John & Olive Hinojosa Elementary held their Project Fit America Kick-Off Celebration. J&O’s goal is to excel academically and to also live a healthy lifestyle. The grant was awarded to John & Olive Hinojosa Elementary by the Valley Baptist Legacy Foundation made possible by the donation of Project Fit America. The grant includes state of the art fitness equipment specifically designed to address the deficit areas where children fail fitness
tests; indoor fitness equipment; a dynamic curriculum with games, activities and challenges for kids with the PFA outdoor and indoor equipment. The academic emphasis is to create “physically educated” children and to empower them to take a personal responsibility of their health and enthusiasm. It also helps to build social skills, character and leadership skills. The activities are both fun and intense. J&O is very grateful and humbled to be one of the 19 schools
to receive this grant since the Valley Baptist Legacy Foundation began sponsoring the Project Fit America Program in 2014. J&O is the only elementary campus in Starr County to have received this grant this year. Principal Ms. Marissa Saldivar would like to thank all of the guest speakers who offered words of encouragement and motivation and everyone else who was present to celebrate with them. The event was a great success!
Roma ISD Breaks Ground on New JROTC Building, Added Band Hall Facilities
Students, staff and community members gathered recently to celebrate the groundbreaking of the newest facility planned for Roma High School - a JROTC Building and added bathroom and changing facilities for the Roma High School Band Hall. The completion of the project in August 2020 will bring to fruition the promises to the community of the 2015 bond election. The total cost of the building project is budgeted at $2.5 million. “The time has come to say goodbye to the trailers that provided us many good times and memories. This has been my second home. Sometimes I would walk up the sidewalk and see a trailer park, but it was our trailer park – it had meaning,” said Roma
High School JROTC Program Student Cadet LTC Jose “Tony” Alfaro. “While the construction of the building will be in progress, that doesn’t mean it will set us back. And that’s one thing about progress, sometimes you have to say goodbye to one thing to start anew. They say good things come to those who wait and the wait it finally over. Thank you very much.” Until recently, the Roma High JROTC Program was housed in trailers that will be moved away for construction on the same location at the high school. The JROTC program has tripled in size during the past five years and added many new activities and programs. ability to continue growing the program’s classes, offerings and competitions, including robotics and other STEM and fitness classes recommended by the National JROTC Program. In addition, the architects overseeing the JROTC Building Project were able to configure the new building to be placed against the current Band Hall to add on bathroom and changing facilities. The Roma High Band has grown from 130 members to over 200 members, so there was a desperate need to add these facilities for the benefit of the students and continued growth of the program. “I can assure on behalf of the Mighty Gladiator Band that these facilities are very needed and JROTC, page 2
From Public Safety to Public Utilities the City of Rio Grande City is looking to grow services to better serve its residents. The RGC Police Department recently added three new patrol vehicles. The 2020 Chevy Tahoes were purchased using funding through the Operation Stonegarden Grant Program, which aims to improve security along the U.S./ Mexico Border. “I am committed to working alongside the U.S. Department of Homeland Security to secure our southern border, and I thank the men and women of law enforcement for working tirelessly to keep our border communities
secure,” said Texas Governor Greg Abbott. A second brush truck has been added to the Public Works Department to allow for more timely brush collection services throughout the city. Keeping Rio Grande City beautiful! Public Utilities has added a new dump truck and replaced its Vactor truck with one that’s more dependable and has a larger capacity. The new equipment will not only save the City money, but it will also shorten the time it takes to repair leaks, clean out lift stations, and cut through debris. Citywide Cleanup kicked off on November 25th.

