The 2019 Rio Grande City Viva Mexico Celebration is set to be held at the downtown Kiosk on Britton Ave., on Saturday, September 7, starting at 6:00 pm. In addition to the traditional Grito, Michelada, and Jalapeño eating contests, this year the event will also feature Mariachi, Lucha Libre, Paseo de Arte, Folkloriko, and a special presentation by Los Trileros Del Norte. Last year, the city’s Viva Mexico Celebration was named one of the state’s Best Promotional Events at an awards ceremony held in Corpus Christi, Texas, in November. The event had been selected as one of the five finalists for the Best Promotional Event Achievement Award by the Texas Downtown Association’s 2018 President’s Award Program. “This is the first time Rio Grande City has ever won this award,” said RGC Tourism Director Sara Hernandez. “This event is made possible by all the hard work of city staff, sponsorships by
businesses, a partnership with our sister city Camargo, Tamp. and all the public who attends and supports this event. Thank you to our local Rio Grande City Main Street for nominating Viva Mexico and to the City Council for their unconditional support of the Tourism and Promotion Department.” The nomination for the award came after an application was submitted to the Texas Downtown Association (TDA) by Rio Grande City Main Street program coordinator Nancy Perez. The Viva Mexico event was created in 2015 by the RGC Tourism Department to serve as a celebration of the region’s cultural heritage. According to the TDA website, 111 entries were submitted to the awards program in twelve different categories from communities across the state. Judges reviewed entries online and then met in person to make their final selection of award finalists and winners.

Roma ISD Scores Perfect 100 on F.I.R.S.T. Rating from TEA for Financial Practices For the s e c o n d consecutive year, Roma ISD has earned a rating of “Superior” with a letter grade of an “A” and perfect score of 100 from TEA for the d i s t r i c t ’s financial performance. The district has earned a Superior Rating every year, except one year, since the system’s roll out by TEA. “We are extremely proud of our Business Office Team, which has very trustworthy and hardworking leadership,” said Roma ISD Superintendent Carlos Guzman. “They help us with planning for
5 and 10 years in the future, looking at spending trends, forecasting our investments and ensuring the district is on track to weather any storms in the economy and keep functioning in the most efficient way possible. A huge thank you to Alfonso Perez and Pedro Alaniz, as well as their fine team of
professionals that do a tremendous job for Roma ISD.” According to TEA, “the state’s school financial accountability rating system, known as the School Financial Integrity Rating System of Texas (F.I.R.S.T.), ensures that Texas public schools are held accountable for the quality of their financial management practices and that they improve those practices. The system is designed to encourage Texas public schools to better manage their financial resources to provide the maximum allocation possible for direct instructional purposes.” Under these guidelines, a larger percentage of the district’s annual funding must be directed toward instructional budget items – teacher salaries and instruction materials. “We have been working hard to keep our budgets in line with the guidelines put forth by the state
of Texas to ensure academic accountability stays as the priority for our district,” said Roma ISD Business Manager Alfonso Perez. “I want to thank our School Board and Superintendent Guzman for relying on our knowledge to make sound financial decisions for the district. Together, as a team, we are working to ensure the longterm financial stability of the district so that all our students can flourish and get the most from their education in The Gladiator Nation.” The TEA F.I.R.S.T. ratings are based on 15 financial indicators, such as administrative cost expenditures; the accuracy of a district or charter’s financial information submitted to TEA; and any financial vulnerabilities or material weaknesses in internal controls as determined by an external auditor.

