City of Roma Announces “Healthy County One New Assistant City Manager Step At A Time” Roma’s City Manager, Crisanto Salinas, has announced he has hired Freddy Guerra to fill the role of Assistant City Manager for the City of Roma. He will be assisting the city manager on community and economic development initiatives. Guerra has over 10 years of community and economic development experience in both the public and private sectors. He began his career in Roma, briefly serving as the executive director of the Roma Chamber of Commerce before working at the federal level as an outreach coordinator for US Congressman Henry Cuellar. Guerra served as mayor for the City of Roma from 2010 to 2015 and was a member of
the Roma Economic Development Corporation and the South Texas Development Council. Guerra was previously a teacher and has operated his family’s business in Roma for the last 12 years. Guerra is a graduate of the University of Texas-Pan American with a Bachelor’s degree in Political Science. He recently completed his Master’s work at the University of Texas-Austin’s Community and Regional Planning program where he focused his research on urban planning, economic development, and public management. Guerra believes he has benefited greatly from working in both the public and private sectors, as it has provided him with the opportunity to apply his planning skills and
knowledge in a wide variety of contexts. He looks forward to the opportunity to work with Mayor Roberto Salinas, the City Council, staff, and the community to assist Roma in meeting the City’s community and economic development objectives.
Roma High JROTC Program Adopts Stretch of Highway to Kick Off 2017-2018 Service Projects By: Lt. Col. Luis Barrera, Roma High School JROTC Instructor Roma High School’s Army JROTC Program adopted the portion of HWY 83 in front of Roma High School in order to clean up and beautify this stretch of HWY 83. This in partnership with the Texas Department of Transportation’s Adopt a Highway Program to keep Texas Clean. The road clean-up campaign was organized and planned by the JROTC Battalion Staff Officers in order to clean up our city and school. JROTC, page 4

A Starr County Wellness Clinic for all Starr County employees was held at the Starr County Courthouse Annex on August 16, 2017. The clinic included metrics for cholesterol, hypertension, diabetes, dental health, nutrition, vision testing and healthy eating and immunizations. A comprehensive wellness program has been implemented by Starr County Judge Eloy Vera which calls for employees to be given options and opportunities on preventative healthcare. Clinics are scheduled throughout the year to ensure that all employees who want to participate can do
so. During the clinic employees were also provided with a free back pack with school supplies for all of their school children. All the services were provided free for all Starr County Employees. We would like to thank the Lions Club of Rio Grande City, Starr County Memorial Hospital, Dr. B. from the Pediatric Care Center, Starr County Extension office, the Office of Dr. Nanva from Smile & Shine Dental Clinic and Dr. Jose VazquezStarr County Health Authority for supporting Starr County employees and investing in their wellbeing.

Each year we sponsor exceptional youths to represent our community in communities that are in need. Our goal is to make the world better while exposing a deserving youth to the world.

