Starr County Judge Eloy Vera and the Commissioners Court proclaimed August 1117 as American Wind Week in Starr County as per a resolution presented on August 12, 2019 during Commissioners’ Court. Wind power is one of the largest sources of renewable energy in Texas, making Texas one of the top five states in producing wind energy, making up for 25 percent of the nation’s wind electricity generated in the past 3 (three) years. Wind Energy plays a sizeable role

in the prosperity of our community by bringing in millions of dollars in project investment by infusing the local economy with financial benefits to local property owners as well as state and local tax base. “WHEREAS, Texas hosts nearly 25,000 megawatts of wind power capacity, ranking 1st in the nation and producing enough electricity to power about 7.3 million average homes. WHEREAS, Texas is home to 143 wind farms and 46 windrelated manufacturing facilities….” Reads the proclamation signed

by Judge Eloy Vera and the Starr County Commissioners. Miss Rose Benavidez – Starr County Industrial Foundation President commended Judge Eloy Vera, Starr County Commissioners and the local Municipalities for being visionaries and playing an active role in moving wind projects forward for a greater Starr County. Judge Eloy Vera invited all of the elected officials present at the meeting to join him and the commissioners for a picture to commemorate this historic event.

The Rio Grande City High School Marching Band will be debuting new competition marching tops this marching season. The Mighty Rattler Band is keeping up with the trend amongst top tier marching programs across Texas that feature competition tops that tie in to the theme of the programmed show.

The Rattler Band’s 2019-2020 show is entitled “By the River” and features selections about rivers or songs that have rivers in the lyrics. The marching band coordinator commented, “This is a very smart move on the part of the band and the district’s administration. Many top level

marching programs are doing this and the result is a better overall thematic connection between the music and the visual aspect of the show and its performance and presentation. The result is a chance to score more points on several captions that deal with General Effect and thusly increases the

Two Roma ISD Schools Named Texas Honor Roll STEM Schools Region One ESC held its Annual Roma ISD is proud to announce that R. T. Barrera Elementary School and F. J. Scott Elementary School were not only named 2018-2019 Texas Honor Roll Star Schools, but also named 2018-2019 Texas Honor Roll STEM Schools. Parents had the opportunity to meet their child’s teacher, discuss any concerns and allow their child to get familiar with their new classroom. Area ranchers to gather in Rio Grande City Aug. 27

The Texas and Southwestern Cattle Raisers Association (TSCRA) will host a ranch gathering Tuesday, Aug. 27, 2019, at the Triple G Livestock Auction in Rio Grande City, Texas. The event will provide an opportunity for local cattle producers to learn about TSCRA’s recent activities, discuss issues facing cattle raisers and connect with other cattle producers in the area.

Registration will begin at 5:30 p.m. followed by a complimentary beef dinner. TSCRA Special Ranger Joe Aguilar is slated to provide an update on recent law enforcement activities in the area and discuss strategies to keep livestock and equipment safe and secure. Attendees will also receive updates on other topics of interest to cattle raisers and the community, including a briefing on recent governmental activities

that impact Texas ranchers and landowners. The event is open to the public and free of charge. By Gene Hall, Publisher The week ahead in Texas could be the hottest of the year so far. Temperatures are forecast at near triple digits. Extreme heat is perhaps the most dangerous risk on our farms and ranches. In 2008, agriculture led all professions in heat deaths. There were nearly 26 for every 100,000 workers. Hundreds more were sickened. Many farmers cannot stop work when temperatures are dangerous. There are, however, some prudent steps, farmers can take—starting with staying hydrated. If the temperature is 102 degrees—not uncommon in Texas, a worker should consume a half pint of water every 30 minutes. At 106 degrees, the rate should be every 15 minutes. Planning strenuous activities for mornings or after sunset is advisable when possible. Frequent water breaks and a few minutes of rest will help, too. Heat exhaustion is serious, and a heat stroke should be considered a major medical event. Heat is an old enemy of outdoor workers in Texas. Take steps to protect families and workers.

