It is with great pleasure that I am announcing my candidacy for Justice of the Peace for Pct. 1. I am both humbled and surprised by the amount of support I have received from constituents, especially those that requested for me to represent them in this

position, and in the judicial making process. Since all criminal cases start with a Justice of the Peace, it is imperative that Starr County improve the level of experience and the abilities of those serving in this position, so we are at

par with surrounding counties including Hidalgo County and the rest of the state of Texas. This improvement is vital for Starr County to be recognized as leaders in the judicial process and a better competent judicial system will help boost economic development in the county. The role of Justice of the Peace in a criminal case is crucial because they are responsible for all initial magistrate where the accused are read their rights and set a reasonable bond for those accused. However, their role in civil matters are equally important as they hear common cases involving disputes of less than $10,000, eviction cases, issue search warrants and many other legal functions. With my 33 years of experience as a Lawyer and four of those as Judge of the County Court at Law and with knowledge of the law I

The Veterans of Foreign Wars/Henry Clay Davis Post met on December 7, 2017 to honor three World War II veterans. December 7 is Remembrance Day and Pearl Harbor Day. Ringgold Elementary Students Participated STC Starr Psych Club- Best Roma ISD Students Enjoy Party With Santa lucky Roma ISD in the RGCCISD Cross Country Meet Campsite Trophy at Relay For Life Some students enjoyed a special Christmas party with Santa Claus. They enjoyed one-onone with Santa, presents and a pizza party. A big thanks to Citizens State Bank for helping sponor this year’s event!

The Starr County Campus Psychology Club of STC have been participating at Relay For Life of Starr County for the last seven years. Each year since 2014, they work for several weeks on decorations for the campsite and spirit stick. This year the theme was “Around the World,” and the club’s specific theme was “Passport to a Cure.” The Psychology Club was awarded the “Best Campsite” Trophy for 4th consecutive year. NOTICE OF PUBLIC HEARING ON PROPOSED ORDINANCE OF THE CITY OF ROMA, TEXAS A Public Hearing is scheduled before the City Council of the City of Roma, Texas on Wednesday, January 10, 2018 at 5:30 p.m. at the Roma City Hall City Council Chambers, 77 Convent Street, Roma, Texas, in order to receive citizen comment on the City’s adoption of the Municipal Drainage Utility Systems Act, Subchapter C, Chapter 552 of the Texas Local Government Code, on the declaration that drainage in the City of Roma is a public utility, and on the levy of drainage charges. The proposed Ordinance is as follows: PROPOSED ORDINANCE AN ORDINANCE OF THE CITY OF ROMA, TEXAS, AMENDING CHAPTER 90 (UTILITIES) OF THE CITY OF ROMA CODE OF ORDINANCES TO CREATE A NEW ARTICLE VI (MUNICIPAL DRAINAGE UTILITY SYSTEM); ESTABLISHING A FEE SCHEDULE; EXEMPTIONS; AN APPEALS PROCESS; AND REMEDIES FOR NONPAYMENT; AND PROVIDING FOR THE FOLLOWING FINDINGS OF FACT; SAVINGS; SEVERABILITY; REPEALER; EFFECTIVE DATE; AND PROPER NOTICE AND MEETING. WHEREAS, the City Council of the City of Roma, Texas (“City Council”) has investigated and finds that it would be in the best interest of the City of Roma (“City”) and its citizens to adopt a Municipal Drainage Utility System; and WHEREAS, the City Council finds that the adoption of a Municipal Drainage Utility System will promote the public health, safety, and welfare of the citizens of the City; and WHEREAS, the City Council has the authority, pursuant to Chapter 552, Subchapter C, Texas Local Government Code, as amended (“Act”) to adopt a Municipal Drainage Utility System in accordance with the procedures and requirements set out in the Act; and WHEREAS, the City Council finds that the drainage of the City is a public utility within the meaning of the Act; and WHEREAS, the City Council finds that the service area of the Municipal Drainage Utility System shall be the area within the City limits of the City (“Service Area”); and WHEREAS, the City Councils finds that the City, pursuant to this Ordinance, will establish a schedule of drainage charges against all real property in the Service Area subject to the charges under this Ordinance; and WHEREAS, the City Council finds that the City will provide drainage for all real property in the Service Area on payment of drainage charges, except real property exempted from the Act; and WHEREAS, the City Council finds that the City will offer drainage service on nondiscriminatory, reasonable, and equitable terms; and WHEREAS, the City Council published notice in the a newspaper of general circulation in the City stating the time and place of the public hearing to consider the adoption of this Ordinance declaring the drainage in the City is a public utility and to consider a schedule of drainage charges provided in this Ordinance, with the notice being published three times before the date of the public hearing, with the first publication occurring on or before the 30th day before the date of the public hearing; and NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ROMA TEXAS, AS FOLLOWS: SECTION I FINDINS OF FACT All of the above facts and recitations in the preamble of this Ordinance are hereby found to be true and correct legislative and factual findings of the City of Roma and are hereby approved and incorporated into the body of this Ordinance as if copied in their entirety. SECTION II ESTABLISHMENT OF A MUNICIPAL DRAINAGE UTILITY SYSTEM Chapter 90 (Utilities), of the City of Roma Code of Ordinances is hereby amended to add a new Article VI (Municipal Utility Drainage System) as follows: “ARTICLE VI. MUNICIPAL DRAINAGE UTILITY SYSTEM Sec. 90-301. – Municipal Drainage Utility System Established. (a) The City hereby adopts and fully implements the Municipal Drainage Utility

