus pandemic from Rio Grande City to Brownsville Texas and that man is Attorney Roberto Salazar from McAllen, Texas. During one of his last meetings before the lockdown in late March, Mr. Salazar and his marketing team discussed what they could do to help the community that he grew up in and where he has raised his three children which are now all grown up. That’s when he said I want to make sure all the people have face masks that started to become a requirement as he knew that for a lot of folks it would be problematic to find and buy them especially if they couldn’t afford them. So he told his team to order nine thousand masks and start to distribute them threw social

Texas Youth Artists: Enter TMA’s Mask Hero Art Contest

Texas toads are warty friends! Good things often happen when my dog Lance and I go out for our late evening walk. A few days ago we got a little rain here at the ranch, only about a quarter inch, but enough to bring out the Texas toads. We saw two during that walk. Don’t look for toads during the day and don’t expect to see them during hot, dry weather. I hadn’t seen one for months but just a touch of rain was enough to activate them. The giant toads were also active. I saw one, in town, unfortunately flattened on the road. Road kills are responsible for the decline of many marvelous species. The Texas toads (Bufo speciosus) are always a pleasure to see since they eat insects and don’t create any problems for us. They’re pudgy little toads, up to about three inches or a bit more in length. The dark pupil of each eye

is a wide horizontal slit and on the back of the head are a pair of oval shaped, pillow like, protrusions which are the parotoid glands. They contain a toxin which is unpleasant but not deadly, as it may be with the giant toad. In coloration the Texas toads are rather nondescript. They’re gray to tan with perhaps a khaki tinge and covered on the dorsal (upper) side with “warts” which are often tipped orange or brown. Unlike many other toads and frogs, there is no stripe down the middle of the back; in fact, there may be no distinct markings at all. The one distinctive feature they do have you’ll not see unless you pick one up. On the bottom of each rear foot are a pair of tubercles. These are small, sharp protrusions which the toad uses to dig its way into sandy soil either for protection or to wait for the

next rain. When we do get a substantial rain, you’ll hear the males giving their loud mating trill. The high pitched trill is given at about 1/2 to 1 second intervals. The vocal sack used by males to create the trill is extended from its throat and when filled with air is about 1/3 the size of the entire toad. Mating and laying of eggs occurs in puddles, canals, stock tanks, and any place there’s a body of water which may last awhile. As you may know, from the eggs hatch tadpoles which swim, eat and grow in the water until, when grown large enough, the tail disappears along with its gills and it becomes an air breathing adult toad. Frogs have the same amazing life cycle. Here in the southern tip of Texas we have 17 species of frogs and toads. Our two specialties are the Mexican burrowing toad and the giant toad. Both are remarkable creatures and rarely seen. The natural world is an amazing place.

Superheroes come in all shapes and sizes, and they wear all kinds of masks. Right now, during the COVID-19 pandemic, heroes among us are wearing masks to protect others from the potential spread of the disease. The Texas Medical Association (TMA) invites Texas youth to get creative and send their best drawing or painting of a mask-wearing hero by Aug. 24 for a chance to win a $150 gift card. The TMA #MaskHero Art Contest is open to Texans 4 years to 17 years of age. Artists can use any medium (such as pencil, crayon, paint, or chalk) to create an original artwork. “Children have the potential to positively impact both their peers and the adults around them by encouraging them to make healthy choices,” said Valerie Borum Smith, MD, a Tyler pediatrician and member of TMA’s COVID-19

Task Force. “As Texans work together to reduce the spread of COVID-19, TMA looks forward to recognizing the efforts of children and youth in sharing this important message.” TMA COVID-19 Task Force physicians recommend people wear masks when around others outside of those in their household. They support Centers for Disease Control and Prevention recommendations that wearing a mask in public can reduce the spread of droplets from people’s mouth and nose, thereby cutting the chance of spreading the virus. The winner will receive a $150 gift card from Amazon or H-E-B (winner’s choice). The winning entry also will be featured in Texas Medicine magazine and on the TMA website. Artwork should include the child’s first name and last initial, and the child’s age. The

#MaskHero hashtag also should appear on the artwork. TMA will accept entries by email until 5 pm (CST) on Monday, Aug. 24, at photos@texmed.org. Entries (a scan of the artwork) must be submitted by a child’s parent or legal guardian. TMA will post entries on its Facebook page within a week of the submission deadline, and the public will vote for the winner, based on the number of “likes” the artwork receives.