TxDOT offers tips to help keep schoolchildren safe As millions of Texas children return to school this month, the Texas Department of Transportation (TxDOT) reminds motorists and parents to take precautions to prevent traffic crashes and injuries in and around school buses. Last year, there were 765 traffic crashes in Texas school zones, resulting in 1 death and 15 serious injuries. The most common causes for these crashes were failure to control speed, driver inattention, and failure to yield the right of way, when turning left to a private drive or at a stop sign. In addition, last year there were 2,357 traffic crashes involving school buses in Texas, which resulted in 5 fatalities and 42 serious injuries. Speed and driver inattention also

were the top factors in those crashes. In the Austin District in 2018, there were 45 traffic crashes in school zones resulting in no fatalities and no serious injuries. TxDOT offers the following back-to-school tips for drivers and students: Tips for Children Walking or Biking to School • Always walk on sidewalks whenever they’re available. • Cross the street at intersections or marked crosswalks. Look left, right and left again before proceeding. • Always obey crossing guards. • Make eye contact with drivers before crossing the street. Never assume a driver sees you. • Look for traffic when stepping off a bus or from behind parked cars.

• Always wear a helmet when riding a bicycle. • Don’t be distracted by electronic devices that take your eyes and ears off the road. • Follow all traffic rules, signs and signals. Tips for Drivers Sharing the Road with School Buses • Never tailgate. Follow at a safe distance, keeping in mind that school buses make frequent stops. • Stop for flashing red lights or a stop sign on a school bus, regardless of which direction you’re headed. Continue your trip once the bus has moved, the flashing lights stop flashing or the bus driver signals it’s okay to pass. • Violations can lead to a fine of up to $1,250 for a first offense.

The majority of school bus-related injuries occur while students are boarding and getting off the bus. Over the last 10 years, the NHTSA says nearly two-thirds of school-age pedestrians who were fatally injured by school buses or other vehicles were hurt after being struck while entering or exiting the bus. While at the bus stop, children must remember to stay at least five large steps away from the road and wait to board until the driver says so. When leaving the bus, students should make sure there is no oncoming traffic and wait for a signal from the bus driver before crossing busy streets. While on the bus, observe the rules

and stay seated at all times. Keep the center aisle clear of backpacks. Walking/biking safety Students may walk or bike to school if the school permits. School tends to begin during the morning rush hour, so students must exercise extreme caution when walking or biking to school. Stick to sidewalks whenever possible when walking. Cyclists should follow the rules of the road, including riding in the same direction as traffic. Choose the safest route as a family and practice it, advises the security company ADT. Tips for Driving in School Zones • Stay alert and put your phone away. Using a handheld electronic device while driving in an active school zone is against the law. • Always obey school zone speed limit signs. Remember, traffic fines usually double in school zones. • Drop off and pick up your children in your school’s designated areas, not the middle of the street. • Keep an eye on children gathered at bus stops. • Watch for children who might dart across the street or between vehicles. TxDOT urges drivers to slow down, pay attention and follow all traffic laws as the new school year begins to keep children safe and avoid costly fines and tickets.

As children head back to school, they and their parents have lots to do to be ready for the first days of school. Clothing and supplies may be top priorities, but families also should focus on safety. The following are some key tips families can keep in mind to ensure a healthy and happy upcoming school year. It may not seem possible but some lizard species consist of only females. Our Laredo Striped Whiptail Lizard is one such species. During summer each female lays 1 to 4 unfertilized eggs which develop and hatch in about 6 weeks to produce more female Laredo lizards. The process whereby unfertilized eggs produce young is called parthenogenesis and it takes place in a number of species, particularly lizards. While no one knows for certain, those who have studied the Laredo lizards believe they are a hybrid cross of Texas Spotted Whiptails and Six-lined Racerunners. Laredo Striped Whiptails are

slim and 6 to 11 inches long including a long tail. The dorsal (top) side is darkish brown with 7 yellow or white stripes running the length of the body. Between the stripes or on the sides may be some very tiny dots. (Note: The similar Texas Spotted Whiptail has more distinct spots along the sides and looks somewhat greenish). The Laredo ventral side is white. Newly hatched ones may temporarily have blue tails. They’re active during the day (diurnal) and when disturbed can run for cover with surprising

quickness. T h e y ’ r e insectivores who help keep the population of insects in check. Fortunately, their numbers seem relatively stable even though they’re a favorite prey for roadrunners and other predators. Their habitat is primarily areas with sandy, loose soils and light, rather open plant cover and their range is limited to the Lower Rio Grande Valley in Texas and to northern Mexico. Laredo Striped Whiptails are an unusual and beneficial species that we should all appreciate and enjoy watching.
