New Driver Course to Combat Distracted Driving Required for drivers 18 and older starting Sept. 1
The Texas Department of Public Safety (DPS) announced a new one-hour driving course to educate drivers on the dangers of distracted driving. The Impact Texas Young Drivers (ITYD) course will be required for certain drivers beginning Sept. 1, 2017. “Driving is one of the most dangerous things we do on a daily basis, and it should command our undivided attention,” said DPS Director Steven McCraw. Students from Roque Guerra, Jr. Elementary enjoyed a day of jumping fun at Pump It Up in McAllen as a reward for reaching their Accelerated Reader Goal for the 2016-2017 school year. The students were treated to a disco glow party with pizza and ice cream as part of their reward.
Roma High School VITA Program Volunteers Save Community $495,716 in Federal Refunds For several years in a row, under the watchful eye of their expert leader, Ms. Nora Abigail Ortega, students at Roma High School have volunteered their time through a unique program to save community members vast time and money in U.S. income tax preparation. The Volunteer Income Tax Assistance (VITA) Program, which is sponsored by the United Way of South Texas, in conjunction with Roma ISD, offers free income tax preparation and filing assistance to area low income families. This year, 7 students, one Roma High School alum and Ms. Ortega volunteered approximately 354 hours as a group to prepare approximately 202 tax returns for a grand total of $495,716 in tax refunds to the Roma area. Last year the group saved $432,158

in tax refunds and prepared 163 returns, which shows not only the demand for assistance from the community, but the students’ dedication to the program. According to the U.S. Tax Center, the average cost of a professional tax preparation service is $261.00, so by
preparing the 202 returns for free, the Roma High School Vita Program saved the community an average amount of $52,722.00 in tax preparation fees this year. “We are so very proud of Ms. Ortega and these students for their hard work and sacrifice, because not only did they spend
time helping their community, they also had to train and become certified to prepare and file these returns – it is simply amazing to me and shows what a high caliber instructor Ms. Ortega is, as well as the respect the students have for her,” expressed Roma ISD School Board President Leticia Garza-Galvan. “We also want to thank the United Way of South Texas for continuing to include Roma ISD in these opportunities that benefit our community so greatly, and thank Ms. Ortega for her continued leadership, which makes this program possible. We also thank the parents of these students for their commitment to bringing them for the volunteer hours and supporting them in such a worthwhile effort.” This year’s Roma High School VITA Program volunteers include Nora Abigail Ortega, Rosa Arellano, Jazmine Garcia, Monica L. those individual rights make up the first 10 amendments to our Constitution. But now that you’re older, you may not realize you also have certain rights as a Medicare beneficiary. Let’s go through the most important ones so that you can protect yourself, if need be. As someone with Medicare, you have the right to: •Be treated with dignity and
respect at all times. That should be so obvious that it doesn’t bear repeating. Even in the most stressful situations, there’s no excuse for anyone in the health care system – from health care professionals to insurers -- to treat you with anything other than care and concern. •Be free from discrimination. ADVERTISEMENT STARR COUNTY HAS BEEN AWARDED FEDERAL STATE-SET-ASIDE FUNDS MADE AVAILABLE THROUGH THE DEPARTMENT OF HOMELAND SECURITY (DHS)/ FEDERAL EMERGENCY MANAGEMENT AGENCY UNDER THE EMERGENCY FOOD AND SHELTER NATIONAL BOARD PROGRAM. Starr County has been chosen to receive $8,000 for supplement emergency food and shelter programs in the county. The selection was made by a National Board that is chaired by the U.S. Department of Homeland Security’s Federal Emergency Management Agency and consists of representatives from American Red Cross; Catholic Charities, USA; National Council of the Churches of Christ in the USA: The Jewish Federations of North America, The Salvation Army; and, United Way Worldwide. The Local Board was charged to distribute funds appropriated by Congress to help expand the capacity of food and shelter programs in high-need areas around the country. A Local Board made up of Thelma M. Garza, United Way of South Texas; Danella Hughes, American Red Cross; Captain Luis Melendez, The Salvation Army; Terri Drefke, Food Bank of the Rio Grande Valley; Rabbi Claudio J. Kogan, The Temple Emanuel; Norma Pimentel, Catholic Social Services; Cynthia Fuentes, Starr County; Richard Capello, Homeless Representative; Lucy Fernandez, Su Casa de Esperanza and Elizabeth Zamora, Calvary Baptist Church representative will determine how the funds awarded to STARR County are to be distributed among the emergency food and shelter programs run by local service agencies in the area. The Local Board is responsible for recommending agencies to receive these funds and any additional funds available under this phase of the program. Under the terms of the grant