The City of Rio Grande City approved the appointment of the Kelsey Bass Museum and Event Center Commission members for the purpose of advising the day to day operations and special events of the museum. The mission of the KBMEC is to be an organization in service to society, open to the public that acquires, researches, exhibits, and interprets objects and ideas for the purpose of education, study, and enjoyment. The museum is located at 101 S. Washington St. and is open to the public Monday through Friday from 9 to 5. Jessica Saenz, Secretary; R.C. Local students attend prestigious leadership conference
Two Starr County students have just returned from a once-in-alifetime leadership conference that has them well on the way to success. Armando Reyes and Jennifer Garcia represented Starr County Farm Bureau at Texas Farm Bureau’s (TFB) 54th annual Youth Leadership Conference (YLC). “YLC is more than a conference or camp,” Douglas Anderson, Starr County Farm Bureau president, said. “It’s a great opportunity for students to hone the skills needed to fulfill their dreams.” “Counselors and speakers at YLC encourage and inspire students to network and examine their ideas, attributes and abilities,” Anderson said. “The students also learn about the free enterprise system that makes our country so great.”
Students who attend YLC engage in goal-setting activities that help build character, confidence and leadership skills. YLC is open to high school juniors and seniors of good character and are in the top 30 percent of their class. Those who attend YLC are eligible to enter TFB’s Free Enterprise Speech Contest for a chance at college scholarships. The conference was held in June at Tarleton State University in Stephenville.

Rio Grande City Public Library’s Build a Better World 2017 Summer Reading Program had over 100 children, teen and adult participants. The children and teens were encouraged to read and participate in crafts and activities. Some wrote book reports and made posters of their favorite books they are on display at the library. The program for adults “El Arte de Sobrevivir” led by MHP Salud was a group discussion on topics such as healthy living, manage stress, healthy relationships, emotional well-being followed by craft activity. Build a Better World certificates for top readers and perfect
attendance were given at a special program held at the library. The 2017 Summer Reading Program party was held at the KC Hall. Thank you participants, parents and partners. Texas A & M AgriLife Extension Service is bringing the Texas Master Gardener Program to Starr County By Heidi C. Lopez, M.S. The Master Gardener program is a volunteer horticultural program of Texas A&M AgriLife Extension. Master Gardener interns are required to commit at least 50 hours of community service in support of agency horticultural outreach during their first year. The Master Gardener program is for individuals that have a passion for gardening and for their community as well. It’s a great opportunity to give back to your community. By becoming a Master Gardener, you also become an educator and help others in your area become better gardeners. We offer community gatherings, hands on activities in establishing, developing and maintaining a vegetable garden, volunteer opportunities, planting, cultivating and harvesting crops at all our 12 community gardens and community events. We will start with the very basics of how to garden successfully in our unique Valley climate. This Master Gardener program includes classes for gardening, native plants, grasses, compost and mulch, organic home vegetable gardening, soil, water and fertilizers, weed identification and removal, citrus care and maintenance, container gardening, insect and diseases, plant propagation and more. The Master Gardener program will also provide great tours of a native plant farm, dragon fruit farm and a sensory garden tour around the Rio Grande Valley to expand knowledge. The Master Gardener program helps homeowners cut down on the time and expenses lost in trial-and-error gardening and landscaping. The popular volunteer program will be in Starr county in September. We are accepting applications from locals and Winter Texans. Classes will be in the afternoons from 5:30 p.m. to 8:30 p.m. every Tuesday for 12 weeks. DPS Releases Texas Gang Threat Assessment
The Texas Department of Public Safety (DPS) released the Texas Gang Threat Assessment, which was developed to provide a broad overview and update of gang activity in Texas. “This report provides an overview of gangs operating in Texas, which gives law enforcement important information to help protect our communities from these violent organizations,” said DPS Director Steven McCraw. “Gangs and their associates remain a significant threat to public safety in our state, not only because of their penchant for violence and criminal activity, but also their relationships with other criminal organizations, such as Mexican cartels.” The Texas Gang Threat Assessment is based on the collaboration between multiple law enforcement and criminal justice agencies across the state and nation, whose contributions were essential in creating this comprehensive overview of gang activity in Texas. This assessment details the state’s systematic approach to evaluating and classifying gangs in order to identify which organizations represent the most substantial threat. Project Smart 2017 The Rio Grande City CISD Migrant Program kicked off the summer by encouraging and promoting mathematic skills. Through Project Smart, migrant students in grades K-8th received home and school visits from educators that worked with them on a one-to-one basis, to enhance their math abilities. Materials were given to each participant to help them along the Project Smart curriculum. Lessons were taught through hands-on activities, videos, and