VISIONS is a teen volunteer program that surpasses the superficial. You live in the heart of a community, getting to know the people whose lives you impact. You gain an appreciation for our multicultural world and return home a more informed world citizen. Every VISIONS program undertakes at least one central construction project. Construction projects address pressing needs in our communities and teach valuable skills: problemsolving, resilience, teamwork. You won’t just carry buckets of nails or pass power tools to our leaders—you do the work and learn from professionals. Community partners choose projects confident in VISIONS high standards and in our teen volunteers’ capabilities.
I believe people come into our lives for a purpose; everything happens for a reason; and everyone has a specific calling in life. People have come into my life and opened my eyes to fmd the beauty and joy of this world, as well as my own purpose in life, which is to serve others. I am quite involved. Whether I’m creating harmonies and melodies in band class or performing for hundreds on stage, my participation in various activities has always kept a smile on my face because I have a passion to be around others, and I share the joy I feel with my peers. I am currently involved in band, ballet, One Act Play, UIL academic events, and I’m an active member of my church’s youth group. Out of all the activities I am involved in, leading my youth group to serve in the example that Christ left for us to follow changed my perspective two years ago. I recall a specific day that opened my eyes and led my heart to the path of service. We made a trip to the Rio Grande Children’s Home on Valentine’s Day to share our love with the orphaned children by spending time with them, creating small crafts, and feeding them. As I waved good-bye to the children, their smiles mirrored my inner emotions because, as Henry Drummond once said, “Happiness ... consists in giving, and in serving others.”
That state of euphoria ignited my soul to serve, and it stills burns bright without ceasing since then. Recently, I volunteered at the Rio Grande Bible Institute Relief Sale where I served food for people stopping by alongside other selfless men and women. Similarly, my youth group and I have gone to elderly care centers to sing, to celebrate, to serve, and to care for them. Another community service project I have worked on was achieved through the help and leadership of my fellow band officers and peers as I introduced them to a positive way that benefits the environment and also treats uninsured, needy, andlor disabled people under the age of 21. I became aware of two organizations called Caps of Love and Tops & Tags whose vision is to collect specific bottle caps that are exchanged for a wheelchair, which are in tum donated to those in need. This project was simple to organize because everyone could contribute by simply collecting their plastic bottle caps from their drinks, say for instance after a long marching band rehearsal. Over this past academic school year, the band program has collected over 1,000 plastic bottle caps that have been shipped to help those children and young adults who desperately need a wheelchair. Moreover, I plan to continue serving
my community and around the world by organizing more service projects and by continuing Caps of Love and Tops & Tags. I also plan to initiate and execute Operation Christmas Child at my high school as I once did during my elementary years by encouraging my peers to extend a helping hand by impacting a child’s life during his/her Christmas morning. I am also aiming at arranging canned food and toy donation drives which will aid the impoverished, while it will simultaneously provide me with a happiness that is brought about by serving others. Overall, I’m applying for the World Service Corp Scholarship because serving others is my life’s calling, and participating in a world community service program is a wonderful opportunity that will prepare me better for my future medical studies as a doctor who will kindly serve others. Nonetheless, one can be a positive influence from anywhere in this world, whether it’s abroad or local. But everything happens for a reason ... and no two people ever cross paths by coincidence. Everyone we come across during our lifetime is either touched and inspired by our presence or crushed, but I know that by serving in a world community service program, I can reach out to others and positively impact their lives.

Community service in the BVI will engage you with the enthusiasm of local carpenters, farmers, environmentalists and development workers. In partnership with the Ministry of Health and Welfare, Department of Agriculture, National Parks Trust and schools, VISIONS teens have built playgrounds, pavilions, homes, mountain lookouts, walking trails and more. Volunteering in the BVI includes noncarpentry projects as well. The Rainbow Home awaits us for working with their children every summer, and we lend a hand with projects at the Humane Society. We also work on an organic farm preparing fields, maintaining irrigation systems, harvesting food, and feeding the livestock.

Seventeen Graduating Seniors were Starr County Child Welfare Board Members Honored at the 2017 AIM Banquet Donated Backpacks for the Foster Children
Seventeen graduating seniors were honored for Achieving Inspirational Merit at the 2017 AIM Banquet sponsored by the Florence J. Scott Study Club and the Woman’s Club of Rio Grande City. Certificates were presented to each of the honorees representing Rio Grande City High School and RGCCISD Grulla High School by Mary Rodriguez, president of the Study Club, and Nelda Laurel, president of the Woman’s Club. Student honoree Kassandra Juarez sang the national anthem, following table grace led by Tissa Peterson and pledges to the flags led by Diane Shaffer. Olga Gonzalez led a Federation Day Observance, and Nelda Laurel recited a patriotic poem. Distribution of door prizes was led by Aminta Reyna Alaniz, Alma Gloria T. Gonzalez, Nelda Laurel, and Bitsy Margo, with all members assisting. Ethan Anderson, RGCHS, served as president of Rattler 4-H Club, took dual enrollment classes, earned the computer application specialist certificate, and received the Starr County Fair and Starr County Farm Bureau scholarships. The son of Douglas and Jeannie Anderson, he plans to attend Universal Technical Institute for a career as an auto computer technician.
Hector Jaime Barrera, Jr., GHS, is the son of Hector Barrera Sr. and Martha Santos. He was a member of the English Honor Society. Hector plans to attend South Texas College and train for a career as a police officer. Nadine Lean Barrera, GHS, daughter of Lucila Solis, plans to attend Texas State University and

The Starr County Child Welfare Board Members got together at the local Child Protective Services office to deliver backpacks for the foster children from Starr County. CPS has a rainbow room that supplies foster children coming into care with a change of clothes and maybe shoes but they cannot provide all the foster children with school supplies. These backpacks are to assist the caseworkers as well as the foster parents with one less purchase. If you are interested in donating school supplies or other items for the Rainbow Room call the local CPS office at 716-6234.

