Texas A&M-Kingsville Holds Summer Commencement Rio Grande City Set to Host Next Ruta 54 Initiative Nearly 350 graduates crossed the stage to receive their degrees during the summer commencement ceremony Friday, Aug. 10, in the Steinke Physical Education Center at Texas A&M University-Kingsville. Students receiving their master’s and doctoral degrees were recognized within their academic colleges. During the commencement ceremony, Ruben A. Martinez Jr.,

Student Government Association president, presented the Distinguished Student Awards. Rick Garza, president of the Javelina Alumni Association, brought greetings. Leonard A. Rio Grande City is set to host the 6th Ruta 54 (Route 54) Initiative in late September. Local representatives from Starr County and Tamaulipas, Mexico met on Wednesday, August 8, 2018, to begin planning the binational meeting. The initiative was created by a coalition of international government officials and businesses to promote commercial and tourism traffic of the route in Mexico. The route provides the shortest distance from Monterrey to the United States. The proximity of Rio Grande City to the route and the newly finished FM 755 realignment roadway contributes to the mobility of people and goods between the two countries and increases economic vitality to the region. “As the city continues to grow, we are looking to promote Rio

Grande City as the focal point of the region,” said Alberto Perez, City Manager, City of Rio Grande City. Another advantage Rio Grande City offers is the Unified Cargo Processing program implemented last October at the Rio Grande City Port of Entry. The first of its kind in the Rio Grande Valley, the partnership between Customs and Border Protection and Mexican custom officers to jointly inspect cargo, reduces wait times in the port of entry and ensures efficient transporting of safe and secure commerce. Rigoberto Clarke, age 38, of Willmar, died unexpectedly Tuesday evening, Aug. 14, at Rice Memorial Hospital in Willmar. Rigoberto Clarke was born on January 14, 1980, in Rio Grande City, Texas, the son of Roberto and Maria (Garza) Clarke. He grew up in Texas and Willmar and graduated from Willmar High School in 1998. Rigoberto was employed at G & S Staffing in Willmar and for the past 6 years has been employed with Duininck Construction as a heavy equipment operator. His hobbies included playing video and card games, visiting area casinos and spending time with his family, especially his children. Rigoberto’s favorite place to eat was at Panda Garden with his son, LeeJay. He is survived by his five children, Rigoberto Jr., Romeo, Jessami, Destiny and LeeJay, all of Willmar; his mother, Maria Clarke of Rio Grande City, TX.; two brothers, Roberto Jr. Clarke and Martin (and Teresa) Clarke, both of Willmar; and four sisters, Maria Sara Clarke, Maria C. (and Arnulfo) Gonzalez, Belinda (and Oscar) Soto all of Rio Grande City, TX., and Rosabel (and Jesus) Bustamante of Willmar, besides many nieces and nephews, other relatives and friends. He was preceded in death by his father, Roberto in 1998 and one brother, Romeo Clarke in 2015. Visitations Wednesday, August 22, 2018, from 11:00 a.m. to 9:00 p.m. with a rosary at 7 p.m. Thursday, August 23, 2018 visitation 8:00 a.m. to 9:45 a.m. to follow with funeral Mass at 10:00 a.m. at Immaculate Conception Church. Commissioner Pct. 2 Roy Pena sponsors educational programs for children

Commissioner Pct. 2 Roy Pena held a program to end the summer youth program at the Starr County Pct. 2 Library in Roma, Texas. The library staff under Pena’s direction have hosted many fun and interactive activities for children throughout the summer. Commissioner Pena emphasized to the students the importance of reading and encouraged them to set educational goals for a greater

future. The program was geared at teaching students to use their imagination and creativity and Tyngo Lilingo and his assistant provided an exciting show that was enjoyed by everyone present. City of Roma Commissioner Ramiro Sarabia joined Pena, the children and their parents during the farewell program.

Mr. Aberin is a civil engineer who takes great pride and cares to ensure his High School Seniors attain the National Institute for Metalwork Skills (NIMS) accreditation. It is the only National ANSI accredited degree for precision manufacturing . Mr. Aberin is the Career and technical education teacher for the manufacturing career pathway and is also the dual enrollment teacher for STC. Students are bused daily to STC to work on machinery worth millions of dollars to learn how to be machinists and to also create and read �loor plans. Students in CTE are fortunate enough to earn their associate degree (debt free) while attending RHS. Mr. Aberin was also able to successfully

attain the following grant for his students. He was awarded the Gene Haas Foundation grant for $8,000 for their college education. At the 10th Annual AMT Dual enrollment competition among other schools at STC . Volunteers provide assistance to students in The American Occupational Therapy Association says more than 55 percent of the 79 million students in the United States are carrying backpacks that are too heavy. Backpacks should not weigh more than 15 percent of a child’s body weight. That means for a student who is around 60 pounds, a backpack should be no more than nine pounds. Wearing two straps on shoulders as well as a waist strap can help distribute backpack weight. Multiple compartments also can help spread the weight of books, devices and supplies to reduce strain.

United Way Back to School Shopping Spree

Starr County Officials and staff were among the volunteers at the 22nd Annual United Way of South Texas Back to School “In Style Shopping Spree” at Target in McAllen, Texas. More than 100 students from Rio Grande Valley School Districts were selected by their school administrators to participate in the program. The students were given an allowance to shop for back to school attire. Volunteers were paired up with students to ensure that they selected appropriate school clothing, shoes, hygiene items and accessories. Students were also provided with free haircuts (optional) and a backpack loaded with school supplies.