books. To promote and show the value of education, parents were also invited and encouraged to be a part of their child’s learning during the lessons. Migrant Coordinator, Mrs. Veronica Garcia, Project Smart teachers and staff would like to thank all the migrant parents and families, who so kindly opened their doors and invested in our students’ education and helped make Project Smart 2017 a true success. Migrant Program, A Bright Beginning, initiated their summer by providing one-to-one tutoring for migrant students, ages 3 & 4, that have not begun their formal education. This home-based program allows migrant students develop early literacy and math skills, in efforts to help them stay abreast with their peers. Participants were provided with materials to help facilitate their learning through handson, concrete activities and experiences. Migrant Coordinator, Mrs. Veronica Garcia, and A Bright Beginning staff would like to thank all the migrant parents and families, who so kindly opened their doors and allowed us to come in to work with their children. Rio Grande City High School Rattler Book Club Took Day Trip
The Rio Grande City High School Rattler Book Club went to Cinemark Tinseltown in Mission for their annual movie trip. This year they watched the movie, Everything, Everything, based on the novel of the same name written by author, Nicola Yoon. The novel was read by the book club in anticipation of the movie’s opening day release. The book club enjoyed the movie, and then had lunch before returning to school to discuss the similarities and differences between the novel and the movie. It was unanimously decided that although the movie was good, the book was great and much, much better!
Valley Teens Learn Leadership, Life Skills at Intense JROTC Challenge Summer Camp By: LTC(R) Luis C. Barrera, Roma High School SAI and Camp PAO Some teenagers go on vacations with family, some will find summer work, others attend summer school, and most just sit back on their couches and do nothing all summer. But there is another set of teenagers, from nineteen high school U.S. Army Junior Reserve Officer Training Corps programs in the Rio Grande Valley (from Roma to Brownsville), who kicked off their summer at the JROTC Cadet Leadership Challenge Summer Camp, June 9-12 at the Marine Military Academy in Harlingen, Texas. During four days of structured training, 250 cadets learned the significance of teamwork, leadership and motivation at the individual, team, squad, platoon, company and battalion levels. “This Army JROTC Summer Camp is a continuous educational process providing cadets leadership, citizenship, personal responsibility and a sense of accomplishment, while instilling in them self-esteem, teamwork and self-discipline,” said retired Army Lt. Col. James Troia, Senior Army Instructor at Edinburg North High School and Camp Commander. “So to be out here in summer, not being inside playing video games and enduring the hardships that I endured and other Soldiers endured for years; to see them doing it, is a great thing.” The purpose of the JCLC is to emphasize all the attributes of the JROTC Program outside of the school environment. Cadets were given the opportunities to serve in the roles of squad, platoon, company and battalion level leadership each day, giving each cadet valuable experience at supporting their teams. “Cadets that were picked to come out here have to show potential
by being promoted through the program and participation in raider teams,” said retired 1st Sgt. Juan Cruz, Army Instructor at Roma High School. The cadets have several challenges to accomplish during the camp in order to graduate including Repelling, ZIP Line, HI-COPE, Leadership Reaction Course, Physical Fitness, Obstacle Course, Land Navigation, Water Survival Training, Knots/Rope Bridge Construction, and the Mud Pit. During land navigation training, the cadets trekked as teams through the South Texas heat, navigating from point to point, not knowing if they got the points correctly. Squad-level training at the Leaders Reaction Course forced cadets to think things through, communicate effectively and band together over various obstacles. “The number one thing I learned was the importance of communication. You’ll never know what someone is thinking, so if you don’t communicate what’s going on, you’ll never know. Also, communicating ideas when faced with challenges (is) great for the team,” said Cadet Jackie Benitez, a JROTC Cadet at Roma High School and Charlie Company Outstanding Commander. The Repel Tower and the leap of Faith are the most challenging events for some of the cadets. Who
else has the opportunity to repel form a 50’ tower or trust someone holding the line when jumping from the top of a telephone pole to touch a buoy in midair? This forced the cadets to rely on their training and lean on their perseverance to overcome their fears. “We’re here to be challenged as leaders – to be a leader you have to be a great follower and know how to be a member of the team, look out for each, stay motivated and challenge ourselves,” from an anonymous cadet. Cadet Benitez, a second time JCLC attendee, said, “I feel like this camp definitely separates the normal people and the people who want to have leadership roles in their life. The leadership camp really shows us the team work we will need in life.” Even though the course was only four days in length, these cadets walked away with more than just leadership experience. They walked away with lasting friendships and the true knowledge of what it takes to be a leader.