from the National Board, local agencies chosen to receive funds must: 1) be private voluntary non-profits or units of government, 2) be eligible to receive Federal funds, 3) have an accounting system and conduct an annual audit, 4) practice nondiscrimination, 5) have demonstrated the capability to deliver emergency food and/or shelter programs, and 6) if they are a private voluntary organization, have a voluntary board. Qualifying agencies are urged to apply. Starr County has distributed Emergency Food and Shelter funds previously South Texas Food bank and Catholic Social Services This Agency was responsible for providing 32,081 meals and 109 bills paid in utility assistance. Public or private voluntary agencies interested in applying for Emergency Food and Shelter Program funds must contact Amelia Rojas, United Way of South Texas: 113 W. Texas Comptroller Glenn Hegar reminds shoppers they can save money on certain items during the state’s annual sales tax holiday. This year, the sales tax holiday is scheduled for Friday, Saturday and Sunday, Aug. 1113. Republic Services Offers Seven Eco-Friendly Back to School Tips As students begin a new school year, Republic Services is encouraging parents, teachers and administrators to incorporate sustainable practices whenever possible with seven back to school tips. “Environmental responsibility is not always top of mind when preparing to go back to school,” said Pete Keller, vice president of recycling and sustainability. “When you incorporate one sustainable practice into your daily routine, you can make a lasting environmental impact. Back to school is the perfect time to start adopting better habits you and your whole family can practice.” Republic suggests practicing these useful tips as families and schools begin the new school year: 1) Plan: Make a list before you
shop for school supplies to limit impulse buying. 2) Repurpose: Before shopping for new back-to-school items, sort through old supplies. Many from last year can be reused or repurposed. 3) Buy Smart: Whenever possible, purchase supplies made from recycled or reused products. 4) Reuse: Bring drinks in a thermos or reusable water bottle and be sure to recycle milk cartons, bottles or other recyclable containers. 5) Pack it Up: If packing lunch from home, use reusable containers and carry them in a reusable bag or lunch box. 6) Volunteer: Find out if your school has a recycling program, and take part. If not, team up with administrators and teachers to start a recycling program that works for your school.
7) Empty, Clean & Dry: Always make sure your recyclables are EMPTY, CLEAN and DRY before tossing them in the recycling bin. The new school year is the perfect time to identify and minimize the impact of individual activities on the local environment. For example, according to the U.S. Department of Agriculture (USDA), food waste is the second largest category of municipal solid waste and is a significant contributor to greenhouse gas emissions. Based on USDA calculations, approximately 31 percent of all food from home and school goes uneaten, and is eventually discarded. By incorporating sustainable practices at home and at school, parents, teachers and administrators can instill sustainable behaviors in students
that can be carried forward throughout their life. Blind snakes are tiny I continue to be amazed at the diversity of wildlife in the Valley. I had a huge 8 foot indigo snake visit my yard a few years ago. More recently, I’ve learned about and been able to observe it’s opposite, a snake just a few inches long when fully grown and called a blind snake. They’re tiny and just about blind!
organisms and eggs complete the diet. When someone picks one up, it squirms and pokes with the end of its tail which has a tiny, tiny point. It’s all to no avail; they’re completely harmless. Screech owls which would be expected to eat them, and occasionally do, have been observed to carry blind snakes
to their nests and releasing them. The snakes eat any tiny parasites living in the owls nest and then later slither off to freedom. Some animal relationships are astonishing. Most animals have some predators and so do blind snakes: other snakes, birds, large centipedes, moles, roadrunners, armadillos, skunks, cats, etc. A more recent threat is posed by the increasing abundance of fire ants. As with most wild animals, loss of habitat is a problem for blind snakes although their fossorial life makes monitoring their population difficult. I hope you have the opportunity to observe this truly remarkable snake.

Their typical length is only 5 to 8 inches with a diameter just under 1/4 inch. The body is pinkish-brown, scaled and shiny. The eyes are merely dark spots and only able to discern light intensity, no images. These tiny snakes are fossorial, that is, they spend most of their lives underground or in the leaf litter. They prefer loose, moist soil. They’re also nocturnal, coming to the surface occasionally at dusk or at night to feed but also when heavy rains flood their habitat. Few people ever see them. Their diet consists primarily of termite and ant larvae and eggs. They crawl into these insect’s colonies to dine while secreting a repellent which protects them from the adult insects. Other tiny