Systems Act, Chapter 552, Subchapter C, Texas Local Government Code, as amended (the “Act”). The City hereby declares, following statutorilymandated public hearings, that a municipal drainage utility is established and created under the Act and is a public utility. (b) The City dedicates to its drainage utility all City-owned property, facilities, materials, and supplies constituting the City’s drainage system as of the effective date. All future acquisitions or real and personal property by the City related to drainage shall be maintained as a part of the City’s Municipal Drainage Utility System. Sec. 90-302. – Drainage Services Provided. Except for exempted properties, the City shall provide drainage systems for real property with the Service Area upon payment of the Monthly Drainage Utility Charge, as that term is defined by Section 90-308 of this Article. The Service Area shall be the area within the City limits of the City. Sec. 90-303 – Exemptions (a) Pursuant to Texas Local Government Code § 580.003(a), a state agency, and a public or private institution of higher education shall be exempt from payment of the Monthly Drainage Utility Charge for the development and maintenance of programs or facilities for the control of excess water or storm water. (b) Any property to which a mandatory exemption under Texas Local Government Code § 552.053 applies is exempt from payment of the Monthly Drainage Utility Charge, including without limitation: (1) property with proper construction and maintenance of a wholly sufficient and privately owned drainage system; (2) property held and maintained in its natural state, until such time that the property is developed and all of the public infrastructure constructed has been accepted by the municipality in which the property is located for maintenance; and (3) a subdivided lot, until a structure has been built on the lot and a certificate of occupancy has been issued by the municipality in which the property is located. (c) Any property owned or leased by the City is exempt from payment of the Monthly Drainage Utility Charge. (d) If the owner of property asserts that such property is exempt pursuant to this Section 90-303 or any other applicable law, the property owner has the burden to assert such exemption by filing notice of eligibility for the exemption with sufficient evidence of entitlement to such exemption with the City Administrator. If the exemption is not granted, the decision may be appealed to the City Council in accordance with Section 90-308(f). Sec. 90-304 – Drainage Utility System Fund A separate fund shall be created, as of the effective date of the Ordinance establishing this Article, known as the Drainage Utility System Fund, for the purpose of identifying and controlling all revenues and expenses attributable to the drainage utility. All drainage charges collected by the City and such other moneys as may be available to the City for the purpose of drainage shall be deposited in the Drainage Utility System Fund. Such utility revenues shall be used for the purpose of the creation, operation, planning, engineering, inspection, construction, repair, maintenance, improvement, reconstruction, administration and other reasonable and customary charges associated with the operation of the Municipal Drainage Utility System. Sec. 90-305 – Administration and Access (a) The City Manager or designee shall be responsible for the administration of this Article, including, but not limited to, enacting any procedures necessary for the administration of the Monthly Drainage Utility Charges and the consideration of variances, developing maintenance programs, and establishing drainage criteria and standards for operation of the drainage system. (b) By the adoption of the Ordinance establishing this Article, the City makes no representation that all drainage problems may or will be remedied, and the City Council retains full discretion in establishing the priorities in expending funds as they become available to meet the City’s drainage needs. The adoption of the Ordinance establishing this Article shall not be construed to relieve private land owners, developers, or other individuals or entities from providing storm water drainage improvements required by this Code of Ordinances, and federal or state laws and regulations. (c) City employees shall have access, at all reasonable times, to any benefitted properties served by the Municipal Drainage Utility System for inspection, repair, or for the enforcement of the provisions of this Article.