According to Grand Knight Congratulations to the Roma High School Mighty Gladiator Tennis Team for earning the Bi-District Championship Title and being an Area Qualifier. The Rio Grande City Municipal Court will be initiating an amnesty period on December 9th through the 13th for “Failure to Appear.” The Court will waive the Failure to Appear charge associated with a warrant once the original violation is paid in full. Any defendant that voluntarily appears at the Rio Grande Municipal Court during the amnesty period will be able to resolve their eligible delinquent case and will not be subject to arrest. We urge citizens to take advantage now and pay unresolved tickets and clear outstanding warrants. Please note that the amnesty period is only being offered for the week of December 9th through 13th, 2019. Do you know someone who has lost their vision or is losing their vision? Even though someone’s vision may be diminished, they can still enjoy the pleasure of reading books and magazines, and the Texas Talking Book Program (TBP) is here to help. Eligible patrons can receive a free digital audio player on loan, and there is no cost for return postage. Even better, program participants can download books onto a flash drive through the Braille and Audio Reading Download (BARD) or using the free app, BARD Mobile, which works on smartphone and tablets. AEP Texas reminds consumers how to avoid falling prey to thieves AEP Texas has received reports in the Rio Grande Valley that scammers are contacting residents threatening to disconnect their electric service unless an immediate payment is made. Also, there have been reports of individuals either calling or going door-to-door telling residents or businesses that their electric meter needs to
be changed out and asking for payment to complete the process. AEP Texas employees do not proactively contact customers demanding payment to replace an electric meter. AEP Texas periodically replaces meters; however, AEP Texas employees do not seek payment in order to remove and replace the meter. Thieves are calling consumers

And, they have a telephone recording that sounds like an AEP Texas phone system message. How to protect yourself •Call your Retail Electric Provider to verify your account balance and date your payment is due. The correct phone number is shown on your monthly electricity bill. Calling a number left on phone message may connect you with the scammer— not your Retail Electric Provider. •The Retail Electric Provider-not AEP Texas--will notify customers that their account is past due and their electric service will be disconnected – never a single notification one hour before disconnection.
•If you suspect someone is trying to scam you, hang up and call the local police and then AEP Texas. Never dial the phone number the scammers provide. •Customers, who suspect or experience fraud, or feel threatened during contact with one of these thieves, should contact local authorities, and then AEP Texas at 1- 877-373-4858. How Do Vaccines Prevent Us from Getting Sick? The bottom line: Vaccines work to prevent people from catching infectious diseases. Here’s how: They introduce a dead or weakened version of the virus or bacteria to train our natural defenses to kick in. If
our body faces a real threat from the live germ later, the immune system is armed to block it from harming us. Most people accept the fact that vaccines protect them from diseases. But many still wonder: how do they work? Most everyone’s immune system works effectively to help them fight off illnesses. A vaccine is like a trainer for that system, reports December’s Texas Medical Association (TMA) Texas Medicine magazine. When a physician or other health care worker gives someone a shot, that patient’s body thinks the vaccine is an invading disease. So the body creates a defense against it. The shot triggers a person’s natural defenses to build up against what it perceives to be an infectious attacker. If the real disease ever does attack, the body is ready for it. Those defenses kick in, and thwart the attack. The Centers for Disease Control and Prevention describes it this way: “Vaccines contain a small number of weakened or dead antigens, the parts of germs that cause [someone’s] immune system to go to work. After [the person] receives a vaccine, their immune system – or antibodies in the system – will remember that antigen and attack it if it ever enters the body again.” Because scientists make vaccines from a weakened or dead version of a germ, they almost always are too weak to make a person sick. The person’s immune system recognizes the antigen as a threat and responds, building up immunity to the disease.
“Vaccines have been a huge advance we’ve seen in the last century that have made an enormous impact on the health not only of Texans and the United States, but of the entire world,” said Jennifer Shuford, MD, in a TMA video. Dr. Shuford is the infectious disease medical officer for the Texas Department of State Health Services, and consultant to TMA’s Committee on Infectious Diseases. Historians say the concept of vaccinating originated in Asia and Africa before the 18th century, as a practice called variolation. The process involved exposing a healthy person to matter from an infected person’s smallpox blisters, either through an opening in the skin or by inhaling up the nose. Variolation was successful in protecting many people from smallpox, but others became severely ill and died. Edward Jenner, who studied science and medicine in England, heard that dairy maids who contracted cowpox virus from infected cattle would get a mild illness and would then be immune to the deadly, highly contagious smallpox virus. He
applied a technique similar to variolation in the late 1700s to an 8-year-old boy, James Phipps, by inoculating the boy with matter from a cowpox blister. He later introduced smallpox to the boy, who did not get sick. This practice, which was safer than variolation, became more widespread thereafter. The Latin word for cow is vacca, so Mr. Jenner chose to call this new procedure vaccination. Physicians today understand how vaccinating works, and want patients to understand it, too. “Talk to your physician about this issue,” Dr. Shuford recommends. “They have a lot of experience looking at the scientific research as well as experience dealing with vaccinepreventable diseases. They want to hear your concerns and they want to be sure to address every concern you have as a parent and as a patient.” TMA continues to highlight contagious diseases that childhood and adult vaccinations can prevent, including measles, chickenpox and shingles, pertussis (whooping cough), and many others. TMA also addressed the autism myth.

