John Victor Mayne Honored With Prestigious UIL Outstanding Performer Medal Roma High School Class of 2018 Graduate John Victor Mayne earned an Outstanding Performer Medal from the 2018 Texas State Solo-Ensemble Violin Solo Contest! Out of approximately 100,000 students who participated in the contest at the district level and the 25,000 musicians who performed at the competition at the regional and state levels, only the top two to three percent of students earn this distinction. Mayne was notified of the award this summer. “Awards of this nature do not come easily and reflect the efforts of many individuals,” Dr. Bradley N. Kent, State Director of Music for UIL, wrote in a letter to Mayne. “Your parents, school and teachers are to be commended for their contribution to your success. At the same time remember that you alone through your own talent, dedication and hard work made this accomplishment a reality.” Mayne has been a member of the Roma ISD Orchestra Program for four years and participated in several quartet formations for special events around the district. He has participated in a variety of workshops and orchestra training activities during his time at Roma ISD. In addition to his training
through the district, he receives private instruction from Efrain Flores of McAllen. “I congratulate John on this amazing accomplishment,” said Roma ISD Superintendent Carlos Guzman. “I have seen him perform many times and his poise under the pressure of playing and leading a group at our events and concerts is amazing. On behalf of the entire Gladiator Nation family, we congratulate him and want him to know how proud we are of his hard work culminating in this recognition. We know he serves as a great role model for our students, not just because of his musical achievements, but also because of his stellar academic record. We are proud to count him as an alum.”

Rio Grande City High School Host Freshman Camp RGCCISD Teachers Win Cowboy Cash Lone Star National bank president Mr. Ruben Chapa and Mrs. Diana Saldana and staff enjoyed giving away dollar bills to a few lucky teachers in the money air chamber. It definitely boosted the welcoming back assembly for teachers and staff that was held at the RGC auditorium.
Rio Grande City High School hosted their annual Freshman Camp at the gymnasium. Principal, Jorge Pena welcomed the incoming freshmen and explained the expectations for the 2018-2019 school year. The incoming freshmen then enjoyed performances by the Drumline, Mariachi, Drill Team and the Cheerleaders. The Rio Grande City HS Student Council then shared a team building activity where students had to work as a team to get out of the human knot. After the presentations the students toured the campus and had the opportunity to talk to several of the on-campus organizations.

Operation Lone Star 2018 was a huge success SCHOLARSHIP Continued from Front Page
Starr County Commissioner Raul “Roy” Pena III, and Roma City Councilman Ramiro Sarabia were on hand to thank the Volunteers for Operation Lone Star 2018. The event was extremely successful due to the hard work of many individuals who volunteered their time to ensure that residents in Starr County received free health services. Operation Lone Star was held on July 23 thru 27 at the Fort Ringgold Campus and served many residents of... Starr County. The Operation is a joint exercise of many organizations who come together to provide free medical services
to under-served communities along the Texas border. Some of the services provided free of charge were immunizations for children, diabetic screenings, blood pressure screening, hearing and vision exams, sports physicals and much more. The operation is made possible with the help of hundreds of local service groups and volunteers. On behalf of Starr County Judge Eloy Vera, Commissioners’ Court and all Starr County Elected Officials, a Big THANK YOU to all of the volunteers who helped make Operation Lone Star 2018 a huge success.

Safely Home
I am home in heaven, dear ones; Oh so happy and so bright! There is perfect joy and beauty In this everlasting light. All the pain and grief is over, Every restless tossing passed; I am now at peace forever, Safely home in heaven at last. Did you wonder how I so calmly Trod the valley of the shade? Oh, but Jesus’ love illumined Every dark and fearful glade. And he came himself to meet me In that way so hard to tread; And with Jesus’ arm to lean on, Could I have one doubt or dread? Then you must not grieve so sorely, For I love you dearly still; Try to look beyond earth’s shadows, Pray to trust our Father’s will. There is work still waiting for you, So you must not idly stand; Do it now, while life remains, You shall rest in Jesus’ land. When that work is all completed, He will gently call you home; Oh, the rapture of that meeting, Oh, the joy to see you come!
It’s never too late to thank all our friends, relatives, coworkers and neighbors for your sincerity and love during our time of sorrow. Your signs of love showed through your beautiful lowers, food, cards, and We Love & Miss You! most important of all, your Your Wife Dalinda, prayers. Starr Psych Club’s 5th Adopt-A-Highway Trash Pick-Up Communication Skills Kids Can Learn
The Starr County Campus Psychology Club participated in its 5th Adopt-A-Highway Trash Pick-Up. The 20 members who attended collected nearly 30 large bags of litter over the 2 mile stretch that the Starr Psych Club is responsible for in Rio Grande City close to the STC campus. The members were divided into two even groups (led by the President Lesly Hinojosa and Vice-President Brendaly Sanchez respectively) to collect litter more efficiently. This initiative of the Texas Department of Transportation is to help keep the Texas side roads clean, “Adopt-A-Highway: Don’t Mess with Texas.” The Starr Psych Club is responsible to host 4 trash pickups per year. The lesson learned by members is to not litter and spread the word so that others don’t either.

