Alhambra Christmas Party with Santa
On Friday, December 14th, approximately 175 of God’s Special Children were treated to a special Christmas Party with Santa at the KC Hall in Rio Grande City. The event was co-sponsored by Order of the Alhambra El Cid Caravan #106 and the Knights of Columbus De Saules Council #2597. All three Starr County School
districts generously transported students from their special education departments allowing them this special time with friends and schoolmates. Each child received a gift from Santa courtesy of El Cid Caravan, and each unit took pictures with Santa, with each class receiving copies of their picture courtesy of local photographer and Grand Knight,

In addition to getting vaccinated, having good health habits also help prevent contracting the illness: 1. Avoid close contact with those who are sick. 2. Stay at home when you are sick. 3. Cover your mouth and nose while sneezing or coughing. 4. Wash your hands. 5. Avoid touching your eyes, nose or mouth. Sorority Enjoys Two Meetings Winners of Roma ISD 2018 Rio Grande City Rattler Band and Two Service Projects Christmas Card Art Contest Homecoming Band Beau and Sweetheart
Texas Delta Theta Master of Beta Sigma Phi enjoyed two meetings during November. Nelda Laurel was hostess for the first meeting, and Becky Canales presented a very interesting program on enterprising Pete Diaz, Jr. and his Valley Mart stores, once lauded as the largest Hispanic business in Texas. Vangie Anderson gave an interesting history of steamboats on the Rio Grande River, and Rosie Garcia served as hostess for the second meeting. President
Diana Peña presided during both business meetings, held in the home of Jesse Peña. Two Autumn service projects were held in November. A check for use in purchasing school uniforms for students was presented to Alberto and Celia Barrera Elementary in Rio Grande City and Delia G. Garcia Elementary in Roma. Thanksgiving baskets of turkey and all the trimmings ready to prepare were presented to a family at each of these schools.

Charity Softball Tournament Raised Toys For Children F.J. Scott Elementary School Students Enjoy Surprise Visit F.J. Scott Elementary School students recently had a Meet and Greet with Olaf, Mr. Polar Bear and The Grinch! The students really enjoyed the special interaction with the characters.
Graduating Students Receive Ring As Symbol Of University Years
On December 15, the Roma High School Math Club organized a charitable softball game to raise toys for local children. They invited many organizations such as Student Council, Feminist Club, the soccer team, and Earth Club. Teams of students were able to compete against each other on this sunny Saturday morning. Clubs were encouraged to donate toys in order to enter the tournament. A total of TBD toys were raised. All of the toys will be distributed to children in need around the area.

The Texas Department of Public Safety (DPS) is encouraging drivers to pack safety on their holiday road trips by staying sober and following traffic laws throughout the holidays. In an effort to increase safety on Texas roadways, DPS Troopers will conduct traffic patrols throughout the holiday weekends — Dec. 2326 and Dec. 31-Jan. 1 — looking for drunk drivers, speeders, seat belt violators and other dangerous drivers. Many local law enforcement agencies will also increase enforcement efforts over the holidays. “The holidays are a wonderful time of year, and it’s up to each and every Texan to be responsible behind the wheel so that everyone makes it home safely to their family during the holidays,” said DPS Director Steven McCraw. “Along with other law enforcement partners across the state, DPS will be out in force to identify and remove dangerous drivers from Texas roadways this holiday season.” During the Christmas/New Year holiday enforcement effort last year, DPS Troopers issued more than 86,000 citations and warnings for a variety of violations, including speeding, no insurance and seat belt/child safety seat usage. DPS enforcement efforts also resulted in 400 DWI arrests, 359 fugitive arrests and 277 felony arrests. DPS wants to remind all Texans it is everyone’s responsibility to help protect those working on the side of the road this holiday season by following the law: Move over or slow down for police, fire, EMS, Texas Department of Transportation vehicles and tow trucks stopped on the side of the road with emergency lights activated. Also, show the same courtesy to fellow drivers stopped along the road. Winter weather threats may also be a factor during holiday travel. Texans can prepare their vehicles for winter by checking the battery, windshield wipers (including appropriate freeze resistant-fluid), tire pressure, tire tread and fluid levels, as well as taking time to lubricate door and trunk locks to prevent freezing. Additional tips to prepare for winter weather can be found on the DPS website. DPS offers the following additional tips for safe travel
during the holidays: •Do not drink and drive. Make alternate travel plans if you are consuming alcohol. •Slow down – especially in bad weather, construction areas, heavy traffic and unfamiliar areas. •Eliminate distractions while driving, including the use of mobile devices. Texas law prohibits using a portable wireless device to read, write or send an electronic message unless the vehicle is stopped. •Buckle up everyone in the vehicle – it’s the law. •Drive defensively, as holiday travel may present additional challenges. •Don’t drive fatigued – allow plenty of time to reach your destination. •If you see a road hazard or if you observe anything suspicious, report it to the nearest law enforcement agency. •On multi-lane roadways, use the left lane for passing only. Not only is it courteous driving and avoids impeding traffic, Texas law requires slower traffic to keep to the right and to only use the left lane for passing (when posted). •Before your trip begins, make sure your vehicle is properly maintained and always double check to make sure all cargo is secure. •Monitor weather and road conditions wherever you are traveling. Before you leave on your trip: •Make sure your vehicle’s tires are aired up, that fluids (oil, windshield wiper, antifreeze) are at the proper levels, and that your windshield wipers are fresh. •Pack an emergency kit with flashlights, blankets, water, snacks and road flares in case you’re suddenly stranded. •Check the weather on the way. Are there big storms between where you are, and where you’re heading? While you’re on the road: •Pack your patience – traffic is likely to be heavy, so it may take a bit longer to get to your destination. •Pay attention – have someone else hold your mobile phone and direct the driving route. A crash can happen in just moments. •Avoid road rage – either creating it or falling victim to it. Always keep to the right on the highways unless you’re passing another vehicle.