Two-barred flashers display iridescent blue Peak butterfly season is in October and I remember a time when a butterfly flew in and perched in my flower garden about 15 feet from me. I was reading and was about to ignore it but an intense blue spot captured my attention. I moved slowly and cautiously to about 3 feet from it and identified it as a two-barred flasher. It was truly distinctive. They’re one of the butterflies called spread-winged skippers. Most butterflies perch with their wings closed; the spread-wing butterflies keep their wings flat open when they perch. Those called skippers also have rather stout bodies which are hairy. The basal portion of each wing is bright, iridescent blue while the distal portion is blackish-brown. On each forewing
you’ll see two streaks of white; the inner one is the longest and most distinct. If the butterfly closes its wings you’ll see a white crescent at the front of the hindwing. The underside of the thorax is golden. The caterpillars come in various and v e r y distinctive colors. This has caused taxonomists to suspect that two-barred flashers aren’t one but several subspecies and perhaps even several separate species. DNA studies are underway which may clarify the situation. In the meantime they refer to a “species complex.” Adding to the confusion is that during the caterpillars growth it sheds several t i m e s , c a l l e d instars, and their colors change dramatically. Two-barred flashers range
from Southern Texas to Northern Argentina. The host plant for their caterpillars here in the Valley is coyotilla. You may recall from an earlier article that coyotilla seeds contain a neurotoxin which can paralyze whatever chews and eats them. Butterfly larvae only eat the leaves and not seeds. Lucky them! Two-barred flashers produce two or more broods per year and can be seen any time of the year. However, they’re scarce here at the northern edge of their range and we’re very fortunate to see one. If you’re one of the fortunate ones, it will be a memorable sighting. They’re gorgeous.

The Tree Lighting Ceremony officially kicked off the holiday season in Rio Grande City. Children wrote letters in the 5th Annual Letters to Santa. This activity is geared towards bringing children and their families together to write letters to Santa Claus. Letters were dropped off at a special mailbox located at the historic bandstand. Children also participated in coloring entry forms for Rio Grande City Public Library’s Coloring Contest.
Entry forms can be found in the Starr County Town Crier and at the public library. Winners will be announced at the Storybook Christmas scheduled for December 10 at the Lopez-Tijerina Courtyard. Other festivities included a Christmas tree decorating contest, performances by the RGC High School Jazz Band, several school cheer squads, appearances by McGruff, the Crime Dog, HEB Buddy, Rio Grande City Rattler and a very special surprise appearance

Thanksgiving Day was a more bountiful day of celebration for forty families in the Rio Grande City area due to the efforts of the Rio Grande City Rotary Club. Rotarians identified families who would not otherwise be able to celebrate this festive day in the manner that most families would, and provided them with Thanksgiving baskets. Forty turkey baskets, complete with fully-cooked turkeys, mashed potatoes, gravy, stuffing, bread rolls, cranberry sauce, green beans, pumpkin and pecan pies, and whipped cream, were assembled by the group at the local HEB and delivered to the families. A special thanks goes out to HEB general manager, Emigdio Cahué, meat market manager, Hector Garza, and other members of the HEB staff for their help with the baskets. RIO GRANDE CITY CELEBRATES THE REASON FOR THE SEASON DURING 16TH ANNUAL H-E-B FEAST OF SHARING EVENT Annual Dinner Brings Rio Grande City Community Together on Thursday, December 5th at Fort Ringgold Elementary
The holidays are a special time for H-E-B. It’s a time to give thanks to its customers, and a time to bring family, friends and neighbors together for a beloved annual tradition – the H-E-B Feast of Sharing. This year’s event took place on Thursday, December 5, from 5-8 p.m., at Fort Ringgold Elementary located at 1 Fort Ringgold St. “Giving back to the community is what H-E-B was founded on more than 115 years ago, and it’s really at the heart of who we are as a company,” said Yvonne Loflin, H-E-B Director of Public Affairs, Border Region. “The Feast of Sharing gives us a wonderful opportunity to bring the Rio Grande City community together to break bread, enjoy one another’s company, and get the holiday season off to a beautiful start here in South Texas.” During the free community event, hundreds of volunteers served a feast to more than 2,000 residents. The menu included glazed ham with gravy, mashed potatoes, a vegetable medley and dessert. Preparing for a massive, large-scale feast of this size is no easy feat. It takes an army of volunteers to prepare 750 pounds of glazed ham, 35 gallons of gravy, 95 gallons of mashed potatoes, 55 gallons of vegetable medley, 2,500 slices of apple pie and 2,500 rolls. The H-E-B Feast of Sharing dinners were founded in 1989 and are a facet of H-E-B’s Food Bank Assistance Program. The program works year-round to prevent hunger in Texas and Mexico. Today, 31 dinners are held across Texas and in Mexico, with more than 250,000 meals served to communities.