ANNUAL NOTICE OF PARENT’S / STUDENT’S CONFIDENTIALITY RIGHTS REGARDING EDUCATIONAL RECORDS
AVISO PUBLICO TOCANTE A LOS DERECHOS EN CONFIDENCIALIDAD DE INFORMACIÓN DE DOCUMENTOS EDUCACIONALES
As a parent or adult disabled student, you have the right to: 1. Receive a list of the type and location of the student’s educational records which are collected, maintained, or used by the school (34 CFR 300.565); 2. Inspect and review all educational records pertaining to the student without unnecessary delay and before any IEP meeting or due process hearing, and in no case more than 45 days after the request (34CFR 300.562(a)); 3. Have a person of your choice inspect and review all of the student’s educational records (34 CFR 300.562 (b)(3)); 4. Have copies of the student’s educational records made if that is the only way you can exercise your right to inspect and review the records. The school may not charge a fee for assembling the records, but may charge a copying fee unless this fee will prevent you from being able to inspect and review the records (34 CFR 300.562 (b) (2), 300.566); 5. Have school personnel explain or interpret any item in the student’s educational records (34 CFR 562 (b) (2)); 6. See a list of those persons, other than parents or authorized school employees, who have seen the student’s educational records and why they saw them (34 CFR 300.563); 7. Request a change in the student’s educational records if you think there is a mistake (34 CFR 300.567 (a)); 8. If the school will not change the statement, you may ask the superintendent for a hearing to decide if the educational records should be changed. (34 CFR 300.568); This is not the “impartial due process hearing” discussed on Explanation of Procedural Safeguards booklet. The hearing to determine whether educational records should be changed included at least the following elements: a. The hearing must be held within a reasonable period of time after the school has received the request. You will be notified of the date, place, and time reasonably in advance of the hearing (34 CFR 99.22 (a) (b)) b. The hearing may be conducted by anyone, including a school employee, who does not have a direct interest in hearing’s outcome (34 CFR 99.22 (c)) c. You will have a full and fair opportunity to present anyone you choose, including an attorney, at your expense. (34 CFR 99.22 (d)) d. The school will make its decision in writing within a reasonable period of time after the hearing is over (34 CFR 99.22 (e)) e. The decision will be based upon the evidence presented at the hearing and will include a summary of the evidence and the reasons for the decision (34 CFR 99.22 (f)) • If the result of the hearing is that the records should not be changed, then you may include your own statement in the educational records (34 CFR 300.569 (b), 99.21 (b) (2) • If the result of the hearing is that the record should be changed, the records will be changed (34 CFR 300.569 (a), 99.21 (b) (1)) 9. Be notified by the school when the student’s educational records are no longer needed, usually seven years after educational services have ended. You may then request that personally identifiable information in those records be destroyed. Before you request that the school destroy this information, be certain that it will not be needed for other purposes (such as applying for social security benefits, college, rehabilitation services); 10. The school may keep, without time limitation, a permanent record of the student’s name, address, telephone number, grades, attendance record, classes attended, and grade level and year completed (34 CFR 300.573) 11. The district permits the parents to review and inspect information specific to their child when the record includes information on children other than their own. 12. Any information placed in the record as a result of a hearing will be: • Maintained by the district as part of the record for as long as the district maintains the child’s record; and that • If the record is disclosed by the district to any party, the parent’s statement also will be disclosed. 13. The district provides or conducts training and/or instruction regarding the state’s policies and procedures to all individuals using or collecting personally identifiable information. 14. The district informs parents when personally identifiable information is no longer needed to provide educational services to the child and destroys records at parent’s requests. When the student reaches eighteen years of age or begins attending an institution of post-secondary education all rights on educational records transfer to him / her except that the local education agency must continue to provide any notice requirements to parents. Parents will be notified of these rights of transfer during the students 17th year. Roma Independent School District policies may be obtained at all schools. Complete special education records are kept at the Roma Special Education Office at 711 Gladiator Drive, P.O. Box 187, Roma, Texas 78584. Development Underway In Starr County St. Ives Realty, LLC and Rio Grande Village, LLC, a Dallas based group of national developers have finalized the acquisition of over 150 acres of land in Rio Grande City that will serve as the basis for a multi-million dollar investment endeavor for the area. The group will master develop the mixed-use property to include retail, commercial, national restaurant chains, lodging, office space and industrial facilities, among other potential uses. “Strategically located on premium frontage property off of US Highway 83 in the Rio Grande City business district, this development will serve as a catalyst for economic growth and job creation for our community,” said Rose Benavidez, president of the Starr County Industrial Foundation (SCIF). “This project is a result of years of extensive
negotiations and productive collaboration that was only made possible with the support and partnership of the City of Rio Grande City, RGCEDC and the County of Starr,” she added. “We understand that once it’s fully complete this project will bring in over 500 jobs and will be the mecca for retail in Starr County,” said Starr County Judge Eloy Vera. “We are excited and applaud the efforts of the Starr County Industrial Foundation, who never gave up on this project, created regional partnerships and with the support of the City of Rio Grande City and RGCEDC made this a reality.” This historic undertaking began its strategic development planning over seven years ago, but is expected to move forward swiftly. Aside from creating hundreds of jobs the project is also anticipated
to infuse millions of dollars of new sales and ad valorem tax into the community. Phase I of the project is expected to break ground in the next few weeks and will continue with an aggressive recruitment and construction timeline. It was, and still is, a way for farmers to move their equipment to and from fields. It’s also a way to move fertilizer, fuel, seed and more from manufacturers or retailers to the farm. If you travel them, you’ll likely meet a farmer or rancher driving large farm equipment or hauling trailers. When that happens, be patient. Slow down and give them some space. They’re driving those roads to help bring food from the fields to our tables.