Sec. 90-306 – Monthly Drainage Utility Charge (a) The Municipal Drainage Utility Charge shall be levied against all real property within the Service Area, except the real property that is exempt under Section 90-303. (b) Using appraisal district information and geographic information system (GIS) data, the City has determined that the median single family residential parcel in the City has 2,900 square feet of impervious cover. Impervious cover means any surface that cannot effectively absorb or infiltrate rain or storm water, including buildings, roads, parking areas, pools, patios, sheds, driveways, sidewalks and other impermeable construction covering the nature surface. The Equivalent Residential Unit (ERU) is equal to 2900 square feet of impervious cover. (c) The Monthly Drainage Utility Charge shall be $1.00 multiplied by each ERU assigned to the property. (d) The ERUs shall be assigned to all real property in the Service Area as follows: (1) Each single family residential property is assigned one (1) ERU. (2) Each unit in a multi-family residential complex is assigned one (1) ERU plus the unit’s proportionate share of the ERUs for the multi-family residential complex’s shared and common spaces with impervious cover, such as parking lots, sports courts, and swimming pool areas. To determine the total ERUs for the multi-family residential complex’s shared and common spaces with impervious cover, the City shall determine the square footage of shared and common spaces with impervious cover and divide that square footage by the ERU. (3) Each commercial, industrial, and institutional property is assigned ERUs based on total square footage of impervious cover divided by the ERU, plus, if applicable, the user’s proportionate share of the ERUs for the property’s shared and common spaces, such as parking lots. For commercial, industrial, and institutional properties with more than one water utility customer, to determine the total ERUs for commercial, industrial, and institutional property’s shared and common spaces with impervious cover, the City shall determine the square footage of the shared and common spaces with impervious cover and divide that square footage by the ERU. The user’s proportionate share shall be determined based on the user’s total square-footage under the roof of the commercial, industrial, or institutional building or facility. (4) The calculated number of ERUs will be rounded to nearest whole integer to determine the Monthly Drainage Utility Charge. Sec. 90-307 – Billing for Drainage Services The City shall levy and bill the Municipal Drainage Utility Charge through the City’s water utility billing system. The Municipal Drainage Utility Charge shall be separately identified from other public utility billings. Sec. 90-308 – Adjustment of Charges and Appeals Process (a) Any user who disputes the category of land use or exemption, size of commercially developed property, or any other factor upon which the Municipal Drainage Utility Charge is based may petition the City Manager, in writing, for a decision on the validity of the requested revision or adjustment of the Municipal Drainage Utility Charge and shall set forth in detail the grounds upon which relief is sought. (b) The property owner shall submit a certified “as-built” survey and/or a foundation survey, at the owner’s cost, to assist in determining impervious area. In order to make a determination, additional information may be required, including but not limited to survey data approved by a Texas registered professional land survey or a detailed development plan approved by the City. Failure to provide requested information may result in the denial of the appeal or adjustment request. (c) No request for an appeal will be addressed if the rate per billing unit is the only factor disputed.

(f) If the property owner disagrees with the decision of the City Manager, the property owner may appeal the decision to the City Council within 30 days after receipt of the Manager’s decision. The appeal of the City Manager’s decision shall be placed on the City Council agenda on the next available regular City Council meeting. The City Council’s decision shall be final. Sec. 90-309 – Delinquent Charges; Nonpayment; Enforcement

Any charge due under this Article that is not paid when due may be recovered in an action at law by the City, together with maximum interest, attorneys’ fees, and other costs and fees if allowable under state or federal law. In addition to any other remedies or penalties provided by state or federal law or by the Ordinance establishing this Article, a customer’s failure to pay the drainage utility charges promptly when due shall subject the customer to discontinuance of any or all municipal utility services, including without limitation, water, wastewater, and garbage collection services.”

SECTION III SAVINGS Any Ordinance or part of Ordinances effectuated by the enactment of this Ordinance shall not be construed as abandoning any action now pending under or by virtue of such Ordinance or as discontinuing, abating, modifying or altering any penalty accruing or to accrue, or as affecting any rights of the City under any section or provisions of any Ordinances at the time of passage of this Ordinance. SECTION IV SEVERABILITY If any provision, section, sentence, clause or phrase of this Ordinance, or the application of the same to any person or set of circumstances is for any reason held to be unconstitutional, void, invalid, or unenforceable, the validity of the remaining portions of this Ordinance or its application to other persons or sets of circumstances shall not be affected thereby, it being the intent of the City Council of the City of Roma in adopting, and of the Mayor in approving this Ordinance, that no portion thereof or provision or regulation contained herein shall become inoperative or fail by reason of any unconstitutionality or invalidity of any portion, provision or regulation. SECTION V REPEALER The provisions of this Ordinance shall be cumulative of all other Ordinances or parts of Ordinances governing or regulating the same subject matter as that covered herein, provided, however, that all prior Ordinance or parts of Ordinances inconsistent or in conflict with any of the provisions of this Ordinance are hereby expressly repealed to the extent that such inconsistency is apparent. This Ordinance shall not be construed to require or allow any act which is prohibited by any other Ordinance.