Mrs. Claudia Vallejo’s barbering students from Rio Grande City High School and Grulla High School are so committed to their career and technical program that they spent their recent Thanksgiving break studying and testing. They were elated to receive their certification in barbicide that is essential for infection control in salons, spas and barbershops. RGCCISD was the first barbering program within a high school in Texas.
The Starr County Appraisal District Board of Directors presented Chairman Mr. Arturo S. Perez on December 3, 2019 with a plaque for his 2010 to 2019 valuable service to the district. Chairman Perez has been very dependable, encouraging and very supportive to the appraisal district. The City of Roma Gas Department does not maintain your buried aboveground pipe beyond the gas meter. If the pipe is not maintained, it may be subject to potential hazards of corrosion and leakage. You, as a natural gas customer, are responsible for the maintenance of the gas piping from the gas meter to and throughout the building and all piping and equipment up to the appliances. Your pipe should be periodically inspected for gas leaks, active corrosion and pitting, especially any buried pipe. To ensure your safety, repairs should be made if any unsafe conditions are discovered. A qualified plumber or a corrosion control specialist can assist in locating, inspecting and repairing your underground and aboveground piping to insure safe and dependable natural gas service. If any excavating is to occur near your buried pipe, the pipe should be located in advance and the pipe excavated with tools to avoid damages using powered machinery. This information is being furnished to you to help prepare your response to natural gas leaks and natural gas related emergencies and to advise you of recommended maintenance on your home line piping.

Final Notice and Public Explanation of a Proposed Activity in a 100-Year Floodplain To: All interested Agencies, Groups and Individuals on 12/11/2019: This is to give notice that the City of Escobares has conducted an evaluation as required by Executive Order 11988, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Wetlands Protection. The activity is funded under the Community Development Block Grant Program under 2019 contract. The City of Escobares proposes a Street Improvements project, including Administrative and Engineering fees and services, and to reconstruct approximately 5,220 linear feet (LF) of street utilizing scarification, asphalt and base mix, hot mix asphalt, driveway repair and all associated appurtenances. Work will take place on Lolo Flores Rd from point approximately 210 linear feet south of US HWY 83 to intersection with Pena Rd, on Pena Rd from intersection with Lolo Flores Rd to Lopez St, on Saenz Ct from Pena Rd to dead end of Saenz Ct, on Pera Ln from Lopez St to dead end of Pera Ln, on Flavio St from Luciano Ave to Cindy’s Ave, on Viola St from Luciano Ave to Cindy’s Ave, on Cactus Rd from San Julian Rd to Manuel Perez St (Lat : 26.419329°, Long: -98.960582°), on Manuel Perez St from San Julian Rd to a point approximately 1,000 linear feet north, on San Julian Rd from a point approximately 150 linear feet north of US HWY 83 to a point approximately 150 linear feet south of US HWY 83. If funds allow, continue work on Docker Rd for approximately 200 linear feet starting at the intersection with San Julian Rd, Escobares, Starr County. The project shall include activities within approximately 0.15 acres of the 100-year floodplain. The City of Escobares has considered the following alternatives and mitigation measures to be taken to minimize adverse impacts and to restore and preserve natural and beneficial values: a reduction in scope, alternate locations, and no action. The scope and location of project activities were chosen based on minimum improvements necessary to correct the health and safety risks existing facilities pose to the natural and human environment. Because the proposed project location contains the areas most in need of street improvements, the alternatives considered would preclude correction of these risks or environmental compliance violations. Additionally, there shall be no significant increase to impervious surface, best management practices shall be employed during construction, and the activity shall comply with state and local floodplain management procedures. The City of Escobares has reevaluated the alternatives to building in the floodplain and has determined that it has no practicable alternative. Environmental files that document compliance with steps 3 through 6 of Executive Order 11988 are available for public inspection, review, and copying upon request during regular business hours at the City Hall. There are three primary purposes for this notice: (1) People who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas; (2) An adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas; and (3) As a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk. Determining meals before and after exercise Before or after exercising, think twice about what you put in your body. Depending on your workout and intensity level, different exercises require varying methods of refueling. Roberta Anding, registered dietitian, sports dietitian and assistant professor of orthopedic surgery at Baylor College of Medicine, explains