Starr County Farm Bureau Awards Six 2017 Scholarships Starr County Farm Bureau congratulates its 2017 scholarship recipients. The annual scholarships are awarded to students whose parents’ membership is in good standing with the Starr County Farm Bureau. The applicants must be a prospective graduating senior in high school with plans to enroll as a full time student (min.12 hrs) in college. 2017 recipients are Ethan D. Anderson, Emily Arredondo, Andres Garcia, Jr., Maribel Garza, Ana Mariella Perez, and Victoria Smedley. Ethan D. Anderson is the son of Doug and Jeannie Anderson. A graduate of Rio Grande City High School, Ethan will be attending Universal Technical Institute in Houston. Emily Arredondo is the daughter of Emilio and Karla Arredondo. She is a graduate of
Rio Grande City High School and will attend the University of Texas Rio Grande Valley. Andres Garcia, Jr. is the son of Ricardo and Margot Barrera. A Rio Grande City High School graduate, he will be attending the University of Texas Rio Grande Valley. Maribel Garza is the daughter of Raul and Maribel Garza. A Roma High School graduate, she will attend the University of Texas Rio Grande Valley. Ana Mariella Perez is the daughter of Gilberto and Maria Teresa Perez. A graduate of Roma High School, Ana Mariella will be attending the University of Texas Austin. Victoria Smedley is the daughter of Joe and Olga Smedley. She is a graduate of Rio Grande City High School and will be attending Texas A&M University in College Station.
20 members of the Gladiator JROTC Battalion arrived early to put forth the cleanup campaign. With the assistance of our own Roma ISD Police Chief, Benjamin Gonzalez Jr., providing the safety escort along with the Texas DPS and Roma Police Department conducting speed enforcement, the event had negative hazards to deal with. The cadets picked up an abundance of trash due to the last time this stretch of highway was adopted was a few years ago. With the effort of the Cadets, our next scheduled pickup (quarterly) will be easier and less trash on our highway.
Roma High School’s Army JROTC Program is always the tip of the spear on this type of community service projects. We also have the Veterans Cemetery plots cleanup and other unique community service projects. We invite all Romans to participate in our efforts to clean up our beautiful city on our next cleanup efforts. San Isidro Community Summer Camp

Pct. 4 San Isidro Office Manager Herbie Villarreal, San Isidro ISD Superintendent Mr. Mario Alvarado and his staff and the Starr County Texas A&M AgriLife Extension Office collaborated with the a group of volunteers from First Baptist Church in Bryan, Texas in a Summer Camp for children of San Isidro community. All of the children who attended the camp enjoyed competitive sports, learned crop planting techniques, how to make healthy snacks while learning about biblical history and much more. The camp was a great success thank to all of the volunteers and donations from H.E.B. and Medina Electric and many other partners.

DPS Reminds Drivers to Help Keep Children Safe As New School Year Begins As we embark on the new school year, the Texas Department of Public Safety (DPS) cautions Texans to watch for children who are walking to and from school or waiting for buses. Drivers should be especially alert and careful around school buses – which make frequent stops – and always follow traffic laws regarding school buses and school zones. The start of the school year also generates an increase in overall traffic in many areas – an additional reason to make safe driving a priority. “As school districts across Texas start classes in the coming days and weeks, drivers should slow down and be alert when school children and buses are present,” said DPS Director Steven McCraw. “Obey school zone speed limits and stop for school buses when required. Individuals who disregard the law and illegally pass stopped school buses needlessly put children in harm’s way – and face significant traffic fines.” The moments when students are entering or exiting a bus can be one of the most dangerous times during a child’s trip on a school bus. Accordingly, DPS urges drivers to slow down and pay close attention in school zones, since children may unexpectedly step into a roadway without checking for oncoming traffic. State law requires that approaching drivers stop when a bus is stopped and operating a visual signal – either red flashing lights or a stop sign. Drivers should not proceed until the school bus resumes motion; the driver is signaled by the bus driver to proceed; or the visual signal is no longer activated. A driver does not have to stop for
a school bus that is operating a visual signal if it is on a highway with roadways separated by an intervening space or physical barrier. (If a highway is divided only by a left-turning lane, the roadways are not considered separated, and drivers must stop for school buses.)
As a reminder, school buses, by law, must stop at all railroad crossings. Drivers who illegally pass school buses face fines up to $1,250 for the first offense, and potential criminal charges if they cause serious bodily injury to another.

