Announcing the 29th Class of Pioneer Award winners was the first item on the agenda during the 87th annual Texas Farm Bureau Annual Meeting, held November 30-December 5, virtually and in-person in Waco. TFB President Russell Boening thanked the winners for their dedication to Farm Bureau and showed a video highlighting the accomplishments of each of the winners. Boening stated, “They give everything to their farm, ranch, communities and consumers. For that, Texas Farm Bureau recognizes them for what they are: pioneers in Texas

agriculture. Each year, 13 Texas farmers and ranchers and one retired professional staff member are honored with the Texas Farm Bureau Pioneer Award. They are selected for their contributions to agriculture and the organization, both through service and leadership.” District 13 selected Jewel “Tissa” Peterson as their 2020 honoree. Tissa has been an active member of the Starr County Farm Bureau for over 40 years. She has been a member of the Starr County Farm Bureau board of directors since 2006 and has served as secretary since 2017. Peterson has also served as chaplain of the Starr County Farm Bureau board since 2006. Peterson has chaired the organization’s Youth Committee, Scholarship Committee and Publicity Committee. She is the creator and administrator of the Starr County Farm Bureau’s state award-winning page on Facebook and has served on the county’s Food Connection Week Committee, Annual Meeting Planning Committee and the Resolutions and Policy Development Committee. Tissa has attended numerous district policy development

meetings throughout South Texas and has served the Texas Farm Bureau (TFB) as a member of the TFB Resolutions Committee. She attended the TFB National Affairs Awards Trip in Washington D.C. and TFB Leadership Conference in Austin. Her efforts actively promote agriculture and grassroots family values in Starr County and across the state. She has been a member of the Starr County Fair Association board of directors since its inception and has been a 4-H adult leader for many years. She has served as chairman of the Starr County Fair parade for 45 years and chairs the Arts & Crafts and Photography divisions. An active member of First Baptist Church, Mrs. Peterson is a retired schoolteacher. She has continued her late husband James’s legacy by maintaining their herd of registered Beefmaster cattle. Peterson Beefmasters is recognized in South Texas as a wellestablished and well-respected ranch. Her grandsons show their award-winning breeding cattle at the Starr County Fair each year.

The Catholic Daughters of the Americas Court Our Lady of Mercy #1968 celebrated CDA day with a mass on Sunday, October 18, 2020 at Immaculate Conception Church, Rio Grande City, Texas. After mass, a proclamation signed by Mayor of Rio Grande City, Joel Villarreal, was read as Sunday, October 18, 2020 was proclaimed as Catholic Daughters of the Americas Day. The following CDA members celebrating anniversaries in 2020 were recognized for their years of service: 5-years - Agueda Garza and Erika Pratt; 10-years - Cynthia Garza, Ambarina Ramirez, Eduina Ramos and Doralisa Reyes; 45-years Apolonia Garza; 50-years - Socorro Canales, Ramona Diaz, Tomasita Gonzalez and Alicia Clarke. State Of Texas Activates Federal COVID-19 Vaccination Program For Long-Term Care Staff, Residents December 11, 2020, Governor Greg Abbott announced that the State of Texas will participate in the Pharmacy Partnership for Long-Term Care Program, a federal program to vaccinate residents and staff of long-term care facilities against COVID-19. The program is free of charge to facilities and sends staff and Pfizer vaccines from partnering Walgreens and CVS locations to these facilities to vaccinate residents and staff who volunteer to participate. Over 1,200 skilled nursing facilities and over 2,000 other long-term care facilities have signed up for this program — totaling more than 225,000 certified beds. The first vaccines included in this program will be provided to pharmacies the week

of December 21, 2020, and the program will begin December 28, 2020. “The Pharmacy Partnership for Long-Term Care Program will help the State of Texas facilitate safe vaccinations among some of our most vulnerable populations, and it will help us protect residents and staff of long-term care facilities from COVID-19,” said Governor Abbott. “I thank the Centers for Disease Control and Prevention for offering this program free of charge to these facilities and for working alongside us to keep our communities safe.” Long-term care facilities that have not enrolled in the pharmacy program may choose to enroll with the Texas Department of

State Health Services’ (DSHS) Immunization Program to receive vaccines and vaccinate their own staff and residents or partner with a local pharmacy or other vaccine provider.

Twig girdling beetles are like tiny lumberjacks

forms found here in the Valley The twig girdling beetle is a perfect example. This small beetle, it’s only about a half to three-quarters of an inch long, cuts twigs from trees for its young to feed on. The female beetle selects a twig about a half inch thick and girdles it. That is, she circles the twig and gnaws a groove in the bark. She circles it several times, gnawing a little deeper each time. It’s a bit like we do when using a wood lathe, only not as fast. Once she has cut a groove deep enough to expose the inner wood, the twig will die. You have to understand a little botany to know why. If you cut through a tree limb, you will have exposed concentric rings of tissues. On the outside is the cortex or bark. Just inside that is a ring of cells called phloem (FLOW-em) which conducts the food or nutrients in the plant. Next is a thin layer called the cambium

(CAM-bee-um) which produces new phloem cells on the outer side and xylem (Z-EYE- lem) cells on the inner side. A tree’s inner tissue, which we call wood, botanists call xylem. When the beetle has girdled deep enough to cut through the cambium all the way around the twig, the twig is doomed. The phloem, which conducts nutrients, has been severed as has the cambium which produces new phloem. It’s a little like putting a tourniquet so tightly around your arm that it stops the flow of blood. Left that way for awhile, the arm will die. So, why does the twig girdling beetle do this? It’s part of the beetle’s life cycle. After cutting the groove, the female crawls further out on the branch, cuts a tiny notch, and lays an egg in the notch. The branch, having been girdled, dies, breaks off in the wind and falls to the ground. Over winter the egg hatches into a grub (larva) which eats the wood of the dead branch. In the spring it pupates. During the summer,

having undergone a transformation, it emerges as a new adult beetle. Why these beetles don’t just lay their eggs on dead branches already on the ground I don’t know. Maybe it’s because there might not be any dead branches when the beetle wants them. There are several species of twig girdling beetles, each of which attacks specific plants. The one I’ve observed likes huisache and is called Oncideres pustulatus. It’s a blackish colored beetle with a broad band of gray speckles across its back. It has a pair of antennae which are about the length of the body. Most twig girdlers are just interesting and not considered more than, at worst, pests. They may however, if in large numbers, change the shape of trees and , if you’re a nurseryman, may destroy seedling trees being raised for sale. `If you see that a twig has been girdled, look for the beetle that did it. They’re another amazing part of nature’s creative diversity.

Border Region is offering a new service for Crisis Counseling Assistance and Training Covid-19 has really put a strain on everyone. Some people are experiencing sadness, isolation, anxiety, exhaustion, anger, lack of motivation, too much or too little sleep, too much eating or not eating enough. We are here to help! Border Region is offering a new service for Crisis Counseling Assistance and Training offered through Texans Recovering Together working with FEMA. This new service is for individuals struggling with mental health issues that are due to the coronavirus pandemic. You DO NOT have to be receiving services from Border Region to receive assistance. We will be offering brief individual and group counseling, educational and supportive contacts from social workers, LPC’s, LCDC’s and various team members.

Assessments and referrals, and linkage to resources in the community are also provided to those whom wish to receive it. The program is available in Webb, Zapata, Jim Hogg and Starr Counties Monday-Friday, 8:00 AM - 5:00 PM.