SECTION VI EFFECTIVE DATE This Ordinance shall take effect immediately from and after its passage and publication as may be required by governing law. SECTION VII PROPER NOTICE AND MEETING

It is hereby officially found and determined that the meeting at which this Ordinance was open to the public and that public notice of the time, place and purpose of said meeting was given as required by the Open Meetings Act, Chapter 551 of the Texas Government Code. Two Roma ISD Middle School Students Win District Christmas Card Contest Congratulations to Irving Chavez of Ramiro Barrera Middle School and Gemelli Garcia of Roma Middle School for their winning submissions for the first Roma ISD Middle School Christmas Card Art Contest! Both students were honored at the Roma ISD School Board Meeting. All the submissions were awesome, but these students did a fantastic job with their artwork. The district looks forward to showcasing their pieces on the front of Christmas postcards to be sent to employees and community members, as well as educators and businesses across the state of Texas.

Over thirty community men attended the Mayor’s Men’s Prayer Breakfast at STC on Tuesday, December 12. Pastor Bob Alderman delivered the “Words to Live By” message. The focus of his message was on Joseph’s role and impact on the Christmas story and his unwavering loyalty to God as well as his accepting responsibility as husband to Mary. Alderman pointed out that God’s greatest gift to humanity was sending His Son to offer mankind salvation. Pictured with Pastor Bob Alderman are some members of the Mayor’s Men’s Prayer Breakfast (MMPB) Planning Committee; Dr. Antonio Falcon, Mike Villarreal, Rev. Alberto Escobedo, Founder of Casa de Esperanza, Soup Kitchen & Emergency Shelter Alberto Escobedo is founder of Casa de Esperanza, a food pantry and temporary shelter located in Rio Grande City. He is a local entrepreneur, educator, licensed barber, and a noble man who has devoted his life to serving others in his community. His time is spent working at his beauty salon, Esco Spa & Salon, and serving the less fortunate at Casa de Esperanza. Born and raised in Rio Grande City, Alberto found his calling for crafting and creating beauty by watching his mother, Elvia Escobedo, tend to clients in her small beauty shop. After graduating from Rio Grande City High School, he pursued his barber’s licensure and soon began a career as a hair stylist alongside his mother at Elvia’s Beauty Shop. However, he knew there was much more to be learned about his craft and longed to bring the glamour of international beauty back to his hometown clients. In 2013, he opened Esco Spa & Salon. He and his team of professionals serve clientele from across the Rio Grande Valley and Mexico. Alberto recognized that many in his community were going hungry and in 2015 he founded Casa de Esperanza. Casa de Esperanza’s mission is to help the less fortunate members of our community, including the elderly, unemployed, migrants, and the homeless by providing a hot meal daily during lunch, and food pantry distribution. Alberto holds onto the belief that although he may not be able to feed everyone, he will serve all he can. Casa de Esperanza’s vision is to assure that no one goes hungry in the community, that no food is wasted, and that no one is denied the opportunity to become self-sufficient. Casa de Esperanza is currently assisting over 500 families in Starr County. The organization is currently being solely sustained by food donations from the local H-E-B, and Wal-Mart in Rio Grande City. In just two years this nonprofit has grown so much, and he now is working on an expansion project whereby Casa de Esperanza will be moving into a bigger two-story building to better serve more community members and offer more shelter service. Alberto Escobedo has always wanted to help members of his local community because he knew there was a need. Whether it is to help lowincome families, or make a person feel special by a haircut, he is a oneof-a-kind selfless person. DPS: Give the Gift of Safe Travel This Holiday Season The Texas Department of Public Safety (DPS) is reminding drivers that by staying sober and following basic traffic laws, they can give their fellow motorists the gift of safe travels this season. In an effort to increase safety on Texas roadways, DPS Troopers will conduct traffic patrols throughout the holiday weekends of Dec. 24 – 27 and Dec. 31 – Jan. 1, looking for drunk drivers, speeders, seat belt violators and other dangerous drivers. Make alternate travel plans if you are consuming alcohol. •Slow down – especially in bad weather, construction areas, heavy traffic and unfamiliar areas. •Eliminate distractions while driving, including the use of mobile devices. Texas law prohibits using a portable wireless device to read, write or send an electronic message unless the vehicle is stopped.

•Buckle up everyone in the vehicle – it’s the law. •Don’t drive fatigued – allow plenty of time to reach your destination. •Drive defensively, as holiday travel may present additional challenges. If you see a road hazard or something suspicious during the holidays, report it to the nearest law enforcement agency. •Before your trip begins, make sure your vehicle is properly maintained and always double check to make sure all cargo is secure. •Monitor weather and road conditions wherever you are traveling.