approaches to take with food and exercise. “First and foremost, it’s about honoring your own physiology,” Anding said. “If you have been training for a while, you know what you can tolerate and what you can’t. However, the general principle is the longer and harder the exercise, the more your body will rely on carbohydrate as a fuel. In addition, with longer and more intense exercise, more blood flow gets directed to the arms and legs and less is available for digestion.” For those who exercise in the morning before work or starting their day, eating prior to your workout depends on the intensity and what your gut tolerates. If the intensity is great, such as repeated sprints or high-intensity strength training, a liquid fuel such as diluted juice or a sports drink will leave your stomach faster than solid food. If that still makes you feel queasy, try something called “swish and spit.” This means you swish a sports drink in your mouth and then spit it out. There can be some absorption of carbohydrate through the lining of the mouth. Try eating a light carbohydrate such as oatmeal or a banana for a moderate-intensity workout. The
demand for fuel will be lower after a mild workout, like walking on the treadmill or walking your dog, and needs no special preparation since it is a low-intensity workout. People who exercise in the evening after work often worry about eating large quantities for dinner post workout. The key is to go into your workout with adequate fuel. If you skip lunch and then exercise, the postexercise appetite surge may make you overeat. Anding suggests eating a nutrient-dense meal with quality carbohydrates and protein for dinner, such as grilled fish with sweet potatoes or salad, to refuel and avoid overeating before bed. Another strategy is to have a light snack about 45 minutes before visiting the gym, which may not make you feel as hungry for dinner. You should eat a banana or an apple, or keep non-perishable, quality carbohydrate foods in your desk, including instant oatmeal or instant rice and beans. Snacks and meals before exercise also depend on a how much time you have before hitting the gym. If you have two hours before a workout, you should eat quality, moderate-fiber foods, such as oatmeal, sweet potato, whole wheat toast or whole grain crackers. You can add a slice of cheese or a tablespoon of peanut butter as well. A sports bar with some protein would be an easy and convenient choice. Avoid fiberenhanced foods before exercising. Be careful of bars that are labeled low-carbohydrate or low-net carbs, as they often contain too much
fat or a sugar alcohol that can cause GI stress. If you only have a 15-minute window, consume easily digested snacks, such as a bowl of grapes, clementine, half a banana or an apple. Protein can slow digestion, and you need the fuel in your muscles and not your stomach “Carbs are the fuel for exercise,” Anding said. “If you’re going on a run, you don’t want to eat eggs, bacon or cheese beforehand. These are all protein-containing foods that are not fuel sources. Instead, go for a slice of toast or half a banana, especially if you are exercising in the morning.” The three Rs are the most important tasks post workout: refuel, rebuild and rehydrate. For runners, the focus may be on eating after exercising. Anding suggests a lentil stew with brown rice to rebuild the carbs used while running. With strength training, part of what makes people stronger is ending up with micro tears in the muscle. Protein is key for rebuilding damaged muscle fibers. Whey and casein provide the best efficacy for rebuilding. Whey is a fast-acting protein that contains the powerhouse amino acid leucine, which helps you rebuild faster. She suggests making a milk-based or Greek yogurt-based smoothie to get whey and casein for rebuilding. Leucine is found in smaller amounts in plant-based milks, so it is important to consider your postexercise goals. It is very easy to pick the wrong snack to coincide with a workout, EXERCISE, section ll, page 3

September. Health officials recommend that everyone 6 months old and older get vaccinated now to prevent flu and its potentially devastating effects. The children ranged in age from under one year to 16 years old. They lived in four of Texas’ eight public health regions. Four of the children were not vaccinated for the current season. Health officials are still gathering information on the other deaths. “We’re seeing high levels of flu activity across Texas right now,”
said Dr. John Hellerstedt, DSHS Commissioner. “Young children are one of the groups known to be at high risk of hospitalization or death from complications of the flu. Getting your flu shot is one of the best ways to protect them and everyone else in the community.” The flu shot is especially important for people with chronic health conditions, pregnant women, young children and older adults because they are at higher risk of developing serious complications. The Roma High School Band Program’s Percussion Ensemble was named as a winner of the 2019 Percussive Arts Society’s Call of Tapes Competition! They are under the direction of Moses Simon and Josue Ortega. This is the highest honor a high school percussion ensemble can receive. Roma ISD Students Attend PATHS Conference