Roma ISD’s 4th Annual Back RGCCISD and College 1st Program to School Bash a Success Hosted a Mars Journey Camp
Thank you again to all the sponsors and everyone who worked together to make the 2017 Roma ISD Back to School Bash possible for the children of the Roma ISD community. 827 children turned out for the scavenger hunt event and 1300 community members total were able to benefit from our services! Roma ISD The Rio Grande City CISD Bilingual Department under the direction of Mr. Jesus Martinez, coordinated is so proud to work with such fine team members and community partners that made this dream a reality with College 1st Program to offer students a Mars Journey Camp hosted at Roque Guerra Jr., Elementary. once again! This camp was available to 4th grade students that are attending the summer school program. The camp was held in English and Spanish, students worked on several hands-on activities, and even launched a rocket. All participants received t-shirts that stated “These are the skills you need to Succeed.” #BESUCCESSFUL

More than 425 graduates crossed the stage to receive their degrees during the summer commencement ceremony at 10 a.m. Friday, Aug. 11, in the Steinke Physical Education Center at Texas A&M UniversityKingsville. GHS Schedule Preview for Students The RGCCISD Bilingual/ESL Department Held Instructional Trainings
Grulla High School Counseling Department distributed schedules for students on Thursday, August 17, 2017 at the Cafetorium. GHS Freshmen and Sophomores had the opportunity to view their schedules in the morning while Juniors and Seniors had their opportunity in the afternoon. The GHS administration and staff are diligently preparing for the first day of school that is slated for Monday, August 28, 2017.
The RGCCISD Bilingual/ESL Department under the direction of Mr. Jesus A. Martinez provided TEP Trainings for science teachers to facilitate instruction for BE/ESL students at Rio Grande City High School. The SIOP Training (Sheltered Instruction Observation Protocol) strategies implementation for Science and the integration of ELPS (English Language Proficiency Standards) for Science. Dr. Xochitl Rocha from Region I conducted the two day training. Participants also received a free copy of the ELPS science book.

Giselle Bernal, GHS, was president of the Student Council and a Leader of Gear Up. A Texas scholar and NHS member, she plans to attend South Texas College and major in nursing, with plans to become a Nurse Practitioner. Her parents are Gabriela and Eliud Bernal. Guillermo Ali Garcia, RGCHS, son of Ana Liza Garcia and Guillermo Garcia III, plans to attend
Texas A&M University College Station and major in statistics and sports management to be a lead statistician for a major league baseball team. He was statistician for the Rattler baseball team and was on the Golf Team and Robotics Team. Ali served as Co-captain of UIL Number sense, and Captain of UIL math and UIL Calculator. He won regional and state honors in Number Sense.

Ronald McDonald visited La Rosita Library on August 3, 2017 to deliver a special message to children. Ms. Marie Pena-director of La Rosita Library was joined by Judge Jesse Barrera and Pct. 1 staff to welcome the special guest and all the children of the community. Ronald wanted to let the kids know that they can achieve anything that they can dream. They are the future leaders of the world and that with dedication and hard work anything is possible. He also encouraged children to learn by reading because reading is fun and everyone can come to the library to check out books for free. Ronald McDonald explained to the children that bullying is not nice and hurts people. Everyone in attendance had a great time learning and participating in the presentation. At the end of the program the children that attended received school supplies to prepare them for the new school year.