TRS Pension Design Study Confirms DB Plan Best for Texas Education Retirees
The Teacher Retirement System of Texas (TRS) released an update to its Pension Design Study, December 14, 2018. The study, originally conducted in 2012, was originally requested by the Texas Legislature to assess potential changes to the pension fund’s defined benefit plan design. A defined benefit pension plan, also known as a DB plan, differs from a defined contribution or DC plan in that it provides a lifetime annuity to plan participants. DC plans provide only the amount available in an individual’s account at retirement. The vast majority of TRS retirees also do not receive Social Security benefits because 95% of school districts in Texas do not pay into the federal program. The TRS defined benefit plan is the sole form of retirement income for most Texas public education retirees. “The completion of the Pension Design Study by TRS today confirms that the TRS defined benefit plan is the best plan for our dedicated Texas education employees,” says TRTA President Patricia Macias. “The plan is also best for taxpayers because for the amount of money put in by the state and employees, TRS is able to generate two-and-half times that amount in investment income.” TRS also concluded in its study that the majority of TRS members would do significantly worse investing on their own with a defined contribution component. “With the recent change to the TRS rate of return assumption from 8 percent to 7.25 percent, the Texas Retired Teachers Association (TRTA) believes now is the time for the Texas Legislature to solidify financial support for this very necessary retirement system and increase the state/employer contribution rate from 6.8 percent to 8.6 percent,” says TRTA Executive Director Tim Lee. After having written, for many years, about the native flora and fauna of the Tamaulipan Thornscrub in which we live, it occurred to me that I’ve never focused on the ecoregion itself. Its features are what has resulted in the amazing wildlife diversity we enjoy. An ecoregion is a large ecosystem which is defined by having distinctive geography, wildlife, and environmental conditions such as solar radiation and moisture. While an ecoregion has within it a variety of slightly differing smaller ecosystems, it has distinctive overall features which distinguish it from other ecoregions. The Tamaulipan Thornscrub has a calcareous substrate such as caliche and gravel, left as this area alternately rose and sank into the
ocean. Wildlife includes ocelots, jaguarundis, and reddish egrets along with, for example, Texas indigo snakes, star cacti, Mexican burrowing toads, reticulate collared lizards and 400+ species of birds. As we all know the summers here are hot and dry. Moisture is limited and seasonal. Some of you may know the area as the Tamaulipan/Mezquital Ecoregion, or as the Tamaulipan Biotic Province or as the Southern Texas Plains. Whatever it’s called, it’s 54,000 square miles and is southern Texas and northeastern Mexico. It’s mostly mesquite grassland with spiny trees and shrubs dominating. Many tree and shrubs are leguminous such as the Ebony. There are numerous cacti like prickly pear and tasajillo. The Rio Grande runs through it and there once were abundant stands of Montezuma bald cypress, now only scarce. When the Spanish

Due to the conversion of land for agriculture and the development of cities, businesses and roads, the remaining remnant of undisturbed Tamaulipan Thornscrub is about 2 % of the original. Just like species go extinct, so do ecoregions. The Tamaulipan is now listed as critically endangered. When development or climate change extinguishes or substantially alters a habitat, it of course extinguishes the wildlife that depend on it. Habitat loss is the major cause of species extinction. So, we’re lucky to be able to enjoy what remains of the Tamaulipan Thornscrub’s rich, wildlife diversity but unlucky to have to observe it’s coming extinction. Lucky us?