Roma High School students recently attended the PATHS (Pathways Aligned to Health Sciences) Student Conference and Kick-Off at the DHR Edinburg Conference Center. Roma ISD was selected to be part of this revolutionary project which exposes students to the Health Career Fields. The PATHS Project, funded by the Texas Education Agency, also aims to provide targeted learning experiences so that educators may
better support students interested in these fields. Partners in the PATHS Project include Region One ESC, The University of Texas - Rio Grande Valley, Doctor’s Hospital at Renaissance, The Health Science Institute at Renaissance, Performance Therapeutics, and ten school districts in the Rio Grande Valley. Roma ISD is one of those 10 districts in the Valley to have an opportunity to send its students to
these innovative events that promote college and career awareness. The year-long project will include experiences with healthcare and university professionals including conferences, school-based online mentoring sessions, and job-site visits. The Rotary Club of Rio Grande City made Christmas a little brighter for some foster children from Starr County. Thirteen 10.1 inch tablets were presented to the children at the annual Christmas party organized by the Starr County Children’s Welfare Board. There are approximately 60 children from Starr County in foster care. Thirteen of the older children received the tablets. Several other community organizations and law enforcement agencies also participated in the event, providing gifts to the younger foster children. Austin. Kara’s family hosted a German family this past April, and just this fall, hosted a German university student who was doing her student teaching at Summitt Elementary. Kara’s younger sister, Alexa will make the same trip this summer and is so excited to follow in her big sister’s footsteps. Inspired by her mother’s work helping survivors of interpersonal violence, Kara applied and was selected as a Teen Ambassador of Hope in 2018 and 2019. In 2018, she received the Outstanding Impact Award awarded by her fellow Teen Ambassadors for her show, “HOPE - Story through Dance”. She recruited fellow dancers and choreographed multiple dances, wrote a song, had spoken poetry throughout the performance, and was the principal dancer in the performance telling Kara Elizabeth Moy is the American Choral Directors the story of a young adult daughter of Denise Margo Association Honor Choir emerging from an unhealthy Moy, and is being presented in 2019 and will participate dating relationship. Syphilis in babies highlights importance of prenatal care and timely testing, treatment Texas public health officials are reminding health care professionals about a new law increasing syphilis testing during pregnancy. Texas law now mandates three syphilis tests: at the first prenatal exam, during the third trimester, and at delivery. The new requirement took effect last month and comes as the state has seen a sharp increase in the number of syphilis infections passed from mother to child. Congenital syphilis cases reported to the Texas Department of State Health Services more than doubled last year amid an ongoing increase in syphilis among women of childbearing age and an enhanced public health effort to detect and track cases. There were 367 cases of congenital syphilis in Texas in 2018, up from 164 in 2017. In addition to laboratory confirmed cases, the total includes all babies born to women with a history of syphilis and no documented treatment. “Congenital syphilis can have devastating effects on a child, but it is preventable when treatment begins in
time,” said Dr. John Hellerstedt, DSHS commissioner. “Testing in accordance with the new law will provide the best opportunity to treat the infection so the infant doesn’t suffer permanent consequences.” Health care providers are encouraged to document syphilis treatment completely and report that treatment to their local health department so that babies of mothers who received treatment won’t mistakenly be counted as cases. DSHS has taken a number of steps to detect and reduce congenital syphilis cases in Texas, including: •Issuing today’s health advisory with testing and treatment guidance for health professionals. •Hiring a congenital syphilis epidemiologist and congenital syphilis coordinator to lead efforts to better understand the causes of maternal and fetal infections in Texas. •Encouraging the creation of community-based teams that review congenital syphilis cases to identify
systemic barriers to care and ways to reduce those barriers. Review teams are operating in Houston and San Antonio with plans to expand to Dallas and the Rio Grande Valley. •Working with other jurisdictions reporting at least 10 cases per year to begin internal case reviews. •Using birth records to find cases that may have been missed before or at delivery so public health can verify treatment or work with doctors to evaluate and test the infant. •Following up on pregnant women with a previous syphilis infection who don’t have a record of receiving adequate treatment. The increase in reported cases is likely due to a combination of a higher incidence of disease among women and increased public health surveillance. A lack of or delayed prenatal care remains a significant factor in the growing number of congenital syphilis cases, and health officials encourage women to seek prenatal care as early in their pregnancy as possible.