Starting conversations can encourage children to speak up about their thoughts and feelings. An ability to communicate effectively is a life skill that can serve a person well at any age. Communication well is considered so essential that the Boy Scouts of America even require prospective Eagle Scouts to earn communication merit badges. It’s never too early to help children become better communicators. From toddlerhood to grade school and beyond, learning how to interact with others are necessary at every stage. Developing communication takes time, but there are various techniques to help kids become better communicators. ·Great communication is a two-way process. Listening is often as important as speaking when communicating. Parents
·Modify communication methods. Some children may struggle to communicate effectively. By working with speech/language pathologists and making the most of digital and other communication aids, parents make things easier for kids who are struggling to communicate. The ·Ask for details. organization Understood.org advises adults to focus on recall and sequencing when speaking with children. These skills are important and can be enhanced when kids offer details. These techniques can help children ultimately develop strong comprehension and writing skills. Communicating is an important component of school, home life and future employment. Children who learn to communicate effectively are in position to thrive in school and later in life.
can help model good behavior by listening and letting children express themselves before offering their own opinions. ·Take turns in conversation. Rather than speaking at the same time or interrupting others, effective communicators take turns offering their thoughts. Listening to others can help shape what the other person might say. ·Speak regularly with one another. Initiate conversation frequently so that children become accustomed to speaking with adults and others. Chat about where you’re going when running errands or discuss television plots during commercial breaks. · Make conversations relevant. Allow experiences that are happening around the family to shape conversations. Encourage curiosity and introduce new themes and vocabulary.

Eye Conditions That Can Affect Children While a loss of visual acuity is often associated with senior citizens, various diseases and conditions of the eye can affect children. The American Academy of Opthalmology says many conditions and diseases can impact a child’s vision. Early diagnosis and treatment are critical to improving a youngster’s eye health and helping him or her see and feel better. Learning about certain conditions and how to recognize their accompanying symptoms can help parents ensure kids get the treatment they need. AMBLYOPIA Often referred to as “lazy eye,” amblyopia may be characterized by reduced vision in an eye that has not received adequate use during early childhood. Amblyopia may result from misalignment of a child’s eyes or from one eye focusing better than the other. If left untreated, the weaker eye can continue to weaken until it is rendered useless. Sight in the affected eye can be restored if treatment is begun early, says Prevent Blindness
America. Glasses, eye exercises or surgery may be prescribed to help fix the underlying causes of the condition. ASTIGMATISM Astigmatism is a condition wherein objects viewed at both a distance and close up can appear blurry. Experts say it occurs from the uneven curvature of the cornea or lens, which prevents rays of light from entering the eye and focusing on a single point on the retina, otherwise known as a refractive error. Prescription eyeglasses often fix astigmatism. All About Vision also says that refractive surgery may correct astigmatism. COLOR BLINDNESS (Color Vision Deficiency) The main symptom of color blindness is difficulty distinguishing between colors or making mistakes when identifying colors, particularly those shaded red and green. Typically by age five, children with normal color vision will be able to identify groups of colors, so if a school-aged child is having difficulty or showing disinterest
City of Escobares Floodplains and Wetlands Early Public Notice The City of Escobares is considering submission of an application to Texas Parks and Wildlife Department’s Local Park Grant Program for funds to improve the City’s Park. A portion of the construction site may be located in the 100-year flood plain or in or adjacent to wetlands. The flood map and project information may be obtained by calling the City Secretary’s office at (956) 847-1200. The City will accept written public comments regarding alternatives to the project and minimizing adverse impacts until Sept. 28, 2018, by mailing them to Mayor Noel Escobar, 4829 Old Highway 83, Roma, TX 78584.
in coloring, he or she may benefit from a colorblindness test. The National Eye Institute says color blindness is much more common in males than in females. PEDIATRIC GLAUCOMA This rare condition, also known as congenital glaucoma, occurs in infants and young children. The Glaucoma Research Foundation says incorrect development of the eye’s drainage system before birth leads to increased intraocular pressure, which can damage the optic nerve. Enlarged eyes, corneal cloudiness and sensitivity to light can be symptoms. Medication and surgery are required in most cases. STRABISMUS Strabismus is a condition of misaligned eyes. It occurs when the eye muscles fail to work together and the eyes turn inward, outward, upward, or downward. By the age of three to four months, an infant’s eyes should be able to focus and be straight and parallel. Parents should consult an eye care professional if they notice eye alignment problems in their children. Pink eye (conjunctivitis), diabetes-related eye problems and other refractive errors also can occur in children. Routine eye examinations can identify problems and get children the treatment they need.