Drivers Urged to be Extra Cautious, Alert as New School Year Begins As we begin a new school year, the Texas Department of Public Safety (DPS) is reminding all Texans to slow down in school zones, be careful around school buses, follow all traffic laws, and stay alert around schools and the surrounding areas where children may be walking and playing. The start of the school year also generates an increase in overall traffic in many areas, and drivers are urged to take extra precautions. “Going back to school brings new opportunities for students, and it also requires additional awareness and caution by drivers to ensure the safety of our students,” said DPS Director Steven McCraw. “Drivers are urged to be particularly alert
around schools and in school zones, and to follow all traffic laws to help protect our kids. DPS won’t tolerate reckless driving that puts children in harm’s way.” The moments when students are entering or exiting a school bus can be one of the most dangerous times during a child’s trip to and from school. Accordingly, DPS reminds drivers to reduce speed and be aware that children may unexpectedly step into a roadway without checking for oncoming traffic. According to state law, if a school bus has alternating flashing red signals visible from the front or rear, drivers must stop before reaching the bus. Drivers can only proceed if the flashing lights are no longer activated;

Approaching drivers do not have to stop for a school bus that is operating a visual signal if the roadway is separated by a physical barrier or an intervening space. (If a highway is divided only by a left-turning lane, the roadways are not considered separated, and drivers must stop for school buses.) As a reminder, school buses are legally required to stop at all railroad crossings. Drivers who illegally pass school buses face fines up to $1,250 for the first offense. For individuals convicted of this offense more than once, the law allows the individual’s driver license to be suspended for up to six months. (A ticket for illegally passing a school bus cannot be dismissed through defensive driving.) Keep your Baby Rear-facing as Long as Possible! Although it is not yet the law in Texas to keep children rearfacing until at least age two, it is best practice to follow the recommendations of the American Academy of Pediatrics (AAP) to keep children rear-facing as long as possible to the maximum weight and height of the rearfacing convertible seat in order to provide the best crash protection. Rear-facing convertible seats go up to at least 40 pounds rearfacing, with some going up to 45 or 50-pounds rear-facing. This could easily accommodate a child well beyond age two as the AAP is recommending. Parents often ask child safety seat experts what is the safest seat for their baby. Truth be told, for an infant or young child, it is not the brand of seat they purchase, but the direction they face the seat in their vehicle that will save their child’s
life. The main reason is that the neck and spine of an infant or young child is not fully developed yet and needs extra protection. A small child’s head is at a larger proportion of their body weight than it is for an adult — 25 percent for a child compared to about six percent for an adult. That extra weight needs a strong neck and spine to help support it during a crash when the head can be violently snapped forward causing a spinal injury, which can lead to paralysis or death. The rear-facing car seat supports the head, neck and spine of infants and toddlers, and distributes crash forces over the entire body, rather than just at the harnesses. The rearfacing child is the safest passenger in the vehicle, and this new law will keep parents from turning their child forward-facing too soon. Unfortunately, for many parents,
age one is often considered as a milestone, which means time to turn your baby forward-facing. This is not best practice and will not keep a baby from suffering a broken neck or spinal injury in a crash. One of the main reasons parents turn their child forwardfacing is that they are concerned that their child is unhappy and uncomfortable staying in a rearfacing position because their legs touch the back of the seat. It is important to know that children’s joints are not fully formed until they are older and remain very flexible. Sitting cross-legged is not uncomfortable for a small child. It is also important to note that as a child progresses to the next step of a child safety seat, they are actually being demoted in terms of the safety provided by that seat. Children should stay in the rear-facing infant seat until they outgrow the weight and height limit of that seat, and then move to a rear-facing convertible seat until they reach the rear-facing size limit of that seat. For most convertibles, the weight limit is 40 pounds, but now there are some seats that go as high as 50 pounds for rear-facing, which could keep an average 4-year-old rear-facing. The rearfacing child is the safest passenger in the vehicle. The AAP recommends that parents not be too quick to