Miss Emily Nicole Guerrero is the 18-year-old daughter of Oton Joaquin and Zelda Guerrero of Mission. Her paternal grandparents are Sir Noble Oton Guerrero, Jr., former Grand Commander, and Sultana Emma Cabaza Guerrero. Her maternal grandparents are Zulema Gutierrez of Edinburg and Carlos Gutierrez of Harlingen. Emily is part of a legacy of Alhambra El Cid Caravan No. 106 debutantes. She follows her five aunts, five cousins, and her sister who have all been presented as debutantes. Emily is a 2019 graduate of Sharyland Pioneer High School, where she was active in ten extra-curricular activities. These activities included; Cheerleading, Criminal Justice, Mock Trial, Theatre, UIL AcademicsProse, UIL AcademicsJournalism, Student Council, RGV Lead, National Honor Society, and the International Thespian Society. Emily also volunteered at CAMP University, and at UIL academic meets throughout her district. Emily graduated with more than 36 college credit hours and was awarded over 28 scholarships from across the state and nation. Emily is an active member of St. Paul’s Catholic Church in Mission where she was a youth leader and spent much
of her time volunteering and helping her community. Emily is a 2018 member of the Hidalgo County Cotillion. DPS Increases Enforcement Efforts to Help Keep Texas Roads and Drivers Safe This Holiday The Texas Department of Public Safety (DPS) wants to remind all Texans to do their part to celebrate the holiday season responsibly by obeying traffic laws, practicing safe driving habits and using extra caution when traveling on Texas

Make alternate travel plans if you are consuming alcohol. •If you can Steer It, Clear It: If you are involved in a noninjury crash and your vehicle can be moved, clear the traffic lanes to minimize the impact on traffic. Leaving vehicles in a traffic lane not only increases traffic congestion, but it also leaves those involved with an increased risk of harm and chance for a secondary collision. On some highways, it is actually a violation of the law to not move your vehicle over when it is safe to do so. •Move Over or Slow Down for police, fire, EMS, Texas Department of Transportation vehicles and tow trucks stopped on the side of the road with emergency lights activated. Also, show the same courtesy to fellow drivers stopped along the road. •Slow down — especially in bad weather, construction areas, heavy traffic and unfamiliar areas. •Eliminate distractions while driving, including the use of mobile devices. Texas law prohibits using a portable wireless device to read, write or send an electronic message unless the vehicle is stopped. •Buckle up everyone in the vehicle — it’s the law. •Drive defensively, as holiday travel may present additional challenges. •Don’t drive fatigued — allow plenty of time to reach your destination. •If you see a road hazard or if you observe anything suspicious, report it to the nearest law enforcement agency. •On multi-lane roadways, use the left lane for passing only. Not only is it courteous driving and avoids impeding traffic, Texas law requires slower traffic to keep to the right and to only use the left lane for passing (when posted). •Before your trip begins, make sure your vehicle is properly maintained and always double check to make sure all cargo is secure. •Monitor weather and road conditions wherever you are traveling.