Roma ISD Meals on Wheels Program Bringing Smiles Around Town RGCCISD In Collaboration with United Way of
The Roma ISD Meals on Wheels Program provide wonderful service again this summer! School Board President Leticia Garza-Galvan and Board Member Dagoberto “Dago” Salinas visited with some of the Food Service Department and Transportation Department staff that make the program possible and were very impressed with their dedication and hard work. “We really enjoyed seeing the smiles on the faces of the children and visiting with happy parents that are getting this wonderful service because of such great team members we have at Roma ISD,” said Leticia Garza-Galvan. “We truly thank the staff that make this possible because without their hard work - nothing at Roma ISD IS possible. This is just a blessing for us to be able to do this for the community.”

“It is an honor to serve on this board and have a chance to give back by making programs like this possible,” said Dago Salinas. “It is really a joy to see these kids excited to come on these buses to eat. STC and TSC sign agreement benefiting students Ringgold Elementary 6th Six Weeks Honor Roll with Associate of Applied Science Degree South Texas College together with Texas Southmost College in Brownsville signed an articulation agreement allowing students who have an earned an Associate of Applied Science Degree from TSC to transfer into bachelor’s degree programs at STC. In attendance at the event included STC President Dr. Shirley A. Reed and TSC Interim President Mike Shannon, who provided remarks at the ceremony. “We were among the pioneers to launch Baccalaureate degrees. We are very proud to offer four right now, and we had over 1,300 graduates, and the most positive thing that has come from this is the large number of Baccalaureate graduates who are now in graduate programs,” said President Reed. “We are rounding out future managers, supervisors, corporate leaders. This is where the action is, and I do believe this
will be part of the transformation of community colleges across the country.” The articulation agreement is designed to facilitate the transfer of students from Texas Southmost College’s (TSC) Associate of Applied Science Degree programs to South Texas College’s (STC) Bachelor Degree programs. The agreement has been put in place in order to enable the student’s progression to the next level of course work leading to a Baccalaureate degree. “This agreement between TSC
and STC will allow us to build a bridge to higher education across the Valley, from Cameron and Willacy Counties to Hidalgo and Starr Counties,” said TSC President Shannon. “The partnership and this articulation agreement are the first steps of many TSC is taking in response to the Texas legislature’s call for community colleges around the state to offer Bachelor’s degrees.” All TSC courses completed in the Associate of Applied Science Degree are transferable to STC, and will satisfy the indicated course requirements leading to the first two years of course work in STC’s various Baccalaureate degree programs. TSC students wishing to transfer must apply for admission with STC and meet all of STC’s entrance requirements. All courses considered for transfer must be completed with a “C” or better for acceptance into any one of STC’s Baccalaureate degrees.

Alex Sarabia- Graduated from ALA Academy of STC and NEFA
Mr. Alex Sarabia (STC Psychological Science Instructor) graduated from the Ambassadors Leadership Academy (ALA) of South Texas College. The graduation ceremony took place at the STC Pecan Campus Rainbow Room for graduates of Distinguished Leadership Academy (DLA) and Ambassadors Leadership Academy (ALA). As mentioned on the STC website, ALA “provide[s] current leaders, and those who aspire to leadership positions, the structure and guidance to develop and refine their leadership skills. The Academy prepare[s] participants to create strong teams, promote powerful communication strategies, work within and support a culture of evidence and accountability, understand the state and national context for the community college, and design and manage a team project that will reflect and advance the goals of the institution.” Mr. Alex Sarabia has graduated from all STC academies for faculty/staff (Teaching & Learning Academy, FOCUS Academy, Ambassadors Cross Training Academy, Online Course Redesign Academy, South Texas Leadership Academy, and Ambassadors Leadership Academy), the only one pending scheduled for 20182019 is Distinguished Leadership Academy.