How To Prevent Sports Injuries In Young Athletes Kids create kites at Pct. 2 Roma Library Sports are a great tool to teach young people various lessons. Sports can instill a sense of teamwork and responsibility in youngsters while promoting a physically active lifestyle that can benefit kids into adulthood. The Centers for Disease Control and Prevention estimates that roughly 30 million children participate in youth sports in the United States each year. Unfortunately, many of those young athletes suffer injuries while participating in sports. Injuries might be seen as an almost inevitable by product of participating in sports, but the CDC notes that more than half of all sports injuries are often preventable, especially when parents and children work together and communicate about any aches or pains kids might be feeling. ·Speak with your young athlete about pain. Johns Hopkins
Medicine recommends parents discuss pain with their young athletes, encouraging them to speak up and seek help if they feel pain or if any part of their bodies does not feel right after playing sports. ·Emphasize safety during practice. It’s easy to overlook sports practices when considering sports-related injuries, but Safe Kids USA notes that 62 percent of organized sports-related injuries occur during practice. In spite of that, Safe Kids reports that onethird of parents do not have their children take the same safety precautions during practice that they would during a game. Parents and coaches can emphasize to children that sports safety should be a priority during both practice and games. ·Get a sports physical. Preseason physicals are typically required for scholastic athletes,
but that might not be so for recreational athletes. Even if leagues don’t require sports physicals, Johns Hopkins advises parents to schedule such exams anyway. Such examinations can determine if kids are fit to play and may uncover injuries or conditions that may make kids vulnerable to injury. ·Encourage adequate rest. Johns Hopkins notes that the most common injuries among young athletes are overuse injuries that involve soft tissue. These injuries affect bone, muscle, ligaments, and/or tendons. Overuse injuries can lead to stress fractures characterized by a lack of swelling and feelings of pain and tenderness during movement. Encourage rest between practices, games and events, and make sure to schedule an offseason for young athletes so their bodies have time to recuperate before the next season.
Commissioner Pct. 2 Raul Roy Pena III has been sponsoring fun, creative and learning activities for children. The children used their creativity and imagination to create kites. They were joined by Commissioner Pena at the park adjacent to the library to learn how to fly their kites. Great job Commissioner Pena in ensuring that summer is a fun and informative time for children! Photos courtesy of Roma Library Staff.

The Rio Grande is home to Texas spiny softshell turtles When living in Minnesota near the Mississippi River, I b e c a m e familiar with softshell turtles but they aren’t our subject today. What we’ll examine is the Texas spiny softshell or Apalone spinifera emoryi. Like the softshells I saw in Minnesota, it has the usual softshell characteristics: (1) the carapace (upper shell) is leathery and sandpaper-like to touch,
(2) along the front edge of the carapace are a series of conical projections, leading to the name “spiny,” (3) the snout is long and tapered with flaring nostrils, and (4) the feet are webbed. However, the Texas subspecies is easy to identify because it has two dark bordered, light lines on each side of the head, one leading back from the eyes and the other from the jaws. Also, the carapace is olive colored and bordered in yellow. The plastron (lower shell) is light yellow to whitish. The Texas spiny softshell turtle is a subspecies native to the Rio Grande, the Pecos River,