REMEMBERING BEULAH: THE HURRICANE THAT UNITED TWO NATIONS 1967 – 2017 50th Year Anniversary Commemoration
The City of Rio Grande City and the Kelsey Bass Museum and Event Center are hosting the unveiling of the Beulah exhibit on Tuesday, September 5, 2017 at 10:00 a.m. at the Kelsey Bass Museum. This event is free and open to the public. Fifty years ago on September 8th Hurricane Beulah hit land in our Texas Gulf Coast at South Padre Island with the force of a Category 3 hurricane. The devastation of the gale winds, swells, flooding and tornados affected communities from Brownsville to Palacios. Rio Grande City and its neighboring cities of Ciudad Camargo and Comales in Tamaulipas Mexico were severely impacted by the floods of the Rio Grande River. In Rio Grande City and Starr County alone more than 20,000 people received assistance. Refugee shelters were
designated in Rio Grande City at the KC Hall, elementary schools and inside Fort Ringgold. The National Guard, United States Army, American Red Cross, and medical staff from UT Health Center in Galveston and Santa Rosa Hospital in San Antonio were called in to provide aid to the thousands of refugees that were left homeless for more than four weeks. Many residents on both sides of the river were rescued from inaccessible areas due to the flooding. Some were rescued by helicopter evacuation and others by boat. The danger went beyond being left homeless and losing belongings. Dehydration was a major medical condition for both adults and children. The refuges centers found a way to feed the multitude and provide infant formula in a time where there were no baby bottles.
There were many heroes during the months of September and October in 1967. Dr. Mario Ramirez played a key role in ensuring the safety of the residents of Rio Grande City and the surrounding communities. Volunteers were abundant and proved invaluable service in the make shift areas designated for medical aid, shelter and nutrition Among the volunteers were health employees and young cadets from the Jr. ROTC units in the Rio Grande City Consolidated ISD. United States President, Lyndon Baines Johnson, Governor John Connally, State Senator Ralph Yarborough, and Representative Kika de la Garza answered the call for help and met with local leaders to assess the damage and the needs of the community. The exhibit at the Kelsey Bass Museum will take you
back to a time when the human spirit answered a call to duty and offered refuge through solidarity to those in need. We are secure in the knowledge that the community of Rio Grande City is prepared should another Hurricane of catastrophic magnitude hit this area again. Diana A. Regional Needs Assessment Finds Opioid Use on the Rise Opioids and heroin have been in the news as of late due to the increased number of overdose deaths across the country. In 2016, more people died from opioids than from motor vehicle accidents and firearms. The 2017 Regional Needs Assessment produced by the Prevention Resource Center, shows that not only is opioid and heroin use on the rise, but that marijuana and alcohol usage has also increased. This report also helps highlight how our region compares to the rest of state in terms of substance use and identifies gaps in treatment and services. The number of individuals screened and seeking treatment for opioids ranked second only to alcohol for both youth and adults. This number is up from the previous year, 2015. Misusing prescription drugs fuels the epidemic. People who are on pain medication should take precaution due to the addictive nature of opioids. Often times, once addicted they will turn to heroin if cut off from the pain meds. According to the Texas School Survey, the percentage of students who reported having ever misused prescription drugs increased in 2016. For parents,
it’s important to lock your meds, especially pain medications, so that teens don’t access them. For many in South Texas, access to primary care and mental health care remains an issue. The rate of primary care physicians per 100,000 for several counties in the region is far lower than that of the state and nation. Furthermore, 18 out of 19 counties are designated mental health professional shortage areas leaving many individuals without adequate access. As substance use increases, the need for access to medical and mental health care will also increase, and more than 1 out of 4 individuals under 65 is uninsured, the largest of any region in the state of Texas. South Texas is one of the fastest growing regions in the state. However, it ranks as one of the lowest in general socioeconomic status. The region has the second highest percentage of individuals with limited English proficiency, 27%. The unemployment rate is far higher at 7.2% when compared to the state as whole, 4.6%, and the median household income of $40,006 is $15,000 less than that of the state. 1 out of every 3 children under the age of 18 live in poverty in South Texas.
These are all potential risk factors that can lead to more substance use. You can find the complete breakdown by county in the 2017 Regional Needs Assessment online at www.prc11.org. The needs assessment focuses on substance use, but also covers a wide number of topics including economics, health care, and law enforcement. The Prevention Resource Center (PRC), a program of Behavioral Health Solutions of South Texas, serves as the central data collection repository for region 11 and the developer of a yearly Regional Needs Assessment (RNA), which is available to community members at no cost. Celebrate National Breast-Feeding Month The Texas Supplemental Nutrition Program for Women, Infant, and Children (WIC) at Driscoll Children’s Hospital is joining in the celebration of August as National Breast-Feeding Month. The theme of the month is “Strength Through Support,” an appropriate one for a program that shows strong support for the mothers and infants of South Texas. In Nueces County, the breastfeeding rates continue to improve. Dalia Aguilar, WIC Director at Driscoll Children’s Hospital, attributes the rise to increased collaboration between the medical community, WIC and mothers in South Texas, all in an effort to do
what is best for the babies. “Programs such as the Texas Ten Step Program and Baby Friendly Hospital Initiative focus on implementing evidence-based practices, known as the Ten Steps to Successful Breast-Feeding. These practices are proven to increase breast-feeding exclusivity and duration, and reduce racial and ethnic disparities,” said Aguilar. The Texas Ten Step Program is managed by the Texas Supplemental Nutrition Program for Women, Infant, and Children (WIC). The number of Texas Ten Step facilities and Baby Friendly hospitals in Texas increased by nine in the past year. Such success
has led to an increased number of mothers who choose to breastfeed. “Eighty-seven percent of Texas WIC moms now initiate breastfeeding. That’s among the highest rate in the nation,” said Aguilar. “Our moms want to breast-feed, and these hospitals are doing a better job at helping them succeed.” Studies show breast-fed babies have a lower risk of stomach problems, infection, and being hospitalized for pneumonia and meningitis. Breast-fed babies also have lower risk of childhood leukemia as well as diabetes, obesity and hypertension later in life.