Also, Mr. Sarabia graduated from the New and Enhanced Faculty Advising (NEFA) Training Program and attended the Certificate Ceremony at STC Pecan Campus in McAllen. All NEFA graduates received a certificate of appreciation presented by South Texas College Founding President Dr. Shirley Reed. Mr. Alex Sarabia was first certified as a faculty adviser back in 2014, enabling him to advise students on their degree plans, majors, and course selections. Since now advising at STC has been enhanced with the new system Degree Works, this training program recertified faculty advisers for them to continue providing the best services to the students.
Texas Sales Tax Holiday is Aug. 11-13 Texas Comptroller Glenn Hegar reminds shoppers they can save money on certain items during the state’s annual sales tax holiday. This year, the sales tax holiday is scheduled for Friday, Saturday and Sunday, Aug. 11-13. The law exempts most clothing, footwear, school supplies and backpacks priced below $100 from sales tax, saving shoppers about $8 on every $100 they spend during the weekend. “Most folks won’t hear the back-to-school bell for another month, but it’s never too early to
take advantage of the opportunity to save money on everything from ball caps to ballpoint pens,” Hegar said. “As the father of three young children, I know how these expenses can add up.” Lists of apparel and school supplies that may be purchased tax-free can be found on the Comptroller’s website at TexasTaxHoliday.org. This year, shoppers will save an estimated $87 million in state and local sales taxes during the sales tax holiday. Texas’ tax holiday weekend has been an annual event since 1999.

There was also a beautiful 60th reunion banner in the same colors. Ruben Carrera introduced Fred Rodriguez who served as Master of Ceremonies. Consuelo G. Canales gave the invocation. A Memorial Service for our deceased members and staff was given by Rosaura G. Diaz. The class members pledged allegiance to our flag. Maria Louisa O.
Garcia welcomed everyone. Edward Heath delivered the response. Fred Rodriguez introduced our special guest PE Teacher Minerva Delgado Sanchez. The class members linked fingers in the singing of the Alma Mater, led by Virginia G. Guzman. Ruben Carrera read 1957 fun facts. Fred Rodriguez read a beautiful and impressive letter that English Teacher Olivia Mena Munoz wrote. She remembered many of the 1957 class members citing something about each one. After the short program, the class
enjoyed a very tasty dinner prepared by Chef Jesse Pena from Rio Grande City. Thanks to the generosity of Rosaura G. Diaz, her sister, and Maria Louisa O Garcia’s, sons we were provided with music of our era during the dinner. Flerida C. Guerra thanks all of the committee members who helped organize this beautiful and very successful event. In addition her heartfelt thanks also go out to her daughters and grand-daughters who decorated the hall and took lots of pictures.

Red velvet mites are seen after a rain W h i l e taking a walk just after our last rain, I observed several red velvet mites crawling on the trail. They’re often called “rain bugs” because we’re most likely to see them after a rain but they aren’t true bugs. In fact they aren’t even insects. They’re actually arachnids with eight legs, like spiders. There are over 45,000 species of mites and they’re found world wide. They’re very different and interesting in several ways. Their unusually complicated life cycle includes egg, larva (when they have only
6 legs and parasitize insects like grasshoppers, crickets and beetles by just hanging on and sucking their juices), protonymph (like a resting pupal stage in insects), deutonymph (a stage when they have eight legs and actively hunt tiny insect prey), tritonymph (like a second pupal stage), and finally the adult stage. The adult body is in one part and not segmented as most arthropods are.
The adult red velvet mites we see are a bright velvety red and are only about 1/2 inch long. The 8 legs are attached in four pairs and not individually as you might expect. The front two legs are
used as feelers, to aide the two tiny eyes, for guidance in finding and handling food which consists of tiny animals and their eggs. During the adult stage they spend only a few hours a year, typically after it rains, hunting food and eating. That’s when we see them. Most of their time is spent in the soil or under leaf litter. They hibernate in the winter. The bright red body is a signal to potential predators that they taste really bad. When mating the male lays his sperm on a blade of grass or twig and attempts to attract a female. If one comes along and she’s willing, she sits on the sperm and is fertilized. Red velvet mites are harmless to humans and are beneficial by helping control insect pests. Take a stroll after the next rain and enjoy the fresh air and the chance to see a mite.