transition children to the next step, but instead to keep children in seats with harnesses as long as possible for the limit of the seat. Often, parents move a child to a booster seat too soon. Children should be at least 4-years-old, 40 pounds, and mature enough to sit still for the entire trip before being put in a booster seat. For a car seat to do its job correctly, it must be appropriate for a child’s age, size and developmental stage — it also must be adjusted accordingly to fit the child securely and be installed properly in each vehicle. Unfortunately, most car seats are not used correctly. The best way to make sure a child is protected is to have a free inspection by a certified child passenger safety technician in your area. That’s why the Texas A&M AgriLife Extension Service Passenger Safety Project and Yolanda Morado, County Community Health Educator in Starr County is urging all parents and caregivers to be sure that their child is riding in the right seat, going in the right direction, harnessed properly and installed correctly by getting a free car seat inspection. Car seat inspections are performed by nationally certified child passenger safety technicians. Visit: http://buckleup.tamu.edu, to find a technician in your area by

Technicians can provide hands-on advice and instruction to make sure your children are safe and riding in the proper seat for their age, weight, height, and developmental stage. Best practice recommendations include: 1. All infants and toddlers should ride in a rear-facing car seat until they reach the highest weight or height allowed by the manufacturer of their child safety seat. 2. Children who have outgrown the rear-facing weight or height limit for their car seat should use a forward-facing seat with a harness for as long as possible — up to the highest weight or height allowed by the manufacturer. 3. All children whose weight or height is above the forward-facing limit for their car seat should use a belt-positioning booster seat until the vehicle lap-and-shoulder seat belt fits properly. Typically, this happens sometime between 8 and 12 years of age. 4. When children are old enough and large enough to use the vehicle seat belt alone, they should always use lap-and-shoulder seat belts for optimal protection. 5. Remember: All child passengers under age 13 should ride securely restrained in the back seat, where they are safest — every trip, every time.
Statewide campaign aims to raise funds for cancer research and patient care at MD Anderson Cancer Center H-E-B is teaming up with The University of Texas MD Anderson Cancer Center to create a future free from cancer. From Wednesday, Aug. 14 through Tuesday, Sept. 10, H-E-B customers will have the opportunity to make $1, $3 and $5 donations upon checkout through H-E-B’s fourth annual statewide fundraising campaign. Proceeds will support cancer research and patient programs at MD Anderson, the nation’s No.1 hospital for cancer care according to U.S. News & World Report. “H-E-B is a proud supporter of MD Anderson as they work to make cancer history,” said Winell Herron, Group Vice President of Public Affairs, Diversity and Environmental Affairs, and a member of the MD Anderson Cancer Center Board of Visitors. “Each gift we receive goes a long way in the fight to end cancer and

Gnats! Gnats!! Gnats!!! GNATS!!!!
Our lives are sometimes m a d e miserable by gnats outside and fruit flies inside our homes. All of them are tiny flies scientifically called Diptera which refers to the fact that they’re insects with a single pair of wings. The gnats that pester us are not one species of Diptera but many. To determine which ones would be nearly impossible and pointless. Whichever they are, they make our lives uncomfortable. Depending on the species, many factors determine their presence: the season, temperature, humidity, the CO2 we exhale, etc. There’s little we can do to control those factors.
So, what can we do? For gnats outside the solution is to use insect repellents, such as “Off,” which contains deet. I’ve also found that sunscreen #8 is helpful. Of course, wearing a broad-brimmed hat covered with fine netting will do very well and avoids the use of chemicals. Bee-keepers’ hats with netting are wonderful. For elimination of fruit flies in the house, prevention is the first step. Don’t leave ripe fruit in the open or garbage setting in a wastebasket. If you do get an infestation, you can hang fly strips which can be very helpful. You can also build a fruit fly trap. It’s easy. Here are some variations. Take a cup; pour in some apple-cider vinegar; wait. Some people suggest the addition of a bit of sugar. Some also add a few drops of liquid dish-washing soap. Some people use a bit of left-over wine with a few drops of soap. Some place a layer of plastic wrap over the cup and puncture it multiple times with