DSHS promotes awareness of harmful bacteria in coastal waters What’s

Warm weather in Texas brings a higher risk of marine waterrelated infections, including those caused by the Vibrio bacteria which are naturally found in coastal water. Most infections occur between May and October, when the warmer water temperatures in the Gulf of Mexico promote the growth of these bacteria. Texas has averaged 90 Vibrio infections per year for the last 10 years. People can become ill after eating raw or undercooked contaminated seafood, particularly oysters, or when a person has an open wound that

is exposed to seawater. Illness due to eating raw or undercooked seafood usually includes gastrointestinal symptoms such as vomiting, diarrhea, abdominal pain, nausea, fever, and chills. These symptoms frequently occur within 24 hours of eating and last approximately three days. Wound infections can cause redness, swelling, large blisters on the skin, skin ulcers, and, in serious cases, may even lead to limb amputation or death. People with a weakened immune system, liver disease, diabetes, cancer, or other chronic diseases or who have decreased gastric acidity are

at highest risk for severe illness. People who develop a skin infection or gastrointestinal symptoms that may be due to Vibrio bacteria should contact their medical provider immediately. They should inform their medical provider if their skin has been in contact with brackish water or seawater, raw seafood, raw seafood juices, or if they ate raw or undercooked seafood before they became ill. free, takes just seconds, and prevents one of the leading causes of death? Taking those few seconds to buckle your seat belt is the most crucial step you can take to protect yourself in a crash. Those few seconds can save your life and save your friends and family from having to go through a needless tragedy. Fortunately, most Texans now buckle up, but some groups of motorists continue not taking the message to heart by not consistently using their seat belts. The demographic of motorist most likely to be unrestrained are men and young adults, especially pickup truck drivers and their passengers. In 2016, the use of seat belts in passenger vehicles saved an estimated 14,668 lives of occupants ages 5 and older. Sadly, in 2016, there were 10,428 unbuckled passenger vehicle occupants killed in crashes in the United States, comments Yolanda Morado, County Extension Agent-FCH. In Texas, among teens ages 13-to-15 years old, 62 percent of passenger vehicle occupants who were killed in traffic crashes were not using restraints in 2016. Nationally, among young adults 18-to-34 years old killed in crashes in 2016, more than half (57 percent) were completely unrestrained — one of the highest percentages for all age groups. And, men make up the majority of those killed in motor vehicle traffic crashes. In 2016, 65 percent of the 23,714 passenger vehicle occupants who were killed were men. It comes as no surprise that men wear their seat belts at a lower rate than women do — 52 percent of men in fatal crashes were unrestrained, compared to 40 percent of women. Buckling up is not just important during the daytime. Between 6 p.m. and 6 a.m. is when more crashes and fatalities

happen. Crash stats from the Texas Department of Transportation show that the majority (57 percent) of fatal crashes in Texas happen at night. In 2017, of all Texas crashes in which people died and weren’t wearing a seat belt, 57 percent of those happened at night as well. It is important to wear your seat belt, day and night, to be protected in the event of a crash. Unbuckled passengers are also dangerous to others in the vehicle. In the event of a crash, the unbuckled passenger become a large projectile flying around the vehicle who can injure or kill other occupants in the vehicle — including those who are buckled up! Here are some of the myths about seat belts: • Vehicle type: There seems to be a misconception among those who drive and ride in pickup trucks that their large vehicles will protect them better than other vehicles would in a crash. The numbers say otherwise. Nationally, 61 percent of pickup truck occupants who were killed in 2016 were not buckled up. That’s compared to 42 percent of passenger car occupants who

were not wearing seat belts when they were killed. Regardless of vehicle type, seat belt use is the single most effective way to stay alive in a crash. • Seating position: Too many people wrongly believe they are safe in the back seat unrestrained. Forty-seven percent of all frontseat passenger vehicle occupants killed in crashes in 2016 were unrestrained, but 57 percent of those killed in back seats were unrestrained. • Rural versus urban locations: People who live in rural areas might believe that their crash exposure is lower, but in 2016, there were 13,732 passenger vehicle fatalities in rural locations, compared to 9,366 fatalities in urban locations. Out of those fatalities, 49 percent of those killed in the rural locations were not wearing their seat belts, compared to 46 percent in urban locations. Safety (DPS) is reminding all Texans – including school staff, parents, students and community members – to download the new iWatchTexas mobile app to help law enforcement protect Texans. DPS is also taking various measures to support local efforts to help enhance the presence of law enforcement in and around schools. “As the excitement of a new school year builds in Texas, we are asking everyone to also be mindful of some simple but important measures to stay safe,” said Governor Greg Abbott. “Whether at school or in your community, Texans should always be aware of their surroundings. Back to School Message Rio Grande City High School Senior wins

Dear Editor, Now is the time to talk to our youth about alcohol. A product that is only legal for those that are 21 years of age. Alcohol is a depressant, it lowers inhibitions, which can set youth up for embarrassing or dangerous behavior. In fact, each year approximately 5,000 young people under the age of 21 die as a result of underage drinking. This statistic includes about 1,900 deaths from motor vehicle accidents; 1,600 homicides; 300 suicides; and hundreds of others stemming from injuries such as falls, burns and drowning. It’s no secret that society gives children mixed messages about alcohol. It is excessively advertised and widely promoted. As a parent, it is our obligation to educate ourselves about substance abuse prevention. Student substance use is a risk factor for academic problems, such as lower grades, absenteeism and high dropout rates. Alcohol can interfere with a student’s ability to think, making learning and concentration more difficult and ultimately impeding academic performance. Be a positive role model for your children. Don’t abuse alcohol or other drugs.
